Emergency calls received between August 2015 and July 2016 recorded 16 arthropod, 25 mammal, 156 bird, 816 reptile and 264 un-identified cases from different parts of the Punjab, which were safely handled and in majority of cases animals were safely released back in nature.
The Correlation Between County Expenditures And Ab109 Recidivism: A Cross-Sectional Analysis, Maya Crim
The Correlation Between County Expenditures And Ab109 Recidivism: A Cross-Sectional Analysis, Maya Crim
Electronic Theses, Projects, and Dissertations
In response to a federal mandate, California passed Public Safety Realignment policies in 2011 to reduce its prison population. Popularly known as Assembly Bill 109 (AB109), these policies sought to reform the prison system on multiple fronts. One of these fronts is preventing recidivism among offenders. Most studies on recidivism look at individual factors or specific micro interventions. However, the aim of this research was to examine the relationship between external factors and recidivism rates across 55 California counties. Using Spearman’s Correlation, this study tested the hypothesis that external factors such as county funding/expenditure, poverty level, and unemployment level monotonically …
Driving Disruption: Assessing Uber's Corporate Identity In The Battle Over Driver Classification, Benjamin Peterson
Driving Disruption: Assessing Uber's Corporate Identity In The Battle Over Driver Classification, Benjamin Peterson
Master's Projects and Capstones
This research analyzes the ongoing effort by Uber’s executives to prevent the reclassification of the company’s drivers from independent contractors to employees. Through rhetorical appeals made to customers, regulatory bodies, and drivers themselves, Uber’s executives are attempting to cultivate a corporate identity that portrays the company’s labor practices in a way that adheres to California’s labor laws, namely the “ABC” test for worker classification codified in Assembly Bill 5, while maintaining the company’s ill-gotten reputation as a bastion of Silicon Valley innovation. The success of this posturing hinges on attempts to conflate Uber’s labor practices with equitable social outcomes, publicize …
Who Benefits From Park And Recreation Improvements In San Francisco? A Case Study Of Recreation Center Renovations In San Francisco, Safia Belayadi
Who Benefits From Park And Recreation Improvements In San Francisco? A Case Study Of Recreation Center Renovations In San Francisco, Safia Belayadi
Master's Theses
The purpose of this study is to examine the efficacy of city policies undertaking public goods investments to benefit disadvantaged communities in San Francisco. Namely, is the process of improving the quality of public goods serving targeted populations, or does it lead to unintended consequences such as gentrification? I take advantage of the timing of city recreation center renovations and the synthetic control method to capture any difference in the proportion of users that is poor before and after the renovation date. I use San Francisco Recreation and Park Department registrant data containing user zip codes and census demographic data …
Agglomeration Economies: How “Y’Allywood” Became The New Hollywood, Joseph Dugan Walker
Agglomeration Economies: How “Y’Allywood” Became The New Hollywood, Joseph Dugan Walker
Honors Theses
Agglomeration economies have gained special attention in recent decades. With the increasing connectivity of our world, specialized regional economies are stronger now than ever before. A specific agglomeration economy that has developed in recent years is the Georgia Film Industry. This region surpassed Hollywood as the premier filming location for the first time since the early 1900s when New York was number one. This thesis analyzes the reasons why Georgia was so successful in attracting the film industry and encouraging its development by comparing infrastructure, film tax incentives, population, and labor development to that of competing states like New York, …
Analyzing The Onset And Resolution Of Nonstate Conflict In The Middle East & North Africa, Emily A. Barbaro
Analyzing The Onset And Resolution Of Nonstate Conflict In The Middle East & North Africa, Emily A. Barbaro
Senior Honors Projects, 2020-current
By applying structural-functionalist theories of deviance and opposition, this thesis deconstructs nonstate mobilization in the Middle East, North Africa, Afghanistan, and Pakistan. Using data from the Armed Conflict Location and Event Dataset, the quantitative analysis interpreted both group and leader behavior in conflict situations to determine factors that influenced conflict onset and resolution. The quasipoisson regression analysis of group behavior suggested that polity and state capacity were both significant predictors of violent and nonviolent mobilization. The negative binomial regression of regime behavior suggested that civilian casualties were the most significant predictor of a government response to nonstate mobilization. Ultimately, the …
