In October 2020, a new service was launched at the State Archives of Belgium, the Social Sciences and Digital Humanities Archive (SODHA). It is the result of several years of feasibility research into the viability of a data archive for social sciences and digital humanities in the research landscape of Belgium. SODHA acts as a service provider for the Consortium of European Social Science Data Archive (CESSDA ERIC) and takes up the task of preserving and disseminating research data in any of the disciplines that constitute the aforementioned fields.
SODHA is a latecomer compared to other similar organizations in Europe …
Evaluating Complex Social Change: Lessons From Ford’S Climate Change Program, Subarna Mathes, Bess Rothenberg, Kelsey Simmons
Evaluating Complex Social Change: Lessons From Ford’S Climate Change Program, Subarna Mathes, Bess Rothenberg, Kelsey Simmons
The Foundation Review
This article offers a detailed account from within the Ford Foundation of what it takes to subject a complex social change strategy to genuine evaluative scrutiny. Drawing on the work of the Foundation’s Office of Strategy and Learning (OSL) and its evaluation of the Natural Resources and Climate Change program, it describes what shifts in strategy and learning were necessary, what was required organizationally, and what changed as a result.
The article delves into the evaluation process itself, including how OSL balanced the needs and perspectives of Ford leadership, program staff, and grantee partners. It shares how OSL centered equity …

Feedback Loops In Practice: A Case Study On Evaluating A Climate Collaborative, Mansi Shah, Amy Sherwood, Abbie Turiansky, Drew Koleros, Axum Teferra
The Foundation Review
Philanthropic support to address the climate crisis has grown substantially, yet it remains unclear how effectively philanthropies are learning from their investments, from each other, and from other actors about what generates meaningful impact. Evaluations have come under scrutiny, as conventional approaches often struggle to account for complexity and provide the timely insights needed for adaptive management.
In this article, the authors present the learning journey of a complex, systems-focused climate philanthropy initiative that uses structured feedback loops as an evaluation design. They describe how these loops were implemented over a two-year evaluation; discuss the choice of complexity-aware methods; and …
Strengthening The Philippines' Agri-Fishery Rde System: A Case Study Of A Public Coordinating Agency As A Bridging Organization, Cynthia Remedios V. De Guia, Luis Rey I. Velasco, Maria Faina L. Diola
Strengthening The Philippines' Agri-Fishery Rde System: A Case Study Of A Public Coordinating Agency As A Bridging Organization, Cynthia Remedios V. De Guia, Luis Rey I. Velasco, Maria Faina L. Diola
Journal of Public Affairs and Development
The Philippine agricultural research, development, and extension (RDE) system has long struggled to live up to its ideals. Decades after the passage of the Agriculture and Fishery Modernization Act (AFMA), the RDE system was reported to have failed to innovate, largely because it failed to translate research into development outcomes. This has resulted from persistent gaps in knowledge exchange, institutional linkages, and collaboration among system actors. In fragmented systems, meaningful interaction and trust seldom emerge spontaneously, making bridging mechanisms necessary. Bridging organizations (BOs) play this role by connecting multiple and diverse actors, mediating relationships, enabling knowledge flows, and enhancing capacities …

