The Impact Of The 2017 Square Footage Requirement On New Jersey Supplemental Nutrition Program For Women, Infants, And Children (Wic) Vendors, Carmelo Rodriguez
Walden Dissertations and Doctoral Studies
This study examined the impact of the 2017 New Jersey regulation requiring vendors to have 1,000 square feet of retail space in order to participate in the Supplemental Nutrition Program for Women, Infants, and Children (WIC) food program. Specifically, it examined vendors' role in developing the policy and their perspectives on its implementation. Previous research indicated improved policy outcomes by including policy targets in policy dialogue, but there was a lack of research exploring the experiences of vendors. Not known was how the policy affected WIC vendors, the essential frontline suppliers of nutritional foods to WIC participants. The purpose of …

The Use Of Geographical Information Systems In The Eastern United States Emergency Management Organizations, From A Public Administration Perspective, Daron Jay Keesee
The Use Of Geographical Information Systems In The Eastern United States Emergency Management Organizations, From A Public Administration Perspective, Daron Jay Keesee
Doctoral Dissertations and Projects
This phenomenological study explored the use of Geographical Information System (GIS) technology in federal, state, and local government emergency management organizations. Using the Technology Acceptance Model (TAM), the research focused on understanding local governments' perceptions of GIS access. The study theorizes that GIS is underutilized by local government emergency management due to cost, perceived limited benefits, data security concerns, and lack of experience. The central question is: How do public administration professionals perceive the value and benefits of GIS in emergency management? The study involved interviews, focus groups, and writing prompts with emergency management officials from the eastern U.S. The …
Economic Warfare Against Iran’S Nuclear Program, Zoey E. Weiss
Economic Warfare Against Iran’S Nuclear Program, Zoey E. Weiss
Undergraduate Theses, Capstones, and Recitals
This study evaluates the effectiveness of economic sanctions imposed on Iran’s nuclear ambitions, with a particular emphasis on the Joint Comprehensive Plan of Action (JCPOA) and the Maximum Pressure Campaign (MPC). Using the Economic Coercion Trilemma framework, this research analyzes the impact of these sanctions regimes on Iran’s nuclear program through the lenses of efficacy, political feasibility, and unintended consequences. Ultimately this study explores the question: Could sustained sanctions have constrained Iran’s access to critical resources, effectively halting its pursuit of nuclear weapons? The findings suggest that while both the JCPOA and MPC had varying degrees of success, neither fully …

By analyzing existing scholarship and using a case study methodology to gather in-depth data about each instance, this research explores how different approaches to transitional justice can serve a diverse group of communities and how different factors contribute to their success. …
Urban-Rural Divide In Inequality’S Impact On Substance Abuse, Jonathan E. Flores
Urban-Rural Divide In Inequality’S Impact On Substance Abuse, Jonathan E. Flores
Undergraduate Theses, Capstones, and Recitals
This thesis focuses on investigating the relationship between income inequality, measured through the Gini coefficient, and drug addiction, proxied through substance-related mortality. Specifically, this thesis focuses on how these dynamics vary across rural and urban counties in the United States, using population size as a proxy. County-level data from 2016 to 2020 were collected through both the CDC and the Census Bureau and subsequently analyzed using Stata, with crude death rates from drug and alcohol causes serving as a function of the Gini coefficient, labor force participation, racial composition, and other socioeconomic indicators. Through a quadratic version of the model, …

OBJECTIVES: When unexploded ordnance (UXO) is embedded in the body, the effect of explosive weapons used in conflict is amplified. Though relatively rare, such events present potentially devastating consequences for the patient and medical providers as routine diagnostic and therapeutic procedures hold potential to initiate detonation of the embedded UXO (eUXO). The objective is to identify and synthesize available literature relating to the management of eUXO in low resource settings.
METHODS: A scoping review was conducted using PRISMA-ScR methodology to evaluate literature in all languages from all date ranges until January 31, 2024, discussing the management of casualties with eUXO, …

Benefits Of Extended Unemployment Insurance On Post-Unemployment Outcomes, Alyssa Roche
Electronic Theses and Dissertations
This thesis investigates how unemployment insurance (UI) affects individuals during and after unemployment. Drawing on historical evidence from recent recessions in the United States, publicly available data, behavioral insights, and mathematical modeling, it argues that the benefits of extending UI outweigh the potential costs. The analysis incorporates a wide range of sources, including empirical economic studies using regression models and psychology and business research that highlight behavioral responses to financial stress and job insecurity. By combining quantitative data with behavioral context, the thesis offers a more comprehensive understanding of how extended UI influences job search decisions, wage outcomes, and overall …
Changing Minds, Changing Modes: Optimizing Public Perception Strategies For Urban Cycling Through Behavior Change Theory, Brandon Barnhart
Changing Minds, Changing Modes: Optimizing Public Perception Strategies For Urban Cycling Through Behavior Change Theory, Brandon Barnhart
University Honors Theses
This thesis addresses the recent decline in bicycle mode share in cities like Portland, Oregon, despite decades of investment in cycling infrastructure. While the "build it, and they will come" approach succeeded through the early 2000s, it no longer meets targets for bicycle use or broader goals related to sustainability, congestion, health, and safety. A new approach is needed that effectively rebuilds the cultural and behavioral components of cycling. This research asks: What role can behavior change theory play in increasing the effectiveness of public perception campaigns to promote urban cycling? Using a qualitative methodology, this study draws on behavior …

