The United States student loan market is shaped by a variety of market failures–credit constraints, positive externalities, behavioral frictions including myopia, debt aversion, and misperception–that together justify government intervention in the market. This thesis details the economic theory underpinning the market for student loans, evaluates three historical federal student loan programs (the Perkins Loan Program, the Federal Family Education Loan Program, and the Federal Direct Loan Program) through the lens of that theory. This thesis examines why strong sex education laws do not reliably translate into consistent classroom experiences for LGBTQ+ students. Using a qualitative single-case study of California, it traces the evolution from SB 71 (2003) to the California Healthy Youth Act (CHYA) (2016) and analyzes how mandates move through a decentralized governance chain. This hermeneutic phenomenological study examines the lived experiences of Hispanic/Latino child welfare professionals who were formerly employed at a large urban public child welfare agency. Despite the growing representation of Hispanic/Latino children and families in child welfare systems and the strong vocational commitment of Hispanic/Latino professionals, this group remains underrepresented in the workforce and experiences notable patterns of early attrition. Grounded in safety science and psychological safety frameworks, this study explores how organizational culture, leadership practices, and identity-related dynamics shape professional meaning-making, well-being, and decisions to remain in or leave the field.

This study examines the fiscal outcomes of dissolution versus restructuring special districts, using the former Reedy Creek Improvement District as the primary case study. In Humboldt County, California, transportation represents 53% of total emissions, with MD/HD vehicles being a major contributor. The Armenian Genocide functioned as a form of coup-proofing under the Committee of Union and Progress (CUP). Existing scholarship emphasizes nationalism, wartime radicalization, and security dilemmas, but does not fully account for why the military complied, why dissenters were removed, or how Armenian property became tied to political loyalty. The recognition and integration of male disposability theory would mean an evolutionary leap in modern theorizing about gender and the law, but it is ignored. Why? In Nepal, landless populations can broadly be categorized into two groups: urban squatters and rural landless families. Each group can further be distinguished by its level of political connection and access to power.

Among urban squatters, politically connected groups often occupy open public spaces in cities with some degree of protection or tolerance from political parties. In contrast, less powerful urban squatters usually settle on public land because they cannot afford formal housing. In 2022, the League of Women Voters discovered inconsistencies across Kentucky county clerk websites in how they offer voter information and in website accessibility and clarity. County clerk websites serve as an important source of accessible voting procedural information, trusted by constituents. Through an audit of county clerk websites and interviews with county clerks, this project identifies how county election office websites can better provide equitable, accurate, comprehensive, and consistent voting information. Recommendations based on the findings include linking the Kentucky State Board of Elections Voter Information Portal universally, adding website training, and state-established website guidelines.

Given contemporary changes to federal budget priorities and recent challenges to federal food access funding, this research explores the potential benefits of entrusting state-level and municipal-level policymakers with food access policy. More specifically, this research suggests that “localizing” food access has the unique benefit of not just addressing the affordability of food, but the physical accessibility of it. As observed in the previous literature and expounded upon here, food provisioning requires consideration of nutrition, physical accessibility, and financial affordability. This thesis analyses the practice of documenting and uploading roadside memorials in the Western United States as a socially transformative process facilitated between two distinct kinds of noticing. Drawing on (auto)ethnographies of roadside memorial sites in Colorado and California, interviews with photographers and cartographers working primarily in the American Southwest, and Google Street View media, this research examines how recognition of the social negotiations involving memory and mortality that are already present in the physical shrines evolves when documenters capture and transpose them online. Bridge-pier scour is a leading cause of flood-induced bridge failure, yet practice still lacks transparent, physics-informed tools that link data-driven prediction with design guidance. This study develops an interpretable, physics-aware machine-learning framework to predict equilibrium scour depth and translate those predictions into actionable strategies for flood-resilient infrastructure. Using the 2014 U.S. Geological Survey Pier-Scour Database (569 laboratory cases), five models: Gradient Boosting, AdaBoost (Tree), XGBoost, Gaussian Process (RBF kernel), and Kernel Ridge (polynomial), were trained and evaluated with K-fold cross-validation.