Public Sector Experiences Of Disruptions In The Psychological Contract: The Influence Of Ideological Currency And Digital Transformation On Public Servants, Willemijn Van Haeften, Xander Lub, Pascal Ravesteijn, Pascale Peters
Communications of the IIMA
Digital transformation is reshaping public-sector work and may alter how public servants evaluate their psychological contract with their employer. This research-in-progress examines how critical incidents associated with digital transformation disrupt psychological contracts and how ideological currency, the perceived commitment to valued societal causes or principles, shapes subsequent trajectories toward renegotiation, repair, or exit. The study uses a qualitative phenomenological design based on semi-structured interviews with 20 employees from five Dutch municipalities experiencing transformation-related changes. The Critical Incident Technique is combined with the dynamic psychological contract phase model to reconstruct disruption trajectories, while thematic analysis identifies recurring patterns across cases. Preliminary …
Disjointed Command And Air Domain Challenges In Alaska: The Case For A Single U.S. Combined/Joint Force Air Component Commander, Jeffrey W. Kempff
Disjointed Command And Air Domain Challenges In Alaska: The Case For A Single U.S. Combined/Joint Force Air Component Commander, Jeffrey W. Kempff
Joint Force Quarterly
The current command and control (C2) organizational structure over the air domain in Alaska is fragmented and doctrinally inconsistent, undermining homeland defense and reducing wartime lethality. Disjointed roles between the North American Aerospace Defense Command (NORAD) and the United States Northern Command (USNORTHCOM)—particularly in the Alaska Theater of Operations (AKTO) and Alaska NORAD Region Area of Operations (ANR AO)—create gaps in unity of command and effort, especially within the air component. This article examines Alaska's fractured air domain organization and command relationships, illustrating operational ambiguity, duplicative efforts, and inconsistencies that delay decision-making. It proposes a focused, near-term solution: unify the …

Purpose: This paper explored the business educational skills aviation fire officers use to manage airport fire departments.
Design/Methodology/Approach: The methodology was a qualitative phenomenological study design. The participants began with 10 aviation fire officers from airports throughout the USA who were at least 28 years old, in a leadership role, and had at least 10 years of experience as aviation fire officers (Buttenschon, 2016). Saturation was reached at seven during the interview phase. The limitations of this study were gaining participants' trust and obtaining comprehensive information from them.
Findings: Six themes emerged from this study, with the top three identified: …
We Don't See Race, We See Blue: A Case Study Of Police Unions As Racialized Organizations, Sarahfina Aubrey Peterson
We Don't See Race, We See Blue: A Case Study Of Police Unions As Racialized Organizations, Sarahfina Aubrey Peterson
Dissertations and Theses
In the late 1960s, police began to unionize. Today, they are the most well-organized labor force in the United States, with 70% to 80% of sworn officers now represented by a union. Though it has been decades, little scholarship has developed about how police unions affect policing. Much of the research that does exist uses race-neutral frames to address an organization steeped in racial history. This study aims to address this gap in scholarship, in part, by introducing race as a motivation for and explanation of organizational output.
This research applies Victor Ray's racialized organizations theory to police unions. I …
Zeus Network And The Commercialization Of Conflict: A Critical Analysis Of Exploitation, Representation, And Reality Television, Delante Clark
Zeus Network And The Commercialization Of Conflict: A Critical Analysis Of Exploitation, Representation, And Reality Television, Delante Clark
Graduate Scholarship and Creative Works
This study examines Zeus Network as a prominent example of the commercialization of conflict within contemporary digital media. Through reality based programming that frequently emphasizes confrontation, public humiliation, emotional volatility, and interpersonal disputes, the network has cultivated a profitable entertainment model built upon spectacle and controversy. Drawing upon conflict theory, critical race theory, and media sociology, this paper investigates whether Zeus functions as a platform for cultural representation and economic opportunity or as a system that monetizes dysfunction for audience consumption. Particular attention is given to the portrayal of Black women and Black communities, whose experiences often become central to …

