Evolving Norms Of North-South Assistance Will They Be Applied To Hiv/Aids?, Paul G. Harris, Patricia Siplon

Centre for Public Policy Studies : CPPS Working Paper Series

The world is in the early stages of what will be the greatest health crisis in modern times. Millions of people—most of them in the world’s poor countries—are infected with HIV. The vast majority of these people will suffer and die from AIDS. The extent of this problem presents profound moral and ethical questions for the world’s wealthy people and countries, for it is they who are most able to assist the poor in addressing this tragedy. What is more, the spread of HIV and AIDS poses major threats to the interests of the developed countries. In short, HIV/AIDS presents …

Park And Ride Feasibility Analysis For The Evansville, Indiana, Metropolitan Area, Brian Howard

Masters Theses & Specialist Projects

Congested roadways and declining air quality standards are major concerns for many communities faced with the challenges of suburban growth and city decay. How each community chooses to fight the problems created by urban sprawl depends greatly on individualized characteristics of the community. Analyzing and understanding unique values of each community provides a sound foundation for measures designed to promote sustainable growth initiatives. The Evansville, Indiana, region is experiencing many of the growing pains associated with increased residential, commercial, and industrial development. Many roadways are currently strained near capacity, and traffic problems are anticipated to increase over the next 20 …

A Two-Level Analysis Of Israel’S Strategy Toward Peace During The 1990s, Shlomo Mizrahi, Abraham Mehrez, Arye Naor May 2001

A Two-Level Analysis Of Israel’S Strategy Toward Peace During The 1990s, Shlomo Mizrahi, Abraham Mehrez, Arye Naor

Peace and Conflict Studies

This paper suggests a two-level game analysis of Israel’s strategy toward peace during the 1990s. The paper shows how various paradoxes in Israeli society create domestic obstacles and internal opposition that weaken Israel’s bargaining position toward neighboring countries. Treating domestic parameters in these countries as a given, we argue that Israeli leaders can hardly use this weakness to manipulate information in the bargaining process, because neighboring countries can observe Israel’s internal processes. Therefore, attempts by Israeli leaders to create the impression that they are willing to adopt a conflictual approach towards neighboring polities, especially the Palestinians, without actually creating the …

Fighting "Don't Know, Don't Care": The Fcda's Public Education Quest, Rachel M. Mihalovich Apr 2001

Fighting "Don't Know, Don't Care": The Fcda's Public Education Quest, Rachel M. Mihalovich

History Theses & Dissertations

The Federal Civil Defense Administration (FCDA) was created in December 1950 to prepare the civilian population of the United States to survive and recover from a nuclear attack by the Soviet Union and its allies. Contemporary civil defense theory dictated that this goal should be met by educating the American public in order to avoid a negative psychological reaction that would prevent survival and recovery. In order to evaluate the success of the FCDA's civil defense program, this study will investigate the composition of the FCDA and its public education program.

This study utilized several types of sources in evaluating …

Deminer had searched the working lane with his metal detector, having clearly marked the reached right border of his working lane. However it is obvious that he did not mark the left border of his working lane, i.e. he did not follow the metal detector search progress. He most probably had in mind to additionally mark the reached or ‘searched’ area. After searching the mentioned area with the metal detector without any signal that would indicate the presence of metal, he went back to the beginning of his lane, left the detector there, took two pickets, hammer and the base …

Potential Impacts Of State Meat And Poultry Inspection For The State Of Nebraska, Kara Slaughter, Sam Cordes, Alan Tomkins, Lyn Kathlene

University of Nebraska Public Policy Center: Publications

Since 1907, Federal law has mandated the inspection of all slaughter and processing establishments engaging in interstate sales of meat and poultry products. In the late 1960’s, Congress expanded the Federal Meat and Poultry Inspection Acts to also require inspection of establishments selling within state lines. At that time, Congress intended for individual states to take on the responsibility for monitoring intra-state meat and poultry sales, using standards “at least equal to” the Federal guidelines for interstate establishments.

At present, 27 states do maintain their own state inspection programs, at an average cost of $1,882,319 per state, per year. In …

A move toward Montenegrin independence would cause Serbian public opinion to focus inward and would likely be the first step in the process towards true democratic evolution. Russia is not likely to support Montenegrin independence and Russia is unlikely to take decisive action to save the Yugoslav Federation. The removal of Slobodan Milosevic from power will have a modest impact on the prospects for maintaining independence.

Levels Of Interoperability In Coalition Systems, Holly A. H. Handley, Alexander H. Levis, Michel Bares Jan 2001

Levels Of Interoperability In Coalition Systems, Holly A. H. Handley, Alexander H. Levis, Michel Bares

Engineering Management & Systems Engineering Faculty Publications

Systems of different command centers that are brought together in a coalition operation must have some level of interoperability in order to work together. Bares [2000] has introduced a formalism of three interoperability domains that describe the ability of the systems to define their own level of interoperability within the coalition by assessing their own and the other systems’ ability to interact on actions of the coalition. The lowest domain, interconnectivity, reflects the ability to exchange messages; this level must already have been achieved in order for the systems to participate in the coalition. The second domain, interoperability, reflects a …

A review of Gender, Planning and Human Rights, edited by Tovi Fenster. New York: Routledge, 1999 (International Studies of Women and Place Series). 240pp.

Traditionally, feminist efforts to promote and protect women’s rights as human rights have focused on legalistic strategies, such as advocating for the inclusion of gender-specific concerns in international human rights conventions, the implementation of national legislation, the revision of laws that are discriminatory to women, and the strengthening of police and judicial procedures. In recent years, however, feminist activists and academics have recognized that advancing the status and empowerment of women requires recognition of the multiple …
