Competition Policy Under Laissez-Faireism : Market Power And Its Treatment In Hong Kong, K. Y., Edward Chen, Ping Lin Jan 2002

Competition Policy Under Laissez-Faireism : Market Power And Its Treatment In Hong Kong, K. Y., Edward Chen, Ping Lin

Centre for Public Policy Studies : CPPS Working Paper Series

The paper describes the current competition policy framework in Hong Kong: how it came into existence, what business practices are prohibited, and how the enforcement system works. Recent cases in the telecommunications industry are used to illustrate the sectoral approach, the unique feature of Hong Kong’s competition policy. The paper argues that a sectoral approach faces two fundamental drawbacks. First, due to having different “rules of the game” for different sectors, the allocation of resources may be distorted in the long run. Second, since the relevant regulatory agencies perform dual roles both as competition policy enforcer and as traditional regulator …

Two Steps Forward And One Step Back: Conflict And Contradiction In Post-War Guatemala (Review Essay), Kristin Marsh Jan 2002

Two Steps Forward And One Step Back: Conflict And Contradiction In Post-War Guatemala (Review Essay), Kristin Marsh

History and American Studies Articles

What are the real prospects for lasting peace and greater prosperity in post-war Guatemala? This is the central question underlying Susanne Jonas's Of Centaurs and Doves and Christopher Chase-Dunn, Susanne Jonas, and Nelson Amaro's Globalization on the Ground. As events continue to unfold for Guatemalans, these scholars tackle the very current issues of democratization, development, justice, and peace in post-war Guatemalan society. The cruel irony is that the very urgency with which these issues must be addressed belies any concrete prediction or even refined characterization of the existing situation.

Sex, Gender, And September 11, Hilary Charlesworth, Christine M. Chinkin Jan 2002

Sex, Gender, And September 11, Hilary Charlesworth, Christine M. Chinkin

Articles

The October 2001 issue of the American Journal of International Law contained several editorials on the international law implications of the hijackings of September 11, 2001, and their aftermath. In one respect these editorials resemble other writings on these events in academic and popular media: questions of sex and gender are largely overlooked.' In our view, however, concepts of sex and gender provide a valuable perspective on these devastating actions.' We use the term "sex" here to refer to issues about women as distinct biological beings from men, and the term "gender" to encompass social understandings of femininity and masculinity. …

Adolescent Pregnancy Attitudinal Survey, Amy Katherine Wolfe

Theses and Dissertations

A census of 53 adolescent females was conducted over a period of time beginning July 15, 2001 and ending March 5, 2002. Each subject was surveyed by using an interview with 66 items. The census found that 72 percent (N=53) of the adolescent females interviewed do not have a car, and 79 percent do not use public transportation. The census also found that 77 percent of the adolescent females interviewed do depend on their family/friends for transportation, and eighty-five …

Challenges Of Growing Research At New And Emerging Heis, Ellen Hazelkorn Jan 2002

Challenges Of Growing Research At New And Emerging Heis, Ellen Hazelkorn

Books/Book chapters

Newer institutions are accused of adopting the accoutrements of traditional universities, actively copying their research profile and teaching programmes, and engaging in ‘academic’ or ‘mission’ drift. For others, however, these changes are part of the natural or inevitable process of institutional development and historical change, or a further step in the democratisation of the ‘Humboltian ethic’ (Neave, 2000, p265). If massification and expansion in 1960s differentiated the second stage in higher educational development from its elite origins, then the late 1990s marked the beginning of the third stage. By then, it was clear that a broadly educated population could no …

The Judicial Transformation Of Social Security Disability: The Case Of Mental Disorders And Childhood Disability, Jennifer L. Erkulwater Jan 2002

The Judicial Transformation Of Social Security Disability: The Case Of Mental Disorders And Childhood Disability, Jennifer L. Erkulwater

Political Science Faculty Publications

A full account of the judicial influence on Social Security disability programs would require a book-length, perhaps even encyclopedia-length, treatise and would take us far afield from our present concern. This article focuses narrowly on the activities of Legal Services attorneys, mental health reformers, and children's advocates. Although mental health reformer groups are only one of many antipoverty organizations involved in advocacy efforts on behalf of the disabled poor, they have been among the most persistent, the most active, and the most successful in using a litigation strategy to achieve their larger policy goals. According to one Social Security official, …

Vcu... Making Richmond A Great Place To Work And Live, The Grace E. Harris Leadership Institute At Virginia Commonwealth University, Gregory Buck, Maria Curran, Karen Guthrie, John Pierce, Diane Simon, Jean Yerian

GEHLI - 2026 VCUL Team Project Publications

VCU, established in 1968, is a young, vibrant and rapidly growing institution. Whereas components of VCU are well established, venerable, and well-recognized institutions, VCU suffers from a lack of name recognition and reputation in comparison with our peer institutions. Similarly, there is a general lack of appreciation for the strength of VCU programs at the regional, local and even institutional level. This project is designed to showcase, at the local and institutional level, the special contributions and triumphs of VCU and its staff, including both the cutting edge research and academic accomplishments and the powerful and compelling human interest stories …

Partnership And The Revitalization Of Aviation: A Study Of The Advanced General Aviation Transport Experiments Program, 1994-2001, Nanette Scarpellini Metz, Uno Aviation Institute

Faculty Books and Monographs

UNOAI Report 02-5

As the Advanced General Aviation Transport Experiments (AGATE) program completes its eight-year plan, the outcomes and industry effects reveal its successes and problems. AGATE engaged several different types of institutions, including federal agencies, business and industry, universities, and non-profit organizations. By examining the perceptions of those intimately involved as well as periphery members, this study shows the powerful consequences of this type of combination both now and in the future. The problems are a particularly useful illustration of the inter-working of a jointly funded research and development initiative. By learning how these problems are addressed, the study …

For the past several decades, leisure researchers have investigated

the impact that race has on leisure behavior and preferences, but

Gender Contests, Susan Frelich Appleton

Scholarship@WashULaw

This contribution for the “Law, Ethics, and Gender in Medicine” column in the Journal of Gender Specific Medicine interrogates the understanding of gender itself, at a time when transgender and intersex issues were just beginning to “come out” in both popular culture and case law. Against this background, the column explores the roles that physicians have played in such gender contests and considers how evolving medical attitudes can help achieve reform.

Rhode Island Latinos: A Scan Of Issues Affecting The Latino Population Of Rhode Island, Miren Uriarte, María Estela Carrión, Juan Carlos Gorlier, Charles Jones, Natalie Carithers, Juan Francisco García

Gastón Institute Publications

The Latino Population has grown dramatically in Rhode Island in the last two decades. This has been particularly the case in Central Falls and Providence where Latinos make up 48% and 30% of the population, respectively. This influx has created a shift in the racial/ethnic make up of these cities and in the cultural background of large sectors of the residents.

The arrival of large numbers of persons who do not speak English and who are not familiar with the structure and practice of public services would, under any circumstance, present a challenge. But the fact that they are recent …

Government And Sport : The Case Of The Western Australian Football Commission, Gregory Italiano

Theses : Honours

This study is based on the premise that sport occupies a unique and prominent position in Australian culture, such that it can be considered in institutional terms. This changing relationship has had a substantial impact on sports public policy. The purpose of this study is to describe and explore this relationship in greater depth by examining the case of the Western Australian Football Commission (the 'Commission'). Australian Rules Football ('Football') is the largest spectator sport in Australia and …