Mission-Oriented Technological Innovation Systems: Historical Evolution And Model Characteristics, Yang Haodong, Jin Chen, Gaofeng Wang, Chen Wang, Li Liu
Bulletin of Chinese Academy of Sciences (Chinese Version)
Mission-oriented innovation, as a strategic approach to addressing significant challenges, has gained extensive practical experience globally. However, the agenda-setting and realization processes remain a complex, underexplored area. This study, based on national innovation system theory, analyzes mission-oriented technological innovation systems through a historical and comparative lens. According to the orientation and focus of their missions, eight representative cases from China and abroad are classified into three generational categories. The study examines the structural characteristics of different innovation system models across five analytical dimensions: mission formulation, innovation actors, system architecture, policy instruments, and functional outputs. The conclusions underscore the need for …
Expanding The Cognitive Attentional Standards Platform Through Artificial Influence Assessment (Aia): Rationale, Development, And Measurement Design, Delante Clark
Graduate Scholarship and Creative Works
Artificial intelligence is increasingly shaping how individuals access information, make decisions, and interact with digital environments. The Cognitive Attentional Standards Platform (C.A.S.) was developed to assess attention related harms, cognitive safety, digital autonomy, and platform influence across digital systems (Clark, 2026). However, the growth of generative AI, conversational agents, and algorithmic decision support technologies has introduced new forms of influence that may not be fully captured by existing assessment domains. This paper proposes the Artificial Influence Assessment (AIA) as an expansion of the C.A.S. framework designed to measure AI mediated influence on cognition, behavior, autonomy, and information processing. Drawing on …
Governing Algorithmic Attention: Attention Safeguard Models And The Cognitive Attentional Standard As System Level Interventions In Human Computer Interaction, Behavioral Economics, And Artificial Intelligence, Delante Clark
Graduate Scholarship and Creative Works
Algorithmic recommendation systems and interface designs shape attention by combining visually salient cues with uncertain reward timing and low friction interaction. These conditions can sustain anticipatory checking, extend time on task, and reduce natural disengagement points through patterns such as infinite scrolling and autoplay. This paper synthesizes research across neuroscience, human computer interaction, behavioral economics, and artificial intelligence to argue that attention capture is a predictable outcome of incentive driven design rather than an individual failure of self regulation. It advances the Attention Safeguard Models and the Cognitive Attentional Standard as system level interventions that regulate exposure conditions, pacing, and …

Ucedd Innovations Lead To Idd Networks’ Driving Change: Envision, Empower, Employ, Suzzanne Freeze, Jean Winsor, Brittany M. Powers, Amy Huppi
Developmental Disabilities Network Journal
State systems responsible for administering employment services and supports to people with intellectual and developmental disabilities (IDD) must acclimate to changing demands, address new regulations, and continue to meet needs in an era of high workforce turnover and uncertain funding. While improvements have been made across the U.S., there are still far too many individuals seeking meaningful employment and contributory roles in the community who are not supported to achieve those goals. A key success factor is providing publicly funded state systems with the information needed to strategically pivot toward priorities and ensure smooth transitions of organizational change. Our country’s …

The Organizational Experience Of Next Gen Learning Through Portrait Of A Graduate, Kathleen J. Campbell
Electronic Theses and Dissertations
This qualitative single-case study investigates the organizational journey of navigating the complexities of systemic transformation. In 2021, Silver Peak School District (SPSD; a pseudonym), a rural educational organization in the western United States, implemented a graduate competency framework known as Portrait of a Graduate. This study analyzed the experiences of teachers, instructional coaches, and principals with the explicit Portrait policies, practices, and resource flows of five learning structures—graduate competencies (in SPSD, this is analogous to Portrait), deeper learning, agency, performance assessment, and teaching culture—in a district in the messy middle of Portrait adoption. By focusing on a district situated in …
Unpacking Assumptions: What Evaluation Capacity Building Looks Like When It’S Optional, Flexible, And Funded, Jennifer Marsack, Martena Reed, Robiel Abraha, Abby Triño, Sara Jones, Brita Blesi
Unpacking Assumptions: What Evaluation Capacity Building Looks Like When It’S Optional, Flexible, And Funded, Jennifer Marsack, Martena Reed, Robiel Abraha, Abby Triño, Sara Jones, Brita Blesi
The Foundation Review
Evaluation capacity building (ECB) in the philanthropic sector is often designed around a common set of assumptions: organizations need to be directed toward “correct” evaluation practices, compliance is the primary motivator for engagement, and funder-defined metrics are the most appropriate measure of success. This article challenges these assumptions by sharing insights from a multi-year ECB initiative funded by Houston Endowment called Harnessing the Power of Data.
Drawing on surveys, interviews, and program participation data, the authors explore how co-creating learning goals in a strengths-based structure shifts the evaluation culture of an organization. Key lessons include: (1) how flexibility and alignment …

