Racial health inequities remain among the most persistent forms of health disparity in the United States, despite decades of policy efforts to eliminate them. African Americans, in particular, continue to experience disproportionately poor health outcomes rooted in generations of institutional racism and in inequities in the social determinants of health, income, wealth, education, housing, and access to care, disparities that the COVID-19 pandemic further exposed and intensified. These enduring, structurally produced harms strengthen the case for reparative investment as a potential intervention.

Background and Objective. Despite laws prohibiting the sale of pharmaceuticals outside licensed pharmacies, sari-sari stores continue to informally sell medicines, bridging access challenges especially in remote areas. The study explores the roles and perceptions of sari-sari stores as informal medicine providers. Methods. The study draws on ethnographic insights from key informant interviews with fourteen (14) sari-sari store owners or tinderas, probing into medicines sold in sari-sari stores and their perceived effectiveness. Dignity: A Journal of Analysis of Exploitation and Violence
The article examines Transaction Intercept (TI), an artificial‑intelligence platform designed to reduce sex trafficking by disrupting the revenue streams that draw organized crime into the market. Transaction Intercept deploys decoy online ads that appear to offer commercial sexual exploitation or prostitution. Automated "decoy" personas connect to individuals who click on these ads and engage them in text conversations. These exchanges can remain fully automated, ending with deterrence messages, or be transferred to police for potential enforcement action or to trained volunteers who attempt to discourage further attempts to buy sex. Oral history interview with John Barry, who has served as Executive Director of the Southern Tier AIDS Program (STAP) since 2008. He was born in Endicott, New York in 1966, grew up in Vestal, and attended high school at Seton Catholic Central in Binghamton before serving in Germany with the United States Army during the early 1980s. When he returned to Broome County in 1987, some of his friends had been affected by HIV/AIDS and, while earning a degree at SUNY Binghamton, Barry became involved in mutual aid efforts to help people affected by the disease. Should We Flee? The Mortality And Economic Impacts Of Hurricane Evacuation Orders, Lucas Kaplan

I estimate the mortality and county-level regional economic impacts of hurricane evacuation orders using a novel instrumental variables framework. Relative to similarly affected but non-evacuated areas, evacuated counties experience fewer deaths but lower personal income, employment, and business establishments into the second year following the storm, likely stemming from delayed returns in wealthier neighborhoods. I then develop a threshold decision rule that balances the mortality benefits against these persistent economic costs and apply this framework to orders issued from 2016–2022. Incorporating these persistent economic costs alters policy evaluation: the largest orders generate net benefits that dwarf their costs, but the …

The accelerating militarization of artificial intelligence (AI) has transformed the ethics, politics, and governance of warfare. This article interrogates how AI-driven targeting systems function as epistemic infrastructures that classify, legitimize, and execute violence, using Israel’s conduct in Gaza as a paradigmatic case. Building on interdisciplinary debates in security studies, critical technology studies, and international law, the paper advances the concept of "genocide by algorithm"—a mode of technologically mediated extermination in which opaque computational systems automate and rationalize mass violence. The study argues that these systems collapse distinctions between military and civilian targets, and between intentional and accidental harm, thereby eroding …

By acknowledging the critical link between student well-being, academic success, and evidence-based practices, this policy analysis explores how funding from ESSA can be leveraged to integrate Social Emotional Learning (SEL) within Utah’s schools. Conflict Resolution has developed as a richly interdisciplinary field; however, its theoretical architecture remains fragmented across distinct bodies of scholarship. Existing approaches offer valuable but often isolated explanations of conflict behavior, limiting their ability to account for its complexity. This thesis addresses this limitation by advancing systems science as an organizing framework for integrating these perspectives. It introduces the Human-Complex Adaptive Systems (H-CAS) framework, which conceptualizes human behavior as a recursive adaptive process operating across interconnected regulatory domains. Working from home has remained a prominent part of the labor market after the COVID-19 pandemic. However, in January 2025 President Trump issued an executive order restricting the use of work from home (WFH) in the federal government. This paper examines trends in WFH by class of worker: private for-profit, private not-for-profit, federal, state, and local government. It evaluates how WFH evolved across different classes after accounting for differences in occupation and education, with a focus on trends for WFH in the federal government, relative to the for-profit class, before and after the restriction in federal WFH. Parents of infants with prolonged neonatal intensive care unit (NICU) hospitalizations are a population that is overlooked in recommended routine screening for perinatal mood and anxiety disorders (PMADs), yet this population is at greater risk for developing diagnosable mental health disorders. Previous research shows that across the US, PMAD screening and treatment practices vary widely, with many NICUs not providing any routine PMAD screening, psychoeducation, or treatment options to parents. Presence Without Exposure: Feminist Pedagogy In The Home-As-Classroom, Kristy Kelly

