Affordable housing is an important form of income security for low-income older persons. This article describes characteristics of older persons waitlisted for either public housing or a housing choice voucher (HCV) (previously Section 8) in Portland, Oregon. 358 persons (32% response rate) completed a mailed survey with questions about demographics, health and housing status, food insecurity, and preference for housing with services. Findings indicate that many waitlisted older persons experienced homelessness or housing instability, poor health, high hospital use, and food insecurity. The Case For Age-Friendly Communities, Margaret Neal, Alan Kenneth Delatorre
Institute on Aging Publications
The report was funded by Grantmakers In Aging, an organization dedicated to promoting and strengthening grantmaking for an aging society. The movement toward age-friendly communities is growing, with the key impetus being population aging. Beyond what individuals themselves can do to age optimally, the movement to create communities that are age friendly focuses on how the economic, physical, and social environments can be improved to address not only the needs but also maximize the assets of an aging population, for the benefit of all.

Direct Care Workforce: The Shift Towards Nonmedical Services, Christopher Kelly
Direct Care Workforce: The Shift Towards Nonmedical Services, Christopher Kelly
Past Publications
Purpose:A shift in the direct care workforce from aides trained to provide medical services to those trained only to provide nonmedicalservices impacts both providers and consumers of long-term care. Between 2013 and 2014, data from the U.S. Census Bureau show that the number of nursing, psychiatric, and home health aides (who providemedical services) has declined while the number of personal and home care aides (who provide nonmedical services) has increased. This study explores the potential reasons for these trends by comparing these two groups of aides, using data from the 2013 and 2014 American Community Survey (ACS).
Across The States: Do Long Term Services & Supports Policies Affect The Number Of Nursing Home Residents With Low-Care Needs?, Mary Otis
MPA/MPP/MPFM Capstone Projects
Long term care for the elderly has been steadily gaining salience in the public policy realm for many years. The federal government has been vigorously studying and exploring solutions, including the Centers for Medicare and Medicaid Services’ (CMS) efforts to expand access to home and community-based services (HCBS) in order to reduce dependence on institutional care. These federal efforts include various incentive programs and policies recently offered under the Affordable Care Act. However, data on the strength of each state’s long term services and supports system has not been easily accessible until recently. The report “Raising Expectations: A State Scorecard …
Perceptions Of Poverty And The Community Action Poverty Simulation Experience, Anna Grace Stout
Perceptions Of Poverty And The Community Action Poverty Simulation Experience, Anna Grace Stout
Honors Theses
A quarter of Mississippi's population lives below the poverty line. Poverty is linked to a myriad of health conditions, psychological effects, and inaccessibility of basic resources. Often, those who have never faced the challenges of poverty hold misconceptions regarding the impacts of poverty. It is important to correct misconceptions in order to combat the problems of poverty through such means as better-informed legislation and community action plans. Poverty simulations have recently been designed to educate people about poverty and its challenges. A poverty simulation is a role-playing exercise in which participants are given props and a list of tasks to …

Caring In Transition: Home Care Workers’ Experiences Of Care Relationships In Shanghai, China, Liu Hong
Theses and Dissertations (Comprehensive)
This dissertation reports a qualitative study of 23 care workers in the home care program for older people in Shanghai, China. Using grounded theory methodology, a model was developed to account for care workers’ experiences of relationships with older clients. Care workers were found to resist the image of care work as demeaning labour performed by lowly migrant workers and re-construct care as valuable work for those in need accomplished by a caring self. As a mechanism of care relationship formation, care workers engage in tuning, a dynamic process of identity negotiation that shifts in between two contrasting states: …

This report explores how the aging population—including native Oregonians and senior adults moving to the state—represent an asset to Oregon. Aging in America has often been viewed from a perspective of deficit and decline. We wholeheartedly challenge this perspective. This report identifies how older adults can play vital roles in the workforce, entrepreneurship and innovation, and supporting community revitalization through volunteering of time and talent.

In Indonesia, since 1987, cases of children with HIV/AIDS (CLWHA) have increased. Several studies reveal that CLHWA cannot live up to the age of 5 years without ARV treatment. However, data from Ministry of Health and NGO’s documentation show a different fact. Some CLWHA can live longer than the others although they have not started the antiretroviral treatment yet. In social science, there is an approach called “Positive Deviance”. This study examines how CLWHA live as Positive Deviant and how families and social systems support them through their lives. This study used a qualitative approach using FGD and in-depth interviews for …

Research Brief: "Economic Well-Being Among Older-Adult Households: Variation By Veteran And Disability Status", Institute For Veterans And Military Families At Syracuse University
Institute for Veterans and Military Families
This brief is about the impact of veteran and disability statuses on poverty and material hardship among elderly veterans. In policy and practice, veterans should use support services, such as the VA and local veterans groups, and social workers should take into account veteran and disability statuses when determining needs; the VA could change their income support programs to help disabled veterans. Suggestions for future research include accounting for individual differences among households and looking at how elderly veteran poverty affects family members.
