Introduction: This study aimed to characterize the severity of bleeding and its association with short-term neurologic outcomes in pediatric ECMO.
Methods: Multicenter retrospective cohort study of pediatric ECMO patients at 10 centers utilizing the Pediatric ECMO Outcomes Registry (PEDECOR) database from December 2013-February 2019. Subjects excluded were post-cardiac surgery patients and those with neonatal pathologies. A novel ECMO bleeding scale was utilized to categorize daily bleeding events. Poor short-term neurologic outcome was defined as an unfavorable Pediatric Cerebral Performance Category (PCPC) or Pediatric Overall Performance Category (POPC) (score of >3) at hospital discharge.

State departments of transportation (DOTs) are increasingly focusing on reducing greenhouse gas (GHG) emissions, especially with new regulations like the Buy Clean Acts in California, Oregon, and Washington. This project, in collaboration with the Washington State Department of Transportation (WSDOT), aims to assess the agency's carbon emissions through a life cycle assessment of construction materials such as cement, concrete, steel, and asphalt, which are now under heightened scrutiny.
While WSDOT has already implemented strategies to reduce Scope 1 and Scope 2 emissions (related to direct and energy-related activities), there has been limited focus on Scope 3 emissions—those generated upstream in …

In Orange County, Florida, community-based programs provide resources for at-risk males who are impacted by social determinant challenges. This study focused on the client intake assessment process of Agency OCF to identify gaps that would benefit from enhanced assessment processes and early intervention efforts creating greater opportunity for program placement of at-risk males in this distressed community. Community-based participatory research served as the interpretive lens and generic qualitative inquiry provided the methodological approach to assess the client intake processes. Vote-by-mail (VBM) ballots that were returned inaccurately during past general elections contributed to votes that were not counted in Florida. Since 2016, more than 600,000 mail ballots were not counted in the state; 73,000 were not counted in Broward County, Florida. The problem was that VBM ballots were returned as incomplete due to missing or mismatched signatures and not counted during the election processes. However, it was not known if this issue impacted voter perceptions of VBM voting. The public choice theory was the theoretical framework. From 2021 to 2023, food insecurity in the United States increased from 10.2% to 13.5%, and food inflation rose to nearly 20%. The Supplemental Nutrition Assistance Program (SNAP) - the largest food assistance program, in the U.S. is funded and governed by the Farm Bill – a multi-year federal omnibus bill that provides agriculture and nutrition program funding. The 2018 Farm Bill expired on September 30, 2024, and while funding for SNAP has been extended through a Continuing Resolution, program reauthorization is needed. Negotiations on a new Farm Bill have included SNAP proposals to limit state discretion on work requirements …

Federal employee whistleblowing is essential to holding government officials accountable. The U.S. Office of Special Counsel (OSC) was established in 1979 to provide a secure channel for federal government employees to report wrongdoing while protecting them from reprisal. More statutory protections were enacted with the Whistleblower Protection Act (WPA) in 1989; however, deficiencies in the WPA led to the eventual passage of the Whistleblower Protection Enhancement Act in 2012. The problem is that the literature on whistleblowing fails to distinguish the OSC as the Executive Branch whistleblower protection agency nor recognize its annual reports and surveys as the only known …

Student debt was specifically addressed in the federal government’s response to the COVID-19 pandemic through forbearance polices. However, not all individuals were eligible for forbearance, and it is possible that forbearance would leave some feeling further behind. Yet, little is known about student loan debt over the course of the pandemic, especially in relationship to forbearance policies, loan payments, and household financial stability. Leveraging a representative longitudinal survey of households during the pandemic, we use descriptive regression techniques to explore changes in loan balances throughout the pandemic, as well as the relationships among student loan policies, payments, and measures of …

