Mercy Corps International, a non-profit voluntary agency, is one of the United States most resourceful international charities, contributing close to 94 percent of its resources to the most vulnerable areas in the world. Since 1979, when Mercy Corps was founded as Save the Refugees Fund, it has dispersed over $450 million in assistance to people in more than 68 countries. With the support of several prominent Americans, Save the Refugees Fund was able to expand its efforts to assist not only the Cambodian refugees who attempted to flee by boat but also vulnerable people in other nations. The International Rescue Committee (IRC), founded at the request of Albert Einstein to assist opponents of Adolf Hitler, helps people fleeing racial, religious and ethnic persecution as well as those uprooted by war and violence. The IRC, with a staff from 40 countries, is a global organization. International institutions, governments and individual donors support the organization. Recently, the European Commission and individual European nations contributed substantial funding to assist IRC humanitarian aid projects.

The average American commuter, alone in an automobile, has a twenty-five-minute ride to work, a not unpleasant, usually overlooked part of the workday. But for millions of low-income people trying to establish themselves in the workforce, getting to work can be a major hurdle because their jobless neighborhoods are not well connected to areas where jobs are plentiful. Theirs is the longest commute. This is not a new problem. The decades-long decline of inner cities and the public transportation system are fairly well-documented phenomena. In its infancy, it was limited to public hearings concerning decisions that were, for all practical purposes, "done deals." The aim of this report is to support North Shore efforts to build a regional approach to housing.
The report explores the housing needs of people who are caught in the squeeze between low incomes and high housing costs. The report has two goals:
- to provide information for understanding the need to expand below market rate housing;
- to illustrate that need by providing detailed documentation on the situation in Gloucester, Peabody, and Salem.
The report is not intended to propose solutions, but to provide groundwork for solutions.

During 1998 the NN21 Food Systems in 2020 Action Team at the University of Nebraska sponsored two symposiums to stimulate thinking and discussion about the nature of the food system that will evolve by the year 2020, and the potential role of the University of Nebraska in shaping that system and educating people to participate effectively in it. In September 1998 Habitat for Humanity's director asked our team to conduct a feasibility study on the possibility of opening a Habitat Re-Store in Portland, a store that would re-sell used building materials. Public policies rarely have single objectives. For the federal Empowerment Zones and Enterprise Communities initiative, bettering the socioeconomic opportunity structure among a collection of the nation's low-income areas is only one of its goals. Another initiative objective is to foster the representation of common citizens, especially residents, in the planning and implementation of strategies and programs designed to redevelop these low-income areas. Strategic community planning was the method chosen by the initiative's designers to achieve both objectives. In 1987, in response to reports of large numbers of veterans among America's homeless, the Department of Veterans Affairs established two new national health care initiatives, which have seen over 40,000 homeless veterans since their inception. We present here evaluation and treatment data on a sample of 14,000 of them. Because of differences in their design, the two programs vary in the degree to which they emphasize community outreach, homelessness prevention, and the provision of aftercare services to patients discharged from other VA programs.
