Applying Community-Oriented Policing As A Method To Counter Far-Right Extremism, Brian Warren Jan 2019

Applying Community-Oriented Policing As A Method To Counter Far-Right Extremism, Brian Warren

Student Research

Far-right extremism is a growing problem in the United States. Attacks by radical right organizations are increasing and represent a significant portion of all domestic terror incidents. However, current approaches to deal with far-right extremism are failing and require a different approach to address this problem. A potential solution to stymie future attacks would be to shift the way that police departments are conducting their operations. A community-oriented policing (COP) strategy would allow law enforcement to target extremists in a way that fosters positive relationships with communities as well as gain critical intelligence and insight into these radical movements. This …

Influence Of Implicit-Bias Training On The Cultural Competency Of Police Officers, Marvin Whitfield Jan 2019

Influence Of Implicit-Bias Training On The Cultural Competency Of Police Officers, Marvin Whitfield

Walden Dissertations and Doctoral Studies

Highly publicized media events involving African American men and the use of deadly force by police officers have occurred between 2013 and 2014. These events have emphasized the need to examine the influence of implicit bias training on police officers' decision-making processes. During the past two decades, Community Oriented Policing Services has invested several billion dollars in training programs designed to eliminate racial bias within the law enforcement community. The purpose of this qualitative study was to examine how implicit-bias training influences the decision-making processes of police officers. More specifically, this study examined the perceptions of police officers regarding the …

Sharing Of Threat-Related Information Among Public Safety Agencies In Honolulu, Hawaii, Cortney M. Chambers Jan 2019

Sharing Of Threat-Related Information Among Public Safety Agencies In Honolulu, Hawaii, Cortney M. Chambers

Walden Dissertations and Doctoral Studies

There is a lack of knowledge regarding how public safety organizations communicate threat-related information at the local level. The purpose of this qualitative exploratory case study was to explore the benefits and challenges of sharing threat-related information between public safety agencies (law enforcement, fire services, emergency medical services, and public health) in Honolulu, Hawaii. The conceptual framework for the study was general systems theory. The sample for this study was a subset of 13 individuals from the larger population of approximately 50 subject matter experts who worked within four public safety agencies and had extensive experience analyzing and sharing threat-related …

Police Surveillance Of Cell Phone Location Data: Supreme Court Versus Public Opinion, Emma W. Marshall, Jennifer L. Groscup, Eve Brank, Analay Perez, Lori A. Hoetger Jan 2019

Police Surveillance Of Cell Phone Location Data: Supreme Court Versus Public Opinion, Emma W. Marshall, Jennifer L. Groscup, Eve Brank, Analay Perez, Lori A. Hoetger

Center on Children, Families, and the Law: Faculty Publications

The Fourth Amendment to the United States Constitution protects individuals from unreasonable searches and seizures. As technology evolves, courts must examine Fourth Amendment concerns implicated by the introduction of new and enhanced police surveillance techniques. Recent Supreme Court cases have demonstrated a trend towards reconsidering the mechanical application of traditional Fourth Amendment doctrine to define the scope of constitutional protections for modern technological devices and personal data. The current research examined whether public opinion regarding privacy rights in electronic communications is in accordance with these Supreme Court rulings. Results suggest that cell phone location data is perceived as more private …

Stress Preparedness For Law Enforcement Officers Via Academic Training, Matthew Ridgeway Burke Jan 2019

Stress Preparedness For Law Enforcement Officers Via Academic Training, Matthew Ridgeway Burke

Walden Dissertations and Doctoral Studies

Most law enforcement officers experience a traumatic event within the first 3 years of duty but may not receive proper mental health training in the police academy to prepare them for a career in law enforcement, and little is understood about police academy training regarding mental health. Using secondary traumatic stress (STS) as a conceptual framework, the purpose of this qualitative study was to understand the perspective of law officers on the usefulness of academy training to prevent or manage mental health issues that may arise from law enforcement duty. Data were collected from 35 law enforcement officers in a …