This organization shelters homeless men. The organization depended on volunteers' assistance in offering short-term and long-term solutions to provide clothing, cleaning, and shelter for homeless men. According to the Georgia Department of Public Health (GDPH), the state of Georgia reported 563,658 cumulative COVID-19 cases and 9,845 total deaths in 2020. Decades of research on racial disparities in health outcomes suggest we should not be surprised with the disproportionate number of cases, hospital visits, and deaths of non-white and Black Georgia residents. Racial disparities in health are often defined by a Social Determinants of Health (SDOH) model. One understudied SDOH is racial residential segregation. This article utilizes discount window transaction data, which the Federal Reserve began disclosing in 2010, to assess how the Fed’s 2003 redesign of the discount window has affected banks’ use of the window. The data show that while the discount window remains stigmatized and relatively little used outside periods of funding market stress, secondary credit has at times played a role in supporting bank recovery and resolution, as envisioned by the 2003 redesign. In July and August 2017, Otkritie Bank, Russia’s largest privately owned bank, experienced a deposit run related to concerns over Otkritie’s recent acquisitions. The run prompted Otkritie’s shareholders to approach the Central Bank of Russia (CBR) for assistance. On August 29, 2017, the CBR announced a rescue plan for Otkritie. In it, the CBR pledged to become Otkritie’s main investor using a newly created resolution mechanism wherein the CBR would take at least a 75% equity stake using funds from the Fund for Banking Sector Consolidation, a subdivision of the CBR. Caja de Ahorros Castilla–La Mancha (CCM) was a small Spanish savings bank with just 1% market share in deposits and loans. Following years of rapid credit expansion in the real estate sector and reliance on wholesale funding markets to carry out its operations between 2000 and 2008, CCM found itself on the brink of insolvency in early 2009, with a Tier 1 capital ratio of just 1.3%, compared with the 8% regulators required. In 1997, Japan experienced a financial crisis caused by the bursting of a bubble in commercial real estate prices. By March, Nippon Credit Bank (NCB), the smallest of Japan’s three long-term credit banks, required government assistance due to its heavy exposure to commercial real estate and large amount of nonperforming loans. On April 1, the Bank of Japan (BoJ) announced the government’s intention to recapitalize NCB as part of a restructuring package. In July 2007, investors rapidly pulled their funding from asset-backed commercial paper (ABCP) programs that held US subprime mortgage-linked securities. According to the Financial Crisis Inquiry Commission (FCIC), German bank IKB Deutsche Industriebank AG (IKB) was the “first big casualty” of that run on ABCP. It had directly and indirectly guaranteed to provide EUR 9.3 billion in liquidity to its off-balance-sheet vehicle, Rhineland Funding Capital Corporation. Chronic underfunding has significantly impacted the mine action sector, undermining its stability and predictability. This funding shortfall hampers both the efficiency and effectiveness of operations. This trend is further compounded by the nature of today’s operating environment in mine action; as new conflicts emerge while others are characterized by their protracted nature, the demands on the sector are multiplying. Contamination in Armenia stems from the long-term conflict with Azerbaijan, affecting four out of eleven regions in Armenia: Tavoush region, Syunik region, Gexarquniq region, and Vayots Dzor region. The contamination covers an area of more than 42 km2, with more than 10 km2 confirmed hazardous areas and over 31 km2 suspected hazardous areas. Land affected includes pasture (66 percent), arable (22 percent), and forest (12 percent). There are 805 registered victims of landmine and explosive remnants of war (ERW) incidents. Historically, Black communities have often been discussed in the context of crime and poverty; however, most Black communities were flourishing neighborhoods with businesses, churches, and schools. Most of the literature related to gentrification and displacement does not address the root causes of the disappearance of Black communities, which generally centers on policies, legislation, force-outs, economic development, and racial disparities. Introduction Physical therapy (PT) is recommended as a primary treatment for low back pain (LBP), a common and impactful musculoskeletal condition after limb loss. The purpose of this brief report is to report the duration and cost of PT care, and subsequent escalation of care events, for LBP in service members with and without limb loss. Materials and Methods This was a retrospective cohort, descriptive study. Service members with and without limb loss (matched) who received PT for LBP at a military treatment facility from 2015 to 2017 were included. In September 2024, U.S. employment rose by 254,000, with the unemployment rate holding steady at 4.1%. Veterans experienced notable improvements, with overall unemployment dropping to 2.7% from 3.5% in August, and specific age and demographic groups seeing varying trends—such as a decrease in unemployment for younger veterans and a significant drop for female veterans. While some subgroups, like Hispanic veterans, had higher unemployment rates than their nonveteran peers, Black veterans saw lower unemployment than their counterparts.

Efforts to implement and evaluate genome sequencing (GS) as a screening tool for newborns and infants are expanding worldwide. The first iteration of the BabySeq Project (2015-2019), a randomized controlled trial of newborn sequencing, produced novel evidence on medical, behavioral, and economic outcomes. The second iteration of BabySeq, which began participant recruitment in January 2023, examines GS outcomes in a larger, more diverse cohort of more than 500 infants up to one year of age recruited from pediatric clinics at several sites across the United States. Genocide Studies and Prevention: An International Journal
In this paper, we argue that atrocity prevention (AP) researchers face obstacles to inference and knowledge synthesis in the study of AP strategies and tools. We argue that researchers can begin to address obstacles to inference by using rigorous social-science methods and can address obstacles to knowledge synthesis through greater coordination and transparency about concepts, methods, and data. Our argument proceeds in four parts. First, drawing on a systematic review of three decades of research about AP tools, we survey key analytic obstacles to drawing conclusions about the effects of AP policy.
