Groundwater Quality And Policy Options In Nebraska, Mary E. Exner, Roy F. Spalding
Groundwater Quality And Policy Options In Nebraska, Mary E. Exner, Roy F. Spalding
Center for Public Affairs Research (UNO): Publications
Potential contaminants and the occurrence of groundwater contamination in Nebraska are discussed. An overview of Nebraska's policy response to groundwater quality reveals that the policy has been fragmentary and generally reactive. Although a comprehensive groundwater quality protection strategy is needed if the groundwater is to be protected from potential point and nonpoint sources of contamination, it must recognize the site-specific nature of most groundwater contamination. The Nebraska Chemigation Act and the Petroleum Products and Hazardous Substances Storage and Handling Act passed in 1986 were the first comprehensive legislation addressing prevention of point source contamination. Proactive policies for the prevention of …
Nebraska Policy Choices (1987): Preface, Russell L. Smith
Nebraska Policy Choices (1987): Preface, Russell L. Smith
Center for Public Affairs Research (UNO): Publications
Research was undertaken during 1987 concerning prison overcrowding and displaced workers; the results are planned for publication in the 1988 edition of Nebraska Policy Choices.
A vital part of the process of producing each volume of Nebraska Policy Choices is the use of external academic and layperson reviewers. This year, 18 reviewers assisted in the process. (A list of reviewers is included at the end of the volume.) As with any review process, the reviewers did not always like what the authors were saying or how they were approaching the topic. Likewise, the authors did not always agree with …
Appraisal Of University-Based Research In Urban Transportation, Kenneth Dueker, Edward Beimborn, Sheldon Edner
Appraisal Of University-Based Research In Urban Transportation, Kenneth Dueker, Edward Beimborn, Sheldon Edner
Center for Urban Studies Publications and Reports
University-based research in transportation, particularly urban transportation is in disarray. This disarray stems from a major decline in research funding in real terms available to universities and from a lack of a consistent policy and practice with respect to research in transportation. As a result, university researchers are pursuing new options for both basic and applied research in transportation. This paper sets forth issues involved in developing university-based research programs in transportation. Particularly, it argues for a more open and peer review based process for a basic transportation research program. This paper provides a context for needed assessment of the …

Nebraska Settlements: Status, Trends, And Policy Choices, David R. Dimartino, Russell L. Smith
Nebraska Settlements: Status, Trends, And Policy Choices, David R. Dimartino, Russell L. Smith
Center for Public Affairs Research (UNO): Publications
This chapter looks at historical and contemporary trends in Nebraska's system of incorporated places. Particular attention is given to changes in the number and proportion of places in different population size categories, the movement of places between different size categories, and what Nebraska's settlement system is likely to look like in the future. A review of past and recent trends, together with forecasts about the future, indicates a likely increase in the number of very small places, major shifts for middle-sized places, and continued growth in the number of places over 5,000 population. Based upon these trends, three separate needs …
State Management Systems: The Case For Internal Controls, Joseph A. Mchugh
State Management Systems: The Case For Internal Controls, Joseph A. Mchugh
New England Journal of Public Policy
This article contends that recent managerial improvements in the federal government can and should be replicated by the states. Although effective internal controls in federal agencies and programs had been mandated in 1950, little progress was made until the late seventies and early eighties, when Congress enacted several laws to strengthen federal financial management and the executive branch initiated a modernization program. This happy confluence of events brought significant improvements to federal management as a whole. Now it's time for similar progress in state operations. State and even local administrators should adopt the best features of the federal model in …

This working bibliography of publications on youth employment and unemployment covers the period between 1980 and mid-1986. It is designed to be of assistance to researchers seeking a reference tool that may facilitate their research and/or expedite efforts to review recent literature on the complex subject of youth employment, unemployment and outreach initiatives intended to address the problem.

Trust, Self-Interest, And Representation In Economic Policymaking: Rhode Island Reconsidered, Thomas J. Anton, Darrell M. West
Trust, Self-Interest, And Representation In Economic Policymaking: Rhode Island Reconsidered, Thomas J. Anton, Darrell M. West
New England Journal of Public Policy
Industrial policy has become an increasingly central focus of political debate as American society struggles with new and troubling economic realities. Yet despite the importance of this subject, little is known about how the public gains or processes information on these matters, or about the evaluative standards used to judge industrial-policy proposals. A recent referendum in Rhode Island offered a unique opportunity to study these questions. Citizens participated directly in the debate over new industrial policy by soundly rejecting the Greenhouse Compact, a novel and comprehensive plan to "reindustrialize" Rhode Island. Here we report the results of a public opinion …

Differences In Nursing Home Utilization And Clinical Outcome In Veterans Administration Nursing Home Patients, Christine M. Sheehy
Theses and Dissertations
Because of increasing costs and demand for nursing home care, studies are needed that can better describe the population of users and improve prediction of clinical outcomes and program requirements. The major purpose of this study was to explore the incremental and seven month outcomes of nursing home patients using the Andersen model. The design was longitudinal. Patients from one Veterans Administration (VA) hospital-based nursing home and six freestanding. VA contract community nursing homes were studied. Functional and cognitive ability were analyzed along with socioeconomic and demographic data. and utilization patterns.
A second purpose was to assess associations among variables …

The Future Of Public Health Law, Lawrence O. Gostin
The Future Of Public Health Law, Lawrence O. Gostin
Georgetown Law Faculty Publications and Other Works
Developments in medicine and constitutional law dictate modification of public health legislation in the United States. Traditionally overlooked by legislators, present public health laws provide inadequate decision-making criteria and inappropriate procedures for dealing with issues. Revised legislation should provide health care officials and agencies with the tools to balance individual rights against public health necessities. This article makes four recommendations for legislative reform: (1) remove artificial legislative distinction between venereal and other communicable diseases; (2) provide criteria defining "public health necessity" to limit discretionary exercise of police power by health officials; (3) provide strong confidentiality protections in the collection and …

Restraint Economics And The New Right: A Structural Analysis Of The Political Economy Of Social Services Cutbacks, John Butcher
Restraint Economics And The New Right: A Structural Analysis Of The Political Economy Of Social Services Cutbacks, John Butcher
The Journal of Sociology & Social Welfare
Restraint by government in the area of social service spending in the 1980's has become an issue of grave concern for social service practitioners, planners, and administrators. The emergence in North America of neo-conservative economic policies has engendered a body of critical and provocative literature which examines the effects of "restraint economics".
Recent work in geography has sought to locate the supply-side trend within a framework of macro-level processes. These suggest that a declining public commitment to maintaining the social safety net is linked to broader structural changes in the workplace and spatial shifts of capital and industry (Dear & …