Crisis Communication And Executive Leadership: Ethical Shortcomings In Government, Daniel Davidoff
Crisis Communication And Executive Leadership: Ethical Shortcomings In Government, Daniel Davidoff
School of Professional Studies
This research thesis project is an analysis of how and why governments fail in their attempts at crisis communication. The hypotheses tested are: there exists a negative correlation between unethical leadership and successful crisis communication practices. And governments are more likely to experience these failures due to ethical disconnects in modern politics. Research includes a review of relevant academic literature regarding crisis communication theory, as well as the ethical framework that can be applied to that theory. Cases considered are Hurricane Katrina, the choking death of Eric Garner, and the COVID-19 global pandemic. The research project concludes with a recommendation …
Juvenile Diversion Programs: Comparing Minnesota County Characteristics To Determine Their Role In Pre-Trial Diversion Programs, Kaydin Schmitt
Juvenile Diversion Programs: Comparing Minnesota County Characteristics To Determine Their Role In Pre-Trial Diversion Programs, Kaydin Schmitt
Political Science Theses and Capstones
The main goal of the juvenile justice system is to rehabilitate offenders and prevent youth from entering the adult justice system. One approach is through the use of diversion programs. The state of Minnesota requires all counties to offer at least one type of pre-trial diversion program. However, there is no ubiquitous program; the number and types of programs differ between counties, and the reason for these differences between jurisdictions is under-researched. I analyze the number and types of pre-trial diversion programs in Minnesota counties and compare them to various county characteristics to determine which characteristics play a role in …
Ensuring Resilience: Efforts To Retrofit Soft-Story Housing In California, Griffin Weizer
Ensuring Resilience: Efforts To Retrofit Soft-Story Housing In California, Griffin Weizer
Master's Projects
The intention of this study was to determine what soft story housing retrofit ordinances have been offered by local governments in the State of California since the 1989 Loma Prieta earthquake, and to analyze the components and provisions therein to determine possible trends and best practices.
California’S Proposition 47: The Safe Neighborhoods And Schools Act, Edith Garcia Fong
California’S Proposition 47: The Safe Neighborhoods And Schools Act, Edith Garcia Fong
Master's Projects
Proposition 47 made drastic changes to California’s criminal justice system. Critics and proponents of the measure have made sweeping claims about its impact on crime trends and the criminal justice system, in general. However, many of these claims are based on assumptions and are not based on actual data and research. Given the fact that California’s prison population is still subject to court oversight, it is essential that the effectiveness of Proposition 47 as a solution to this issue be evaluated. If the state hopes to maintain compliance with the court-mandated prison population caps, it must ensure to exhaust all …
Sustainable Cannabis Policy In California: Addressing The Legal Cannabis Industry’S Carbon Footprint, Genevieve Yip
Sustainable Cannabis Policy In California: Addressing The Legal Cannabis Industry’S Carbon Footprint, Genevieve Yip
Master's Projects
As cannabis cultivation can be highly energy-intensive, the legalization of cannabis growing has created concerns for energy forecasting, electric system reliability, rate design, and energy efficiency policies, as well as possible ramifications for the state’s electricity grid (California Energy Commission, 2018b). Indoor cannabis cultivation in California accounts for 3% of the state’s total energy consumption (Mills, 2012), and as the industry continues to grow, its energy consumption will result in significant greenhouse gas emissions, unless otherwise mitigated (Warren, 2015). The addition of a new industry that is highly energy-intensive, such as the legalized cannabis industry, is a problem for California. …
Operational Procedures For Releasing Police Records: A Process Evaluation Of California Law Enforcement Agencies’ Implementation Of Senate Bill 1421, Bianca Madrid
Master's Projects
This research intends to explain how law enforcement agencies in California have implemented operational procedures to comply with the CPRA pursuant to SB 1421 requirements. Because SB 1421 vastly expanded the CPRA, demand for law enforcement record requests has significantly increased in volume. Also, due to key components of SB 1421 which lack clarity in defining specific terminology, each law enforcement agency had to develop its own interpretation of how to implement requirements set forth by the statute. Law enforcement agencies have implemented new requirements to reflect the changes in SB 1421 by establishing working protocols for compliance, developing standard …