Deadline-Chasing In Digital Health: Forecasting Emr Adoption Dynamics And Regulatory Impact In Indonesian Primary Care, Suryo Satrio, Bukhori Muhammad Aqid
Journal of Indonesian Health Policy and Administration
Indonesia is accelerating digital health adoption under Minister of Health Regulation No. 24/2022, which mandates the use and integration of Electronic Medical Records (EMRs) with SATUSEHAT. However, evidence on how quickly primary health care facilities (Fasilitas Kesehatan Tingkat Pertama – FKTP) are adopting EMRs and what the adoption curve looks like remains limited. Survey findings also suggest key barriers and enablers, including security and data migration concerns, as well as human resource and infrastructure constraints. This observational study used provider-network data from a single EMR vendor. Key measures included cumulative registered facilities, monthly registrations, same-month activation (total_active/monthly inflow) as …
Leadership Development Training In Governmental Organizations: A Qualitative Examination Of Managerial Perceptions And Employee Engagement, George Marcus Barber
Leadership Development Training In Governmental Organizations: A Qualitative Examination Of Managerial Perceptions And Employee Engagement, George Marcus Barber
Doctoral Dissertations and Projects
This phenomenological study is designed to examine how leadership development training influences management competency in the public sector. Most organizations are intentionally interested in the subject of leadership development, investing considerable time, resources, and effort. Although existing literature on leadership development training programs is extensive, the current research is distinguished by focusing directly on managers and more specifically aimed at exploring how such a program influences decision-making processes, employee engagement levels, and overall job satisfaction in public sector organizations. Based on the theory of public sector leadership (Van Wart, 2003), this study aims to uncover some core competencies that contribute …

Bridging The Gap: Implementing A Modified Pacing Guide For Students 2-3 Grade Levels Behind In An Accelerated Program, Crystal T. Tyson
Theses and Dissertations
Accelerated secondary programs serving students performing two to three grade levels below proficiency often operate within compressed instructional timelines aligned to state accountability requirements. However, limited research examines how state-level policy structures influence district pacing practices within these settings. The purpose of this capstone study is to examine how accountability frameworks shape district pacing implementation and how pacing compression affects instructional flexibility for accelerated learners. Guided by a policy-to-practice conceptual framework linking state accountability systems, district pacing structures, and instructional impact, the study addresses three research questions focused on (a) policy influence on pacing design, (b) structural implications of pacing …

