Like many states across the country, Mississippi’s foster care system has faced a shrinking pool of foster parents to care for the state’s most vulnerable children. When states do not have adequate numbers of foster parents, children are susceptible to negative outcomes such as developmental delays, broken attachments with adults, and extended stays in the system. This thesis seeks to understand what motivates individuals to become foster parents, how they experience the system, and what pressures influence their decision to remain fostering or close their doors. This study examines how educational attainment shapes immigrants’ experiences with the U.S. naturalization process, with a focus on how education influences confidence, access to resources, and the ability to manage bureaucratic demands. While the legal requirements for naturalization are standardized, the ability to navigate them varies widely across individuals. Applicants’ experiences reveal that the U.S. naturalization process is often more complex and unequal than it may appear. This research was conducted through five semi-structured interviews with naturalized citizens of varying levels of higher education. Specifically, it is a sociological study of a community on Ole Miss’s campus and how they form what is known within the sociology field as a “cosmopolitan canopy,” a term coined by Elijah Anderson. Using this term, I proceed to prove not only how the Ole Miss Esports club falls under this jurisdiction, but the effects of esports on the youth as a whole, both positive and negative. This professional portfolio documents the integration of my academic learning, practicum experience, and personal transformation throughout the Master of Social Work program at the University of Montana. Drawing from trauma‑informed, anti-oppressive, and culturally responsive frameworks, I demonstrate competency across micro, mezzo, and macro levels of practice, with particular emphasis on ethical decision-making, ADEI engagement, community assessment, policy analysis, research-informed practice, and collaborative leadership. To strengthen collaboration, improve efficiency, and reduce respondent burden, the Tennessee Developmental Disabilities (DD) Network launched a first-of-its-kind integrated statewide needs assessment. This two-year, mixed-methods effort gathered input from nearly 1,500 individuals with disabilities, family members, and professionals through an accessible survey and follow-up focus groups. Tennessee DD Network partners co-developed measures, coordinated outreach efforts, and pooled resources to ensure broad representation and inclusive participation across communities statewide. Community members with lived experience were involved throughout the process, helping to ensure materials were usable, relevant, and respectful of diverse needs. This terminal project examines communicative accessibility in public engagement meetings for Deaf and Hard of Hearing (DHH) residents, using Anderson County, South Carolina, as the primary case study. Public participation is a central principle of planning, yet participation cannot be considered meaningful when some residents are unable to fully access information, follow discussion, or contribute on equal terms. This study investigates the extent to which Anderson County’s planning-related public meetings accommodate DHH participants and identifies strategies that can improve inclusive engagement.

Energy poverty in the U.S.-Mexico border region remains understudied, and much of the existing literature overlooks the lived experiences of households in this region. This thesis examines the lived experiences and coping strategies of residents in El Paso and Laredo, Texas, while also analyzing the sociodemographic variables associated with electric disconnection in Brownsville, Texas. The study employs a mixed-methods design that combines a quantitative ZIP code-year panel of electric disconnections in Brownsville, Texas from 2015 to 2024 with 14 qualitative interviews conducted with residents in El Paso and Laredo, Texas who had experienced electric disconnections or shutoff notices. This project takes the car as a historical signifier of a rhetorical racialization process that enables a hypermobile white, masculine, neoliberal identity that pervades conceptions of mobility in the West. I locate these overlapping social formations under a cultural logic of good life automobility (GLA) that positions cars, a quintessential form of private property, as a motivator for a contemporary “good life” citizenship identity that cultivates neoliberal subjectivities of free movement and market consumption in contempt of socialized and racialized public transit futures. Previous research has indicated that an NGO’s funding stream can limit its organizational decision making and inadvertently cause NGOs to place the priorities of donors over that of their beneficiaries. Additionally, Western-international NGOs operating in the Global South have been accused of engaging and perpetuating imbalanced power structures, often facing accusations of racism. To analyze these issues, I conducted a quantitative analysis of financial reports in conjunction with a qualitative analysis of activity reports in Mali in the past 20 years. California's Global 2030 initiative set an ambitious target: half of all K-12 students to achieve bilingual proficiency by 2030. This qualitative study examines whether Dual Language programs (DLPs) in California's major metropolitan areas are positioned to meet that goal. Drawing on ten semi-structured expert interviews with researchers, administrators, teachers, and nonprofit advocates, the study identifies four central challenges: inadequate student preparedness, chronic underfunding, insufficient teacher training, and a failure to connect students to their cultural heritage. The findings reveal that California lacks the infrastructure, data systems, and financial commitment necessary to achieve the 2030 goals. The authors recommend establishing a …

