Transition From Civil War To Peace: The Role Of The United Nations And International Community In Mozambique, Ayokunu Adedokun May 2019

Transition From Civil War To Peace: The Role Of The United Nations And International Community In Mozambique, Ayokunu Adedokun

Peace and Conflict Studies

With the heavy involvement of the United Nations (UN) and the international community, the Rome General Peace Agreement of 1992 ended more than 16 years of civil war in Mozambique. The peace agreement and post-conflict initiatives by the international community was successful in transforming the Mozambique National Resistance
(Renamo) from a rebel group into a viable political party. Key components of the United Nations and the broader international community success in negotiating peace and creating conditions for political stability and democracy in Mozambique were (a) the provision of disarmament, demobilization and reintegration (DDR) before democratisation, (b) decentralization of humanitarian and …

How Will Autonomous Vehicles Change Local Government Budgeting And Finance? Case Studies Of On-Street Parking, Curb Management, And Solid Waste Collection, Benjamin Y. Clark May 2019

How Will Autonomous Vehicles Change Local Government Budgeting And Finance? Case Studies Of On-Street Parking, Curb Management, And Solid Waste Collection, Benjamin Y. Clark

TREC Final Reports

This report is an examination of parking, curb zones, and government service changes in the context of AVs. Given that there are very few actual AVs on the road, the analysis in this report is an attempt to project what we might see, using the current phenomenon as starting points. The report uses a mix of econometric modeling, cost accounting, and case studies to illustrate these projections. The first section of this report looks at the effects of transportation network companies (TNCs)—Uber and Lyft in particular—on parking revenue in the city of Seattle. The results of the study indicate that …

A Whole-Of-Government Approach To Gray Zone Warfare, Elzabeth G. Troeder May 2019

A Whole-Of-Government Approach To Gray Zone Warfare, Elzabeth G. Troeder

Books, Monographs & Collaborative Studies

Gray zone warfare has increasingly been the strategy selected by states that are determined to influence change without the risk of major escalation to outright military war. It is a significant concern today, threatening U.S. national security as well as the security of U.S. allies and partners. Although warfare is traditionally led by the Department of Defense (DoD), as the use of gray zone warfare increases and evolves, a whole-of-government approach that incorporates the unique capabilities of Federal departments and agencies for this fight is needed.

Government Responsiveness In Matters Of Racial Sensitivity, Vickie Carnegie

Electronic Theses and Dissertations

This study assesses factors influencing the responsiveness of government officials in Alabama, Mississippi, and South Carolina regarding the public display of the Confederate Flag on state grounds in the aftermath of the Charleston, South Carolina shooting. The purpose of this dissertation research is to understand the factors influencing how government officials make decisions during racially/culturally sensitive events. Two research questions frame this study: 1) What factors are relevant to understanding state government officials' decision- making regarding the display of the Confederate Flag on public grounds? 2) Under what conditions of public decision making regarding the Confederate flag is executive authority, …

Making Ethnic Tourism Good For The Poor, Jean Junying Lor, Shelly Kwa, John A. Donaldson May 2019

Making Ethnic Tourism Good For The Poor, Jean Junying Lor, Shelly Kwa, John A. Donaldson

Research Collection School of Social Sciences

How can ethnic tourism alleviate rural poverty? Due to the difficulty of simultaneously expanding tourism while promoting pro-poor tourism, most villages traverse one of two developmental pathways: 1) ensuring an inclusive structure before expanding, or 2) expanding before building an inclusive structure. This study compares four comparable cases in Southwestern China to understand the politics behind the decision to choose different pathways, and the impact each pathways has on local residents. While the first pathway requires a careful balance to maintain a pro-poor structure as tourism volume expands, the second pathway presents apparently insurmountable barriers to poverty reduction due to …

Caring Choices? Supporting And Dreaming With Students In New York City’S Stratifying High School Admissions System, Megan R. Moskop May 2019

Caring Choices? Supporting And Dreaming With Students In New York City’S Stratifying High School Admissions System, Megan R. Moskop

Dissertations, Theses, and Capstone Projects

In New York City, all eighth graders attending public school must apply for high school. They have 400 schools from which to choose, and they must create a ranked list of twelve choices. They are then matched to one school. The results of this process play a large role in creating one of the most segregated and unequal school systems in the country. In “Caring choices? Supporting and dreaming with students in New York City’s stratifying high school admissions system,” I share an autoethnographic account that spans ten years of work as an activist educator striving both to support students …

