I have referred to a key problem of how to make individual and group concerns known to the decision makers without ignoring the weakly organized and unorganized-and without putting both the legislators and administrators in the position of merely ratifying bargaining negotiated between these interest groups. I have suggested non-governmental Social Planning Councils have a potentially significant role to play in the changing need for representativeness for the myriad of strong, weak and unorganized groups and individuals.

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

Designed as a comparative undertaking by the National League of Cities (NLC) , this study is officially entitled "National Research Agenda Project No. 5: Substandard Housing and the Cost of Providing Housing-Related Services." A similar study was carried out by the urban observatories in Denver and Nashville. According to the study scope of services, the NLC was interested in the cost of "a wide variety of local government activities ... required to support and service urban housing," and how these costs "are affected by housing quality, housing location, age and type of structures. ..." The purpose of this inquiry is to demonstrate how the literary qualities of a political statement have contributed to the legal and economic development of an African nation.

It is my contention that a literary statement* is a useful tool in representing the process of events in a manner which reproduces the quality and character of the underlying reality. A Basis For Legislation To Encourage Conservation Of Automobile Energy Fuel, James Pinson Ludwig

Journal of the Minnesota Academy of Science

A detailed basis for legislation to institute a system of rating automobiles according to their energy costs is proposed, together with mechanisms to tax wasteful uses of energy associated with cars. A complementary rebate system for owners of very efficient vehicles also is proposed. This proposal is advanced instead of systems of increasing energy supplies or gasoline rationing to control consumer demand.
