In response to California's ongoing housing affordability crisis, state and local governments have adopted a range of prohousing policies aimed at reducing barriers to housing production and promoting the integration of housing with transportation. This study examines two distinct but related dimensions of prohousing policies in California. One concerns the Prohousing Designation Program (PDP) (established by the 2019–2020 Budget Act), analyzing the adoption and implementation of prohousing policies in 56 California cities that received Prohousing Designation. Disaster risks in tourism villages are increasing, generating multidimensional impacts on environmental, economic, institutional, and public health. In late 2024, Mattabulu Tourism Village experienced an 83% decline in tourist visits following a series of disasters, disrupting tourism activities and weakening local governance capacity. This study uses a qualitative case study design to evaluate disaster mitigation policy implementation through the “Sipatokkong” Program. Evaluation applied four Organisation for Economic Co-operation and Development–Development Assistance Committee (OECD-DAC) criteria: relevance, effectiveness, impact, and sustainability, operationalized through policy implementation, street-level bureaucracy, and collaborative governance frameworks. This study analyzes the conceptualization and practice of community-based tourism empowerment on Bangka Island, serving as a strategic approach to promote sustainable and inclusive coastal tourism. Employing a qualitative descriptive approach, data were gathered through interviews with nine key informants, observations, and policy document analysis. Findings reveal that these empowerment initiatives significantly strengthen individual and institutional capacities, enhance community participation in tourism planning, and drive economic diversification from extractive industries to sustainable tourism. Furthermore, this approach facilitates economic transformation through the development of micro, small, and medium enterprises (MSMEs) and coastal ecotourism, concurrently reinforcing environmental conservation and cultural preservation. Nepal’s catastrophic 26 August 2026 Bhote Koshi–Trishuli flood should be understood not only as a humanitarian tragedy but also as a potentially major turning point in updating national settlement and reconstruction policy. Engineers and scientists have described the floods as a glacier–bedrock collapse that triggered an ice-rock avalanche and debris flow. As per the live updates on September 7, 2026, the total death toll was 1,355, and 4,996 people were missing (The Hindu, 2026). Indian and Nepali rescuers worked urgently to locate and rescue people buried under hydropower tunnels, buildings, mud, and landslide debris.

Our Claims Matter: Latin American Migrants’ Nonviolent And Everyday Resistance Across Transnational Spaces, Pryanka Penafiel-Cevallos

This dissertation examines how Latin American migrants engage in nonviolent resistance across transnational spaces in Ecuador, challenging dominant narratives that portray migrants primarily as passive actors or humanitarian subjects. Focusing mainly on Venezuelan, Colombian, and returned Ecuadorian migrants, the study places migrants’ political agency at the center of analysis. It asks how migrants resist, for what purposes, and under which conditions they mobilize nonviolent and everyday resistance practices to claim rights, dignity, and human security in a host country marked by both legal innovation and growing exclusion.

People with intellectual disability deserve a system that offers flexible, timely, and person-centered support — one that is innovative, sustainable, and holistic in enabling them to live fulfilling lives. This qualitative study, grounded in Critical Participatory Action Research (CPAR), examines how people with intellectual disability experience participation in decision-making within New York State's disability service system. By centering lived experience, the study identifies factors that facilitate or hinder participation in decision-making and examines structural, social, and policy-related barriers that limit agency. Nepal’s constitutional commitment to a “socialism-oriented” state places social justice, equitable access to resources and housing, and protection of marginalized populations at the center of national development discourse. However, persistent landlessness, informal settlements, unemployment, youth outmigration, and unequal access to infrastructure reveal a significant gap between constitutional aspirations and socioeconomic realities.

Racial health inequities remain among the most persistent forms of health disparity in the United States, despite decades of policy efforts to eliminate them. African Americans, in particular, continue to experience disproportionately poor health outcomes rooted in generations of institutional racism and in inequities in the social determinants of health, income, wealth, education, housing, and access to care, disparities that the COVID-19 pandemic further exposed and intensified. These enduring, structurally produced harms strengthen the case for reparative investment as a potential intervention.

New housing and development in California are often planned in communities that already face economic hardship, environmental burdens, and limited access to reliable transportation. Recent research finds specifically that in the San Francisco (S.F.) Bay Area and Southern California (SoCal) metropolitan regions, there is a high propensity to plan new urban development in socially, economically, and environmentally disadvantaged communities (DACs) with poor transit accessibility and limited personal mobility. Scholarly literature has increasingly recognized that the inclusion of women and gender in formal transitional justice processes is essential for addressing the gendered nature of mass atrocities. This thesis seeks to contribute to the existing literature on how and why some transitional justice processes have come to address women and gender by specifically studying Chile’s Rettig Commission and Valech Commission. Between 2017 and 2024, U.S. philanthropy experienced a period of significant innovation as many foundations reconsidered long-standing assumptions about control and began taking steps to share power more directly with the communities they fund. This article draws on community leaders’ reflections, alongside the authors’ perspective as long-term evaluators, to examine how these commitments were experienced in practice.