Aircraft Rescue And Fire Fighting Capabilities: Are Today’S Standards Protecting Passenger’S Futures?, Kaetlyn Blocker
Aircraft Rescue And Fire Fighting Capabilities: Are Today’S Standards Protecting Passenger’S Futures?, Kaetlyn Blocker
Student Works
Few studies have been conducted that have truly considered the relevance and inadequacies of applicable aircraft rescue and firefighting (ARFF) regulations. Fewer still have studied and explored accident cases that directly exemplify the deficiencies and inconsistencies of various regulatory standards and requirements. This study seeks to expose and explain those inadequacies by utilizing a historical, case-study type research method to examine accident cases during which time the governing regulations played a significant role in the ARFF operations. The findings discovered as a result of this multi-case analysis provide evidence that the current regulations governing United States ARFF operations are both …
Examining The History Of Racial Groups To Understand Health Disparities In Monterey County, Virginia Murillo
Examining The History Of Racial Groups To Understand Health Disparities In Monterey County, Virginia Murillo
Capstone Projects and Master's Theses
The Monterey County Health Department’s Health Equity Scholars Academy aspires to train health workforce leaders to prioritize equity into services. Health inequities occur when there are systematic differences in the health statuses of different populations. These disparities perpetuate negative health outcomes for minority groups. In Monterey County, too few public employees are aware of the types and pervasiveness of health inequities experienced by a significant proportion of the population. A timeline was developed to provide a more accessible way to educate public employees about significant events and policies affecting Monterey County resident’s health. Content from the timeline has been incorporated …
Closing The 911 Funding Gap: Increasing Revenues For 911 Emergency Dispatch Centers, Randy Ross
Closing The 911 Funding Gap: Increasing Revenues For 911 Emergency Dispatch Centers, Randy Ross
Certified Public Manager® Applied Research
Since their introduction, 911 services have grown both in geographic scope and in the level of service provided. The revenue used to fund 911 services consists almost entirely of fees and surcharges on wireline, wireless, and Voice-over-Internet-Protocol telephone lines. These fees and surcharges generate billions of dollars each year, but 911 service revenues still fall short of estimated annual costs. Expenditures for personnel and for technology maintenance and upgrades have also increased over time. American consumers’ use of telephone lines has shifted from primarily wireline telephone lines to primarily wireless and Internet-based telephone lines with smaller fees and surcharges, contributing …
Public Improvement Districts: A Worthwhile Investment?, John Whitsell
Public Improvement Districts: A Worthwhile Investment?, John Whitsell
Certified Public Manager® Applied Research
Public Improvement Districts (PIDs) are a financing mechanism used to fund new developments and infrastructure improvements. PIDs are relatively easy to create and can be done by the local municipality. A majority of property owners within the district may petition a local government to create the district. Bonds can then be issued to fund a development or infrastructure improvements. Through an industry analysis and view of the current political environment, PIDs are certainly a beneficial mechanism to fund projects otherwise not feasible due to constraints on city budgets. Local elected officials will want PIDs monitored and only used in proper …

Curb-Sided: How Technology Disrupts The American Transportation Planning Process, Mary Angelica Painter
Curb-Sided: How Technology Disrupts The American Transportation Planning Process, Mary Angelica Painter
Dissertations
The disruptive arrival of Uber, Lyft, and other transportation network companies (TNCs) into American cities ignited arguments on how policy-makers should regulate such entities. Policy debates started among policymakers, companies, and existing industries and interests. In attempts to persuade policy, actors adopted a variety of language and used different levels of government to achieve policy goals. In almost all cases, TNCs were able to gain favorable policy through image framing and venue shopping – the key components to Punctuated Equilibrium Theory (PET). This analysis looks at the policy process of three American cities: Chicago, IL, St. Louis, MO, and Austin, …