Promise And Practice: Toward An Expanded, Integrated, Collaborative Narrative On American Indians In Our National Parks, Bethany Hope Henry May 2019

Promise And Practice: Toward An Expanded, Integrated, Collaborative Narrative On American Indians In Our National Parks, Bethany Hope Henry

Graduate Theses and Dissertations

Managed by the National Park Service, the Trail of Tears National Historic Trail, established in 1987, was developed to preserve physical segments of land and water routes, but also sites of memory such as unmarked graves and internment camps. Because the foundation of the national trail was the result of successful partnership of Cherokee grassroots efforts and multiple trail and federal advocates, the evolution of that collaboration merits consideration after thirty years to evaluate the application of standards for consultation, co-management, and heritage tourism. While the national trail preserves and marks the various routes, this study examines how three national …

Cultural Heritage Preservation In The Context Of Climate Change Adaptation Or Relocation: Barbuda As A Case Study, Martha B. Lerski

Dissertations, Theses, and Capstone Projects

This case study introduces an arts camp methodology of engaging communities in identifying their key cultural heritage features, thus serving as a meta study. It presents original research based on field studies on the climate-vulnerable Caribbean island of Barbuda during 2017 and 2018. Its Valued Cultural Elements survey, enabling precise identification of key tangible and intangible art forms and biocultural practices, may serve as a basis for further studies. Such approaches may facilitate future research or planning as climate-vulnerable communities harness Local or Indigenous Knowledge for purposes of biocultural heritage preservation, or towards adaptation or relocation. I report on findings …

Training As Restructuring: Cases From Entry-Level Healthcare And Manufacturing Workforce Training In Eastern Connecticut, Shelley Buchbinder May 2019

Training As Restructuring: Cases From Entry-Level Healthcare And Manufacturing Workforce Training In Eastern Connecticut, Shelley Buchbinder

Dissertations, Theses, and Capstone Projects

Since the 1980s, capital mobility and state restructuring have increased precarity in older industrial regions, such as eastern Connecticut (CT). These changes reconfigured labor markets, changing the work available, including the types, conditions, and skills required. Greater responsibility devolved onto poor and working-class people to navigate a labor market with insufficient living-wage work with 42.4% of jobs pay under $15/hour (Tung, Lathrop, & Sonn, 2015). Entry-level healthcare and manufacturing are two avenues for sub-baccalaureate, living-wage employment. Employment and Training (E&T) prepares people for entry-level jobs; it is a politically popular response to restructurings (Lafer, 2002; Laney et al., 2013). How …

Inheritances Of Injustice/Transference Of Freedom: An Intimate Project On Black Women's Intergenerational Relationships And The Consequences Of The Punishment System, Whitney Richards-Calathes

Dissertations, Theses, and Capstone Projects

This project centers the multi-generational familial relationships between system-impacted Black women, mapping and uncovering the ways in which incarceration and practices of punishment impact, shape, hurt, and displace Black femme lineages. Through a qualitative lens and a specific focus on the current social and political landscape of Los Angeles, this dissertation examines the ways Black women are impacted by carceral ideology; from punitive definitions of Black womanhood, to the surveillance on Black femme familial intimacy and the rupture of Black women’s sense of home and place. Understandings of mass incarceration are frequently male-centered and most analyses of Black women’s system …

Communication In Stormwater Utility Fees Across Michigan, Hailey Olson Apr 2019

Communication In Stormwater Utility Fees Across Michigan, Hailey Olson

Honors Theses

Stormwater Utilities (SWU) ordinances are gaining wide popularity in municipalities throughout the Great Lakes region of the United States. A SWU creates a fund to maintain and update stormwater infrastructure, which in turn helps to reduce destructive flooding, and also results in higher quality waterways. This study examines two SWUFs in the State of Michigan: one in the City of Jackson (COJ), which implemented a SWUF in 2011; and the second in the City of Ann Arbor (COAA), which implemented its SWUF in 1984. These two case studies offer important contrasts and lessons. For instance, as a result of resident …

Changing The Guards: Expanding Cultural Diversity Training In Correctional Officer Basic Training, Herman Ayers

