A Meta-Level Framework For Evaluating Resilience In Net-Zero Carbon Power Systems With Extreme Weather Events In The United States, Kathleen Araújo, David Shropshire

Public Policy and Administration Faculty Publications and Presentations

Important changes are underway in the U.S. power industry in the way that electricity is sourced, transported, and utilized. Disruption from extreme weather events and cybersecurity events is bringing new scrutiny to power-system resilience. Recognizing the complex social and technical aspects that are involved, this article provides a meta-level framework for coherently evaluating and making decisions about power-system resilience. It does so by examining net-zero carbon strategies with quantitative, qualitative, and integrative dimensions across discrete location-specific systems and timescales. The generalizable framework is designed with a flexibility and logic that allows for refinement to accompany stakeholder review processes and highly …

Smart Power In The Iraq Surge 2007-2008, Russell N. Reiling Jul 2021

Smart Power In The Iraq Surge 2007-2008, Russell N. Reiling

Graduate Program in International Studies Theses & Dissertations

This dissertation explores U.S. actions in the military “Surge” in Iraq from 2007-2008. Focus is on the entwined utilization of coercive and attractive power or smart power as an enabler of success and change from prior U.S. strategies in Operation IRAQI FREEDOM. The analysis is based upon an extensive set of interviews with operational participants in the Surge from across the Executive Branch. Results show that smart power was an important element of the Surge and its use facilitated success, but that doing smart power was not a simple matter of achieving some mix of ‘hard’ and ‘soft’ power, but …

Steps To Supplement Park-And-Ride Public Transit Access With Ride-And-Ride Shuttles, John S. Niles, J. M. Pogodzinski Jul 2021

Steps To Supplement Park-And-Ride Public Transit Access With Ride-And-Ride Shuttles, John S. Niles, J. M. Pogodzinski

Mineta Transportation Institute

Public transit ridership in California declined in the five years before the pandemic of 2020–21 and dropped significantly further after the pandemic began. A sharp downward step in the level of transit boarding occurred after February 2020, and continues to the date of this report as a result of the public-health guidance on social distancing, expanded work-at-home, and a travel mode shift from public transit to private cars. A critical issue has come to the foreground of public transportation policy, namely, how to increase the quality and geographic reach of transit service to better serve the essential trips of mobility …

National Asset Management Agency (Nama), Alexander Nye Jun 2021

National Asset Management Agency (Nama), Alexander Nye

Journal of Financial Crises

After the Irish property boom peaked in 2007, Ireland’s banks faced declining share prices and increasing liquidity pressures. When in the aftermath of the September 2008 collapse of Lehman Brothers, Ireland’s banks lost access to liquidity from abroad, it triggered a banking crisis in the country. In spite of various responses by the Irish government, the financial viability of Ireland’s banks (as well as the government’s fiscal position) continued to deteriorate in early 2009. The Irish government attributed the problem to impaired real estate assets sitting on bank balance sheets, which made it difficult for markets to believe that government’s …

Evict The Speculators: An Analysis Of Moms 4 Housing, Kendra N. Ma Jun 2021

Evict The Speculators: An Analysis Of Moms 4 Housing, Kendra N. Ma

Master's Projects and Capstones

This paper contributes to the scholarly work on grassroots housing movements in the United States. More specifically, I explore how Moms 4 Housing’s activism challenged urban displacement regimes and offered pathways towards the human right to housing. My analysis of their movement reveals that they utilized three principle strategies to articulate their movement and push the agenda for the right to housing: 1) the use of corruption narratives to confront the state and urban speculators, 2) the application of “motherhood” as a political identity and a rights-based framework to challenge the capitalist property regime, and 3) direct action to shift …

The ‘Wickedness’ Of Governing Land Subsidence: Policy Perspectives From Urban Southeast Asia, Rapti Siriwardane-De Zoysa, Tilo Schöne, Johannes Herbeck, Julia Illigner, Mahmud Haghighi, Hendricus Simarmata, Emma E. Porio, Alessio Rovere, Anna-Katharina Hornidge

