Law Number 5 of 2014 concerning State Civil Apparatus mandates that all Government Agencies must implement Merit System-based in HR Management. However, even though Ministry of Youth and Sports received predicate "Good” in Merit System evaluation in 2021, but Ministry of Youth and Sports ranked 29th out of 33 Ministries (within bottom 5). From the results of this evaluation, there were at least 2 (two) aspects that received the lowest scores, career development aspect (40.38%) and promotion and transfer aspect (31.25%). This thesis examines the detention of suspected ISIS affiliates and their family members held in facilities administered by the Kurdish-led authorities in North-East Syria. Thousands of foreign nationals remain detained without trial, without repatriation, and in conditions widely criticized as inhumane. Existing scholarship and political discourse often describe these facilities as legal voids, limbo, or black holes where law has broken down or ceased to apply. This thesis challenges that characterization. Rather than existing outside the law, the facilities are governed through overlapping frameworks of international humanitarian law, international human rights law, counterterrorism security resolutions, and domestic laws. This thesis provides original qualitative evidence on autism, employability, and TVET in an LMIC context, focusing on Egypt’s ongoing TVET reforms. The research investigated barriers and facilitators to employment for autistic youth and adults in Egypt, with a particular focus on technical and vocational education and training (TVET) as a potential pathway into work, and explored stakeholder perspectives on the potential, barriers, and conditions for adapting the Egyptian TVET system to improve their employability. This thesis examines impact investing in Egypt from the vantage point of the impact investors, revealing that Egypt's constraint is not the availability of capital but its direction, as the absence of legal recognition, coordinated intermediaries, and a shared impact-measurement standard keeps capital out of a market otherwise rich in social enterprise potential. The study employed a constructivist grounded theory approach, drawing on eleven semi-structured interviews with impact fund managers, ecosystem enablers, and public-sector policy advisors operating in or considering Egypt's social enterprise market. The growing use of Generative Artificial Intelligence (GenAI) and AI-assisted tools in journalism raises governance questions concerning accountability, human oversight, transparency, verification, editorial responsibility, and implementation. In Egypt, these issues arise within an emerging but fragmented governance environment that includes national AI guidance, media regulation, professional self-regulation, and developing newsroom practices. This study examines how these arrangements can be integrated into a coherent national sector-specific policy framework for GenAI and AI-assisted journalism.

Recent advances in personalized sensing and comfort feedback have spurred the development of data-driven comfort models tailored to individual needs. However, because current models treat sequential comfort feedback independently, they are subject to unstable predictions and limited interpretability, hindering their deployment in building management. This study introduces a dynamic modeling framework that utilizes a Neural Ordinary Differential Equations-based Continuous-time Markov Chain to model the transitions in comfort states over time. Our modeling approach, developed through a field study utilizing smart glasses and mobile app feedback, tracks occupants' comfort transitions across daily activities and contexts. Digital attention capitalism generates value through the capture and monetization of human attention, yet it has historically lacked standardized mechanisms for measuring attention-related harm. This paper argues that the Attention Safeguard Models (A.S.M.), Cognitive Attentional Standards (C.A.S.), and Sociological Impact Assessment (S.I.A.) collectively challenge this system by introducing an integrated framework for classifying, measuring, and evaluating digital attention harm and its societal consequences. C.A.S. provides standardized measurement of digital attention harm, A.S.M. identifies and classifies patterns of attentional disruption and manipulation, and S.I.A. evaluates broader impacts on institutions, communities, civic engagement, education, social cohesion, and inequality. Amid several initiatives to federalize the Philippines, discourse on engendering federalization remains scarce. This gap forms the basis of this study, which examined the realities of engendering federalization. Data were gathered through in-depth interviews and key informant interviews with research participants from various sectors in Davao City. Guided by Caren Levy’s Web of Institutionalization Framework, the study focused on three core dimensions: political commitment to gender equality, resources, and policy. The findings revealed that engendering federalization, particularly political commitment to gender equality, requires advocacy, institutionalization, gender awareness, and gender-sensitivity formation. In October 2020, a new service was launched at the State Archives of Belgium, the Social Sciences and Digital Humanities Archive (SODHA). It is the result of several years of feasibility research into the viability of a data archive for social sciences and digital humanities in the research landscape of Belgium. SODHA acts as a service provider for the Consortium of European Social Science Data Archive (CESSDA ERIC) and takes up the task of preserving and disseminating research data in any of the disciplines that constitute the aforementioned fields.