Medical Marijuana Policy Conflicts Within The District Of Columbia Private Workplace, Robert B. Kennedy Jan 2019

Medical Marijuana Policy Conflicts Within The District Of Columbia Private Workplace, Robert B. Kennedy

Walden Dissertations and Doctoral Studies

The District of Colombia poses a unique challenge to private employers because the passage of a local medical marijuana policy was instituted in a federalized district that is obligated to abide by federal Schedule 1 narcotic laws. Using punctuated equilibrium as the theoretical foundation, the purpose of this case study was to understand how managers maintain compliance and address the conflict between different levels of government. Data were collected from interviews with 8 private industry hiring personnel who operate within the District of Columbia. These interviews were transcribed, inductively coded using a 2 cycle coding procedure, and then subjected to …

Effect Of Hot Spot Policing On Reducing Officer Stress, Alfred Henry Hollie Jan 2019

Effect Of Hot Spot Policing On Reducing Officer Stress, Alfred Henry Hollie

Walden Dissertations and Doctoral Studies

Police officers endure various threats ranging from verbal abuse to physical attacks, which can escalate and lead to police officer stress. Despite the abundant research exploring the relationship between high-stress occupations and environmental health, adequate exploration of the relationship between officer stress and hot spot policing (HSP; area with an above-average level of crime) has yet to occur. The purpose of this correlational study was to use Cohen and McKay's conceptualization of the stress-buffering hypothesis to explore whether HSP mitigates the negative impact of job stress, leading to improved officer performance and ultimately improved relationships between the police and communities …

Human Error In Police Involved Shootings, Paul L. Taylor Jan 2019

Human Error In Police Involved Shootings, Paul L. Taylor

Legacy Theses & Dissertations (2009 - 2024)

Police use of deadly force has become one of the most contentious and controversial aspects of the U.S. criminal justice system. Yet, the vast majority of police shootings never rise to the level of public consciousness (Zimring, 2017). Instead, the public discourse and controversy tends to center on a handful of cases that appear excessive and/or are difficult to understand (Pickering & Klinger, 2016). As a result, these cases have a disproportionate impact on the public’s perception of police legitimacy and competence, particularly when it comes to their use of deadly force (Gua, 2014). The outcomes of many of these …

Endogenous Policy Design In Healthcare : A Case Study Of Emergency Department Crowding, Katrina Alexandra Hull Jan 2019

Endogenous Policy Design In Healthcare : A Case Study Of Emergency Department Crowding, Katrina Alexandra Hull

Legacy Theses & Dissertations (2009 - 2024)

The United States’ health care system has faced growing per capita use, and subsequent crowding, of the emergency department since the 1990’s, evidenced by longer wait times and the institution of ambulance diversions. Emergency departments are but one element of a complex system, with difficulties which persist despite policy efforts.

The Relationship Between The Employment Of School Resource Officers, School Discipline, And School-Based Arrests Variables, Johnathon D. Monson Jan 2019

The Relationship Between The Employment Of School Resource Officers, School Discipline, And School-Based Arrests Variables, Johnathon D. Monson

UNF Graduate Theses and Dissertations

The school resource officer (SRO) program is a program developed in the United States with the goal of making schools a safer environment for students across all grades (Cray & Weiler, 2011). To date, the majority of research surrounding SRO programs focuses on recommended characteristics and qualities of SROs, as well as appropriate utilization of SROs (Weiler & Cray, 2011). However, relatively little is known about the effect of increased presence of SRO’s in the school setting. With SRO’s being tasked with disciplinarian roles Barnes (2016), it would be important to look at the effect of SRO’s on school discipline …

Citizen Perceptions Of Law Enforcement Shootings Involving Imitation Firearms, Kristine Angela Gregory Jan 2019

Citizen Perceptions Of Law Enforcement Shootings Involving Imitation Firearms, Kristine Angela Gregory

