Equity Analysis Of Portland’S Draft Bicycle Master Plan – Findings, Jennifer Dill, Brendon Haggerty Sep 2009

Equity Analysis Of Portland’S Draft Bicycle Master Plan – Findings, Jennifer Dill, Brendon Haggerty

Urban Studies and Planning Faculty Publications and Presentations

Portland's current bicycle network has brought the city into the national spotlight as a leader in the provision of cycling infrastructure. As the city looks forward to 2030 with ambitions of becoming a truly world-class bicycling city, it is clear that if the Draft Plan is fully implemented, nearly all of the city will be covered by a dense network of bikeways. The question of equity in the future is therefore not so much one of network coverage or lack of coverage, but of project priority and timing of implementation. The current network, while outstanding relative to other cities, nevertheless …

Talking With Patients: How Hospitals Use Bilingual Clinicians And Staff To Care For Patients With Language Needs, Jennifer Huang, Karen C. Jones, Marsha Regenstein, Christal Ramos Sep 2009

Talking With Patients: How Hospitals Use Bilingual Clinicians And Staff To Care For Patients With Language Needs, Jennifer Huang, Karen C. Jones, Marsha Regenstein, Christal Ramos

Health Policy and Management Issue Briefs

Improving access to language services in health care settings has become a focal point for health reform and disparities-focused legislation, in recognition of the increasing linguistic and cultural diversity of individuals across the nation. Bilingual staff and clinicians can serve as enormously valuable resources to hospitals and other health care organizations, offering a critical set of skills to interact with individuals who require care in a language other than English. Bilingual clinicians can serve a vital need for hospitals by providing high-quality health care, improving patient safety, and meeting organizational priorities to provide linguistically and culturally appropriate care for patients. …

Making Biomass Pay: Obstacles And Opportunities, Gail Wells Sep 2009

Making Biomass Pay: Obstacles And Opportunities, Gail Wells

Joint Fire Science Program Digests

Removing hazardous fuels to reduce the risk of wildfire has become a priority for land managers across the United States. Utilizing biomass taken from forests to cover the cost of fuel reduction is an attractive ideal. Effective utilization could also address important national challenges such as improving forest health, increasing domestic energy supplies, reducing carbon emissions, and revitalizing rural economies. However, getting woody biomass from the forest to the consumer is economically and logistically difficult, and efforts to make biomass utilization profitable have been disappointing so far. JFSP-funded researchers have found that, while there is no recipe for building a …

'Roots Run Deep Here': The Construction Of Black New Orleans In Post-Katrina Tourism Narratives, Lynnell L. Thomas Sep 2009

'Roots Run Deep Here': The Construction Of Black New Orleans In Post-Katrina Tourism Narratives, Lynnell L. Thomas

American Studies Faculty Publication Series

This article explores the emergent post-Katrina tourism narrative and its ambivalent racialization of the city. Tourism officials are compelled to acknowledge a New Orleans outside the traditional tourist boundaries – primarily black, often poor, and still largely neglected by the city and national governments. On the other hand, tourism promoters do not relinquish (and do not allow tourists to relinquish) the myths of racial exoticism and white supremacist desire for a construction of blacks as artistically talented but socially inferior.

The methodology and software tools underlying TRANSEC are applicable to other homeland security problems, such as critical infrastructure and border protection.

Gentrification And Hope Vi In Chicago: Turning Points And Responses To Economic Crisis, Todd Sink, Brian Ceh Aug 2009

Gentrification And Hope Vi In Chicago: Turning Points And Responses To Economic Crisis, Todd Sink, Brian Ceh

Symposium Projects

Public housing in Chicago, like many cities nationwide, has a history of poverty, crime, and disinvestments. In 1992 the HOPE VI program was created to change the development path of these neighborhoods. The objective of the program is to deconcentrate poverty and enrich prospects for gentrification and urban renewal in targeted neighborhoods by tearing down and replacing project-based public housing with mixed-income apartments. In the process condominium developments often arise on empty parcels of land that further accelerate neighborhood gentrification. Using data made available under the Home Mortgaged Disclosure Act of 1975 the study investigates gentrification in neighborhoods targeted by …

America’S Vital Interests, Ted Mcallister Aug 2009

America’S Vital Interests, Ted Mcallister

School of Public Policy Working Papers

Near mid-century the most influential journalist of the age, Walter Lippmann, appealed for a foreign policy rooted in American "vital interests" rather than a "fundamentalist" idealism. Even as he crafted a more realistic, less moralistic foreign policy, Lippmann was famously developing his controversial public philosophy grounded on a universal Natural Law. At this intersection between a nation oriented around self-evident Truth and an international order ruled by naked power and interests, Walter Lippmann produced a hard-headed via media lamentably rare in an ideological age. We have much to learn from this great American stoic whose life's work was to educate …

Cultural Sincerity In Urban Development, Gordon Douglas Aug 2009

Cultural Sincerity In Urban Development, Gordon Douglas

Faculty Publications, Urban and Regional Planning

This paper examines the role of culture in the urban development process. An abridged selection from an ongoing study of developers, activists and the politics of growth in Davis, California, it presents the case of the Target Corporation's campaign to build the first "big box" retail store in that city. I argue that Target's ability to win over the strongly slow-growth and anti-corporate community in a public referendum -- following apparently successful attempts to meet popular expectations of environmental leadership and the preservation of unique local character -- provides a clear example of how what I call cultural sincerity can …

What Is Glamour? The Production & Consumption Of A Working Aesthetic, Gordon Douglas Aug 2009