Doctor of International Conflict Management Dissertations

This research examined the effectiveness of cultural diversity training in state basic correctional officer training programs. In recent years, the demographics of the U.S. prison population has become much more culturally diverse. This shift is noted by recent academic literature from scholars who have experience working in correctional settings. The growing diversity of the inmate population puts a new emphasis on the importance of cultural diversity in correctional officer basic training programs. This exploratory study uses original data collected from a survey of correctional officers and a sample of state correctional officer basic training programs in a cross-sectional design to …

Anthropology Faculty Scholarship

In order to understand the impact of individual communities on global sustainability, we need a community sustainability assessment system (CSAS). While many sustainability assessment systems exist, they prove inadequate to the task. This article presents the results of a systematic review of the literature on existing sustainability assessment systems; offers a definition of a sustainable community; provides a multi-scale, systems approach to thinking about community; and makes recommendations from the field of performance measurement for the construction of a CSAS.

Beyond The Sentimental Cliche: How Local Communities Impact Residents And Shape Public Opinion, Kate Brunk Apr 2019

Beyond The Sentimental Cliche: How Local Communities Impact Residents And Shape Public Opinion, Kate Brunk

Theses and Dissertations

The Trump administration has recently established a rule that will prohibit abortion services providers from receiving Title X funds for the non-abortion family planning services they provide. Little public opinion research has focused on family planning and reproductive health topics outside of abortion. I find statistically significant experimental evidence that increasing perceptions of local need for a local reproductive health clinic caused subjects to be more supportive of federal reproductive health funding for local clinics. I did not find statistically significant correlational evidence that objective measures of poor reproductive health at the county level influence public opinion on federal reproductive …

Low-Income Access To Employer-Based Transit Benefits: Evidence From 10 Large Metropolitan Regions, Andrea Hamre Apr 2019

Low-Income Access To Employer-Based Transit Benefits: Evidence From 10 Large Metropolitan Regions, Andrea Hamre

Journal of Transportation Demand Management Research

While national aggregate statistics suggest employer-based transit subsidies may be inaccessible to the majority of the working poor, this is the first study to investigate the subject with disaggregate data while controlling for additional factors. This study uses household travel surveys for 10 of the largest Metropolitan Planning Organizations, grouped into seven cases. In each case, the share of workers offered an employer-based transit subsidy is lowest for workers in the lowest income quintile. Binary logistic regression results for the odds of being offered an employer-based transit subsidy are presented for two cases, Washington, DC, and Denver, CO, and the …

Executive Summary

The Northern Great Plains Inventory and Monitoring Network includes thirteen park units located in five northern Great Plains states across six ecoregions. Two park units, Jewel Cave National Monument (JECA) and Wind Cave National Park (WICA), protect significant cave resources. These two caves are among the longest caves in the world and have an assortment of underground water resources ranging from drip sites to cave lakes. Subsurface water quantity and quality in the caves is a concern due to groundwater depletion and groundwater contamination from pesticides (aboveground applications), hydrocarbons (vehicle use and related activities), and wastewater effluent (sewage …

Urban Goods Movement And Local Climate Action Plans: Assessing Strategies To Reduce Greenhouse Gas Emissions From Urban Freight Transportation, Andrew R. Goetz, Serena Alexander Apr 2019

Urban Goods Movement And Local Climate Action Plans: Assessing Strategies To Reduce Greenhouse Gas Emissions From Urban Freight Transportation, Andrew R. Goetz, Serena Alexander

Mineta Transportation Institute

This report examines how freight transport/goods movement has been addressed in U.S. city climate action planning. Transportation generally is a major contributor of greenhouse gas (GHG) emissions, and freight transport represents a growing component of transportation’s share. Almost all climate action plans (CAPs) address transportation generally, but we wished to focus on efforts to reduce GHG emissions from freight transport specifically. We analyzed 27 advanced local CAPs to determine the degree to which freight transport was targeted in goals and strategies to reduce GHG emissions. We found only six CAPs that included direct measures or programs to reduce freight emissions. …

The 2018 Midterms In The Mountain West, Molly Reynolds

Brookings Mountain West Publications

The 116th Congress has begun with a bang, with a protracted government shutdown and promises of aggressive oversight from the new Democratic House majority. To understand how we got to this point—and where we might be going in 2020—a look back at the 2018 elections is valuable. As a region, the Mountain West—Arizona, Colorado, New Mexico, Nevada, and Utah—provides useful insights into broader national political dynamics across all levels of government, from Congress to state legislatures.

