Hydrogen fuel cell electric buses (FCEBs) are rapidly transforming public transportation in the United States. However, while transit agencies are investing heavily in new zero-emission vehicles and fueling infrastructure, far less attention has been paid to the workforce needed to operate and maintain them. As agencies accelerate toward ambitious climate and fleet transition goals, they are also confronting a critical challenge: preparing workers for an entirely new set of technologies, safety requirements, and operational demands. The Mundlak Estimator In A Panel Data Model With Serially Correlated Error Component Disturbances, Badi H. Baltagi, Long Liu

This paper shows that the classic Mundlak (1978) result where the random effects estimator reduces to the fixed effects estimator when the regressors are all correlated with the individual effects, may not hold if the remainder disturbances have a general serial correlation variance-covariance matrix. This includes the popular AR(1), MA(1) and ARMA(p, q) processes for serial correlation. This is illustrated with an empirical example for the AR(1) case.

Randomized controlled trials underpin evidence-based medicine, but a growing proportion of trials contain implausible, inaccurate, or fabricated data. When such studies are incorporated into systematic reviews, they distort effect estimates, inflate evidence certainty, and can mislead the guideline recommendations that the reviews aim to inform. Within 8 recent American Academy of Allergy, Asthma & Immunology and American College of Allergy, Asthma and Immunology Joint Task Force on Practice Parameters (JTFPP) systematic reviews, 17% of trials published between 2021 and 2024 were problematic, and in a network meta-analysis of antihistamines for chronic urticaria, 39% of recent trials were excluded because of …

Purpose: This paper explored the business educational skills aviation fire officers use to manage airport fire departments.
Design/Methodology/Approach: The methodology was a qualitative phenomenological study design. The participants began with 10 aviation fire officers from airports throughout the USA who were at least 28 years old, in a leadership role, and had at least 10 years of experience as aviation fire officers (Buttenschon, 2016). Saturation was reached at seven during the interview phase. The limitations of this study were gaining participants' trust and obtaining comprehensive information from them.
Findings: Six themes emerged from this study, with the top three identified: …

Military veterans are disproportionately exposed to potentially traumatic events across service eras. While much of the clinical and research literature has focused on posttraumatic stress disorder (PTSD) and symptom reduction, a growing body of work highlights the possibility of posttraumatic growth (PTG) following adversity. PTG refers to positive psychological changes that may emerge through engagement with traumatic experiences, including enhanced appreciation for life, renewed purpose, personal strength, deepened relationships, and reintegration into community roles. Importantly, PTG does not imply the absence of distress but may coexist alongside ongoing trauma-related symptoms. Understanding processes that facilitate growth alongside suffering may support more …

This policy analysis examines how two Colorado laws, House Bill 22-1374 (Foster Care Success Act), and Senate Bill 22-008 (Higher Education Support for Foster Youth), aim to improve educational outcomes and long-term stability for youth who age out of the foster care system. Critical Policy Analysis (CPA) and Resilience Theory are used in this paper to examine how these policies address systemic inequities, promote resilience, and offer protective factors that support educational attainment. Using policy review, state policy comparison, stakeholder interviews, and community perspectives, I evaluated how the implementation, effectiveness, and limitations of these bills shape real-world impact. The aim of this study was to critically examine student voice in school boards, specifically how student representation is enacted, negotiated, or constrained in public school board meetings across multiple states. This study used a critical political analysis, multi-site, multi-year case study, as I wanted to showcase the different forms of student board memberships and the enactment of policy. In total, three school years of public regular board meetings were observed across three different school districts. The study employed a critical policy analysis to examine state statutes, district bylaws, board policies, meeting recordings, agendas, minutes, and transcripts.