What Is Glamour? The Production & Consumption Of A Working Aesthetic, Gordon Douglas

Faculty Publications, Urban and Regional Planning

I examine here how glamour is manifested in different places and among different peoples across Los Angeles, each with different histories, cultures and aesthetics. After initially defining the concept with reference to traditional understandings using the social and spatial history of Hollywood, I develop three ideal-typical categories of glamour (glitz as glamour, status as glamour, and grit as glamour) as heuristics for looking at the many diverse ‘glamours’ to be found in Los Angeles today: from the film industry to finance, the allure of haute cuisine to the chrome of Latino car culture, the manufactured spectacle of absurdist architecture to …

Institutional Resilience Amid Political Change: The Case Of Biodiversity Conservation, Paul F. Steinberg Aug 2009

Institutional Resilience Amid Political Change: The Case Of Biodiversity Conservation, Paul F. Steinberg

All HMC Faculty Publications and Research

There is a substantial literature documenting the spatial mismatch between the geographic location of biological resources and the spatial jurisdiction of the institutions responsible for their management. But little attention has been paid to the disjuncture in temporal scales between the long-term requirements of biodiversity conservation and the short time horizons governing public and private decisions affecting the survival of species and ecosystems. How can we create socially agreed-upon rules governing the long-term use and conservation of biodiversity when ongoing change is one of the defining characteristics of modern society? This article describes a new approach to biodiversity conservation—conservation systems—that …

Transferring Community-Based, Active Transportation Gis Assessment Tools Nationwide, Marc Schlossberg, Nico Larco Aug 2009

Transferring Community-Based, Active Transportation Gis Assessment Tools Nationwide, Marc Schlossberg, Nico Larco

TREC Final Reports

“Livability” has recently been declared one of four top priorities by the Secretary of the U.S. Department of Transportation (USDOT), and the USDOT, the Environmental Protection Agency (EPA), and the Department of Housing and Urban Development (HUD) have entered into an historic partnership to address the issue. Ultimately, this term refers to the quality of life within one’s community and the ease, comfort, and joy with which one can access places he or she want to go. For most Americans, their neighborhoods have been designed to predominantly accommodate the automobile, and more active forms of transportation such as walking and …

Distribution Logistics Course, Miguel A. Figliozzi Aug 2009

Distribution Logistics Course, Miguel A. Figliozzi

TREC Final Reports

Commercial vehicle movements associated with the delivery of goods and services are currently experiencing a number of challenging problems. Carriers and fleet operations face congestion, a growing number of tolls, increasing service level demands, and in some cases opposition due to the externalities caused by freight traffic in urban areas. This course provided a greater understanding of the complex issues surrounding urban freight and logistics and it was relevant to graduate students in civil engineering, urban planning, and business programs.

Justice And Adaptation To Climate Change In The Asia Pacific Region : Designing International Institutions, Paul G. Harris, Jonathan Symons Aug 2009

Justice And Adaptation To Climate Change In The Asia Pacific Region : Designing International Institutions, Paul G. Harris, Jonathan Symons

CAPS Working Paper Series

Many developing states argue that they should be compensated for the costs of adapting to climate change. They point out that industrialised states are responsible for the bulk of historical greenhouse gas emissions and per capita first world emissions continue to dwarf developing world emissions. Yet, given the substantial internal inequality and rapidly rising emissions within developing states such as China and India, the same arguments that justify international adaptation compensation might equally justify internal redistributive measures. This paper addresses the question of how international institutions that fund adaptation to anthropogenic climate change should be designed. After reviewing both communitarian …

The Very Basics Of Sustainability - An Alternative Viewpoint (Slides With Audio) (Large File! To Speed Up Download, Right-Click On "Download" Link To Save To Own Pc.), Jim Mcgovern

Other resources

This presentation sets out the very basics of ‘sustainability’, although a definition of sustainability is not attempted. Some of the very basics are the context in which the Earth and humankind exist in space and time, the Earth’s climate, the Earth’s population and humankind’s options and choices. The author advocates keeping an open mind on all available options, including the use of oil, gas, coal, tar sands, carbon capture and sequestration, nuclear power etc., as well as the technologies that are more widely considered ‘green’. The author also argues that, in addressing the challenges that humankind faces, globally concerted effort …

Patterns Of Differential Involvement In Terrorist Activities: Evidence From Dhkp/C And Turkish Hezbollah, Ismail Yilmaz Jul 2009

Patterns Of Differential Involvement In Terrorist Activities: Evidence From Dhkp/C And Turkish Hezbollah, Ismail Yilmaz

Theses and Dissertations

This study examines the patterns of involvement in terrorist activities for the Revolutionary People’s Liberation Party/Front (DHKP/C) and Turkish Hezbollah members. The study is based on the assumption that terrorists differ in terms of their involvement in terrorist activities. In this sense, there are full-time and part-time terrorists. Full-time terrorists act professionally and do the assignments given by their commanders. Part-time terrorists, on the other hand, act on a non-professional basis and have their own motivations to participate in terrorist activities. For part-timers, there are various factors that may have an effect on their degree of involvement in terrorist activities. …

Predicting Soil Influence On The Performance Of Metal Detectors: Magnetic Properties Of Tropical Soils, Jan Igel, Holger Preetz, Sven Altfelder

The Journal of Conventional Weapons Destruction

Mine detection and clearance are costly and time-consuming procedures necessary to benefit the communities these weapons affect. A complication surrounding mine detection is the influence of the soil on landmine detection, but little research has been done on the subject. This article discusses how soil can affect mine detectors and research plans to improve mine-detection efficiency.
