The Colorado River: Searching For Solutions In The Face Of Uncertainty: Conference Summary, Emilia Endara, Douglas Kenney Jan 2026

The Colorado River: Searching For Solutions In The Face Of Uncertainty: Conference Summary, Emilia Endara, Douglas Kenney

Books, Reports, and Studies

The Colorado River is facing unprecedented change and uncertainty. Average annual flows continue to decline, and negotiations to craft post-2026 guidelines to manage the river have repeatedly bogged down in disagreements about delivery obligations, sharing shortages, and mandatory conservation. While some clarity may emerge in the coming months, the ability to sustain many existing municipal and agricultural water users is already being compromised. Meanwhile, there is growing recognition that a durable resolution must also address the water rights of sovereign Tribal Nations and better integrate environmental values into river management. All sovereigns, stakeholders, and sectors must work together now more …

The Influence Of Scale In Modeling Social Vulnerability And Disaster Assistance, Sina Razzaghi Asl, Oronde Drakes, Eric Tate, Samuel Brody, Wesley Highfield, Kayode Atoba

Political Science & Geography Faculty Publications

Understanding how social vulnerability relates to disaster impacts is critical for addressing social equity, yet the role of spatial scale in this relationship is often overlooked. Most studies use aggregated data, risking ecological fallacy-misinterpreting individual outcomes from group-level data. This study examines how spatial scale influences the relationship between social vulnerability and federal disaster assistance after Hurricane Harvey. Using spatial econometric models at both household and census tract levels, we assessed the strength of key vulnerability indicators in explaining disaster assistance. Results show that disability, housing tenure, household size, and income predict assistance at the household level, but their influence …

The Balance Of Power In Ukraine And Deterrence Effectivenes Against Nuclear-Armed Russia, Chick Edmond Jan 2026

The Balance Of Power In Ukraine And Deterrence Effectivenes Against Nuclear-Armed Russia, Chick Edmond

Political Science & Geography Faculty Publications

Russia's invasion of Ukraine has raised several significant questions regarding the impact of deterrence, the European balance of power and the ability of current security frameworks to restrict the actions of nuclear-armed revisionist powers. This paper uses an integrated theoretical framework consisting of deterrence theory, the balance of power theory, the security dilemma and neorealism to analyze the dynamic relationships between Russia, Ukraine and the Western alliance. The primary contribution of the paper is to develop a comprehensive analytical framework to evaluate the relationship between different aspects of deterrence (i.e., to prevent an initial attack, to limit further escalation and …

Great Power Competition In Africa: Sustaining Openness Amidst Transnational Threats And Authoritarian Fragmentation, Chick Edmond Jan 2026

Great Power Competition In Africa: Sustaining Openness Amidst Transnational Threats And Authoritarian Fragmentation, Chick Edmond

Political Science & Geography Faculty Publications

As the United States seeks to position itself in an increasingly competitive world, Africa has emerged as an increasingly key arena of great power competition where the United States, China, and Russia are competing to determine the nature of political norms, economic governance and security architecture on the continent.

The combination of growing transnational threats (such as terrorism, pandemics, climate-related instability, and digital vulnerability), and growing authoritarianism, has transformed the continent into a testbed for competing visions of international order. In light of this backdrop, this paper posits that the United States must pursue a strategy of sustained strategic openness …

Security Governance In Post-Colonial Africa And Implications On Democratic Institutions, Chick Edmond

Political Science & Geography Faculty Publications

This paper will evaluate how security governance contributes to both the development of democracy and the establishment of stable institutions within newly independent post-colonial states in Africa. Security governance is examined here as it relates to the long-term influence of colonial legacy, military presence, and the politicization of the security services. The authors have based their analysis of this issue on qualitative data gathered from Nigeria, Ghana, South Africa, Democratic Republic of Congo, and Kenya. The findings of the research suggest that unless security sectors are subject to civilian oversight and adhere to democratic principles, they tend to serve the …

