Alternatives To Incarceration For Substance Abusing Female Defendants/Offenders In Massachusetts, 1996-1998, Carol Hardy-Fanta, Sylvia Mignon

Publications from the Center for Women in Politics and Public Policy

In July 1997, the Massachusetts State Legislature, recognizing the challenge presented by the problem of substance abuse for women in the criminal justice system, authorized funds to the Department of Public Health’s Bureau of Substance Abuse Services for a study of substance using female offenders to be conducted by the John W. McCormack Institute at the University of Massachusetts Boston. Since March 1998, a group of researchers at the McCormack Institute and the Criminal Justice Center at UMass Boston has gathered and analyzed a wealth of quantitative and qualitative information on women offenders in Massachusetts.

Latino Agenda 2000, Leslie Bowen, Lillian Hirales, Mary Jo Marion, Giovanna Negretti, Andrés Torres

Gastón Institute Publications

Few would argue that our community's position is precarious. On the one hand, we are a growing presence in the Commonwealth. In 1995, there were an estimated 344,068 Latinos living in Massachusetts, representing 5.6% of the total state population, a 20% increase since 1990. It is expected that the 2000 census will confirm that Latinos are indeed the largest minority group in the state. Latinos make up an even larger proportion of the total population of a number of key cities, including Lawrence (48%), Chelsea (39%), Holyoke (37%), Springfield (20%), and Boston (12%). Latino youth have formed the largest minority …

Managing Sprawl In The Land Of Unintended Consequences, Robert S. Bucci Sep 2000

Managing Sprawl In The Land Of Unintended Consequences, Robert S. Bucci

New England Journal of Public Policy

Americans witnessing the bulldozing of their country’s pastures, farmlands, and sensitive habitats to erect suburban housing tracts and commercial centers have come to realize that the remaining open land may be too precious to waste. Residential and commercial development is no longer quickly embraced to stimulate economic progress and prosperity. Municipalities are learning that development often extracts a price — sometimes the loss of community character and local charm, sometimes tax revenues that fall short of increased expenditures, and sometimes just plain ugliness. Responding to the new reality, many community officials have initiated unilateral ordinances regulating the development of open …

Making A Difference: Human Service Interest Group Influence On Social Welfare Program Regulations, Richard Hoefer Sep 2000

Making A Difference: Human Service Interest Group Influence On Social Welfare Program Regulations, Richard Hoefer

The Journal of Sociology & Social Welfare

Social workers increasingly understand the importance of political action to affect legislative policy-making. This paper sheds light onto the unexplored subject of interest group influence on the executive branch, specifically on the writing of program regulations for social welfare programs. It describes groups active in the process and what they do in their quest for influence. It also presents a preliminary model of interest group influence on regulation writing. Results show that having greater access, articulating a liberal policy position, choosing a "better" strategy and devoting more resources to influence efforts are all significant predictors of a group's influence level …

Institutionalization And Conflict Management In The New Europe, Alexander Siedschlag Aug 2000

Institutionalization And Conflict Management In The New Europe, Alexander Siedschlag

Publications

Political institutionalization has become a common concern and catchword, especially as regards the institutionalization of democracy in the post-communist countries and the design of an overarching cooperative order in Europe. However, institutionalization still is far from representing a well-defined analytical concept or an elaborated political strategy. An important question to be answered is: What are the preconditions for a successful strategy of conflict management, based on institutionalization? Cases in point are an envisaged all-European order under the umbrella of the OSCE, sub-regional cooperation (the Visegrád group) and ethnopolitics in the Baltic states. The concept of political institutionalization as defined in …

Charismatic Authority And The Board Of The Hull House Association, 1895-1935, Roger A. Lohmann Jul 2000

Charismatic Authority And The Board Of The Hull House Association, 1895-1935, Roger A. Lohmann