A Phenomenological Study: Examining Organizational Change Initiatives Within The U.S. Army To Influence Racial Climate, Reginald Gerald Dash Ii
A Phenomenological Study: Examining Organizational Change Initiatives Within The U.S. Army To Influence Racial Climate, Reginald Gerald Dash Ii
Electronic Theses and Dissertations
This research study was aimed at examining organizational change initiatives influencing the racial climate among African American soldiers in the United States (U.S.) Army. African Americans comprise a significant portion of the U.S. Army. However, African Americans’ significant contributions do not readily translate into “equal treatment”, which includes proportional representation at the highest levels of leadership. African Americans in the U.S. Army face career navigation challenges rooted in systemic racial division. The goal of this qualitative phenomenological study was to add African American soldiers’ voices to the existing literature by interviewing African American soldiers with at least five years of …
Assessing Stakeholders’ Perceptions Of Organizational Effectiveness Through A Multidimensional Theoretical Model: An Interpretive Phenomenological Qualitative Case Study, Andrea M. Paul
School of Public Service Theses & Dissertations
Nonprofit organizations play a fundamental role in meeting community needs when government resources are limited or nonexistent. For decades, scholars and practitioners have recognized the importance of nonprofit-government partnerships for effective public service delivery. This study examines faith-based organizations as a specific type of hybrid nonprofit organization. As social, economic, and environmental challenges intensify, the need for community-based programs led by faith-based organizations also increases. These organizations are working to combat several of society's wicked problems, including but not limited to homelessness, food insecurity, drug addiction, youth and family services, and climate change. Nonprofit sector performance measurement is often recognized …
Empowering Change: Building Environmental Sustainability Initiatives And Becoming A Sustainability Champion, Amanda C. Karls
Empowering Change: Building Environmental Sustainability Initiatives And Becoming A Sustainability Champion, Amanda C. Karls
School of Public Service Theses & Dissertations
In an era marked by escalating environmental challenges and an urgent need for sustainable development, higher education institutions (HEIs) are increasingly positioned as critical actors in advancing sustainability within the communities they serve. Regional comprehensive universities (RCUs), in particular, occupy a distinctive position as access‑oriented, community‑embedded public institutions; yet sustainability efforts at these institutions often unfold under conditions of limited resources, diffuse responsibility, and informal governance. This dissertation examines how individual actors at RCUs effectively advance environmental sustainability initiatives in the absence of centralized infrastructure or formal authority.
Guided by the overarching research question—How can individual actors at regional comprehensive …
The Roles Of The Human Resources Management Director And Their Impact On Entrepreneurial Training:An Analytical Study At The Ministry Of Labor And Social Affairs, Ali Abd Al-Salam Abd Al-Daem
The Roles Of The Human Resources Management Director And Their Impact On Entrepreneurial Training:An Analytical Study At The Ministry Of Labor And Social Affairs, Ali Abd Al-Salam Abd Al-Daem
Muthanna Journal of Administrative and Economics Sciences
The research problem lies in the weak level of entrepreneurial training in Iraqi ministries despite the importance of the strategic roles of human resources management. The research gap is represented by the scarcity of empirical studies that measure the relative impact of the roles of the HR manager (according to Ulrich’s model) in activating entrepreneurial training within the Iraqi public sector environment. Accordingly, this study aims to analyze the relationship between the roles of the Human Resources Management Director—as a strategic partner, administrative expert, developmental supporter, and change agent—and their impact on activating entrepreneurial training at the Ministry of Labor …

Beyond Need: Exploring Readiness To Implement Change As A Predictor Of Nonprofit Capacity-Building Success, Bridget Y. Samuel
Beyond Need: Exploring Readiness To Implement Change As A Predictor Of Nonprofit Capacity-Building Success, Bridget Y. Samuel
The Foundation Review
This mixed-methods exploratory study investigates whether organizational readiness to implement change predicts capacity-building success more reliably than the level of perceived need.
Using a six-factor readiness assessment measuring clear priorities, change management resources, time investment commitment, board engagement, systems infrastructure, and cash flow, data from 10 participating organizations reveal a significant correlation between readiness scores and early capacity-building outcomes.
The findings challenge three common field assumptions: that the greatest capacity-building need should drive selection, that capacity-building works uniformly across developmental stages, and that dysfunction can be addressed through “standard” capacity-building programming.
The Impact Of Second-Tiered Leadership Behavior On Postmerger Experience In The Jamaica Constabulary Force, James Theophilus Golding
The Impact Of Second-Tiered Leadership Behavior On Postmerger Experience In The Jamaica Constabulary Force, James Theophilus Golding
Walden Dissertations and Doctoral Studies
Following the merger of the Jamaica Constabulary Force (JCF) and the Island Special Constabulary Force (ISCF) in May 2014, complaints emerged about inequitable treatment of former ISCF members, raising questions about social justice and breaches of the moral contract. Although prior research highlighted the importance of leadership in mergers, it neglected to examine the role of second-tier leadership. The purpose of this qualitative phenomenological study was to investigate the potential role of second-tiered JCF leadership behavior in these perceived social justice breaches. A transformational leadership framework, which centers on leaders’ behavior and communication to motivate followers, underpinned the study. Purposeful …