To address regional flooding in the United States, federal and state agencies are adopting strict drainage policies in any large-scale commercial development within the watershed boundary. The conventional approach of implementing a wet detention pond (WP) reduces the land cover and causes operation and maintenance challenges eventually. The present study developed a decision-support system (DSS) in the Lower Rio Grande Valley region of South Texas for optimal selection of Best Management Practices (BMPs) by substituting a portion of the WP footprint with three regionally promising low-impact development practices, namely, porous concrete pavement (PCP), bioretention (BR), and bioswale (BS). Historically, swimming pools have been a source of inequity when it comes to the distribution of recreation services in the United States. Many of the problems that correlate with the inequitable allocation of recreation resources including public swimming pools began with ideas about race, geography, poor planning practices and faulty policymaking (Rothstein, 2017). Moreover, one of the primary outcomes of engaged, inclusive planning is equity in the provision of recreation programs and facilities. In this essay, we offer a summary of key legal cases that help address questions related resource allocation related to public swimming pools. Finally, we present a …

From the review and analysis, the essay provides the multidisciplines engaged in school safety issues with viable, workable, and quickly implementable solutions to address this serious national issue at the local school district and even school level of implementation. This analysis examined a multidiscipline and multiprofessional community approach using existing federal guidelines that address actionable intelligence (social media and human information/informants), school design and incorporation of safety and protective features, …
The Effects Of Unauthorized Immigrants On Crime, Shane C. Shannon
The Effects Of Unauthorized Immigrants On Crime, Shane C. Shannon
Student Publications
The effects of immigrants on crime has been the subject of hostile conversations and bold claims. As anti-immigrant sentiments see an increase in mainstream society, the empirical research suggesting an explanation to such claims are direly needed. Using PEW Research databases, and the States 2016 database in Stata, I evaluate the effects of unauthorized immigrant density of a given region on various crime rates of the aforementioned region. In particular, I assess the violent crime rate, murder crime rate, and property crime rates of states in America. Utilizing confidence intervals, ordinary least squares regression models (OLS), and a number of …
Debt Bondage: How Private Collection Agencies Keep The Formerly Incarcerated Tethered To The Criminal Justice System, Bryan L. Adamson
Debt Bondage: How Private Collection Agencies Keep The Formerly Incarcerated Tethered To The Criminal Justice System, Bryan L. Adamson
Northwestern Journal of Law & Social Policy
This Article examines the constitutionality of statutes which allow courts to transfer outstanding legal financial obligations to private debt collection agencies. In Washington State, the clerk of courts can transfer the legal financial obligation of a formerly incarcerated person if he or she is only thirty days late making a payment. Upon transfer, the debt collection agencies can assess a “collection fee” of up to 50% of the first $100.000 of the unpaid legal financial obligation, and up to 35% of the unpaid debt over $100,000. This fee becomes part of the LFO debt imposed at sentencing, and like that …
Punctuated Equilibrium Public Policy Theory, Luke D. Matzke
Punctuated Equilibrium Public Policy Theory, Luke D. Matzke
Student Publications
The punctuated equilibrium theory on public policy formulation is a useful tool in understanding the ways in which public institutions craft policy. The theory, developed by Frank Baumgartner and Bryan Jones in 1995, states policy changes inherently occur gradually. Factors including the polarization of political ideologies and cultural divides generally make policy formulation a slow, often stagnant process. However, a policy can change dramatically spurred by fundamental events that can motivate the public to pressure policymakers to implement a new policy. For example, the terrorist attacks of September 11, 2001 were a punctuated moment that resulted in dramatic changes our …
Resentencing Of Juvenile Lifers: The Philadelphia Experience, Tarika Daftary Kapur, Tina Zottoli
Resentencing Of Juvenile Lifers: The Philadelphia Experience, Tarika Daftary Kapur, Tina Zottoli
Department of Justice Studies Faculty Scholarship and Creative Works
We examined the Philadelphia District Attorney Office’s approach to juvenile lifer resentencing, which began in 2017 under the administration of District Attorney Seth Williams and has continued under the administration of District Attorney Larry Krasner. For cases resentenced as of December 31st, 2019, we describe similarities and differences between the Williams and Krasner administrations in decision making and sentence length reductions, and we report on the recidivism rate and estimated cost savings for Pennsylvania as a result of release.

