Differentiating Regulation Of Public And Private Institutions: A Preliminary Inquiry, Jonathan G.S. Koppell Jan 1998

Differentiating Regulation Of Public And Private Institutions: A Preliminary Inquiry, Jonathan G.S. Koppell

Publications from President Jonathan G.S. Koppell

Twenty years ago, James Q. Wilson and Patricia Rachal argued that government cannot regulate itself. In an era of revived federalism, increased reliance on contractors, and proliferation of quasi-public organizations, the importance of government self-regulation is greater than ever. This paper tests an underlying assumption of Wilson and Rachal's claim: that regulation of public and private organizations can be differentiated. Employing a meta-research design, this pilot study uses existing regulatory case studies to create "regulatory relationship profiles" for public and private organizations. These profiles include information on the structure of the regulator, the intent of the regulation, the enforcement tools …

Human Services: A Discussion Paper, David Wiles Jan 1998

Human Services: A Discussion Paper, David Wiles

Research outputs pre 2011

Human services is an emergent field of study and work in Australia. Its definition is complex, needing continuing theoretical and empirical clarification. Despite the contemporary decline of the Australian welfare state, human services has emerged in cultural congruence with historic Australian notions of a 'fair go', of social equity, and of social egalitarianism. Human services constitutes a nascent profession, which - in the main - helps people with problems, particularly including members of the social 'underclass'. With much of its origins in volunteerism and the voluntary sector, human service organisational theory is now developing, and is helping workers and students …

Consistent Estimation Of Faculty Rank Effects In Academic Salary Models, James G. Strathman Jan 1998

Consistent Estimation Of Faculty Rank Effects In Academic Salary Models, James G. Strathman

Center for Urban Studies Publications and Reports

Faculty rank is often included as an explanatory variable in academic salary models. Because there is reason to believe that this results in specification bias, rank effects should be estimated endogenously in salary models. A salary model in which faculty rank is endogenous is estimated in this paper and the results are compared with those obtained from a conventionally specified alternative.

Grade Retention: A History Of Failure, William A. Owings, Susan Magliaro Jan 1998

Grade Retention: A History Of Failure, William A. Owings, Susan Magliaro

Educational Leadership & Workforce Development Faculty Publications

Although almost 50 years of research has shown that grade-level retention affords no academic advantages to students, this practice is gaining increasing attention as schools face political pressure to be accountable for student achievement. The negative effect that retention has on children is ignored in favor of an overly simplistic view of it as a panacea for education woes. In an attempt to better meet student needs, educators historically have seen retention as a way to reduce skill variance in the classroom. However, this practice has not achieved its objective. An at-risk population is cognitively and affectively harmed by retention. …

Conflict Resolution: Towards Problem Solving, John W. Burton Dec 1997

Conflict Resolution: Towards Problem Solving, John W. Burton

Peace and Conflict Studies

Excerpt

From earliest times human societies, like those which proceeded them, have been subject to rule by the relatively strong. In contemporary legal terms there have been "those who have a right to rule, and others who have an obligation to obey." Feudal societies, then industrial societies, had structures that reflected these we-they relationships based on relative power.

Ethnic Boundaries And The Margins Of The Margin, Bent D. Jφrgenson Dec 1997

Ethnic Boundaries And The Margins Of The Margin, Bent D. Jφrgenson

Peace and Conflict Studies

The theme of this paper is on one of the most elementary questions in the study of ethnicity and nationalism, namely how to approach and assess ethnic boundaries'. Should we perceive them as an advantageous or a pernicious tool in politics? To answer that question, we need a reference point; advantageous or pernicious in relation to whom? I will here use those people(-s) who are so marginalized that their voices are practically silenced, and the way in which the political reconstruction, conversion, or deconstruction of ethnic boundaries is favorable or not to them; the margins of the margin. Do ethnic …

Curbing Urban Traffic Congestion In Singapore: A Comprehensive Review, Rex S. Toh, Sock-Yong Phang Dec 1997

Curbing Urban Traffic Congestion In Singapore: A Comprehensive Review, Rex S. Toh, Sock-Yong Phang

Research Collection School Of Economics

One of the most pervasive and frustrating of modern transportation problems is urban traffic congestion. Since 1975, Singapore has introduced a relentless series of traditional and experimental measures to slow down the growth of the motor vehicle population and to control its usage. While some of the measures have been somewhat successful, some of the problems were shifted or were substituted. The Area Licensing Scheme led to a shifting of the problem in time and place while the quota system has substituted uncertainty in quantity with uncertainty in price. Furthermore, the Preferential Additional Registration Fee system and the Quota System …

Introduction To Special Issue: International Perspectives (Behavioral Sciences And The Law), Alan Tomkins, David Carson Oct 1997

Introduction To Special Issue: International Perspectives (Behavioral Sciences And The Law), Alan Tomkins, David Carson

Alan Tomkins Publications

There is a dearth of behavioral-sciences-and-law (bsl) scholarship that employs an international, comparative, or cross-cultural perspective. Traditionally, bsl scholarship is national in its orientation. Thus, it is quite pleasing to have assembled five articles for this “Special Issue on International Perspectives” that address bsl issues from a nontraditional perspective. The four core articles (there also is a “Special Perspective” that the Issue Editors have contributed) in the Special Issue represent the kinds of research, theorizing, and writing that can open the horizons and expand the boundaries of traditional scholarship in the bsl area.

The Need For And The Role Of Comparative And Cross-Cultural Perspectives In Behavioral-Science-And-Law Scholarship, David Carson, Alan Tomkins

Alan Tomkins Publications

Behavioral-science-and-law scholarship suffers from the lack of many activities examining issues from a comparative or cross-cultural perspective. Although U.S. contributions tend to be the most insular, the problem applies to virtually all behavioral-science-and-law endeavors. This special perspective examines the trend in behavioral-science-and-law scholarship) presents data to support the allegation that there are few comparative/cross-cultural contributions) offers explanations for the situation, and advocates for the introduction of more comparative/cross-cultural efforts in the future.
