Public Education Finance: Urban Rural Tax Burden Distribution, Omer S. Ertur Jan 1978

Public Education Finance: Urban Rural Tax Burden Distribution, Omer S. Ertur

Dissertations and Theses

Within the past decade the emphasis in school finance research has been toward formulating financing models to solve the inequities in educational opportunity. School finance research has concentrated, generally, on structuring school finance alternatives based on school district fiscal behavior. However, these studies did not analyze in detail the school finance alternatives' impacts on the individual taxpayers. The problem remains that, while various school finance alternatives may attain equal educational opportunity by equalizing the level of expenditures among school districts, they could expand the tax burden distribution inequities.

Policy analysis allows one to develop a rational policy procedure on empirical …

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

In Pennsylvania an established statewide technical information network known as PENNTAP (Pennsylvania Technical Assistance Program) has been expanded as part of the federal Energy Extension Services pilot program. This program is providing energy conservation assistance to two clientele groups -- municipalities and small businesses. The operation of a successful technology transfer program is an activity which is being considered by many organizations and this presentation will discuss the philosophy, operational procedures, problems and successes of the PENNTAP/EES program.

The Effects Of Energy Conservation On Politics, Employment And Inflation, B. M. Worrall Jan 1978

The Effects Of Energy Conservation On Politics, Employment And Inflation, B. M. Worrall

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

The main tenet of this paper is that up to this time there has in fact been little incentive for consumers to conserve energy. An analysis of the three main types of energy user (industry, transportation and residential) and the ways in which energy may be conserved will show that the political action and legislation necessary for conservation would fail in our democratic society. It will be illustrated that a sudden decrease in energy consumption will cause any or all of the following to occur:- government revenues will fall, unemployment increase, companies go bankrupt, and an increase in prices. The …

Energy Efficiency: Determination And Commentary, Dennis M. Richter Jan 1978

Energy Efficiency: Determination And Commentary, Dennis M. Richter

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

Energy consumption is generally associated with quality of life and living standard of a society. Is this assumption correct and is the U.S.A. as efficient in converging the use of energy into societal well being as other countries of the world? These assumptions are explored and suggestions made concerning energy efficiency.

The National Solar Heating And Cooling Information Center, Jeremy A. Lifsey, Sanford Zane Meschkow

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

The Center is an information service funded by the U.S. Department of Housing and Urban Development and the U.S. Department of Energy as part of a program to foster the use of solar energy in domestic hot water systems and the heating and cooling of buildings. The Center answers questions by mail and over toll-free hot lines, operates a mobile exhibit van and several exhibits that appear at conferences and trade shows, and distributes HUD and DOE publications on solar energy. Users can request lists of addresses of solar design and construction professionals, manufacturers, distributors, banks that have given solar …

The Center for Applied Urban Research under contract to the Leo A. Daly Company agreed to provide specific research services regarding housing and community needs and desires of the Saudi Arabia National Guard (SANG). The specific objective of the study was to provide a sociological profile through survey research of the National Guard officer and enlistee, and where married of the officer/enlistee's family and/or dependents. The profile was to include such general variables as family size, sex, extended family, family mobility, and the role of elders and youth. The outcome of the study was to assist Leo A. Energy Conservation And U.S. Farm Production Patterns, Angelos Pagoulatos Oct 1977

Energy Conservation And U.S. Farm Production Patterns, Angelos Pagoulatos

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

Energy conservation practices in crop production would not substantially reduce energy use. Substantial reductions of energy would imply major structural changes in terms of extensive systems of crop production. The tradeoffs between land and energy for future desired crop outputs are derived.

Stability Of Premixed H₂/O₂/N₂ Combusting Turbulent Jets, H. F. Nelson Oct 1977

Stability Of Premixed H₂/O₂/N₂ Combusting Turbulent Jets, H. F. Nelson

UMR-MEC Conference on Energy / UMR-DNR Conference on Energy

Experimental measurements and theoretical predictions of the stability of hydrogen-air-nitrogen premixed turbulent flames have been carried out. The turbulent flame is theoretically modeled using finite rate chemical kinetics and a well-stirred reactor. The model contains a free parameter, which is evaluated by comparing the theoretical predictions to experimental results. A hydrogen flame stability experiment was carried out and the results were compared to the theory. The theory and experiment were found to agree, if the free parameter in the theory varied as the reciprocal of the turbulent jet radius squared.
