The Politics And Economics Of Health: A Cross-National Comparison Of Civic Engagement And Health Status, Suzanne J. Wood Jan 2006

The Politics And Economics Of Health: A Cross-National Comparison Of Civic Engagement And Health Status, Suzanne J. Wood

School of Public Service Theses & Dissertations

Over the past two decades, various structural modifications associated with the provision of national health and its systems have been undertaken. The preponderance of liberalization experiences have occurred in the absence of epidemiological, political, or social considerations associated with adoption and implementation. Often, financial and political manipulation by international organizations and powerful foreign governments has served as the impetus for fundamental shifts leading to an asymmetrical distribution of resources by population density, geography, and along various socio-cultural boundaries. Consequently, structural adjustments have resulted in unpredictable and divergent outcomes with regard to health status. The question of whether or not health …

Where Are The Active Citizens Of Tomorrow? We Need Them Now..., Margaret E. Piasecka Jan 2006

Where Are The Active Citizens Of Tomorrow? We Need Them Now..., Margaret E. Piasecka

Theses: Doctorates and Masters

In 1997, Hindess labelled the gap between governments and citizens the democratic deficit. This gap, or deficit, has arisen over a long time period as a result of public scandals, perceptions of poor performance and poor economies. Local governments around the world are now attempting to regain community respect and support - the unstated mandate for governance - and seeking to implement government policies relating to concepts variously described as community engagement, capacity building, active citizenship or public/citizen participation. This thesis has identified a methodology for finding people who are motivated to act in the public interest in one local …

Principles Of Fairness For International Economic Treaties: Constructivism And Contractualism, John Linarelli Jan 2006

Principles Of Fairness For International Economic Treaties: Constructivism And Contractualism, John Linarelli

Scholarly Works

No legal system deserving of continued support can exist without an adequate theory of justice. A world trade constitution cannot credibly exist without a clear notion of justice upon which to base a consensus. This paper examines two accounts of fairness found in moral philosophy, those of John Rawls and Tim Scanlon. The Rawlsian theory of justice is well-known to legal scholars. Scanlon's contractualist account may be less well-known. The aim of the paper is to start the discussion as to how fairness theories can be used to develop the tools for examining international economic policies and institutions. After elaborating …

Computational Modeling & Simulation Engineering Faculty Publications

Interoperability across Modeling and Simulation (M&S) and Command and Control (C2) systems continues to be a significant problem for today's warfighters. M&S is well-established in military training, but it can be a valuable asset for planning and mission rehearsal if M&S and C2 systems were able to exchange information, plans, and orders more effectively. To better support the warfighter with M&S based capabilities, an open standards-based framework is needed that establishes operational and technical coherence between C2 and M&S systems.

Language Barriers & Perceptions Of Bias: Ethnic Differences In Immigrant Encounters With The Welfare System, Philip Kretsedemas Dec 2005

Language Barriers & Perceptions Of Bias: Ethnic Differences In Immigrant Encounters With The Welfare System, Philip Kretsedemas

The Journal of Sociology & Social Welfare

This article demonstrates why research on immigrant language barriers should account for local variations in the way these barriers are experienced by different immigrant groups. It makes the argument that variations in language barriers experienced by immigrant groups are often reflective of differences in the local migration histories and socio-economic status of these groups. These themes are illustrated by discussing the findings of a comparative survey of welfare service barriers experienced by Haitian and Hispanic welfare clients in Miami-Dade county. Secondary data on South Florida migration patterns is also used to explain disparities in the bilingual fluency of welfare caseworkers, …

A Spatial Analysis Of The Xiii Italian Legislature, Massimiliano Landi, Riccardo Pelizzo Nov 2005

A Spatial Analysis Of The Xiii Italian Legislature, Massimiliano Landi, Riccardo Pelizzo