Electronic Theses and Dissertations
This dissertation investigates how state education policies address excellence gaps among student subgroups in gifted education. Using a multiple case study design, it examines the policy mechanisms, identification practices, and funding models employed across states to promote equity in advanced academic access. Grounded in critical policy analysis, the study highlights systemic disparities perpetuated by inconsistent definitions, underfunding, and limited accountability structures. Findings reveal that while some states adopt promising interventions - such as universal screening and dual enrollment support - many fall short in ensuring sustainable, inclusive practices. This research calls for reform grounded in transparency, comparability, and justice for …
Toward Sustainable Human Well-Being: A Multidimensional Assessment In Colorado, Uma Umut Baysal
Toward Sustainable Human Well-Being: A Multidimensional Assessment In Colorado, Uma Umut Baysal
Electronic Theses and Dissertations
Evaluating progress in human well-being is essential for guiding effective policy and promoting sustainable development. Traditional approaches often emphasize economic and social dimensions while overlooking ecological indicators critical to long-term sustainability. This research addresses that gap by proposing a layered, scalable local framework for county-level analysis and bottom-up decision-making, integrating multiple objective indicators to assess and compare well-being outcomes across regions.
The first goal of this dissertation is to measure human well-being in Colorado counties by developing a Human Well-Being Index (HWBI). This index combines a newly developed Built Environment Index (BEI) comprising five sub-indices: accessibility, housing affordability, transportation, …
The Improvement Regime: Public Trusts, Real Estates, And India’S Urban Futurities, Anwesha Ghosh
The Improvement Regime: Public Trusts, Real Estates, And India’S Urban Futurities, Anwesha Ghosh
Articles
Over the last two decades, since scholarly writing on India witnessed an “urban turn,” numerous historians have analyzed the role of the improvement trust in the redevelopment of Indian cities in the twentieth century, most specifically those of Bombay, Calcutta, and Delhi. This paper revisits and reassesses some of their key arguments to suggest that rather than studying the “failures” of the individual trusts to foster sanitary built environments, we should pay attention to the contingent workings of the city trusts that were constitutively designed for such failures. Using a comparative analysis of the Bombay and Calcutta improvement trusts, this …

Despite the emerging public health concern related to the use of electronic cigarette vapors (ECV), its impact on lung cancer is poorly understood. We assessed the effect of ECV on lung tumorigenesis in a mouse model of lung adenocarcinoma. Mice were exposed to either room air, combustible cigarette smoke (CCS), or ECV 2 hours daily for 8 weeks at which lung samples were harvested and studied for different outcomes. We found that CCS, but not ECV, led to a significant increase in tumor burden. Immunophenotyping of both CCS- and ECV-exposed lungs displayed pronounced pro-tumor immunosuppressive phenotypes, characterized by significantly decreased …

A Toolkit For Improving School Climate: Lessons Learned From Action Research In A Network Of 16 Charter Schools, Grant E. Erwin
Electronic Theses and Dissertations
Educators today face daunting challenges, especially in addressing persistent gaps in outcomes for historically underserved students from low-income and minority backgrounds. Practitioners often cite school climate as a key barrier to student success—an assertion supported by research linking school climate to students’ academic and personal outcomes. This study sought to improve school climate across 16 urban middle and high schools within one charter network. Using a mixed methods Collaborative Action Research (CAR) design over multiple years, the study triangulated academic research, external resources, and on-the-ground lessons to provide practical guidance for other educators. Data were collected from multiple stakeholders and …
Survival Guide For Queer Families In Heteronormative Healthcare: Liberatory Consciousness And The Paradox Of Dependent Healthcare, A Critical Policy Discourse Analysis, Dwenna A. Holden
Electronic Theses and Dissertations
In this study I explored and analyzed how the queer experiences of an anonymous higher education institution in the western United States’ self-identified queer faculty and staff intersected with the discursive framing of the college’s dependent healthcare structure and documents. Within a critical paradigm I designed research around a high-density theoretical approach to weaving various branches of queer theory together with critical theory around policy and law in relation to queer bodies and hostile heteronormative policy environments. I arrived at solutions based in complaint, survival, and transformation. I used critical policy discourse analyses to interrogate the college’s dependent healthcare documents …

