Fiscal policy shocks exert wide-reaching effects, including movements in asset markets. US politics have been characterized historically by a high degree of partisan conflict. The combination of increasing polarization and divided government leads not only to significant Congressional gridlock, but also to spells of high fiscal policy uncertainty. This paper adds to the literature on the relationships between fiscal policy and asset prices in the US economy conditional on the degree of partisan conflict. We analyze whether a higher degree of partisan conflict (legislative gridlock) reduces the efficacy of the effect and response of fiscal policy on and to asset …

There is no doubt that the NPT regime is far from being equal for all states involved. As the predominant hegemonic power since WWII, the United States plays a major role in deciding the fates of non-great power proliferators. This article tries to find the logical explanation of the phenomenon whereby some nuclear proliferators are absolved regardless of their active accumulation of nuclear arsenals while others are labeled as “rogue states” and ordered to disarm. Murky Projects And Uneven Information Policies: A Case Study Of The Psychological Strategy Board And Cia, Susan Maret

This case study discusses the Truman and Eisenhower administration's (1951-1953) short-lived Psychological Strategy Board (PSB). Through the lens of declassified documents, the article recounts the history and activities of the Board, including its relationship with the Central Intelligence Agency (CIA) and clandestine projects that involve human experimentation. Primary documents of the period suggest that institutional secrecy, coupled with inconsistent information policies, largely shielded CIA's BLUEBIRD, ARTICHOKE, and MKULTRA from the Board. This subject has not been previously reported in the research literature, and supplements existing historical understanding of the PSB's mission under the broad umbrella of psychological warfare.

In discussion with the literature on the treatment of veterans in the United States and the nature of American citizenship ideology, the following dissertation asks how post-9/11 veterans are defining, (re)creating, and contesting citizenship in the contemporary U.S. By studying a localized community of post-9/11 veterans, my dissertation highlights the dilemmas of U.S. citizenship at a time when the U.S. is engaged in a global War on Terror using less than 1% of the U.S. population as paid volunteers. Soldiers and veterans occupy states and spaces of exception, marking military citizens as distinct from civilians. Military citizenship benefits the nation …

Purpose. The purpose of this qualitative multiple case study was to explore and describe the impact of Equine Assisted Psychotherapy (EAP) on the reintegration of wounded veterans into civilian life as perceived by wounded U.S. military veterans participating in EAP.
Methodology. A qualitative multiple case study methodology was appropriate for this research due to its focus on analyzing a single entity (EAP) possessing unique characteristics within a system bound by participants (wounded U.S. military veterans as defined by this study), time (2015-2017), and/or place (California or Virginia) through events.

Abstract
This article maps two distinct bodies of thought before moving to a synthesis discussion, which proceeds in dialogue with the contributions of Pope Francis to fostering substantive peace. The first section presents select challenges and promises of employing inter-religious dialogue as a tool for peacebuilding. The article then positions papal contributions coupling inter-religious dialogue and peacebuilding. A synthesis section analyzes how Francis is buttressing this connection in particular ways with reference to his notion of building up cultures of dialogue and encounter. A Comparison Study Of The Typologies Of Terrorist Organizations Using Geographic Information Systems, Michael Alaimo, Yonghong Tong

This study uses a geographic information system (GIS) and a zero-inflated negative binomial regression model to evaluate if terrorist organizations that display a higher level of abstract/universal characteristics are more lethal in individual terrorist attacks than those organizations that exhibit a higher level of limited/political characteristics The results from the zero-inflated negative binomial regression model indicate that indeed there is an association between organizations that demonstrate a higher degree of abstract/universal characteristics and higher fatality rates in individual attacks. Likewise, terrorist organizations with a greater degree of limited/political characteristics were determined to produce less fatalities in individual attacks.

Why do some ceasefires last for days, while others last for months or years? Previous research on ceasefires has not directly considered the question of ceasefire durability, or has focused solely on the dynamics of ceasefire durability in interstate war. In order to address these knowledge gaps, this study explores the question of ceasefire durability in the context of ethnic civil wars. It is hypothesized that ceasefire durability is related to belligerents’ territorial satisfaction, relative power, and actor cohesion. The United States, Canada, Russia, and Norway are all Arctic states; however, they prioritize the region to different degrees in terms of investments of security assets and military presence. What explains why some Arctic countries prioritize the Arctic more than others? This thesis explores this question through using an issue-based approach, which looks at the salience of issues as having implications for foreign policy tools and measures. This thesis finds that having interests and stakes in the region of high overall salience contribute to an explanation of why some countries prioritize the region more, while low overall salience is linked …

The concept of resilience is currently making its way into the field of peace and conflict studies, but it is a concept with different meanings and implications. The argument advanced in this paper is that in order to make the most of resilience thinking, the field should not conceive of resilience merely as the ability to bounce back to an original state after a disturbance, a conceptualization usually referred to as “engineering resilience.” Instead, it should engage with “ecological resilience,” which refers to the amount of disturbance that a system can absorb before being pushed across a threshold from one …

Shifts in culture and technology have changed the manifestation of celebrity in modern society, culminating in the practice of internet microcelebrity, where one views followers as fans, produces content consistent with a personal brand, and engages in strategic interaction with devotees. This thesis examines how those effects have also changed how terrorists present themselves and operationalize celebrity status. An original typology of terrorist celebrity is presented: traditional, martyr, and internet micro-celebrity. The way communities build resiliency and prepare for acts of terrorism is ambiguous in the United States; best practices remain unclear. Due to mobility and advancements in communication technologies, individuals and organizations share information, incite anger, recruit, and act on ideological grievances with ease. Such grievances are bolstered by the political and social exclusion of disparate groups through poorly designed policies and ineffective government structures. The United States increasingly has resorted to the use of Unmanned Aerial Vehicles (UAVs) for targeted killings of terrorists as a counterterrorism strategy. More states and terrorist organizations also are acquiring UAVs and this development can lead to indiscriminate and unregulated use of UAVs. Previous researchers have indicated the surveillance ability and precise weapon delivery capacity of UAVs make them a weapon of choice for U.S. counterterrorism efforts. Although the U.S. government estimated the collateral damage involved in the use of UAVs at 3-5%, nongovernmental sources put it at 25-40%.
