Final Report: Nebraska Child Support Collection And Disbursement System Implementation Project, Alan Tomkins, Nancy C. Shank

Alan Tomkins Publications

In June, 1999, the University of Nebraska Public Policy Center (PPC) was asked by the Executive Board of the Nebraska Legislature to undertake a study of child support issues. Specifically, the PPC was asked to recommend how Nebraska can preserve existing strengths and reduce or eliminate weakness in its child support customer service system as the state complies with a federal mandate and develops a centralized State Disbursement Unit (SDU) for the receipting and disbursement of child support payments.

In order to learn about the strengths and weaknesses of the present customer service system in Nebraska, as well as learn …

A Promise To Our Children, Charles E. Maccormack Oct 1999

A Promise To Our Children, Charles E. Maccormack

The Journal of Conventional Weapons Destruction

On May 22, 1999, President Clinton announced a decision on anti-personnel landmines that commits the United States to sign the Ottawa Treaty by the year 2006. With this initiative, Clinton cleared the way for the United States to join the more than 120 nations that already have signed the treaty, which is an international agreement that bans the stockpiling, use, and import and export of anti-personnel landmines. This is welcome news for the children, families and communities whose daily lives are affected by the scourge of landmines.

Patrick J. Leahy War Victims Fund, Cisr Journal

The Journal of Conventional Weapons Destruction

In 1989, Sen. Patrick Leahy started a fund to get medical aid to victims of landmines. There are an estimated 100 million unexploded land mines in over 60 countries, where they kill or maim an estimated 26,000 people each year. Vast areas of countries like Cambodia, Bosnia and Angola have become death traps.

Landmine Survivors Network, Cisr Journal Oct 1999

Landmine Survivors Network, Cisr Journal

The Journal of Conventional Weapons Destruction

Landmine Survivors Network (LSN) works to help mine victims and their families recover through an integrated program of peer counseling, sports, and social and economic re-integration into their communities. In countries in the developing world where landmines are prevalent, survivors lose more than a leg or arm; they often lose their place as a valued and respected member of their society. LSN works with survivors and their families to support their efforts to retake their place and become productive members of their communities. for example, landmine survivors play a crucial role in landmine education, particularly for children within communities at …

Norwegian People's Aid, Cisr Journal

The Journal of Conventional Weapons Destruction

Founded in 1939, Norwegian People's Aid (NPA) is one of Norway's largest nongovernmental organizations (NGOs). Although NPA is currently involved in more than 300 projects in thirty countries, the organization still adheres to the basic principles set forth by its labor movement founders; solidarity, unity, human dignity, peace, and freedom. The range of NPA's projects is diverse, from extensive outreach programs for the people of Palestine, to short term emergency relief programs and long term development cooperation in over twelve countries in Africa, and more. One of NPA's most notable efforts is its humanitarian demining activities, centered in Asia and …

Doctors Without Borders, Cisr Journal Oct 1999

Doctors Without Borders, Cisr Journal

The Journal of Conventional Weapons Destruction

When a natural or a man-made disaster strikes a developing country, death and disease is often compounded by a lack of adequate medical care. In many war-torn countries, animosity is so great between warring factions that medical care is often denied to those in need because of their religion, ethnic identity, or political affiliations. In such cases, who will help the helpless? In 1971, a group of concerned physicians established Doctors Without Borders/ Medecins Sans Frontieres (MSF), to provide emergency assistance wherever wars and man-made disasters occur. Since then, MSF has grown into the world's largest independent international medical relief …

Sub-State Purchasing Of Managed Behavioral Health Care: An Analysis Of County-Level Managed Care Contracts, Joel B. Teitelbaum, D. Richard Mauery, Sara J. Rosenbaum

Health Policy and Management Faculty Publications

For this study, SAMHSA asked us to analyze county-level managed health care contracts that include behavioral health services. SAMHSA has indicated that sub-state entities, particularly counties, are beginning to explore the feasibility of contracting with managed care organizations, both to control costs and to improve coordination of services for the mental health or substance abuse systems they manage. In commissioning these various contract studies, SAMHSA was primarily interested in tracking the development of these new types of managed behavioral health care procurements and contracting practices, as well as determining whether there were exemplary commercial behavioral health provisions that could be …

The Sargent Governorship: Leader And Legacy, Richard A. Hogarty Sep 1999

The Sargent Governorship: Leader And Legacy, Richard A. Hogarty

New England Journal of Public Policy

Following in the long line of succession of his predecessors, Francis W. Sargent served as the sixty-third governor of Massachusetts. A lifelong Republican, he was a man of character and sterling Yankee blue-blood lineage with the stature of a political independent. Grappling with a series of hot political issues and braving the passions and divisions spawned by the war in Vietnam, he was one of the ablest and most intriguing men ever to be governor. He worked hard at knowing his constituents and their concerns, but he did not always provide them with easy answers. Several new ideas were transformed …