Hybrid Threats And Deterrence Effectiveness In Europe, Chick Edmond Jan 2026

Hybrid Threats And Deterrence Effectiveness In Europe, Chick Edmond

Political Science & Geography Faculty Publications

Objectives:
The current European security landscape is characterized by the growing intersection of historical security challenges (i.e., "traditional" security issues) and new forms of hybrid threats. These changes call for a significant re-evaluation of the role of deterrence in today's world. Traditional deterrence approaches have focused on the use of military capability as well as credible retaliatory threats. However, the recent development of hybrid warfare, including cyber-attacks, disinformation campaigns, economic coercion, and clandestine sabotage has made it increasingly difficult to distinguish between times of war and times of peace. This research argues that existing frameworks for deterring adversaries will increasingly …

Nuclear Deterrence And The Security Dilemma In A Complex Multipolar World, Chick Edmond Jan 2026

Nuclear Deterrence And The Security Dilemma In A Complex Multipolar World, Chick Edmond

Political Science & Geography Faculty Publications

Objectives: The purpose of this research project is to examine how nuclear deterrence intersects with the concept of security dilemma, i.e., when a state takes an action intended to increase its own security it may inadvertently create a risk or threat to another state and contribute to increased levels of tension. Fourth, how nuclear and conventional systems are becoming increasingly interconnected, which will serve to potentially amplify risks associated with these systems.

Methods: Utilizing a qualitative analytical approach of documents such as national strategy documents, defense policy statements and historical records of crises dating from 1945-2025, the study identifies four …

Transnational challenges, such as climate change, global inequality, pandemics, digital governance, and institutional legitimacy crises, are becoming increasingly complex, therefore, the demand for evidence-based decision-making has become an important developing normative and practical issue in the area of global governance. The Economic and Social Council (ECOSOC) is the principal organ of the UN responsible for coordinating policy processes across all areas of economic, social and development issues. However, despite ECOSOC’s ability to make decisions concerning how the world addresses these problems, it has been widely criticized for being unable to translate expert knowledge into tangible policy outcomes. Therefore, this paper …

Autonomous Weapons And Strategic Stability, Chick Edmond Jan 2026

Autonomous Weapons And Strategic Stability, Chick Edmond

Political Science & Geography Faculty Publications

The increasing number of artificial intelligence (AI) elements within military systems has introduced new forms of security dilemmas related to speed, level of secrecy, and transfer of responsibility from humans to machines. This article addresses the question of whether or how AI enabled autonomous weapons can lead to greater levels of strategic instability. Three causal mechanisms were determined by this study to potentially create destabilizing effects due to the introduction of autonomy; the first mechanism is a reduction in time available for decision making. The second mechanism involves the creation of multiple pathways of escalation. The third mechanism is the …

Nato's Evolution And European Security Dynamics, Chick Edmond

Political Science & Geography Faculty Publications

The North Atlantic Treaty Organization (NATO) has transformed dramatically since the end of the Cold War. As a collective defense alliance, it was primarily focused on defending itself against the Soviet Union. NATO is now focused on addressing multiple types of threats: traditional, hybrid, and non-traditional. This study uses a qualitative methodological approach that includes a systematic content review of NATO’s Strategic Concepts from to 1991–2022; NATO Summit Communiques; NATO Defense Planning Guidance and Elite Speeches. This allows us to analyse the causes and effects of NATO’s transformation over time. Our results suggest that because of Russia’s actions as a …

Global Evidence On Scaling Nature-Based Solutions For Compound Hazards, Sina Razzaghi Asl, Anahita Azadgar Jan 2026

Global Evidence On Scaling Nature-Based Solutions For Compound Hazards, Sina Razzaghi Asl, Anahita Azadgar

