This issue of Review of Applied Urban Research features "An Analysis of the 1977 Omaha General Election," by Murray Frost.

Party registration was the factor most associated with the mayoral vote, according to an analysis of survey data collected by CAUR in the five days preceding the May 10, 1977 election.1 Although the pattern of votes in the non-partisan mayoral election was also associated with sex, geographical area, and age, the relationship was strongest for party registration. Betty Abbott (a registered Republican) was favored by 58 percent of the registered Republicans willing to disclose their choices, and AI Veys …

Disengagement Of Older People In An Urban Setting, Melvina Somers Jun 1977

Disengagement Of Older People In An Urban Setting, Melvina Somers

Dissertations and Theses

This dissertation reevaluates the controversial Disengagement Theory of aging introduced by Elaine Cumming and William E. Henry in their book, Growing Old (1961), with particular emphasis on aging in the city.

Disengagement theory embodies the antithesis to the traditional activity theory of aging based on a work ethic. Disengagement theory holds that normal aging is an inevitable mutual withdrawal or disengagement between the aging person and others in the social system, that it is universal, and that, by impl ication,it is a mutually satisfying condition since it results in a new equilibrium between society and the aging individual. The theory …

Determinants Of Old Age Assistance In The American States, Roger A. Lohmann Jun 1977

Determinants Of Old Age Assistance In The American States, Roger A. Lohmann

Faculty & Staff Scholarship

A large body of research evidence has accumulated in the past two decades dealing with the question of variations in state-level public expenditures in the United States. Variations among the states in public welfare expenditures are the most outstanding exception with regard to the explanation of state governmental expenditures. This study explores the reasons that public welfare is so unlike other public expenditures, outlines the principal findings of other studies bearing on this question, and reports findings explaining at least part of the observed variations in the expenditure patterns.

Radial Freeways And The Growth Of Office Space In Central Cities, Armin K. Ludwig May 1977

Radial Freeways And The Growth Of Office Space In Central Cities, Armin K. Ludwig

Publications

Seven metropolitan areas were studied to determine the impact of freeways upon the location of office development and to estimate the economic impact of this development upon the community. Findings indicated a suburbanization of office space. New locations were heavily influenced by radial freeway corridors although circumferential corridors were proportionately more attractive (1970-1976 office site growth rates of 562% and 273% respectively, with 101% for non-interstate radial corridors). Freeways which increased accessibility of office workers and improved access to vacant land tended to attract office development; investment funds often were more readily available for radial freeway sites. Other factors--price of …

This issue of Review of Applied Urban Research features "Economic Impact of Non-Profit Nebraska Arts Organizations," by Murray Frost.

The value of a community's theatre and dance groups, art galleries, symphony and other performing and visual arts is usually assessed from the perspective of the community's cultural life. The organizations which promote and facilitate artistic development are usually perceived in relation to their value only to the artists and their audiences. However, the artists and their organizations also contribute to the economy of their communities through salaries to employees, consumption of supplies, rent and purchase of facilities, and use of …

This issue of Review of Applied Urban Research features "A New Market for Urban Housing," by Ralph H. Todd.

Many of Omaha's citizens have changed their attitudes towards living in downtown Omaha and the inner city. A change in the attitudes of neighborhood residents, financing agencies, and local government bodies has brought out the potential for the inner city of Omaha to be a new market for urban housing.

Public Affairs, Community Service And Personal Care: The Three Faces Of Social Work, Roger A. Lohmann

Faculty & Staff Scholarship

This paper was written for a faculty seminar at the School of Social Work, University of Tennessee, Knoxville, where at the time the author was an Assistant Professor. It makes the case that contemporary social work at the time was an uneasy mix of three very different approaches: A public affairs perspective addressing broad social policy issues; a community services perspective extending to agency management, planning and financing; and a personal care perspective built on psychotherapy, social casework and group work. At the time, many schools of social work were struggling with a legacy of strong support for the personal …

This issue of Review of Applied Urban Research features "Socioeconomic Status and Educational Expenditures in Nebraska," by Robert Henningsen.