RESULTS: From 199 sources, 16 met eligibility criteria, spanning ten countries from 2003 to 2023. The 23,780 participants included 1,535 (6.5%) patients/family members, …
Impact Of Trap-Neuter-Return Programs On Municipal Spending, Natalie Maria Hanna
Impact Of Trap-Neuter-Return Programs On Municipal Spending, Natalie Maria Hanna
Student Theses and Dissertations
Trap-neuter-return (TNR) programs are an effective way to reduce the number of free-roaming cats without relying on euthanasia by preventing further reproduction. Despite substantial research into the effectiveness of TNR, few studies explore the financial implications of implementing TNR at the municipal level. The purpose of this research was to identify if there is a relationship between the implementation of TNR and municipal spending on animal services by analyzing annual budgets and financial reports pre- and post- TNR implementation in a single municipality alongside shelter data in the same time period. Findings in this research suggest that implementing a TNR …
Efficacy Of New Jersey's Child Protection Policy Among Local Superior Courts, Nerissa G. Collins
Efficacy Of New Jersey's Child Protection Policy Among Local Superior Courts, Nerissa G. Collins
Walden Dissertations and Doctoral Studies
Despite the existence of New Jersey Department of Children and Family (NJDCF) policy guidelines, it remained unclear whether New Jersey superior courts consistently applied these principles and guidelines in Department of Child Protection and Permanency (CP&P) child abuse cases. Limited research had been conducted to examine how courts interpreted and adhered to these policies in legal rulings, leaving a gap in understanding how NJDCF principles influenced judicial decision-making. This gap in the literature made it difficult to assess whether policy guidelines effectively shaped court outcomes in ways that supported child protection and welfare. Child protective advocate attitudes and opinions concerning …

Measuring The Magnitude And Traits Of Local Consumer Demand For Sex Trafficking, Michael D. Shively
SMU Human Trafficking Data Conference
Transaction Intercept (TI) leverages artificial intelligence to engage individuals responding to online ads for the commercial sexual exploitation of minors. The interactions between TI bots and those clicking on decoy ads generate data, including the number of distinct individuals that respond to ads over any timeframe, the number of active sex buyers identified, the features of the ads and digital personas that buyers have responded to, and the outcome of the interactions. During development, TI has already been deployed in dozens of U.S jurisdictions and collected data allows for cross-site comparisons. The technology was created for law enforcement agencies, and …

Evaluating The Elder Justice Act: Challenges In Funding, Implementation, And Coalition Dynamics, Annabelle Weberg
Evaluating The Elder Justice Act: Challenges In Funding, Implementation, And Coalition Dynamics, Annabelle Weberg
Hatfield Graduate Journal of Public Affairs
The Elder Justice Act (EJA) was a significant policy that passed in 2010 as part of the Patient Protection and Affordable Care Act. The goal of the EJA was to provide public health and social service programs for preventing, detecting, and treating elder abuse. Due to limited federal discretionary spending, most programs authorized under the Elder Justice Act have not been fully funded or implemented as intended.
The paper seeks to answer this research question: What has caused the limited funding and implementation of the Elder Justice Act, and what role have coalitions played? It analyzes the factors that have …
Is Education Regulation The Solution To Help Lower Substance Use Rates And Substance Use Disorder In Oregon Youth?, Sophia R. Swain
Is Education Regulation The Solution To Help Lower Substance Use Rates And Substance Use Disorder In Oregon Youth?, Sophia R. Swain
Hatfield Graduate Journal of Public Affairs
How can we lower Oregon’s youth substance use disorder (SUD) and overdose rates? Oregon is third in the country for SUD, with 5.77% of adolescents (12-17) having documented SUD. Some claim that it is because of the decriminalization of drugs, like Senator Art Robinson, but another reason relies on how we are educating Oregon youth. Oregon education standards outline requirements for drug and alcohol education as well as Senate Bill 238. By analyzing school districts current prevention programs in high overdose-rate counties (Multnomah, Lane, and Josephine) and low overdose-rate counties (Washington, Yamhill, Linn, Deschutes, Marion, and Clackamas), a lack of …
Transportation Policy And Indigenous Ways Of Knowing: What Counts As Evidence In Tribal Policy Contexts?, Cole Grisham Aicp
Transportation Policy And Indigenous Ways Of Knowing: What Counts As Evidence In Tribal Policy Contexts?, Cole Grisham Aicp
Hatfield Graduate Journal of Public Affairs
Evidence-based policy making is the notion that policy decisions should be based on (1) rigorous data collection and research and (2) focus on ‘what works.’ This approach aligns with the broader theory of New Public Management (NPM), which contends that the public sector should adopt the practices of and operate more like the private sector, including a reliance on measuring performance. That said, the application of evidence-based policy approaches to Tribal contexts is often difficult, if not impossible, due to the reliance on oral traditions rather than data collection. The result is that Tribal contexts are often underrepresented in contemporary …