Political Science & Geography Faculty Publications

Nature-based solutions (NbS) are increasingly promoted for climate adaptation to compound hazards, but systematic evidence of their effectiveness is still scarce. We address this gap with a systematic review of 38 studies. Each study was sorted by what its measurement design can support, not by what its authors claim. This produced four groups. Direct studies attribute a measured hazard reduction to the intervention, proxy studies infer protection from ecosystem condition, prioritization studies map suitable locations without estimating performance, and qualitative studies describe effectiveness without measuring it. We detect trends in geographic distribution, hazard combinations, intervention types, methodological approaches, and strength …

Strategic Mineral Competition And Democratic Governance In Africa, Chick Edmund Jan 2026

Strategic Mineral Competition And Democratic Governance In Africa, Chick Edmund

Political Science & Geography Faculty Publications

African countries have become focal points of a new round of competition among global powers to access key minerals required for an emerging green transition, as well as for advanced digital infrastructure and modern weaponry. In addition to their relatively high level of reserves of such minerals, which include cobalt, lithium, graphite and several types of rare earths, Africa is also home to many of the world’s most important deposits. These mineral riches present, however, a contradictory situation: on one hand, they represent the critical resources needed to achieve a low-carbon future; but on the other hand, these same resources …

The Contested Kinmen Model, Ian Murphy Jan 2026

The Contested Kinmen Model, Ian Murphy

Political Science & Geography Faculty Publications

[Introduction] Kinmen County, Taiwan, stands as an anomaly in East Asia- it is an archipelago administered by Taipei but visually and geographically tethered to the coastline of the People's Republic of China (PRC). For over seven decades, these islands have served as the physical frontline of the unfinished Chinese Civil War, functioning first as a kinetic battleground and later as a laboratory for cross-strait engagement. Yet, to view Kinmen as a relic of the Cold War is to miss it's contemporary strategic significance. The region has now become the primary theater for the PRC's "Kinmen Model" (Jinmen Moshi, symbols redacted), …

Fear, Memory, And Deterrence: Reassessing Nuclear Peace In The 21st Century, Nathan H. Schroeder Jan 2026

Fear, Memory, And Deterrence: Reassessing Nuclear Peace In The 21st Century, Nathan H. Schroeder

Williams Honors College, Honors Research Projects

This research investigates the paradox of nuclear peace theory: the idea that nuclear weapons, despite their destructive capacity, have contributed to a more stable global order. By tracing the historical development of nuclear arsenals and the strategic logic of deterrence, the project examines whether the post-1945 decline in large-scale wars between superpowers and wartime deaths can be attributed to the threat of mutual annihilation. It also explores the psychological and cultural consequences of this deterrence-based peace, including the normalization of fear and its potential link to desensitization toward violence in younger generations. From Cold War-era school drills to modern apocalyptic …

Social safety and social security are concepts that help explain a community's well-being by assessing how it manages and mitigate existing, or perceived, risks. However, these terms are often conflated, which can limit understanding, particularly in areas with unstable living conditions. This study explores both concepts in the context of residents living in slums. As the number of displaced people grows, slums and informal settlements are becoming increasingly common worldwide, making it essential to clarify these concepts. Residents of slums face numerous hazards, including crime, violence, inadequate housing, overcrowding, and limited access to essential services. To measure social safety and …

From Deference To Dialogue: How International Gtas From High Power Distance Cultures Adapt To U.S. Classroom Dynamics, Deborah Akua Afi Appiah

Theses and Dissertations

International graduate teaching assistants (GTAs) from high power distance cultures play a significant role in undergraduate education at U.S. universities, yet they face challenges that go well beyond language proficiency. Coming from educational backgrounds where teacher authority is unquestioned and hierarchical, these GTAs must navigate American classrooms that operate on fundamentally different assumptions, where authority is earned rather than assumed, informality is the norm, and students expect to question, negotiate, and be personally known by their instructors. The present study examined how eighteen (18) international GTAs from seven (7) high power distance countries perceived and adapted to these differences while …
