This study serves as a critical mid-term review of the Egyptian National Strategy for Alternative Care for Children and Youth without Parental Care (NACS) (2021-2030). The 10-year strategy overall goal is to shift from institutional care, such as orphanages, to family-based care, such as kafala, the Islamic alternative to legal adoption, for children deprived of parental care. While the global literature strongly advocates deinstitutionalization, empirical research on the operational risks and unintended harms that can arise during such complex transformations remains scarce.

Approved by California voters in 2008, the California High-Speed Rail (CAHSR) project is a planned 800-mile rail corridor across California aimed at delivering intercity passenger rail service to the state’s largest metropolitan areas. This was the first voter-approved high-speed rail project in the United States and remains one of its most contentious. The first phase of the project’s construction is currently underway in California’s Central Valley, including many communities that initially opposed CAHSR. While supporters champion increased connectivity and the provision of environmentally sustainable transportation alternatives, critics contend the project’s benefits will not outweigh its environmental costs and economic disruptions. …

Legislators frequently discuss the same policy issues across multiple hearings and legislative sessions, sometimes maintaining consistent positions and other times modifying or reframing their stance over time. Understanding how these positions evolve is important for analyzing political discourse and democratic accountability, yet identifying such shifts at scale remains difficult.

Lethal Autonomous Weapons Systems (LAWS) challenge the core principles of International Humanitarian Law (IHL), distinction and proportionality, by delegating life-and-death decisions to algorithms rather than human judgment.  This dissertation examines whether LAWS can conform to these principles and, if so, under what conditions.  Through process tracing, the study traces the historical integration of disruptive weapons technologies, including chemical, biological, nuclear, and armed drones, into IHL-compliant frameworks or their exclusion via prohibition.  Each case reveals distinct pathways: outright bans for indiscriminate or inherently inhumane systems (chemical and biological weapons), normative restraint and limited acceptance despite destructive power (nuclear weapons) and phased …

This Article recovers the largely overlooked legal and administrative history of the federal loyalty-security program, and argues that it played a formative role in the development of modern civil service protections and administrative law. During the McCarthy era, the United States Civil Service Commission (CSC), under pressure from Congress, implemented a sweeping loyalty program aimed at rooting out purportedly disloyal federal employees. Practitioners of Afro-Caribbean religions, including Santería, Vodou, Espiritismo, and Las 21 Divisiones, utilize the New York City Public Parks system to hold rituals, connect with spirits and ancestors, and dispose of religious remains leftover from trabajos (workings) and brujería (witchcraft). Utilizing photos from Van Cortlandt Park in the Bronx, my thesis considers the religious, political, social, and practical rationale behind this phenomenon, explores the rituals occurring, and provides policy suggestions that balance religious needs of practitioners with the safety and wellbeing of New York City’s parks.

This study examines how Ansar Allah (the Houthi movement) constructs and legitimises a jihad discourse through official speeches and formal statements issued by military spokesperson Yahya Sarea and the movement's official platforms during the 2023–2024 Red Sea attacks. Employing Norman Fairclough's three-dimensional Critical Discourse Analysis (CDA) framework—integrating textual analysis, discursive practice, and sociocultural context—the study analyses a purposive corpus of 45 verified institutional texts. The emergence of Hamas in 1987 cannot be separated from the configuration of modern colonialism and the continuity of occupation that shaped the political reality. Hamas’s early phase was rooted in socio-religious activities through education and community empowerment programs, before evolving into armed resistance against the occupation. For decades, migration has ranked among the most pressing issues in European domestic and regional politics as the number of forcibly displaced persons seeking protection continues to rise. Complementary Pathways, developed as an alternative to the retrenchment of state-led refugee resettlement and restricted access to asylum, have gained increasing prominence in policy discourse and practice. Existing scholarship often explains their emergence through transnational policy transfer or government-led initiatives.