Rapid urbanization of Nigeria’s Federal Capital Territory (FCT) has increasingly marginalized indigenous communities, creating a significant disconnect between top-down environmental governance and how it affects residents. Previous research has found that this land swap displaces indigenous stewards and erodes their traditional ecological knowledge, endangering local livelihoods, food security, and sustainable management of natural resources. U.S. Intelligence Community (IC) analysts face incessant challenges in expressing and explaining uncertainty (dependent variable) when communicating analytic judgments to their clients. IC analysts theorize and apply estimative language and levels of confidence in their analysis, and then it is received by decision-makers, ultimately having an impact on policy making. Historic case studies of the pre-war intelligence assessment of Iraqi WMD, the operational and diplomatic outcome of the 2011 raid on UBL, and the intelligence surprise of COVD-19 reflect the impact that uncertainty has on strategic analysis. The figure of the “criminal immigrant” occupies a central place in contemporary U.S. immigration discourse, shaping public perception, enforcement priorities, and legal doctrine. Yet a substantial body of empirical research consistently demonstrates that immigrants—both documented and undocumented—commit crimes at lower rates than native-born citizens. This Note examines why the narrative of immigrant criminality persists despite this evidence and how it influences the development and operation of immigration law. It argues that “immigrant” functions not only as a legal category but also as a socially constructed marker of Otherness, encompassing perceived differences in race, language, culture, and religion. Type II diabetes mellitus (T2DM) represents a significant public health burden in South Carolina, where 13.5% of adults are affected, surpassing the national rate of 12%. This integrative literature review examines the social determinants of health most strongly associated with T2DM morbidity and mortality in South Carolina, including race and ethnicity, socioeconomic status, rural or urban residence, educational attainment, healthcare access, and food insecurity. Evidence drawn from peer-reviewed studies, epidemiological reports, and state health data reveals that African American, rural, and low-income populations bear a disproportionate share of the diabetes burden in the state. Framing Artificial Intelligence In Higher Education: A Narrative Policy Analysis Study Of Higher Education Institutions With Particular Reference To Missouri, Taylor D. Corlee

This study examines how higher education institutions narratively frame students’ use of artificial intelligence through policy-related documents, focusing on how these stories shape AI policy and how they can guide Missouri-based research. Using the Narrative Policy Framework and directed content analysis, 59 documents from 12 US public universities were coded for characters, plots, and morals and analyzed with descriptive statistics, Pearson correlations, and difference-of-means tests. Findings reveal that institutions frame AI policy through narratives that cast faculty as guides, students as both capable and vulnerable, and AI as both tools and threat. The true risk of artificial intelligence (“AI”) is not that the toasters will rise up. It is that AI will be competent to perform human tasks and indifferent to human welfare. The risk is that we will be outcompeted by generative automated processes that create output similar to ours (although never the same, as this Article explains), but which need none of the outputs of the economy for food, shelter, or human flourishing. This Article introduces five research and development milestones in the field of Artificial Intelligence and Law and then discusses how large language models (“LLMs”) and generative AI (“GenAI”) are affecting each of them. The milestones include legal expert systems, lessons learned in computationally modeling legal rules and statutes, knowledge-based models of legal argument, machine learning models that classify case texts and predict outcomes, and the design and evaluation of legal applications of LLMs and GenAI. Professional public servants (PSs) including police officers, postal workers, and government tax office and DMV employees interact face-to-face with citizens/persons of interest (POIs), in encounters that are frequently recorded using mobile phones and publicized on platforms such as YouTube.com. Building on our observations about recurrent PS–POI scripts and LLM-supported analysis, we develop five grounded propositions linking enacted scripts to existing theory. The propositions focus on describing early turn-taking asymmetry, the importance of sequential detail beyond-shallow analysis, the predictive role of script recurrence, the value of rich, script-based role-play, and the potential of narrative-intelligence databases for institutional learning. Newly arrived immigrant students, commonly referred to as “newcomers,” represent a notable portion of the English Learner (EL) population in California’s K–12 public schools. As of Fall 2023, the California Department of Education reported that newcomers comprised 3.27% of total student enrollment. Although enrollment is projected to decline in the near term, the potential for future increases highlights the need for sustainable, evidence-based support systems. This dissertation examines the relationships between participatory governance strategies and multidimensional citizen trust in municipal contexts. Although local governments have implemented deliberative forums, digital platforms and hybrid participation approaches to restore declining public confidence, inconsistencies between theoretical predictions and empirical outcomes have raised questions about participatory governance effectiveness. The authors of this transcendental phenomenological study aimed to describe the lived experiences of Black women based on their perceptions, values, and beliefs about the complexities of leadership and the kind of leadership required to succeed in their respective roles, as educational leaders. This study was framed by the adaptive leadership theory. Adaptive leadership recognizes the need for leaders to stay flexible and resilient in fast-paced environments (Nelson & Squires, 2017). The Living Lab is an independent applied research project informed by my 25 years of lived experience as a Section 8 voucher holder, examining how instructional design strategies can improve administrative workflows, communication, and equitable access within the Housing Choice Voucher Program. Drawing on sustained participation, the research identifies two primary systemic barriers: the federally mandated 15-day inspection period and incomplete Request for Tenancy Approval (RFTA) packets. This has disproportionally affected Mexicans and others from Latin American countries (Dreby 2012) due to them being the largest group of undocumented people in the United States.