Migration is a crucial component of global population dynamics and encompasses various forms of labor, such as low-skilled labor, irregular migration, and asylum-seeking. This study examines illegal migration into Nigeria, illuminating the complex challenges faced by both migrants and the Nigerian Immigration Service (NIS). The surge in cross-border crimes linked to illegal immigration poses formidable obstacles to NIS, including issues related to border security, arms proliferation, and terrorism. This paper reviews studies on the problem of phone snatching in Kano Metropolis, with focus on the behaviour of victims. Many studies have explained the crime by linking it to poverty, unemployment, and weak policing among others. However, less attention has been given to how people’s everyday actions may increase their risk. Using Victim Precipitation Theory, this review shows that behaviours such as openly displaying phones, walking alone in unsafe places, or using phones while distracted create easy chances for offenders. In 1987, small but passionate people urged the city to pass an amendment to Mankato’s existing human rights ordinance to protect LGBTQ+ communities. Advocates argued that gays were entitled to the same rights as straight people and were looking for protection in housing and employment, particularly. They demonstrated that people had lost jobs, housing, and access to dance venues. Some opponents equated gays with promiscuity, child molestation, solicitation, sin, and AIDS; some were convinced it was not needed; some pinned their arguments on the existence of laws already on the books. This paper examines how religious leaders shape narratives of identity formation and reconciliation in post-civil conflict societies where violence, defeat, or political transition produces moral injury and crises of meaning. By drawing on themes of justice, forgiveness, and accountability, religious leadership can wield moral authority to influence public perception, guide healing processes, and support transitions from active conflict to more stable forms of peace. The paper explores how religious leaders reframe narratives of defeat, particularly in cases where a community’s cause was endowed with sacred meaning, creating a crisis of faith. In response to California's ongoing housing affordability crisis, state and local governments have adopted a range of prohousing policies aimed at reducing barriers to housing production and promoting the integration of housing with transportation. This study examines two distinct but related dimensions of prohousing policies in California. One concerns the Prohousing Designation Program (PDP) (established by the 2019–2020 Budget Act), analyzing the adoption and implementation of prohousing policies in 56 California cities that received Prohousing Designation. Transportation-related air pollution remains a significant environmental and public health challenge in California’s San Joaquin Valley. This report presents a spatio-temporal analysis of roadside transportation-related air quality in Fresno County, California, from 1985 to 2023 with projections from 2024 through 2032. Using historical emissions inventories, projected vehicle miles traveled (VMT), infrastructure data, and land cover analysis, the study examines how transportation activity and urban expansion have influenced air quality across the region over time. Findings reveal that while PM10, PM2.5, NOx, SOₓ, CO, and CO₂ emissions from on-road mobile sources have declined significantly due to regulatory programs and cleaner technologies, …

The effects of the climate crisis are intensifying each year, just as the global context for mitigation, adaptation, and resilience efforts grows increasingly complex. Against a backdrop of urgency, resource scarcity, high uncertainty, and politicization, evidence is arguably more crucial than ever for informing climate action.
The potential of evidence for climate action has not been fully realized, leaving tremendous value on the table. This article argues that the challenge is not driven by a shortage of evidence, but rather by a mismatch between dominant evidence and learning practices and what decision-makers need.

This article shares first-hand experiences of a charitable foundation operating under a spend-down model, illustrating how a fixed time horizon shapes philanthropic and programmatic behavior. The authors discuss three conditions that a spend-down horizon reliably forces: the imperative to fund quickly, collaboratively, and boldly on shared goals; the discipline to concentrate capital with strategic focus; and the emphasis on learning and collaboration as both a means to optimize for impact now and to sustain and scale impact over the long term.

In Jakarta, land subsidence amplifies flood risks—often described as the city “sinking”—which increases exposure to waterborne and vector-borne diseases, disrupts essential health services, and undermines health system resilience. This review examines how subsidence-induced flood amplification impacts health and its implications for system resilience. This study employs a literature review approach that combines narrative synthesis with scoping-oriented evidence mapping. Disaster risks in tourism villages are increasing, generating multidimensional impacts on environmental, economic, institutional, and public health. In late 2024, Mattabulu Tourism Village experienced an 83% decline in tourist visits following a series of disasters, disrupting tourism activities and weakening local governance capacity. This study uses a qualitative case study design to evaluate disaster mitigation policy implementation through the “Sipatokkong” Program. Heritage interpretation enables visitors to make sense of their experiences by communicating meaningful messages at natural and cultural heritage sites. By fostering understanding, appreciation, and personal relevance, interpretation enriches visitor experiences and encourages responsible attitudes and behaviors. Among various interpretive approaches, storytelling has emerged as a particularly promising means of achieving these outcomes. However, research examining how storytelling enriches heritage interpretation and promotes deeper visitor engagement remains limited. This conceptual paper synthesizes literature from storytelling, psychology, marketing, tourism, and heritage interpretation to develop a framework explaining how storytelling influences interpretive outcomes. Communal conflicts are prevalent in Nigeria, with thousands of fatalities recorded. Literature suggests that an overwhelming percentage of these conflicts are land ownership related. Through a systematic review of literature and an analysis of conflict data, this study provides further understanding of the role of land ownership and competition in the occurrence and lethality of communal conflicts. It argues that land competition, more than other socio-economic factors is the key driver of communal conflicts in Nigeria. This study assessed the Nigerian military’s efforts in combat against Boko Haram's terrorism between 2015 and 2023. This study adopted a qualitative methodology. Secondary data was utilised, and the data was analysed using content analysis to achieve the objectives of this study. The key findings are: initially, the Western states particularly the US hesitated to give Nigeria support against Boko Haram due to Herskovits Factor and human rights (Leahy Law) concerns but later in 2015, they provided military aid and financial support alongside other international actors; there was a decline in Boko Haram’s attacks and fatalities between 2015 and 2023 …

Despite global commitments to eliminating mother-to-child transmission of human immunodeficiency virus, syphilis, and hepatitis B, gaps remain in understanding the behavioral and systemic drivers of screening coverage in decentralized health systems such as Indonesia. This study aimed to analyze individual behavioral determinants and structural health system barriers affecting triple elimination screening coverage among pregnant women, focusing on perceived susceptibility and automatic compliance. A mixed-methods sequential explanatory study was conducted in Central Jakarta, Surabaya, and Karawang.