The displacement of cultural artifacts through conflict, colonization, and illicit trafficking has created profound gaps in humanity's shared heritage. This paper examines the systemic barriers to cultural property restitution and proposes a structured dispute resolution framework as the primary remedy. Drawing on the social, nonmarket, and economic values of cultural heritage, the study establishes why repatriation extends beyond legal formality into questions of identity, sovereignty, and collective memory. A review of existing international instruments, including the 1954 Hague Convention, the 1970 UNESCO Convention, and the ICPRCP, reveals persistent enforcement gaps and jurisdictional inconsistencies that impede meaningful restitution. In 1987, the Brundtland Commission's Our Common Future (1987) made clear the need to reject longstanding development processes and focus on sustainable development. The Commission stressed that actual sustainable development integrates three elements: social development, economic development, and environmental protection. Though developed nations have achieved economic growth through conventional and extractive development practices, these practices have intensified natural disasters driven by climate change, increased food insecurity, and deepened poverty. Ensuring transportation investments are equitable across different populations and travel modes is a priority for many agencies, yet existing tools often make these assessments difficult, especially for smaller and resource-constrained organizations. To address this gap, this report provides the findings of Phase II of our study on reviewing and developing transportation equity metrics. The Phase I project investigated transit equity metrics and provided recommendations on advancements in quantitative methods. Building on Phase I recommendations, this study investigates low-cost methods for comparing the equity between auto (roadway) and transit performance or investments for low resource transportation agencies. This study evaluates the effectiveness of the Rural Utah Data Symposium, an event designed to address data-driven decision-making among rural leaders. The symposium features expert-led presentations on the rural economy, healthcare, housing, mobility, broadband, and wellbeing. Data were collected through an online exit survey with a 67% response rate (n = 35). Attendees rated presentation quality, learning outcomes, and overall satisfaction. Findings show high ratings and positive learning outcomes, demonstrating the symposium’s value in empowering informed decision-making. Recommendations include increasing interactivity among attendees, broadening content scope, and expanding statewide representation to further support data utilization in rural Utah.

Community philanthropy is increasingly promoted as an alternative to institutional, top-down philanthropy, yet the term remains contested. In the Global North, it is typically associated with community foundations, while in the Global South the emphasis is on community itself.
This article offers a definition of community philanthropy as a practice rooted in context and power rather than a single institutional form. It identifies five transformative characteristics that distinguish community philanthropy from conventional giving and translates these principles into seven dimensions that can be used to identify and assess community philanthropy in practice.

A south-suburban Cook County, IL city lacks grocery stores with high-quality food options, which contributes to food insecurity. Residents often rely on highly processed, low-nutrient foods, contributing to nutritional vulnerability. Friendship Church’s food bank sporadically serves this food desert, but sustaining its operations is challenging. Using community-based participatory action research design and the food security theory, data were collected from 25 semistructured interviews with food bank beneficiaries and church staff/volunteers and analyzed using reflective thematic analysis. Alternative Project Delivery Methods (APDMs) are increasingly being recognized as effective alternatives to the traditional Design-Bid-Build (DBB) approach for transportation projects. As APDMs gain traction among California’s transportation agencies, understanding the legislative frameworks that enable their use and the characteristics of each method is critical. This study benchmarks the existing use of APDMs in California transportation agencies of varying types and sizes, while considering the characteristics (advantages and barriers/challenges to implementation) of each APDM and the authorizations enabling its implementation. Grassroots and civic organizations are increasingly recognized as “middle actors” in sustainability, leveraging ICT-driven solutions to bridge top-down policies with bottom-up citizen engagement and behavioral change. This study examines how civic organizations in Finland and Singapore integrate digital tools to support sustainable waste management practices aligned with Sustainable Development Goals 11, 12, and 17. Guided by a Design Science Research (DSR) approach and drawing on Middle-Out and multi-level governance theories, we developed and validated the Integrated Sustainability Engagement Framework (ISEF) based on interviews with 21 civic organizations and iterative feedback. In rural Appalachia, longstanding patterns of extractive economic development, coupled with limited public investment and uneven institutional support, have contributed to persistent economic stagnation and a diminished sense of pride among residents. These conditions reflect deeper structural challenges, including economies shaped by resource extraction and external control. Addressing these conditions is critical to fostering economic growth, promoting cultural heritage, and enhancing overall well-being in the region.