Faculty & Staff Scholarship

Discussions of boards in the third sector literature usually proceed from assumptions grounded in Weber’s rational-legal authority and international management principles like those of Henri Fayol. The generalizations made about boards are based on rational-legal views of the board as the principal governing body of a nonprofit organization. Much less frequently examined are the roles and functions of boards in organizations grounded in other forms of authority. In particular, the relationship between charismatic authority and boards has seldom been studied. This paper will examine the role of one such board, the Board of Trustees of the Hull House Association through …

Why Campaigns For Local Transportation Initiatives Succeed Or Fail: An Analysis Of Four Communities And National Data, Mti Report 00-01, Peter Haas, Kristen Sullivan Massey, Linda O. Valenty, Richard Werbel

Mineta Transportation Institute

As funding from state and national sources has dwindled and demands for relief from traffic and congestion have grown, local governments and transportation agencies are increasingly left to develop their own sources of enhanced revenues. Frequently the bid to increase available revenues comprises a local ballot measure, enabling the citizens served by these governments and agencies to express their preferences for or against increased taxation in support of an improved transportation system. What determines the success of campaigns in support of such ballot measures? To answer this question, this report includes the use of two different approaches and data sources. …

The Distance Education Learning Model (Del), Gary "Lee" Frantz, James W. King May 2000

The Distance Education Learning Model (Del), Gary "Lee" Frantz, James W. King

Department of Agricultural Leadership, Education, and Communication: Faculty Publications

The interface of education, technology, distance education, and change is very complex. As we examined the arena of distance education, we realized the usefulness of a systems approach as a powerful tool to connect and interrelate people, goals, organizations, and technologies in the educational playing field.

Banathy's core work (1968, 1992, 1995, 1996a, 199613) suggests an important model of the educational system as part of society--its larger suprasystem (see Figure 1). Through this model, he showed that education, as a lifelong process, is tied closely to the outputs, objectives, and purposes of other parts of society. This model simply shows …

Truth Commissions And National Reconciliation: Some Reflections On Theory And Practice, Charles O. Lerche Iii May 2000

Truth Commissions And National Reconciliation: Some Reflections On Theory And Practice, Charles O. Lerche Iii

Peace and Conflict Studies

Excerpt

The “Post-Cold War” world presents staggering contrasts. On the one hand, the threat of annihilation has receded, totalitarianism seems to be in retreat and there is greater interest in such issues as sustainable development, human rights and good governance. On the other hand, however, political and economic instability seem chronic in many regions, and there is a sense of drift both within many countries and at the global level. Prominent on the “new agenda” of world politics is the apparent rising tide of communal conflicts around the planet: a trend which has both positive and negative aspects. Communalism is …

Peace Negotiations And The Dynamics Of The Arab-Israeli Conflict, Amr G.E. Sabet May 2000

Peace Negotiations And The Dynamics Of The Arab-Israeli Conflict, Amr G.E. Sabet

Peace and Conflict Studies

Excerpt

The saga of the Middle East ‘peace process’ and the fanfare that has surrounded it, obscured the fact that little has been subjected to detailed systematic and objective analysis. Nor has it been sufficiently put to the test of negotiation principles in a fashion that would shed light on its underlying nature and substance. This caveat hindered addressing important questions regarding the very structure of the process and its ability to deliver on its purported promises. It further raises questions as to whether one could speak of a real peace in the making, or whether the whole endeavor is …

Public Finance Of Professional Athletic Facilities: Case Studies In Stadium And Arena Finance, Larry Harala

UNLV Theses, Dissertations, Professional Papers, and Capstones

During the course of the 1990s cities across the country opted to expend public monies at record levels on stadium and arena construction. The focus of this paper will be an examination of whether or not spending public money on private athletic facilities is justifiable. For the purpose of this paper “justifiable” will mean; that the overall economic benefit to the community can be clearly and quantifiably demonstrate to have a net positive economic impact on the community while benefiting all socio-economic elements of the community at large. The types of facilities that this paper will examine are arenas and …
