Master of Urban and Regional Planning Workshop Projects

This project presents a contextualized Bike and Pedestrian Implementation Strategy for the City of Hillsboro. The goal was to develop an actionable approach to expand and improve the City’s active transportation network. The strategy incorporates 23 criteria for project selection informed by existing conditions and the City’s priorities. Finally, the report culminates with a recommended implementation approach using two top scoring projects as examples.

This dissertation, titled "Legislating the Taboo: From Subculture to Public Policy," comprises three articles that collectively delve into the intersection of taboo subcultures, political communication, and public policy. While the fields of sociology and anthropology more thoroughly explore the concepts of "taboo" and "subcultures," political science has not given them due attention. This research seeks to bridge this gap by examining how taboo subcultures evolve into political constituencies with policy demands and how these demands are communicated through various mediums, including mainstream and social media.

There is substantial evidence that demonstrates the negative impact of stress on police officer mental health is increasing due in large part to perceived societal shifts in support for the police and trends in criminal justice reform efforts. While employee assistance programs (EAP) are the dominant mechanism for police agencies to address officer mental health, officers are reluctant to use them due to a combination of mental health stigma and organizational distrust. Harm reduction refers to public health policies and programs aimed at decreasing the adverse consequences associated with drug use. While harm reduction services (e.g., syringe exchange programs) can mitigate health risks, marginalized groups face barriers to service access and utilization, partially due to ineffective messaging approaches that fail to align with cultural values and experiences. A one-size-fits-all approach to messaging can negatively impact service utilization, health outcomes, and health disparities. Ineffective communication can lead to poor adherence to treatment, poorer health outcomes, and increased adverse events.

Purpose: Portland, OR, is home to the world’s largest roller derby organization, the Rose City Rollers (RCR). Having the spotlight held upon the community, the organization takes immense pride in communicating its ongoing embrace of its queer and uniquely diverse players. With historical and present prejudice against the LGBT+ community, derby stands as a haven for players looking for a place that will embrace each player's identity. The purpose of the study is to see how RCR’s openly queer settings specifically impact the well-being of its queer members.

This report speaks to the current state of housing for Latinos in the Commonwealth; and it’s not great. Areas where Latinos still face inequities are compounded in a way that directly impacts access to housing and thus, ability to build generational wealth, or at the very least housing stability. We have solutions to these issues, like rent control, transfer fees, zoning changes, and even tax credits. This article argues that a foundation’s internal culture is critical to achieving large-scale social change, but that efforts to build a changemaking culture too often are left out of strategy conversations.

Goal-free evaluation is a model in which official or stated program goals and objectives are unknown by the evaluator, serving as a counter to assessing impact solely according to goal achievement. While the need for philanthropy to focus on systems change as a way to scale and sustain impact is now widely accepted, we see the sector largely failing to recognize that there are different mental models for how to change systems. For over two decades, scientists have documented the alarming decline of global Peatland ecosystems, regarded as the planet’s most crucial carbon sinks. The deterioration of these unique wetlands alongside their policy attention presents a puzzle for policy scientists and for students of anticipatory policy design. Two contrasting explanations have emerged. Some argue that pressures from economic globalization compel governments to relax environmental standards, while others point to deficiencies in policy design and implementation. In May 2024, overall employment increased by 272,000 with a stable unemployment rate of 4.0%. Employment gains were notable in health care, government, leisure and hospitality, and professional services. Unemployment rates among veterans varied by age and demographic groups, showing disparities compared to nonveterans, such as higher rates among veterans aged 25-34 and lower rates among veterans aged 18-24 compared to their nonveteran peers.

Obsessive-compulsive disorder (OCD) is a debilitating psychiatric disorder. Worldwide, its prevalence is ~2% and its etiology is mostly unknown. Identifying biological factors contributing to OCD will elucidate underlying mechanisms and might contribute to improved treatment outcomes. Genomic studies of OCD are beginning to reveal long-sought risk loci, but >95% of the cases currently in analysis are of homogenous European ancestry. If not addressed, this Eurocentric bias will result in OCD genomic findings being more accurate for individuals of European ancestry than other ancestries, thereby contributing to health disparities in potential future applications of genomics. Purpose: The National Cancer Institute-Children's Oncology Group (NCI-COG) Pediatric MATCH trial assigns patients age 1-21 years with refractory malignancies to phase II treatment arms of molecularly targeted therapies on the basis of genetic alterations detected in their tumor. Patients with activating alterations in the mitogen-activated protein kinase pathway were treated with ulixertinib, an extracellular signal-regulated kinase (ERK)1/2 inhibitor.

Methods: As there were no previous pediatric data, ulixertinib was initially tested in a dose escalation cohort to establish the recommended phase II dose (RP2D) before proceeding to the phase II cohort. Ulixertinib was administered at 260 mg/m2/dose orally twice a day …

Objective: To evaluate changes in dual enrollment after Affordable Care Act Medicaid expansion by VA priority group, (e.g., service connection), sex, and type of state expansion.

Study setting: Our cohort was all Veterans ages 18-64 enrolled in VA and eligible for benefits due to military service-connection or low income from 2011 to 2016; the unit of analysis was person-year.

Study design: Difference-in-difference and event-study analysis. The outcome was dual VA-Medicaid enrollment for at least 1 month annually. Medicaid expansion, VA priority status, whether a state expanded by a Section 1115 waiver, and sex were independent variables. We controlled for race, …

Established in 1942, the Fire and Police Disability and Retirement (FPDR) fund was intended to attract young men to serve as firefighters and police officers in the city of Portland. FPDR provides defined benefit retirement payments to some 2000 retirees from Portland Fire and Rescue and the Portland Police Bureau. Portlanders are obligated to pay these benefits through a property tax levy determined by the proprietors of the Fund itself. Over the past 25 years, the gap between the increase in health insurance costs and workers' wages has significantly expanded. This trend has led to significant concerns about healthcare affordability, with surveys revealing conflicting opinions regarding whether hospitals or health insurance companies bear the blame for escalating costs. To better understand these dynamics, we examined consumer price indices for health insurance, hospital services, and professional services from 2006 to 2023 using Bureau of Labor Statistics data. An effective way of learning about thalassemia, a complex public health issue with multiple perspectives, is through participating in research. This study used an inductive approach to presume the influencing factors of students' consent to participate in thalassemia research voluntarily. Nested in the preliminary stage of a research series on thalassemia, this study used a consecutive sampling to recruit 140 medical undergraduates. Their knowledge, experience, and attitude to thalassemia and the perception of self-quality life were assessed using self-administered questionnaires. Blood samples were drawn for carrier screening. Community health centers as primary services are expected to be able to provide antenatal services according to standards.
