Artificial intelligence (AI), as the core driving force of the new industrial revolution, has become a strategic pillar for enhancing national competitiveness, with the cultivation of AI talent being a decisive factor. This study systematically compares the AI talent cultivation systems of China and the United States from three perspectives: strategic planning, formal education, and practical domains. The findings reveal that the U.S. has continuously and systematically advanced AI talent cultivation plans at the national level, granted institutions substantial autonomy in talent cultivation with deep integration of industry-academia-research collaboration, and established a well-developed AI innovation and entrepreneurship environment. Accordingly, the …

Transformation Of Open-Source Innovation Governance Of Large Models, Zhe Wang, Jinsong Cai Mar 2026

Transformation Of Open-Source Innovation Governance Of Large Models, Zhe Wang, Jinsong Cai

Bulletin of Chinese Academy of Sciences (Chinese Version)

Artificial general intelligence (AGI), represented by large-scale models, is a transformative driver of new-quality productive forces, making the effective construction and governance of open-source innovation commons increasingly critical. Yet traditional open-source models are under strain, and existing commons theories require further development. Model training costs rise exponentially with each iteration, while a sustainable profit cycle from innovation to industrial application has not been established, rendering long-term cost-bearing infeasible for individual organizations. The traditional community-enterprise collaboration model, once successful in generating ecosystem value, now faces escalating computing and data costs, uncertain commercial returns, and governance risks related to social and national …

Geopolitical Transformation In The Post-October 7 Middle East (2023–2025): Power Shifts Vs. Structural Shifts, Nael Shama

The Journal of Social Encounters

This essay investigates the geopolitical shifts that unfolded in the Middle East from October 2023 to the end of 2025, stimulated by the surprise attack by Hamas on Israel on October 7, 2023, and the subsequent events it triggered. These included military confrontations between Israel and each of Hamas, Hezbollah and Iran, the fall of the Assad regime in Syria, and Houthi attacks in the Red Sea. The essay demonstrates that these developments have reshaped power positions and alliances in the Middle East, leading to a more complex and unpredictable geopolitical landscape. It sketches out the new regional balance of …

U.S. Arctic Sea Lines Of Communication (Sloc): The Imperative For A Maritime Complex And Corridor In The Bering Region, Samuel A. Krakower, Troy J. Bouffard

Joint Force Quarterly

This paper examines the current American capacity to defend its newfound Sea Lines of Communication in the North Pacific and Arctic Oceans. The history, and importance, of Sea Lines of Communication trace back to great naval strategists such as Rear Admiral Alfred Thayer Mahan and Sir Julian Corbett, and consistent protection of these maritime corridors in times of war and peace led to the success of the United States. As the Arctic Region emerges as a new theater of geopolitical importance, the United States finds itself significantly disadvantaged or "strategically handicapped” in terms of presence, capability, and proximity to defend …

Using Ai To Redirect Donor Support To Smaller Organizations, Madeleine Alegria, Brandolon Barnett

The Foundation Review

Despite rising interest in supporting local causes, many donors continue to give to large, nationally recognized nonprofits. This reflects ongoing structural barriers such as limited nonprofit visibility, decision fatigue, and search environments that prioritize brand familiarity.

At the same time, small-dollar giving has declined for three consecutive years, highlighting the need for more transparent, accessible, and trustworthy tools to support donor decision-making (Childress, 2024; Lilly Family School of Philanthropy, 2023).

In a 2024 evaluation study, 291 U.S. donors were randomly assigned to use either the Giving Compass Guide to Good platform or general internet tools to select a new nonprofit …

Beyond The Check: Lessons In Trust, Support, And Structure For Flexible Well-Being Grants, Martena Reed, Jennifer Marsack, Chelsey Hurt, Gladys Hairston, Karla Mendez, Tejaswini Vemuganti, Valerie Stewart, Cindy Alvarado

The Foundation Review

This article draws on a developmental evaluation of the Blue Cross and Blue Shield of North Carolina Foundation’s Well-Being Grants, which awarded over 100 small, flexible grants to support nonprofit staff and organizational well-being. Using surveys, interviews, focus groups, and document review, authors examined how organizations defined well-being, how they used the funds, and what factors shaped their choices.

Findings show that, while grantees valued flexibility, many relied on familiar approaches such as retreats, stipends, and team building. Long-standing compliance norms engendered caution about experimentation, even when funders encouraged it.

The authors argue that funders must pair flexible dollars with …

Perception systems are vital for the safety of autonomous driving. In complex autonomous driving scenarios, autonomous vehicles must overcome various natural hazards, such as heavy rain or raindrops on the camera lens. Therefore, it is essential to conduct comprehensive testing of the perception systems in autonomous vehicles against these hazards, as demanded by the regulatory agencies of many countries for human drivers. Since there are many hazard scenarios, each of which has multiple configurable parameters, the challenges are (1) how do we systematically and adequately test an autonomous vehicle against these hazard scenarios, with measurable outcome; and (2) how do …

Managing State-Owned University Student Dormitories In The Philippines: The Role Of Service Quality, Marc Immanuel G. Isip

Journal of Public Affairs and Development

State-subsidized student housing is generally left undeveloped, and only a few efforts focus on evaluating and improving service quality and living accommodation satisfaction in state-owned/managed dormitories in a sustainable, strategic manner. These student housing services are threatened by limited government funding and the challenges posed by the post-pandemic period. Inflation has prompted an increase in dormitory fees, but services remain generally affordable; however, higher fees have raised expectations for service quality. This paper aims to investigate the role of service quality in state-owned/managed university student housing services and explore how it influences residents’ satisfaction with living accommodations. Using Partial Least …

The Impact Of Second-Tiered Leadership Behavior On Postmerger Experience In The Jamaica Constabulary Force, James Theophilus Golding

Walden Dissertations and Doctoral Studies

Following the merger of the Jamaica Constabulary Force (JCF) and the Island Special Constabulary Force (ISCF) in May 2014, complaints emerged about inequitable treatment of former ISCF members, raising questions about social justice and breaches of the moral contract. Although prior research highlighted the importance of leadership in mergers, it neglected to examine the role of second-tier leadership. The purpose of this qualitative phenomenological study was to investigate the potential role of second-tiered JCF leadership behavior in these perceived social justice breaches. A transformational leadership framework, which centers on leaders’ behavior and communication to motivate followers, underpinned the study. Purposeful …

Journal of Cybersecurity Education, Research and Practice

As cyberthreats to critical infrastructure remain prevalent, national response mechanisms must evolve beyond the technical domain to incorporate legal, communicative, strategic, and cross-sector coordination. This work explores Locked Shields, an annual exercise conducted by NATO's Cooperative Cyber Defence Centre of Excellence, as a pedagogical and conceptual framework for simulating whole-of-government responses to cyber incidents. Unlike traditional cyber exercises, Locked Shields engages legal advisors, media strategists, and civil-military roles in realistic, scenario-driven simulations that portray the political and operational conditions of a real international-scale cyber crisis. We detail the exercise architecture, contrast with other cyber exercises, and assess its pedagogical and …
