Eighteen Leading Social Critics Comment: What Is The Real Threat To World Peace And Social Security?, Kenneth A. Kirkpatrick, L. K. Northwood

The Journal of Sociology & Social Welfare

What is the real threat to world peace and social security? Is it the prevalent ideology of violence, aggressive nationalism, and militarism? Or is it the maldistribution of resources, technology, and social welfare benefits? How much of itsnational budget must the U.S. allocate to military expenditures? How can the national budget priorities be changed so there is a more realistic funding of social programs? Do we face as great a threat of nuclear annihilation in the '70's and the '80's as we did in the early '60's?

Edited by Kenneth A. Kirkpatrick and L. K. Northwood

Introduction: Warfare-Welfare As A Serious Social Problem For Study And Action, L. K. Northwood Jan 1977

Introduction: Warfare-Welfare As A Serious Social Problem For Study And Action, L. K. Northwood

The Journal of Sociology & Social Welfare

Throughout the Journal reference will be made to "The Warfare/Welfare State." When the term is used by the editors it refers to activities and programs in the public (governmental) sector having to do with the growth, development, and interrelationship of two of the major institutional complexes of society, the military and the social welfare.

The Welfare Effort Of The United States: Know Then Thyself, Leonard S. Miller, Marleen Clark Jan 1977

The Welfare Effort Of The United States: Know Then Thyself, Leonard S. Miller, Marleen Clark

The Journal of Sociology & Social Welfare

It seems obvious that the United States is not meeting the welfare needs of all its citizens in a adequate and equitable manner. But, it is neither clear what rearrangement of national priorities would result in more resources for welfare state usage, nor, given the resources at its disposal, is it clear what priorities and activities within the welfare state would lead to best reeting the needs of its users. Countrymen, what is to be done?

The Conservative Program For The Welfare-Warfare State: The Response To The Korean, Algerian, And Vietnamese Wars, Clarence Y.H. Lo Jan 1977

The Conservative Program For The Welfare-Warfare State: The Response To The Korean, Algerian, And Vietnamese Wars, Clarence Y.H. Lo

The Journal of Sociology & Social Welfare

This paper explains why the leaders of conservative political parties were so successful in the aftermith of limited wars. Conservative parties are those parties whose constituency is large and small business, managers, upper income professionals, and some white collar workers and farmers, exemplified by the Republican Party in the United States, the Gaullist Party in France, the Christian Democrats in Germany and Italy, and the Conservative Party in England. Conservative political leaders rose to power because they addressed the problems intensified by limited wars-- budget deficits, political stalemate, and inter-imperialist rivalries-- and, to some extent, enacted short term solutions--budget cuts, …

Anti-War Work By Discouragement Of Warriors: A Critique Of Anti-War Tactics Used Among Naval Personnel In The Vietnam War, Orabelle Connally Jan 1977

Anti-War Work By Discouragement Of Warriors: A Critique Of Anti-War Tactics Used Among Naval Personnel In The Vietnam War, Orabelle Connally

The Journal of Sociology & Social Welfare

"Wars will end when men have ceased to fight" was a popular slogan of the anti-Vietnam War movement. It sounded quite practical and almost true on its face. However, we now have considerable information about wars and how people have refused to fight, and the relationship between them is not well described by this phrase. The specific military technology in use, the social organization of military authority, and the division of labor in producing war, all make a difference in the possibility of stopping a war by many refusals to fight. Campaigns emphasizing this tactic may even strengthen the organization …

A Disarmed World: Problems In Imaging The Future, Elise Boulding Jan 1977

A Disarmed World: Problems In Imaging The Future, Elise Boulding

The Journal of Sociology & Social Welfare

One of the major handicaps to scholars, activists and would-be policy makers associated with the post-World War II peace research and peace action movements has been the inability to construct coherent and believable images of a post military industrial United States society. Even at the height of the economics of disarmament studies in the I960s' the most that economists could demonstrate was that disarmament could take place without severe economic dislocations, and that resources released from arms could be used for improving the global standard of living. The new peace research movement was also producing books in the sixties showing …

Social Welfare And Some Implications Of Non-Violence, Mulford Q. Sibley Jan 1977

Social Welfare And Some Implications Of Non-Violence, Mulford Q. Sibley

The Journal of Sociology & Social Welfare

A new journal has made its appearance. It is called Soldier of Fortune and is devoted to the concerns of "professional adventurers"--that is, to those who would like to become hired violent fighters in various parts of the world. The journal opens its columns to their advertisements: "Ex-marine seeks employment as mercenary, full-time or job contract, prefers South or Central America but all offers considered." "Experienced mature fighter/seeks assignment anywhere.... " In defending his journal from the charge of encouraging brutality, the founder says: "After all, booze is brutal, cars are brutal, sex is brutal. There's a need for guns …