Sociology & Anthropology Department Faculty Publications

Drawing on Jakarta, Metro Manila and Singapore as case studies, we explore the paradox of slow political action in addressing subsiding land, particularly along high-density urban coastlines with empirical insights from coastal geography, geodesy analysis, geology, and urban planning. In framing land subsidence as a classic ‘wicked’ policy problem, and also as a hybrid geological and anthropogenic phenomenon that is unevenly experienced across urban contexts, the paper uses a three-step analysis. First, satellite-derived InSAR maps are integrated with Sentinel-1A data in order to reveal the socio-temporal variability of subsidence rates which in turn pose challenges in uniformly applying regulatory action. …

Monitoring War Destruction From Space Using Machine Learning, Hannes Mueller, Andre Groeger, Jonathan Hersh, Andrea Matranga, Joan Serrat Jun 2021

Monitoring War Destruction From Space Using Machine Learning, Hannes Mueller, Andre Groeger, Jonathan Hersh, Andrea Matranga, Joan Serrat

Economics Faculty Articles and Research

Satellite imagery is becoming ubiquitous. Research has demonstrated that artificial intelligence applied to satellite imagery holds promise for automated detection of war-related building destruction. While these results are promising, monitoring in real-world applications requires high precision, especially when destruction is sparse and detecting destroyed buildings is equivalent to looking for a needle in a haystack. We demonstrate that exploiting the persistent nature of building destruction can substantially improve the training of automated destruction monitoring. We also propose an additional machine-learning stage that leverages images of surrounding areas and multiple successive images of the same area, which further improves detection significantly. …

Challenges For Higher Education In Times Of Covid-19: How Three Countries Have Responded, Robert L. Funk Jun 2021

Challenges For Higher Education In Times Of Covid-19: How Three Countries Have Responded, Robert L. Funk

Higher Learning Research Communications

The COVID-19 pandemic brings to the fore strengths and weaknesses in many public policies, including higher education. There are at least three separate but related areas where institutions of higher learning have been stressed by COVID-19: financing, issues related to the logistics of learning, and inequality. These problems are especially pronounced in countries that suffer from high levels of inequality, such as Chile. This editorial offers a review of some of these challenges and their implication for long-term education policy, touching on the cases of Chile, Canada, and the United States.

Understanding Financial And Human Resource Capacity Challenges Among Small Nonprofits In Oregon: How To Overcome Challenges Unique To Size And Urban-Rural Divide, Anindita Mukerjee

Dissertations and Theses

Nonprofit and voluntary organizations are part of the political economy that add to the services of public and private sectors by addressing civic interests, participation in democracy and providing social programs that improve quality of life. This sector is mostly comprised of small organizations whose impact is more than their budget size. At the advent of this study, information existed about the needs and capacity challenges of Oregon nonprofits in general but lacked specifics on smaller organizations, especially differentiating the urban rural distinction. The aim of this research was to explore the financial and human resource capacity of small nonprofit …

Considering The State And Status Of Internationalization In Western Higher Education, Brian Culp Jun 2021

Considering The State And Status Of Internationalization In Western Higher Education, Brian Culp

Faculty Articles

While internationalization is among the top strategic priorities of universities and colleges globally, research into the expanse of internationalization in the kinesiology discipline is not well researched. Given this gap, critical consideration of the state and status of the phenomenon is needed. Knowing more about what is being done in the name of internationalization within kinesiology and reflecting on how those actions and outcomes are aligned, or not, with key theoretical guidance is necessary in order to plan for improvement accordingly. For these reasons, this paper first provides a primer on internationalization in higher education, including how the phenomenon has …

Stay Put; Remain Local; Go Elsewhere: Three Strategies Of Women’S Domestic Violence Help Seeking, Janet C. Bowstead Jun 2021

Stay Put; Remain Local; Go Elsewhere: Three Strategies Of Women’S Domestic Violence Help Seeking, Janet C. Bowstead

Dignity: A Journal of Analysis of Exploitation and Violence

In published domestic violence strategies, there is a tendency to focus on service provision and service responses in each administrative location; rather than recognising the extent to which women and children move through places due to domestic abuse. Whilst a woman’s help-seeking may be local—if she has the information and resources, and judges it possible to do so—such help-seeking whilst staying put is only one of many strategies tried by women experiencing domestic violence. Women’s strategies are often under-recognised and under-respected by the very service providers which should be expected to be supporting women’s recovery from abuse. This article uses …

Late-Life Gender Disparities In Economic Security In The Context Of Geography, Race And Ethnicity, And Age: Evidence From The 2020 Elder Index, Jan Mutchler, Nidya Velasco Roldán, Yang Li