Research Collection School of Social Sciences

We present a spatial map of the Italian House of Deputies during the XIII Legislature obtained by applying the Poole and Rosenthal methodology to roll call data. We estimate coordinates for almost all the 650 Deputies that were on the House’s floor at the time, and we aggregate them according to parties. We find that voting patters generate basically a two dimensional political space. The first dimension represents loyalty to either the ruling coalition or the opposing one. The second dimension is represented by the European Union. These findings are consistent with the exceptional case of the party Northern League, …

History And Society: Fact, Fiction And Reform In The Serbian Education System, Valerie Ullrich Oct 2005

History And Society: Fact, Fiction And Reform In The Serbian Education System, Valerie Ullrich

Independent Study Project (ISP) Collection

History instruction is a means of disseminating political and cultural “truth” in societies all over the world. History occupies only a small space in the educational schemes that socialize and politicize children to their societies, but it could be argued that it plays a disproportionate role in these processes. In societies with contentious historical records and/or histories of conflict, it is particularly important to examine the role that history instruction does in fact play, as it can have positive or disastrous consequences over the long term. Serbian society provides one example of the potential effects of incomplete, politically influenced historical …

Opal Creek: The Framing Of A Policy Controversy, James Floyd Aug 2005

Opal Creek: The Framing Of A Policy Controversy, James Floyd

Dissertations and Theses

The denouement of conflict is essential in the process of crafting public policy. The settlement of clashes over who get what, who pays, and who benefits is a critical component of a process described as decision making in the public interest. However, in some cases, the process results in unresolved controversy rather than the formulation of public policy. This may result from too little time being allocated to problem setting because of a rush to find problem solutions.

Conflict arises in public disputes due to a mixture of interests and values by multiple parties and the expression of divergent views …

Pursuit Of Professionalism In Bureaucracy: Perceptions About Bureaucratic Values Of Civil Service Employees In The Ethnic Federalism Of Ethiopia, Mary Elizabeth Vogel

School of Public Service Theses & Dissertations

In the 1980s an array of world events including the dissolution of the Soviet Union, a movement toward restructuring and downsizing government bureaucracies, and rapidly evolving technology prompted significant changes to governments. Many developing nations began the transition from command to market economies, and new government structures emerged to address a variety of root problems including the rise of ethnic consciousness and conflict. As a consequence of these events, changes in societies, governments, and bureaucracies, were drivers for changes to bureaucratic values.

The current research addresses a gap in knowledge about bureaucratic values specifically in a government organized under the …

An Assessment Of Hospital-Sponsored Health Care For The Uninsured In Polk County/Des Moines, Iowa, Lea Nolan, Marsha Regenstein, Marisa A. Cox Jun 2005

An Assessment Of Hospital-Sponsored Health Care For The Uninsured In Polk County/Des Moines, Iowa, Lea Nolan, Marsha Regenstein, Marisa A. Cox

Health Policy and Management Faculty Publications

Health care providers in Polk County are faced with increasing numbers of low-income, uninsured patients who do not have the resources to pay for their health care out of pocket. At the same time, state and local funding sources are limited, and are insufficient to ensure that these individuals have access to the health services that they require. Community leaders are extremely interested in developing information to understand the magnitude of the uninsured problem in Polk County and to identify health care delivery strategies to better serve this population. A Blue Ribbon Steering Committee was convened in October 2004 to …

Stresses To The Safety Net: The Public Hospital Perspective, Marsha Regenstein, Jennifer Huang Jun 2005

Stresses To The Safety Net: The Public Hospital Perspective, Marsha Regenstein, Jennifer Huang

Health Policy and Management Faculty Publications

Every year, more than 10 million people receive care from public hospitals and health systems – a complex and diverse set of providers that share a mission to deliver health services to individuals, regardless of insurance coverage or ability to pay. Together with federally funded health centers, free clinics, public health departments and scores of individual physicians and other health practitioners, public hospitals provide critical access points for the nation's uninsured population and form a vast patchwork of providers that is commonly referred to as the health care safety net. Despite their importance, there is no single or stable source …