Health Care Cost-Containment Regulation: Prospects And An Alternative, Clark C. Havighurst Jan 1977

Health Care Cost-Containment Regulation: Prospects And An Alternative, Clark C. Havighurst

Faculty Scholarship

Regulation of the health care system to achieve appropriate containment of overall costs is characterized by Professor Havighurst as requiring public officials to engage, directly or indirectly, in the rationing of medical services. This rationing function is seen by the author as peculiarly difficult for political institutions to perform, given the public's expectations and the symbolic importance of health care. An effort on the part of regulators to shift the rationing burden to providers is detected, as is a trend toward increasingly arbitrary regulation, designed to minimize regulators' confrontations with sensitive issues. Irrationality and ignorance are found to plague regulatory …

A Study To Test The Teacher Perceivers Interview As An Instrument That Would Select Vocational Agriculture Instructors That Develop Positive Rapport With Their Students, James E. Simmons Dec 1976

A Study To Test The Teacher Perceivers Interview As An Instrument That Would Select Vocational Agriculture Instructors That Develop Positive Rapport With Their Students, James E. Simmons

Department of Agricultural Leadership, Education, and Communication: Dissertations, Theses, and Student Research

The purpose of this study was to test the Teacher Perceiver Interview as an instrument that would select vocational agriculture instructors that develop positive rapport with their students. A review of literature that led to this study stemmed from three areas. These were the use of the interview in hiring prospective teachers, the teacher-pupil rapport concept, and combining these two processes into an interview instrument intended to measure the teacher-pupil rapport an applicant could be expected to develop. A random sample of forty-five vocational agriculture instructors was selected out of a total of 138 teachers in the state of Nebraska. …

This issue of Review of Applied Urban Research features "Economic Status in Midcontinent Metropolitan Areas, Third Quarter 1976," by Ralph H. Todd.

During the third quarter of 1976, Midcontinent metropolitan areas experienced the most universal decline in unemployment rates since the monitoring system was initiated for the fourth quarter of 1975. September unemployment rates in all 25 areas were lower than the United States rate, which declined from 8.1 percent during September of 1975 to 7.4 during September of 1976. Only Fargo, Rapid City and Cheyenne experienced unemployment rates higher than during September of 1975. The increase in average weekly …

Comunication Disturbances In A Welfare Bureaucracy: A Case For Self Management, Robert E. O'Conner, Larry D. Spence Nov 1976

Comunication Disturbances In A Welfare Bureaucracy: A Case For Self Management, Robert E. O'Conner, Larry D. Spence

The Journal of Sociology & Social Welfare

The survey data in this study of 1313 caseworkers and income-maintenance workers of the Pennsylvania Department of Public Welfare provide some elements of a description of white-collar alienation in government bureaucracies. We interpret our findings to indicate that the hierarchical communication network of this department operates to deny implicitly the worth and intelligence of workers. As perceived by employees, the general pattern of message construction, message transmission and message acknowledgment takes no account of their needs for information and validation nor does it allow the information generated at the work place to be fed back to the administration. Thus, the …

The Impact Of Solar Central Electric Technology On The Regulated Utility, Donald A. Murry Oct 1976

The Impact Of Solar Central Electric Technology On The Regulated Utility, Donald A. Murry

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

The generation of electricity by solar energy in the U.S. is moving from the design stage to the pilot plant stage. Some persons have argued that at least some of the base line technologies are competitors now or are approaching parity with other energy sources, at least when the social costs and benefits are considered. This paper evaluates briefly the institutional framework of the regulated electric utility, the proforma impact of a solar electric plant upon an operational utility. We conclude that under the present regulatory/institutional framework, the solar electric technology will be developed at a date that is slower …

A Method For Ascertaining The Effects Of The "Significant Deterioration Of Air Quality" Regulations On Energy Industries, James A. Crenshaw, Allan G. Pulsipher, Robert C. Shock Oct 1976

A Method For Ascertaining The Effects Of The "Significant Deterioration Of Air Quality" Regulations On Energy Industries, James A. Crenshaw, Allan G. Pulsipher, Robert C. Shock

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

EPA has issued regulations to "prevent the significant deterioration" of air quality. Problems that states may encounter in implementing these regulations are described and an approach that states and utility systems can use to implement the prevention of significant deterioration regulations efficiently is given. The planning method can also be used to ascertain the economic effects of these regulations upon the energy industries in the state in question.

Optimal Fuel Supply Control For Electrical Energy Systems -- A Real Time Computer Technique, J. Derald Morgan, Richard Thomas Smith Oct 1976

Optimal Fuel Supply Control For Electrical Energy Systems -- A Real Time Computer Technique, J. Derald Morgan, Richard Thomas Smith

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

The techniques of linear-integer programming are applied to the problem of supplying coal to power plants. A heuristic technique for optimizing the supply of coal to power companies is created. The optimization minimizes the purchase, transportation, and demurrage costs of coal subject to power system operations, power plant demands, coal purchase supply, power plant coal handling operations, and transport options. A procedure for calculation and analysis of cost sensitivity of optimal solutions to input data perturbations is presented which utilizes the optimizing technique.