Welfare Reform: Lessons From New England, Richard M. Francis, Thomas J. Anton Sep 1999

Welfare Reform: Lessons From New England, Richard M. Francis, Thomas J. Anton

New England Journal of Public Policy

This article examines state welfare policy choices following the passage of the Personal Responsibility and Work Opportunity Reconciliation Act. Using data from national studies and an intensive study of policymaking in New England, the authors demonstrate that states have acted independently rather than uniformly in response to devolution. Because states did not respond as predicted, and for reasons that were not anticipated, scholars must develop new approaches to understanding state policymaking. This study argues that accounting for state policy choices requires an understanding of the context of policymaking. Conventional analyses of welfare reform have ignored the institutional structures through which …

Groping For Autonomy: The Federal Government And American Hospitals, Robert B. Hackey Sep 1999

Groping For Autonomy: The Federal Government And American Hospitals, Robert B. Hackey

Health Sciences Faculty Publications

This article chronicles the slow but steady emergence of countervailing power in the hospital industry since mid-century. The transformation of American health care policymaking reflects the federal government's growing fiscal obligations as the single largest purchaser of health care. As John Kenneth Galbraith [1956,113] notes, "Power on one side of a market creates both the need for, and the prospect of reward to, the exercise of countervailing power from the other side." The federal government's effort to exercise countervailing power over health care providers shows no sign of abating in the future, for Medicare and Medicaid costs threaten the stability …

The article reports the results of a Y2K Truckload Transportation Survey of truckload shippers conducted in August of 1999. Additionally, the article takes a post-hoc look at what actually occurred in an effort to completely document the impact of the Y2K phenomenon in the dry van, temperature controlled, and flatbed segments of the truckload transportation industry.

Making Family Leave More Affordable In Massachusetts: The Temporary Disability Insurance Model, Jillian P. Dickert Aug 1999

Making Family Leave More Affordable In Massachusetts: The Temporary Disability Insurance Model, Jillian P. Dickert

Publications from the Center for Women in Politics and Public Policy

The passage of the Family and Medical Leave Act (FMLA) in 1993 was a milestone in the development of America’s basic labor standards. But many realized that the Act—which guaranteed 12 weeks unpaid leave for employees of large businesses—was only a cautious first step. The US continues to lag far behind most other nations in providing paid time off for employees needing to care for family members or their own non-work-related illnesses.

States have begun to examine ways to expand both federal and state family and medical leave policies to make them accessible to more workers. State Temporary Disability Insurance …

Commercial Satellite Imagery Comes Of Age, Ann Florini, Yahya Dehqanzada Aug 1999

Commercial Satellite Imagery Comes Of Age, Ann Florini, Yahya Dehqanzada

Research Collection School of Social Sciences

Since satellites started photographing Earth from space nearly four decades ago, their images have inspired excitement, introspection, and, often, fear. Like all information, satellite imagery is in itself neutral. But satellite imagery is a particularly powerful sort of information, revealing both comprehensive vistas and surprising details. Its benefits can be immense, but so can its costs.

The Middle East In World Affairs Understanding Iran's Changing Transnational And International Role, Marla Renfro

Graduate Program in International Studies Theses & Dissertations

In 1979, the Islamic Republic of Iran emerged on the international stage and began to establish itself as a participant in global terrorism. Throughout the period 1979-96, officials linked numerous terrorist actions and operations to Iran; this link could have involve Iran's direct sponsorship or indirect involvement, such as by providing monetary support to operatives. In order to develop strategies to prevent or minimize the threat of terrorist attack, Iran's role in global terrorism must be assessed.

The purpose of this work is threefold: to demonstrate the role taken by Iran in global terrorism from 1979 to 1996, to explain …

Nativism In American Political Culture, Julie M. Wacker Jun 1999

Nativism In American Political Culture, Julie M. Wacker

Dissertations and Theses

The purpose of this discussion is to dispel the notion that the United States is and always has been a polity grounded in egalitarian ideals and open political processes. We should not ignore or make light of injustices such as slavery, segregation, Eurocentric immigration policies, and social and economic discrimination that have played a major part in our history. If only for the sake of historical accuracy, we should not dismiss these trends as temporary lapses in judgment in an otherwise open and plural society.

Yet some scholars do make the claim that we are a country founded on the …
