The radioactive waste repository at Lyons, Kansas, focused attention on the problem of evaporite dissolution. More study is needed in the determination of the mechanisms responsible for deterioration. Also recent water use policies have been questioned with the need pointed out for increased effectiveness in planning. Good water planning has to take into account the role of evaporite dissolution in water quality.

Many of the popular suggestions for improving energy use under mechanized agriculture would result in a reduction in total food supply or they are in conflict with economic decisions. This paper examines several of these suggestions and identifies the economic limits to their implementation. The choice of food products or techniques of production must be evaluated in the context of all uses of energy. Only a market system is capable of permitting every consumer to express his preferences for the infinite array of foods and energy uses.

In 1974, approximately 23 percent (256.5 trillion Btu's) of Missouri energy was consumed in the residential sector. In 1980, this figure is projected to be 246.6 trillion Btu's (21 percent) (ref. 1). The reduction reflects already implemented conservation activities and the increased use of electric heating at higher end point efficiency. Estimates suggest that energy savings of nearly 50 percent could be achieved in this sector, primarily by upgrading the thermal efficiency of building structures and changing user behavior patterns. Adequate regulation of construction (and operation) of nuclear power plants has become a matter of growing national concern. Published statements by individuals speaking from two viewpoints, those of the regulatory agencies and the nuclear power industry, suggest divergent attitudes. Nineteen statements from these two points of view were evaluated for agreement or disagreement by 38 knowledgeable persons from both industry and government (of 50 solicited in a mail survey). Survey results showed a general appreciation of the need for some level of regulation and also for the possibility of over-regulation. On October 26, 1974, the Solar Energy Research Development and Demonstration Act was signed into law authorizing a vigorous federal program of research development and demonstration to establish solar energy as a viable energy resource. Solar heating and cooling of buildings represents a midterm help in an attempt to be less dependent on oil and natural gas. Net Energy Analysis has been used to compare coal and nuclear power plants. Net Energy Analysis is a method by which a system is studied in terms of the energy needed to construct and operate every unit or item associated with that system, its effects to the environment and the energy produced by the system. The results of the comparison are expressed as the ratio of the total energy output divided by the total energy input.

The excessively rapid expansion of government regulation of business is slowing down the rate of innovation and scientific progress in the United States. The answer is not to eliminate all forms of government regulation, however. Rather, the sensible approach is to reform the existing array of regulation so as to achieve important social objectives with fewer of the adverse side effects.

In an area like the Rio Grande Valley of Texas with a majority population of unskilled Mexican-Americans who generally worked for another group in trouble, the farmer, there was bound to be a high rate of unemployment during the Great Depression of the 1930's. Franklin D. Roosevelt's administration responded to unemployment with the several New Deal public works acts in 1933.