The primary purpose of this report is to provide a descriptive and technical summary of the results from similar surveys administered in fall 2014 (n = 576), 2015 (n = 301), 2016 (ns = 1946 and 2089), and 2018 (n = 1050) and summer 2019 (n = 1300). In order to explore a variety of factors that may impact public perceptions of unmanned aerial technologies (UATs), we conducted survey experiments over time. These experiments randomly varied the terminology (drone, aerial robot, unmanned aerial vehicle (UAV), unmanned aerial system (UAS)) used to describe the technology, the purposes of the technology (for …
Planning For A Managed Retreat: Moving In A New Direction, Caitlin Parry, Michael Heard Snow, Ryan Franklin
Planning For A Managed Retreat: Moving In A New Direction, Caitlin Parry, Michael Heard Snow, Ryan Franklin
Virginia Coastal Policy Center
Climate change is altering the United States’ coastline in both subtle and extreme ways. The threat is especially pressing in the Commonwealth of Virginia, which is experiencing sea levels rising faster than the global average. As global sea level rise continues to increase, coastal communities across the country must make difficult decisions about their futures. Instead of waging an endless war with the tide, one option for them to consider is the process of managed retreat, which provides a long-term solution by relocating communities away from vulnerable areas. Low to moderate income communities face a variety of additional social and …
The Impact Of The Legalization Of Marijuana In Colorado On Education Funding And Car Crash Fatality Rates, Lauren Mcdonald
The Impact Of The Legalization Of Marijuana In Colorado On Education Funding And Car Crash Fatality Rates, Lauren Mcdonald
Undergraduate Theses and Capstone Projects
The objective of this thesis is to investigate and report the impact of the legalization of marijuana on the funding of education and car crash fatality rates in the state of Colorado. Legalization has been a controversial topic, and marijuana has already been legalized for recreational use in 11 states, and medically in 22 states across the United States. The tax revenues from marijuana are used in school funding, though the allocations of these funds have varied in different years. As we approach the impact that legalization has had on Colorado, it will be interesting to see if the newly …

Across Racial Lines: Three Accounts Of Transforming Urban Institutions After A Natural Disaster, James Carter, Nolan Rollins, Gregory Rusovich
New England Journal of Public Policy
At 1:30 p.m. on August 29, 2005, Hurricane Katrina grazed the mostly evacuated city of New Orleans, reserving its most devastating force for coastal Mississippi, just to the east. During the next two days, the federal levees protecting the city failed in multiple places. Sixteen hundred people died in the metropolitan area. Residences and businesses in 80 percent of the city went underwater. Public officials warned residents and business owners that they might not be able to return for two to three months. The scope of devastation in certain parts of the city made ever returning questionable for many residents. …

How Data Became Part Of New Orleans’ Dna During The Katrina Recovery, Lamar Gardere, Allison Plyer, Denice Ross
New England Journal of Public Policy
Data intermediaries have a symbiotic relationship with government as the source of most of their information. The open-data movement in government and development of software-as-a-service technologies shaped the data landscape after Katrina. Through relationships and talent transfers with The Data Center, the City of New Orleans went from having its chief technology officer in federal prison and its data systems in shambles to being a nationally recognized leader in open and accountable government. To be effective during disasters, an intermediary should be (1) in place and widely respected before the event, (2) ready to respond immediately after the event and …