Walden Dissertations and Doctoral Studies

The purpose of this qualitative ethnographic study was to explore citizen perceptions of the phenomenon of law enforcement shootings involving an imitation firearm. A secondary purpose was to document knowledge of current imitation firearm policies and thoughts on the effectiveness of said policies. Kingdon's multiple streams approach was used as the theoretical framework. This theory addressed the sources of power that influence policy decisions, the stakeholders involved in agenda setting, and factors that shape policy debates. Data were collected using a combination of secondary data analysis, field observations and semi structured, face-to-face interviews with 23 citizens. Sampling strategies included a …

Survey Of U.S. Undergraduate Self-Reported Opioid Diversion And Heroin Use, Motives, Sources, And Collective Efficacy As Mediating Factors, Mark Francis Plaushin Jan 2019

Survey Of U.S. Undergraduate Self-Reported Opioid Diversion And Heroin Use, Motives, Sources, And Collective Efficacy As Mediating Factors, Mark Francis Plaushin

Walden Dissertations and Doctoral Studies

Epic morbidity and mortality, and intractability make prescription opioid diversion a wicked problem. Meanwhile, college undergraduates are vulnerable to opioid misuse and its consequences. The purpose of this quantitative study was to assess U.S. undergraduate students' opioid misuse and the relationship between mediating factors. The study's theoretical framework rested on Wakeland's et al. opioid system model and Shaw and McKay's social disorganization theory. This study bridged the gap, measuring collective efficacy and testing its relationship to undergraduate decisions to regulate misuse. Thus, research questions focused on gauging the problem's scope and assessing relationships between factors that drive or potentially regulate …

Service Delivery Agents' Perceptions Of The Impact Of Panhandling Policy In Virginia, Nancy Brown Jan 2019

Service Delivery Agents' Perceptions Of The Impact Of Panhandling Policy In Virginia, Nancy Brown

Walden Dissertations and Doctoral Studies

Panhandling (also called begging and mendicancy) has been a problem for lawmakers. Although current crime control measures (based on the broken windows theory) have identified a perceived link between disorders (i.e., panhandling) and crime, previous attempts to ban panhandling were deemed unconstitutional. The purpose of this work was to investigate the impact of the latest attempt to curb panhandling in Hampton Roads, Virginia, known as the Public Education Campaign. This phenomenological inquiry examined the perceptions and work-related experiences of service delivery agents to explore the impact of the panhandling policy on panhandling and policy enforcement. Purposive sampling was used to …

Martin School Alumni Survey, Carl Sims

MPA/MPP/MPFM Capstone Projects

The Martin School of Public Policy and Administration is subject to reaccreditation from the Network of Schools of Public Policy, Affairs, and Administration (NASPAA) every seven years. To initiate the reaccreditation process, the Martin School must conduct a programmatic self-study that analyzes the program’s mission, governance, faculty, students, competencies, resources, and communication. The self-study is beneficial not only for the purpose of reaccreditation but also can better inform the school’s strategic planning process

To assist in providing the self-study relevant data, the Martin School can solicit information from its alumni. Alumni data can be used to establish how well the …

Stakeholder Input To The Development Of The Santa Clara County Lgbtq-Focused Shelter: A Process And Policy Analysis, Anthony Montalvo

Master's Projects

Due to elevated homelessness and growing hate crimes, an LGBTQ-focused shelter was developed and implemented by Office of Supportive Housing (OSH), along with the OLGBTQ (Office of Lesbian, Gay, Bisexual, Transgender, Queer). The following research investigated whether the process to design the LGBTQ-focused shelter program in Santa Clara county took the necessary steps to ensure that the program represents the community it intends to serve. Using process evaluation to identify the problem and proposed solutions, and policy analysis to examine the alternative solutions, the research answered the question: Did the approved design of the LGBTQ-focused shelter represent the stakeholder planning …

Evaluating Kentucky State Pension Plans In The 2000s And Best Practices Moving Forward, Sarah Alegria Jan 2019

Evaluating Kentucky State Pension Plans In The 2000s And Best Practices Moving Forward, Sarah Alegria

