Current research on policy diffusion and innovation primarily focuses on the policy idea as the unit of analysis. While diffusion studies incorporating social network theory often examine networks at the collective entity-level, they tend to neglect the actions of individual members. This study investigates how state legislators' exposure to novel policy ideas through their multiplex network ties influences their sponsorship of related bills and how legislators’ collaboration and coordination within these networks may significantly impact public policy outcomes. Urban parks are essential public spaces that provide numerous benefits, but the presence of others can significantly influence these benefits. This dissertation explores the complex and context-dependent effects of the presence of other people on urban park experiences by drawing on diverse disciplinary perspectives and employing multiple methodological approaches, including theoretical synthesis, virtual reality, eye tracking, and qualitative methods.

Chapter 2 develops a comprehensive theoretical framework that bridges social psychology, environmental psychology, and practice-based fields. This study investigates commercial truck vehicle miles traveled (VMT) across six diverse California counties from 2000 to 2020. The counties—Imperial, Los Angeles, Riverside, San Bernardino, San Diego, and San Francisco—represent a broad spectrum of California’s demographics, economies, and landscapes. Using a rich dataset spanning demographics, economics, and pollution variables, we aim to understand the factors influencing commercial VMT. We first visually represent the geographic distribution of the counties, highlighting their unique characteristics. Linear regression models, particularly the least absolute shrinkage and selection operator (LASSO) and elastic net regressions are employed to identify key predictors of total commercial VMT. California’s Active Transportation Program (ATP) is a competitive, grant-based program that serves as a major funding stream for active transportation infrastructure in California. The program has six goals based on increasing nonmotorized transportation, safety, equity, sustainability, and health. Evaluation of the ATP’s administrative and scoring processes is crucial to ensure goals are met as equitably and efficiently as possible. This report investigates the transition to zero-emission medium- and heavy-duty vehicles (MDHD) within California’s Inland Empire (IE), emphasizing the significance of electric vehicle charging infrastructure and opportunity charging strategies in facilitating sustainable transportation. Utilizing a mixed-methods approach that combines a systematic literature review, geospatial and big data analytics, and thematic analysis of expert interviews, the study explores the multifaceted challenges and opportunities of electrification. Is Parking Cash-Out Worth It? Comparing Cost-Effectiveness And Climate And Equity Benefits In The Bay Area And South Coast Air Quality Management Districts, Fynnwin Prager, Tianjun Lu, Ashley Membere, Parveen Chhetri

This research explores the potential impacts of California parking cash-out policy changes on the Bay Area and LA County. Parking cash-out—a California law since 1992—requires that certain qualifying employers who subsidize employee parking offer employees the option to give up their parking space and receive cash instead. Studies show parking cash-out substantially reduces VMT and emissions, yet enforcement remains voluntary. Current policy covers few firms (<1%) and employees (around 11%) in the study regions. Policy reform to include companies with 20+ employees could increase this to 18%. Our experimental-design survey (n=963) explores behavioral changes in response to multiple policy variables and finds that 76.9% of employees would accept cash-out if offered, and that participants who had to pay the market rate for parking and were full-time commuters were more likely to switch to using public transportation at lower cash minimums. VMT related to employees covered by parking cash-out are substantial (5.6 million in the Bay Area; 5.7 million in LA County), and account for a combined 6,593 daily tons of GHG. As even limited adoption could have significant environmental benefits, parking cash-out would be a more cost-effective approach to reducing VMT than traditional TDM programs such as trip-reduction programs, workplace parking taxation, or transit subsidies and road diets, though further evidence on the direct influence of parking cash-out on commuter behavior is needed.

Deeply embedded in U.S. higher education institutions is a culture of whiteness that benefits white students, staff, faculty, and administrators through racist policies, structures, and cultural norms designed to uphold whiteness. This culture not only minimizes the presence of racism, but also is pervasive on college campuses, where administrators often fail to recognize blatant racism and treat ongoing campus racial incidents as isolated events. Within urban contexts, there has been progress in understanding recidivism through the lens of both individual criminogenic risk factors and ecological factors. However, little research has examined how these factors apply across different community sizes. The current study attempted to address this gap by examining how recidivism differs across different-sized communities at the county level, measured both dichotomously (metro, nonmetro) and across a rural-urban continuum. Purpose: Measuring the effects of genomic sequencing (GS) on patients and families is critical for translational research. We aimed to develop and validate an instrument to assess parents' perceived utility of pediatric diagnostic GS.

Methods: Informed by a 5-domain conceptual model, the study comprised 5 steps: (1) item writing, (2) cognitive testing, (3) pilot testing and item reduction, (4) psychometric testing, and (5) evaluation of construct validity. Parents of pediatric patients who had received results of clinically indicated GS participated in structured cognitive interviews and 2 rounds of surveys. Genotype prediction from RNA-seq data has become widespread. RNA-seq data, unlike DNA-seq data, are available as raw reads for many projects, with related protocols and consent terms typically inaccessible. However, there is a lack of clarity in current policy and inconsistency in practice with regard to the handling of these data. Here, we call for a framework for management of RNA-seq data and the predicted genotypes that includes registered access for RNA-seq data, controlled access for predicted genotypes, and a code of conduct for data access and use, as well as enhanced downstream protections.

The voices and experiences of those working and living in assisted living, residential care, and memory care (AL/RC) settings in Oregon are highlighted in this study to understand cultural humility, belonging, inclusion, and intersectional experiences related to sustaining the workforce and promoting quality care. This brief report on AL/RC staff and resident experiences with climate events highlights the voices of AL/RC direct care staff, former direct care staff, residents, administrators, and management representatives to promote well-being in these care settings. This study can inform Oregon’s efforts to support long-term care workforce readiness for future climate emergencies and inform future quantitative data collection on AL/RC and other long-term care workers, including those employed in home health agencies, nursing facilities, and adult foster homes.

Clinical genetic laboratories must have access to clinically validated biomedical data for precision medicine. A lack of accessibility, normalized structure, and consistency in evaluation complicates interpretation of disease causality, resulting in confusion in assessing the clinical validity of genes and genetic variants for diagnosis. A key goal of the Clinical Genome Resource (ClinGen) is to fill the knowledge gap concerning the strength of evidence supporting the role of a gene in a monogenic disease, which is achieved through a process known as Gene-Disease Validity curation. The potential and threat of digital tools to achieve health equity has been highlighted for over a decade, but the success of achieving equitable access to health technologies remains challenging. Our paper addresses renewed concerns regarding equity in digital health access that were deepened during the COVID-19 pandemic. In response to calls for public engagement on human genome editing (HGE), which intensified after the 2018 He Jiankui scandal that resulted in the implantation of genetically modified embryos, we detail an anticipatory approach to the governance of HGE. By soliciting multidisciplinary experts’ input on the drivers and uncertainties of HGE development, we developed a set of plausible future scenarios to ascertain publics values—specifically, their hopes and concerns regarding the novel technology and its applications. Purpose: Professional guidelines recommend engaging adolescents and young adults (AYAs) in medical decision making (DM), including whether to undergo genomic sequencing (GS). We explored DM around GS and attitudes after return of GS results among a diverse group of AYAs with cancer and their parents.

Methods: We surveyed AYAs with cancer (n = 75) and their parents (n = 52) 6 months after receiving GS results through the Texas KidsCanSeq study.