Topographic Drivers Of Flight Altitude Over Large Spatial And Temporal Scales, Leah Dunn Apr 2019

Topographic Drivers Of Flight Altitude Over Large Spatial And Temporal Scales, Leah Dunn

Public Policy and Administration Faculty Publications and Presentations

Bird movements vary spatially and temporally, but the primary drivers that explain such variation can be difficult to identify. For example, it is well known that the availability of updraft influences soaring flight and that topography interacts with weather to produce these updrafts. However, the influences of topography on flight are not well understood. We determined how topographic characteristics influenced flight altitude above ground level (AGL) of a large soaring bird, the Golden Eagle (Aquila chrysaetos), over several regions within the State of California, USA. Primary drivers of flight AGL, those to which eagles showed the same response …

Access To Opportunity Project: Final Report, Shawn Flanigan, Emily Lieb, Lisa K. Bates, Raphael Bostic, Sheryl V. Whitney

Urban Studies and Planning Faculty Publications and Presentations

This project’s goal is to lift up promising approaches, suggest new strategies and encourage honest conversations that result in public policy solutions to income and racial segregation and poverty. The overarching question that motivates this work is:

  • What are effective policies and strategies that promote access to high-opportunity amenities for low-income families?

As a first step, the researchers surveyed efforts on the ground in the metropolitan areas encompassing Seattle, Washington; Portland, Oregon; and San Diego, California, to determine whether there were any candidates for deeper study. We selected these three metropolitan areas for several reasons. First, prior interaction revealed that …

Peran Aglomerasi Dalam Penyebaran Investasi Asing Langsung (Fdi), Indah Sri Rejeki, Andi Fahmi Lubis

Jurnal Kebijakan Ekonomi

For Indonesia and other developing countries where domestic savings are limited, foreign direct investment (FDI) is a main choice in financing industrial manufacturing development. The problem is that the geographical distribution of FDI is not evenly distributed between provinces in Indonesia. This research empirically analyzes the role of agglomeration in the distribution of FDI in Indonesian Manufacturing Industry. Unlike most previous studies, FDI data available by provinces in Indonesia are aggregated into 2-digit ISIC industry from 2010 to 2014. This is intended to enrich the results of previous studies which mostly assume the effect of agglomeration on FDI is the …

As climate change continues to threaten every corner of the world, one of the key features of the 21st century is migration, as a response to the myriad of effects related to a warming planet. This paper seeks to analyze the role of climate change as a motive for migration. The climate change-migration nexus is illustrated in this paper by revealing how slow-onset effects of climate change jeopardize the production of coffee in the Northern Triangle of Central America (NTCA), a region that is particularly vulnerable to the many effects. Thousands of people who depend on coffee production around Guatemala, …

Perspectives On Community Policing Of Durban Juveniles Living On The Streets, Dena Cheng Apr 2019

Perspectives On Community Policing Of Durban Juveniles Living On The Streets, Dena Cheng

Independent Study Project (ISP) Collection

The aim of this project is to critically analyze the structure and performance of the South African Police Service (SAPS) at the nexus of juvenile criminal justice and homelessness. Facing issues of social discord, legitimacy, and patterns of corruption following the era of apartheid, SAPS plays a critical role in both preventing as well as eliminating crime. Therefore, this project focuses on a particularly marginalized community, under-aged street children, since the treatment of youth crime and/or criminality in Durban serves as a microcosm of a larger system of practices implemented by SAPS. Through in-depth interviews with local social workers, a …

Multicultural Narratives: Language As A Site Of Struggle For Amazigh Rights Activism In Morocco, Joyce Lee

Independent Study Project (ISP) Collection

The Moroccan constitutional monarchy’s officialization of the Amazigh language in 2011 was its response to a building coalition for Amazigh rights, which simultaneously narrowed and broadened the scope of the Amazigh Rights movement. This study’s purpose was to analyze Tamazight as it has currently manifested in the urban space of Rabat as a site of struggle for Amazigh people. The questions the study attempts to answer are: a) Has the Moroccan government found success in its chosen goal of standardization of the Tamazight language in schools? b) Do Amazigh activists share this same goal? c) Whose needs do the goals …