MPA/MPP/MPFM Capstone Projects

The Commonwealth of Kentucky sponsors three different pension retirement systems. This includes Kentucky Employee Retirement System, Teacher’s Retirement System, and Kentucky’s Judicial Form of Retirement System. Kentucky has one of the worst funded pension retirement plans and is currently facing shortfalls of about $43 billion (PEW, 2013). Between 1998-2008, Commonwealth of Kentucky’s legislators made many detrimental policy decisions that negatively affected its Pension Retirement System. The most impacting includes:

  • Enhancements of Benefits in the Nineties
  • Changing Final Compensation from the average of five-years to the average of three-years
  • Mandated Yearly Cost of Living Adjustments (COLA)
  • Not requiring the State to …

Exploring Tribal, County, And Municipal Cooperation In Minnesota, Mitchell Berg Jan 2019

Exploring Tribal, County, And Municipal Cooperation In Minnesota, Mitchell Berg

School of Business Student Theses and Dissertations

The need for tribal, county, and municipal cooperation is ever more important now as political dysfunctionality, partisan gridlock, and federal and state devolution are pushing complex societal problems to be resolved at the local level. However, the desire for tribes and non-tribal local governments to cooperate can be limiting given the past historic indifferences and barriers to cooperation. This need to help tribes and municipalities form better relationships is what prompted Dr. James C. Collard (2006) to create a model for tribal and municipal cooperation. Therefore, the purpose of this dissertation is to examine Dr. Collard’s model, along with the …

Evaluating The After Effects Of Successful Hazard Mitigation: Calculating The Social Benefit Of London, Kentucky’S Post-Mitigation Creation Of Public Park Space, Christopher Greyson Evans Jan 2019

Evaluating The After Effects Of Successful Hazard Mitigation: Calculating The Social Benefit Of London, Kentucky’S Post-Mitigation Creation Of Public Park Space, Christopher Greyson Evans

MPA/MPP/MPFM Capstone Projects

After receiving FEMA hazard mitigation grants to improve weather and water management infrastructure, many communities are able to complete additional capital improvement projects that would not have been possible without the improvements facilitated by FEMA grants. FEMA projects often convert tracts of land to greenspace, or stabilize flood-damaged lands. Many communities then build public parks on such lands as a direct result. Although these parks or greenspaces create a benefit for their communities, FEMA’s methods for post-project evaluation, known as “Loss Avoidance Studies,” do not typically take the costs and benefits of new parks or greenspaces into consideration. From 2011-2015, …

Evaluating The Military Police Corps' Active Shooter Preparedness Plan, Robert Lee Harris Jan 2019

Evaluating The Military Police Corps' Active Shooter Preparedness Plan, Robert Lee Harris

Walden Dissertations and Doctoral Studies

The Military Police Corps' active shooter preparedness plan is inadequate because several updated tactics, techniques, and procedures that have been developed over the past 20 years and implemented by civilian law enforcement agencies have not been incorporated, leaving the Corps less prepared during active shooter events. The purpose of this phenomenological study was to examine how Military Police Corps leaders trained their law enforcement and support personnel to respond to an active shooter event. The institutional analysis and development framework was used to analyze the day-to-day operational decisions within the Military Police Corps. Data for the qualitative case study were …

Effects Of Police-Mental Health Collaborative Services On Calls, Arrests, And Emergency Hospitalizations, Sean Russel-Jacque Zauhar Jan 2019

Effects Of Police-Mental Health Collaborative Services On Calls, Arrests, And Emergency Hospitalizations, Sean Russel-Jacque Zauhar

Walden Dissertations and Doctoral Studies

With the increasing amount of police calls involving persons experiencing a mental health crisis (PICs), agencies are looking for ways to reduce the overuse of emergency services and criminal confinement. Police-mental health collaborative (PMHC) programs were developed to utilize the expertise of both mental health and law enforcement practitioners to provide immediate linkage to psychiatric services in an effort to prevent unnecessary involvement in the criminal justice system. The theoretical framework for this study was built on the sequential intercept model (SIM) along with the theories of social network and social support. The SIM identifies 5 key points where PICs …