This commentary reflects on teaching during and after COVID-era remote instruction, when the classroom moved into students’ homes and “presence” became equated with visibility. Drawing from a course-based study conducted with students, I describe how patterned differences in men’s and women’s experiences of online participation illuminated the unequal costs of being seen—costs shaped by privacy, domestic constraints, and the risks of interpretation. I argue that feminist pedagogy requires decoupling engagement from visual exposure and designing participation around those most vulnerable to surveillance and stigma in online spaces. The Effect Of Retention Threat On Student Learning Gains: Evidence From Ohio, Sarah Souders, Robert Bifulco

Grade retention policies create incentives for students to make adequate progress ahead of evaluation. The threat of retention thus has the potential to affect all students’ academic outcomes, increasing achievement especially among students with test scores near the retention policy’s threshold. By using unique data from Ohio which allows us to implement a regression discontinuity design, we find that students exposed to the threat of retention in Grade 3 experience larger learning gains than students who are not under retention threat. Gains in Grade 3 English Language Arts (ELA) are 0.077 SD and although effects partially fade over time, positive …

As the building sector shifts toward community-led energy efficiency (EE) initiatives to mitigate the climate crisis, scaling adoption requires understanding behavioral drivers. This study examines key drivers of EE measure adoption: perceived non-energy benefits, trusted advisors, and behavioral signaling. This research contributes to the energy policy and social science literature by empirically linking social trust with signaling preferences. It extends existing EE adoption decision theories by identifying distinct clusters of “expert” versus “close” advisors across demographic groups. Refugee and immigrant women are an integral part of Utah’s communities, contributing as neighbors, workers, entrepreneurs, caregivers, and advocates. They enrich our state through their diverse perspectives, experiences, and talents. Utah has a long tradition of welcoming newcomers, and our communities are stronger when everyone has the opportunity to belong and contribute. At the same time, research shows that many of the challenges facing Utah women and girls disproportionately affect refugee and immigrant women. Understanding the experiences, needs, and contributions of these women is essential to fostering welcoming, supportive communities so that all Utah women and girls can thrive.

Truancy and chronic absenteeism among adjudicated youth are significant concerns for educators, school administrators, policymakers, and juvenile justice stakeholders because persistent school disengagement may contribute to pathways associated with the school-to-prison pipeline. Grounded in Hirschi’s social bond theory, the purpose of this quantitative correlational study was to examine the relationship between parental involvement, extracurricular activities, and teacher–student social bonds and truancy/chronic absenteeism among adjudicated youth. Secondary data were obtained from the Pathways to Desistance study, which included 1,070 adjudicated youth ages 14–17 from Maricopa County, Arizona, and Philadelphia County, Pennsylvania. Pope Benedict XVI, in Spe Salvi, presents hope as a transformative and redemptive virtue that enables believers to live and suffer differently, rooted in faith in God. Impacts Of Climate Hazards On Employment And Earnings By Hazard Type, Industry, Race, And Ethnicity, Dania V. Francis, Keren M. Horn

We examine the relationship between climate-related disasters and subsequent county-level aggregate employment and earnings. We combine earnings and employment data from 2000 to 2023 with data on disasters to estimate local projection impulse response functions relating extreme disaster events to cumulative percent changes in employment and earnings. On average, disasters appear to reduce employment growth three to five years post disaster. There are small positive impacts on earnings. These results are largely driven by responses to hurricanes and tropical storms. Key rebuilding industries such as construction see short-term gains in employment that turn to losses in the longer-term that are …

Infrastruktur, Kelembagaan Tani, Kemandirian Ekonomi Desa: Geografi Dan Paradoks Kepemimpinan Di Indonesia, Tri Wahyu Cahyono

This study examines determinants of village economic independence (PADes) in Indonesia, focusing on infrastructure, social capital, and leadership. Using 2024 PODES census data (N=84,240) and clustered logistic regression, results show road infrastructure as the strongest factor (OR: 2.27). A “leadership paradox” emerges, where higher education of village heads negatively correlates with PADes formation. Geographic analysis reveals infrastructure effectiveness depends on topography, with lowland areas gaining the greatest structural advantage. Findings highlight the need for topography-based policy differentiation to strengthen fiscal independence in rural Indonesia.