The nature of the constraint set developed allows for the inclusion of loading and unloading operations in …

Household Demand Responsiveness To Peak Use Pricing: Implications Drawn From Experimental Studies Of Consumer Demand Behavior Of Both Humans And Animals, Raymond C. Battalio, John H. Kagel Oct 1976

Household Demand Responsiveness To Peak Use Pricing: Implications Drawn From Experimental Studies Of Consumer Demand Behavior Of Both Humans And Animals, Raymond C. Battalio, John H. Kagel

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

The authors approach the problem of demand responsiveness to peak use pricing from the perspective of experimental economists working in the area of consumer demand behavior. Results from experiments involving both human and laboratory animal consumers are presented suggesting that wide classes of house-_ hold economic activities will be quite responsive to changes in peak use pricing but that the demand for space heating and cooling will be highly inelastic without major changes in capital stocks. The reasons for these differences are discussed along with suggestions of low cost technologies for achieving greater price responsiveness in space heating and cooling …

Energy Conservation In Aeronautical Ground Testing, R. W. Hensel Oct 1976

Energy Conservation In Aeronautical Ground Testing, R. W. Hensel

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

Large aeronautical ground test facilities, particularly continuous flow wind tunnels and engine altitude test cells, are large users of electricity. Because of the correspondingly high absolute cost of energy, these facilities generally maintain continual programs to minimize both energy and power levels consistent with achievement of testing objectives. The recent sharp increases in kilowatt-hour costs (overall rates doubled within two years at the U. S. Air Force's Arnold Engineering Development Center, for example) have resulted in a proportional rise in efforts to effect further economies. The various methods available to reduce electricity costs fall in three categories: (1) methods related …

Future Growth Of Electric Power Demand In The South Atlantic Region, W. S. Chern, S. B. Caudill, B. D. Holcomb, W. W. Lin Oct 1976

Future Growth Of Electric Power Demand In The South Atlantic Region, W. S. Chern, S. B. Caudill, B. D. Holcomb, W. W. Lin

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

A reliable forecast of electricity demand is essential for evaluating the future need for additional electricity generating capacity. Such an evaluation has important implications for public policies on the research and development of energy technologies, particularly those technologies related to electricity generation, transmission, distribution, and consumption. The purposes of this paper are to discuss a methodology used in forecasting electricity demand on a state basis and to present some preliminary demand forecasts, by sector, for the eight states in the South Atlantic region. Although the models presented here were developed for this region, we are currently developing similar models for …

The Lag Effects Of Ownprice And Income On The Demand For Gasoline, Albert L. Danielsen, R. Carter Hill Oct 1976

The Lag Effects Of Ownprice And Income On The Demand For Gasoline, Albert L. Danielsen, R. Carter Hill

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

There have been a number of studies attempting to determine income and price elasticities of demand for petroleum products. These studies vary greatly in terms of model specification and in the type of data used. The immediate purpose of this paper is to formally investigate the time distribution of the income and price variables on the demand for gasoline in the United States during the time period 1949-1973. Gasoline was selected because it is the principal refined petroleum product and is important in its own right. However, the more fundamental purpose is to contribute to the methodological literature and to …

A Re-Examination Of The Energy-Gnp Hypothesis, Alexander B. Holmes Oct 1976

A Re-Examination Of The Energy-Gnp Hypothesis, Alexander B. Holmes

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

This paper re-examines the hypothesis that there is a constant relationship between U.S. energy consumption and gross national product (GNP). If this ratio is constant then providing incentives for energy conservation may be an unacceptable policy since economic activity in some sectors of the economy may be adversely affected. Further, if the energy-GNP ratio has begun to rise over time, as some researchers have suggested, then expectations of the future demand for various energy resources must be revised accordingly. Berndt and Wood (1974) have shown that the energy-GNP ratio is consistent with standard economic theory only under highly restrictive conditions, …

Energy Use And Technological Progress, C. E. Moody Jr. Oct 1976

Energy Use And Technological Progress, C. E. Moody Jr.

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

In conclusion, the evidence seems to be consistent with the hypotheses that energy is not an omitted variable in the value added production function, that energy use is associated with but not a prerequisite for productivity growth, that technological progress can be energy saving as well as energy using, and that increasing output measured as real GNP can be achieved with a less than proportionate increase in energy use.

A Functional Form Analysis Of The Demand For Refined Petroleum Products, Albert L. Danielsen, Mangi L. Agarwal Oct 1976