In the study of political science it is easy to become preoccupied with the descriptions of political institutions, behaviors and processes. Therefore, political scientists have frequently overlooked the importance of socioeconomic forces in shaping public policy. There seems to be no great mystery in accounting for public policy by looking inside the political system. However, the relationship between socioeconomic forces and public policy is less clearly understood.

A Disarmed World: Problems In Imaging The Future, Elise Boulding Mar 1977

A Disarmed World: Problems In Imaging The Future, Elise Boulding

The Journal of Sociology & Social Welfare

One of the major handicaps to scholars, activists and would-be policy makers associated with the post-World War II peace research and peace action movements has been the inability to construct coherent and believable images of a post military industrial United States society. Even at the height of the economics of disarmament studies in the 1960s the most that economists could demonstrate was that disarmament could take place without severe economic dislocations, and that resources released from arms could be used for improving the global standard of living. The new peace research movement was also producing books in the sixties showing …

Eighteen Leading Social Critics Comment: What Is The Real Threat To World Peace And Social Security?, Kenneth A. Kirkpatrick, Lawrence K. Northwood

The Journal of Sociology & Social Welfare

What is the real threat to world peace and social security? Is it the prevalent ideology of violence, aggressive nationalism, and militarism? Or is it the maldistribution of resources, technology, and social welfare benefits? How much of itsnational budget must the U.S. allocate to military expenditures? How can the national budget priorities be changed so there is a more realistic funding of social programs? Do we face as great a threat of nuclear annihilation in the '70's and the '80's as we did in the early '60's?

These are some of the questions the editors asked of 96 "experts" on …

Social Welfare As A By-Product: The Effect Of Neo-Mercantilism , David Macarov Mar 1977

Social Welfare As A By-Product: The Effect Of Neo-Mercantilism , David Macarov

The Journal of Sociology & Social Welfare

During the eighteenth and nineteenth centuries mercantilism was a predominant philosophy, theory, or guide to action in many western countries. Emphasis on measures leading to national wealth was pronounced--in some cases, almost exclusive--and the results for social welfare were marginal programs at best, and anti-welfare programs in some cases. In contradistinction to individual needs or aspirations, considerations of national wealth and power were paramount to the point that, in Britain at least, it seemed that here was "nothing to fight for, nothing to support, nothing to augment but.. .commerce." Whether national wealth was seen as leading to national iower, or …

The Individual And The Society: A Needed Reexamination Of Social Legislation And Policy, Ralph Segalman

The Journal of Sociology & Social Welfare

The pervasive and often destructive effect of Ill-planned social policy (or the lack of effective social policy) is evident In terms of Increasing societal dysfunctionality and lowered quality of life for most people. Almost all social Interventions involve a variety of rights In conflict. Actions by the government to support or protect any one group must necessarily be at the expense of others. In the defense of the rights of individuals and groups the social objectives and social effects of such interventions have been generally Ignored. The problems of design of social policy derive from one-sided or parochial views of …

Social Policy And War, Paul Adams Mar 1977

Social Policy And War, Paul Adams

The Journal of Sociology & Social Welfare

In view of the considerable disparity in the effect of World War II on national social policy, it is not surprising that British and American writers have viewed the relationship of war and social policy so differently. While these differences in part reflect the serious neglect of the importance of World War II for American social policy developments, they also reflect real variations of historical experience. I have attempted to develop a framework within which both national experiences can be understood. The framework takes account both of the nature of the war and the demands it makes upon the state …

The Conservative Program For The Welfare-Warfare State: The Response To The Korean, Algerian, And Vietnamese Wars, Clarence Y.H. Lo

The Journal of Sociology & Social Welfare

This paper explains why the leaders of conservative political parties were so successful in the aftermith of limited wars. Conservative parties are those parties whose constituency is large and small business, managers, upper income professionals, and some white collar workers and farmers, exemplified by the Republican Party in the United States, the Gaullist Party in France, the Christian Democrats in Germany and Italy, and the Conservative Party in England. Conservative political leaders rose to power because they addressed the problems intensified by limited wars-- budget deficits, political stalemate, and inter-imperialist rivalries-- and, to some extent, enacted short term solutions--budget cuts, …