Center for Social and Demographic Research on Aging Publications

New estimates from the 2020 Elder Index illustrate the elevated risk of economic insecurity experienced by older women, especially those living alone. We compare annual household incomes to the Elder Index for adults aged 65 years or older living in one- and two-person households to calculate the percentage of older adults with annual incomes that do not support economic security. National averages suggest that 54% of older women living alone, along with 45% of older men living alone, have annual incomes below the Elder Index. In addition, 24% of older adults living in couple households have annual incomes below the …

Inclusion Of Family Planning Within The National Health Insurance Benefits Package In Ghana: A Health Facility Assessment, Population Council, Ministry Of Health, Ghana Health Service, National Health Insurance Authority, Marie Stopes International Ghana

Reproductive Health

In Ghana, National Health Insurance Act 852 of 2012 ensures that health-care benefits include family planning (FP) services, however people continue to pay for FP services because the policy is yet to be implemented in practice. Under the leadership of the Ministry of Health, the National Health Insurance Authority in collaboration with the Ghana Health Service, Marie Stopes International-Ghana and the Population Council implemented a pilot project to remove FP service out-of-pocket costs. All modern clinical FP methods were added to national health insurance and expensed by health facilities through the national health insurance claims process. The intervention significantly increased …

Parking Spaces To People Places, Shawn Canny, Natalie Knowles, Arva Hussain, Ann Le, Megan Doherty, Elizabeth Cox

Master of Urban and Regional Planning Workshop Projects

In partnership with the Portland Bureau of Planning and Sustainability (BPS), we sought to better understand how off-street parking space could accommodate economic activity in East Portland, the city’s most economically and racially diverse neighborhood. We focused on two different neighborhoods based on equity considerations and interest: the Rosewood and the Jade Districts. The goal was to better understand these areas with granularity but also to juxtapose them looking for similarities and differences that could guide our recommendations for using parking spaces and serving the community. This project was exploratory in nature. Our research questions and resulting deliverables were dynamic. …

Do Multi-Use-Path Accessibility And The Clustering Effect Play A Role In Residents' Choice Of Walking And Cycling?, Chih-Hao Wang, Na Chen Jun 2021

Do Multi-Use-Path Accessibility And The Clustering Effect Play A Role In Residents' Choice Of Walking And Cycling?, Chih-Hao Wang, Na Chen

Mineta Transportation Institute

The transportation studies literature recognizes the relationship between accessibility and active travel. However, there is limited research on the specific impact of walking and cycling accessibility to multi-use paths on active travel behavior. Combined with the culture of automobile dependency in the US, this knowledge gap has been making it difficult for policy-makers to encourage walking and cycling mode choices, highlighting the need to promote a walking and cycling culture in cities. In this case, a clustering effect (“you bike, I bike”) can be used as leverage to initiate such a trend. This project contributes to the literature as one …

“Treat Everybody Right”: Examining Foodways To Improve Food Access, Alex B. Hill May 2021

“Treat Everybody Right”: Examining Foodways To Improve Food Access, Alex B. Hill

Urban Studies and Planning Faculty Research Publications

Detroit is regularly assumed to be a “food desert” despite contradicting evidence. With fruits and vegetables available at each of Detroit’s 70 independent, full-line grocery stores, there remains a lack of understanding among media and academics of residents’ perception and preferences for food access. A baseline study was initiated during the summer of 2014 to understand residents’ own perceptions of food access and to assess the socio-cultural foodways utilized by residents. A total of 207 Detroit residents participated in focus groups and interviews to discuss food provisioning. Residents identified a wide range of food access points, from home gardens and …

Food Insecurity Among Military And Veteran Families, Colleen Heflin May 2021

Food Insecurity Among Military And Veteran Families, Colleen Heflin

Population Health Research Brief Series

Food insecurity is a growing U.S. problem among military and veteran families. Data from 2020-21 suggest that between 1 in 5 and 1 in 3 military families experienced food insecurity in the last year: with disabled veterans experiencing even greater risks. This issue brief describes the policy revisions needed to programs such as SNAP, the Social Security Administration’s Disability Insurance Program, and the Veterans Affairs Disability Compensation Program to ensure our military members are food secure.
