California School Psychologists’ Advocacy Efforts Related To Contractual Caseloads, Tess A. Melendrez Jan 2023

California School Psychologists’ Advocacy Efforts Related To Contractual Caseloads, Tess A. Melendrez

Walden Dissertations and Doctoral Studies

Despite the evolving role of school psychologists, policies have failed to address the high student-to-school psychologist ratios. The purpose of this study was to determine the predictability of contractual caseload advocacy among California school psychologists and their use of resources to engage in policy-oriented learning strategies. A quantitative research design was used, and data were collected from school psychologists in California (N = 138) who completed an online questionnaire. The theoretical foundation was Sabatier and Jenkins-Smith’s advocacy coalition framework. Ordinal logistic regression indicated that school psychologists’ location and job were not statistically significant predictive factors for advocacy for contractual caseloads. …

Identifying And Examining Key Themes Emanating From The U.S. Legislative Tobacco Policy Subsystem, Arnon Dayak

Walden Dissertations and Doctoral Studies

Americans’ continuously increasing tobacco use in the form of smoking presents an ongoing and rising negative health impact on this leading cause of preventable death. Despite existing U.S. federal level tobacco regulation through the Family Smoking Prevention and Tobacco Control Act (FSPTCA), U.S. tobacco use remains ubiquitous demonstrating existent ineffectiveness of tobacco control legislation. Unknown underlying attributing factors present critical information gaps which, when exposed, could improve tobacco regulation. Using a case study approach, the question, “What key themes are aligned with legislative subsystem actors when voting on the FSPTCA” was examined. Multi-source data streams using existing secondary datasets including …

A Context-Sensitive Approach To The Implementation Of Performance Measurement Systems, Wisdom Eyoh Jan 2023

A Context-Sensitive Approach To The Implementation Of Performance Measurement Systems, Wisdom Eyoh

Walden Dissertations and Doctoral Studies

AbstractPerformance measurement systems (PMS) exist to help public managers assess and improve decision-making related to programs, policies, processes, and personnel. However, challenges in implementing PMS have resulted in underutilization in the public sector. While critical success factors for successful implementation are known, little research exists on how public organizations can successfully implement PMS in individual organizations. This qualitative case study aimed to explore participants' experiences dealing with PMS, using contingency and goal-setting theories to analyze the influence of organizational contexts on PMS design, adoption, and implementation. Data were collected from five staff and top-level management at a large state agency …

A Case Study Of Joint Accountability Mechanism And Interorganizational Collaboration In Post-Earthquake Haiti, Jude J. Jean-Gilles

Walden Dissertations and Doctoral Studies

Abstract: The earthquake that hit Haiti on January 12, 2010, caused massive destruction of its capital city Port-au-Prince and its suburbs and killed over a quarter of million people. The recovery period that followed required effectiveness to plan and mobilize resources. The magnitude of the destruction, lack of local recovery plans or previous disaster experience, and scarcity of local resources inspired the creation of the Interim Haiti Recovery Commission (IHRC), a compilation of local and international stakeholders who agreed to collaboratively address the recovery challenges. Several studies have examined post-earthquake recovery initiatives under the leadership of local governments, but having …

The Effect Of Federal And State-Level Policy On Undocumented Childhood Arrivals, Kim Kaczmarowski Jan 2023

The Effect Of Federal And State-Level Policy On Undocumented Childhood Arrivals, Kim Kaczmarowski

Walden Dissertations and Doctoral Studies

Deferred Action for Childhood Arrivals (DACA) provides a 2-year reprieve from deportation and a work permit for eligible undocumented childhood arrivals. It does not provide a pathway to citizenship or confer rights or protections enjoyed by those with permanent legal status leaving recipients in a constant state of legal limbo. State-level policy can mitigate or exacerbate obstacles faced by this population. The purpose of this generic qualitative study was to explore how federal and state-level policy in a conservative location shaped experiences of membership or exclusion. Responses were examined using segmented assimilation theory to identify layered contexts of reception. The …

Strategies To Reduce The Impact Of Disruptions In Manufacturing Transportation Supply Chains, John Enyabe Ndone

Walden Dissertations and Doctoral Studies

Abstract

Supply chain managers in the manufacturing transportation industry grapple with reducing the impact of disruptions in transportation supply chains since 50% of U.S. companies have experienced between six to 20 disruptions per year. Ineffective transportation disruption strategies negatively impact the performance and profitability of manufacturing organizations resulting in losses and business failure. Grounded in Goldratt’s philosophy and thinking process of the Theory of Constraints (TOC), the purpose of this qualitative multiple case study was to explore successful strategies supply chain managers in the manufacturing transportation industry used to reduce the impact of disruptions in transportation supply chains. Local Leadership Strategies To Mitigate The Effects Of The Public Charge Rule And Covid-19 Among Undocumented Immigrants, Amos Onyango Oketch

Walden Dissertations and Doctoral Studies

AbstractScholars have focused on the effects of implementing the federal-level Public Charge Rule (PCR) and COVID-19 on undocumented immigrants' health and socioeconomic well-being. Researchers have demonstrated that many federal assistance programs that benefit the general population in the wake of the pandemic exclude undocumented immigrants due to PCR restrictions; thus, they are disproportionately affected and suffer social and socioeconomic disparity. Researchers have yet to establish consensus strategies and interventions at the local and state levels to fill the gap and support disadvantaged communities during the pandemic to ensure equitable care and mitigate harm. Thus, this study aimed to identify the …

Exploring Jury Nullification: Its Political History, Current, And Potential Impact On Policy, David Harold Penny Jan 2023

Exploring Jury Nullification: Its Political History, Current, And Potential Impact On Policy, David Harold Penny

Walden Dissertations and Doctoral Studies

Jury nullification (JN) is when a jury knows a defendant is legally guilty, but states they are not guilty, believing that their verdict better serves justice in that case. The problem is the violation of the Constitution’s equal protection clause for all citizens, caused by the intentional omission in most judges’ instructions to juries of JN. The purpose of the study was to fill the gap in the literature on jury behavior and address the problem of JN. The study framework is chaos theory as applied by Horowitz to jury behavior. It describes judges and lawmakers mistrust of juries associated …

Self-determination theory was the conceptual framework for examining the mentoring relationships and the participants’ perceptions. Using a phenomenological approach, in-depth face-to-face interviews were used with a purposeful sample of 10 novice …

This research involved Cameroon and employment and educational issues associated with colonialism. The division between France and Britain contributed to the establishment of bilingualism within its territories, which is a source of multiple problems today. The study involved investigating the current situation in Cameroon through the lens of colonialism and its influence on countries. Theoretical foundations for this study were the colonial and postcolonial theory, neocolonialism, and concept of postcolony. They are used to …

Assessing Fire Station Response And Coverage Ability In A Pennsylvania Town, Timothy Moore Jan 2023

Assessing Fire Station Response And Coverage Ability In A Pennsylvania Town, Timothy Moore

Walden Dissertations and Doctoral Studies

There was a gap in fire station response times in a Pennsylvania township. Although there were two fire stations located in the township, one area was contractually serviced by a nearby borough. Stations are staffed by volunteers, which creates problems with coverage and timely responses. The “nine-minute-90%-of-the-time” National Fire Protection Association standard was not always achieved. The purpose of the study was to determine what gaps in fire station response times or coverage existed. A risk-based methodology was used to develop a baseline in standards of coverage. Using a risk methodology with historical data helped in informing issue identification. This …