Caring For Patients With Diabetes At Safety Net Hospitals And Health Systems: What The Patients Say About Their Care, Marsha Regenstein, Jennifer Huang, Dean Schillinger, Daniel Lessler, Brendan Reilly, Melanie Brunt, Jolene Johnson, John Piette

Health Policy and Management Faculty Publications

In 2002, with support from The Commonwealth Fund, the National Public Health and Hospital Institute (NPHHI) created a consortium of safety net hospital systems to work together to address common concerns regarding the care of patients with diabetes. As part of that project, NPHHI conducted a survey of patients with diabetes who received at least some of their care from four Consortium hospital systems: Cambridge Health Alliance; Community Health Network of San Francisco/San Francisco General Hospital; Cook County Bureau of Health Services; and LSU/Medical Center of Louisiana at New Orleans. Patients were surveyed on multiple domains of care, including overall …

For The Children: Accounting For Careers In Child Protective Services, Joan M. Morris Jun 2005

For The Children: Accounting For Careers In Child Protective Services, Joan M. Morris

The Journal of Sociology & Social Welfare

This paper analyzes autobiographical essays from women who work as social service workers in child-protection agencies. Working long hours in relatively low-paying jobs, these women have limited prestige and autonomy and increasingly, come under close scrutiny and public criticism. They are clearly exploited in terms of the emotional and "mothering" labor they are expected to perform and are held personally accountable for daily decisions that could have dire consequences for the children they serve to protect. This paper is an investigation of how their narratives explain and justify their willingness to continue working in these situations and how their professional …

Evaluating Deliberative Democracy: Comparing Habermas' Discourse Ethic And Evaluations Of Consensus Process In Residential Cooperatives, Katheryn Sutter May 2005

Evaluating Deliberative Democracy: Comparing Habermas' Discourse Ethic And Evaluations Of Consensus Process In Residential Cooperatives, Katheryn Sutter

Dissertations and Theses

How do deliberators reason together on what is best? Planners, policy analysts and community developers should know how to recognize the validity of participatory deliberations claimed to give groups voice in policy decisions. Policy analyses have lost power in the face of postmodern critiques of objectivity. Practical policy analyses require more than objective validity for they express results of what Jürgen Habermas refers to as normative rationality. This study followed John Forester's recommended research agenda for rigorous empirical analyses of policy process deliberations using Jürgen Habermas' Theory of Communicative Action. Three successful residential communities were identified with organizational and institutional …

Massworks: Developing Community Partnerships To Reach Underserved Diverse Populations, Institute For Community Inclusion, University Of Massachusetts Boston

MassWorks Series, Institute for Community Inclusion

This issue of MassWorks highlights an innovative approach to enhancing services for individuals from diverse communities. The high unemployment rate and barriers to employment experienced by people with disabilities are well documented. For people from diverse communities, these barriers are compounded by factors such as language, cultural norms regarding work and disability, and difficulty accessing services. Community partnerships can provide a unique opportunity to improve services for individuals from diverse racial, linguistic, and cultural backgrounds.

Moderating Politics In Post-Conflict States: An Examination Of Bosnia And Herzegovina, Angela M. Banks Apr 2005

Moderating Politics In Post-Conflict States: An Examination Of Bosnia And Herzegovina, Angela M. Banks

Faculty Publications

The individuals who negotiated the peace agreement that ended the war in Bosnia and Herzegovina considered ethnicity to be the most salient division within Bosnian society. Consequently they organized Bosnia's political structure around ethnic representation. While it is doubtful that peace in Bosnia would have been possible without guarantees for ethnic-based political representation, such guarantees have proven insufficient for building a functioning, stable, and cohesive state. This article analyzes the role that Bosnia's political framework, which focuses exclusively on ethnic representation, has played in impeding the development of a significant cadre of moderate political actors and in hindering the success …