This study examined the factors influencing antenatal care (ANC) utilization in the eastern region of Nepal, focusing on the Morang and Sunsari districts, with the aim of identifying key determinants affecting ANC uptake and assessing the extent of ANC service utilization among mothers. Using lot quality assurance sampling, a community-based, descriptive, cross-sectional design was employed, surveying 164 mothers who had given birth within the previous 12 months; data were collected from June through November 2023. Data were collected through a semi-structured questionnaire and analyzed using SPSS, with descriptive statistics, chi-square tests, and logistic regression. The United States continues to face a persistent mental health crisis after the COVID-19 pandemic, raising a policy question about the long-term role and regulation of telebehavioral health as a core modality of care. This thesis examines that question through a case study of New York State, an early center of the pandemic and a leader in telehealth policy reform.

Applying the theoretical framework of Agnew’s (1992) General Strain Theory, this project aimed to understand the connection between strain-induced responses and improper official behavior, considering an individual’s intersectionality (sexuality). Despite extant empirical data recognizing that justice officials' duties expose them to a barrage of human misery, vicarious trauma, and intense circumstances that negatively impact their psyche, little research exists about how compassion fatigue relates to improper official conduct. This dissertation explores the impacts of blockchain-based audit trails and stakeholder feedback loops on ethical conduct in U.S. federal and state public administration. The study addresses ongoing ethical problems in government, such as low levels of accountability, inadequate procedures, policy manipulation, and a waning public confidence in government, despite the existence of government ethics codes and oversight bodies. This study examined the relationship between perceived support from public administrators and law enforcement supervisors/executives and staffing levels in Central Texas law enforcement agencies. The United States is a dominant power in the global bioeconomy. An in-depth analysis of its policy system characteristics holds significant reference value for China to further formulate China’s bioeconomy strategy and drive the development of China’s bioeconomy. This study employs the “3Ms” policy analysis framework to conduct a comprehensive analysis of the US bioeconomy policy from three dimensions: macro strategy, meso architecture, and micro structure. Childbirth is a life event that often disrupts maternal employment and household earnings just as family expenses increase. In the United States, families do not have access to a national paid parental leave program and must rely on a patchwork of safety net programs that were not designed specifically to support households during pregnancy and the immediate postpartum period. Mental health challenges among first responders require coordinated stakeholder efforts. Although employee assistance programs (EAPs) are commonly offered as workplace benefits, little is known about firefighters’ experiences with these programs and how they can be tailored to meet their unique needs. Existing literature suggested that EAP utilization among firefighters is influenced by program awareness, confidentiality concerns, organizational support, stigma, and the extent to which services are tailored to first responders’ needs. Timely high school completion is a critical step in successful transitions to post-secondary schooling and the labor market. This randomized controlled trial, deployed in two urban, disadvantaged school districts, tests the effectiveness of a mature and comprehensive student-support program on an unusually large scale (n=2,528). While overall effects on graduation rates are small and statistically insignificant, exploratory analyses reveal notable variation by site and over time, mirroring heterogeneity in treatment timing and program implementation. These findings highlight the challenges of scaling interventions and raise concerns about generalizing results from small-scale, single-site evaluations.

The existing literature on children of parents with mental illness has largely focused on developmental risks and psychological outcomes, with limited attention to how these individuals construct narratives of mental illness, family, and self within broader sociocultural contexts. This essay examines the constitutions of the Republic of Sudan and minority rights, with a focus on Armenians in that country. It provides (1) the demographics of Sudan; (2) an overview of the Armenians of Sudan; (3) a history of Sudan’s constitutions; (4) an analysis of their provisions and related laws on minority rights, citizenship, naturalization, and inheritance; (5) an overview of Sudan’s civil war, which began on April 15, 2023, and (6) a concluding section which analyzes risks to Armenians and other religious and ethnic minorities in Sudan.

The Riyadh Charter on Artificial Intelligence for the Islamic World was launched by the Islamic World Educational, Scientific and Cultural Organization (ICESCO) and the Saudi Data and Artificial Intelligence Authority (SDAIA) in September 2024, in collaboration with the Saudi National Commission for Education, Culture, and Science, during the third Global AI Summit (GAIN Summit) in Riyadh.
