In 2007 South Carolina funded 15 regional coordinators to work with local law enforcement agencies and alcohol and drug commissions to create 16 community alcohol enforcement teams to improve enforcement of underage drinking laws. Previous researchers have suggested that collaborative leadership is needed for effective teams, yet little is known about the factors that serve as barriers to and facilitators of, collaborative leadership in alcohol enforcement teams. The purpose of this phenomenological study was to explore the lived experiences of coordinators involved in leading the alcohol enforcement teams in South Carolina. Aim: The public sector is facing turbulent times and this challenges nurses, who are expected to serve both patient interests and the efficiency drives of their organisations. In the context of implementing person-centred health policy, this paper explores the evolving role of front-line nurses as leaders and champions of change.
Background: Nurses can be seen to have some autonomy in health-care delivery. However, they are subject to systems of social control. In implementing person- centred policy, nurses can be seen to be doing the best they can within a constrained environment.

Today, constructs of leadership that do not incorporate emergent concepts such as systems thinking no longer match the realities of the world in which it is exercised and the challenges it seeks to address. Employers are constantly evaluating individuals to fill leadership roles within their organizations to extract the highest return from their resources and investments. Millennials, born between 1982 and 2000 (Howe and Strauss, 2000), represent the youngest and newest generation entering the workforce. A sub-population of this generation consists of military veterans returning to the United States after the wars in Iraq and Afghanistan. The strength of nonprofit organizations comes from well-developed human connections that spur productive collaboration across levels of hierarchy. This article, exploring the experience of the Fetzer Institute, demonstrates that workplace creativity is best fostered if it is matched by a style of leadership that invites a wider spectrum of internal actors to actively participate.
While acknowledging the significance of shared leadership, this article does not necessarily advocate for the dissolution of hierarchy; rather, it points out that the key lies in finding the sweet spot between organizational structure and a creative community.

On December 3, 2013, when the Organisation for Economic Co-operation and Development (OECD) released its Programme for International Student Assessment (PISA) scores, the ranking of the United States as number 27 on the global scoreboard elicited little surprise among teachers, educational professionals, academics, and educational policymakers. The usual platitudes were trotted out—no mention that the United States’ standing was getting any worse, just which other countries were passing us by. We were stuck at a perennial average.

Throughout leadership research, limited focus has been given to the highest levels within independently controlled Protestant churches. Specifically, what accounts for the quality of relationship that exists between the senior pastor (recognized as the CEO of the organization) and the governing board to which he or she is responsible? This study examines the leadership relationship issue through the lens of a complementary leadership approach using Leader-Member Exchange (LMX) Theory with transformational leadership and transactional leadership theories. Shared Leadership In Dangerous Environments: Testing A Model For Military Teams Using Mixed Methods Research, Alex J. Ramthun

In a field study, the dissertation examined the influence of shared leadership on team performance for 51 military combat teams in a simulated dangerous environment. To simulate the dangerous context, the study employed amilitary tactical urban fighting complex, paintball weapons, role players, and a dynamic combat scenario. Using social network analysis techniques and after controlling for team diversity and combat experience, the study found the density measure of shared leadership to be positively and significantly related to team performance, accounting for 40% of the variance in team performance. This study employed content analysis methodology in order to analyze teamwork research focusing in leadership in the areas of public administration, leadership, and management. A total of 80 articles from 1999-2012 were analyzed from top academic journals in the selected fields. The area of leadership in teams is of great interest from the academic practical aspect of organizations. The role of teams in organizations has become an important research topic in theoretical, applied, and empirical research.

The purpose of this critical qualitative study was to develop a theory of the competencies of a sustainability leader, grounded in research. A sustainability leader is generally described as an individual who creates profit for his/her stakeholders, while protecting the environment and improving the lives of those for whom he/she impacts as a result of his/her leadership. Nearly 60 individuals familiar with sustainability were asked to characterize an effective leader of a sustainability initiative or a sustainability organization.

A significant leadership challenge exists while leading others without legitimate or formal authority. Leading without legitimate authority may require different and limited leadership skills and competencies, especially when leading peers. This quantitative study analyzed the leader competencies and skills needed for effective peer leadership.
A literature review identified four competencies cited frequently as important: (a) communication; (b) support; (c) mental/hard work ethic; and (d) reflection/feedback. Analysis of an ROTC leadership assessment database provided convergent validity for the literature review while adding one additional competency, physical. Self-Monitoring Personality At Work Revisited: A Comparative Meta-Analysis, Michael P. Wilmot

The validity of self-monitoring personality in work and organizational settings was reexamined. Comparative meta-analyses using both random-effects and fixed-effects models were conducted (349 total samples; N = 75,811) to test the relationship between self-monitoring personality and work-related and demographic correlates, as well as the reliability of the self-monitoring measures. Contributions were made to the literatures of self-monitoring and meta-analysis. Self-monitoring: Results indicated that self-monitoring related to a number of relevant organizational outcomes, including job effectiveness and success, leadership, and ingratiation. Some results ran contrary to the prior meta-analysis (Day, Shleicher, Unckless, & Hiller, 2002). Meaningful differences were found between the …

The purpose ofthis study was to explore the academic leadership experiences of foreign-born African immigrants who occupied mid- to senior-level positions of leadership in American colleges and universities. The study explored the cha1lenges and opportunities foreign-born African immigrants faced as they aspired and moved through various leadership positions in United States (U.S.) institutions of higher education. Detailed interviews were conducted with six foreign-born African academic leaders who currently or previously occupied academic leadership positions in the United States. The federal program of deinstitutionalizing psychiatric facilities has resulted in a well documented, ever-increasing mentally ill population in the nation's prisons and jails. Historically, the criminal justice system has maintained a laissez-faire attitude toward the mentally ill, and only became involved with the mentally ill when a crime had been committed. The relationship between an individual’s comprehension of his or her role in society, the gender expectations of society, and how these thoughts and stereotypes influence an individual’s behavior in particular settings seem to be separate, yet interrelated. It is for this reason that an analysis of four main theories of gender and leadership must be reviewed for contrasts and comparisons. This paper reviews and analyzes the research literature on Social Role Theory, Implicit Theory, Attribution Theory, and Leader Emergence Theory. Further it draws conclusions and comparisons that will provide recommendations and implications for future research and practice.

This theoretical paper derives inspiration from former Czech President Vaclav Havel and lessons from “learning organizations” to guide government executives in helping develop shared meaning among constituents, interest groups and public employees. Such shared meaning is seen as a framework for policy decisions and implementation. American civil society, like learning organizations, is understood as broadly interdependent and continuously changing, with conflict both latent and overt. Leadership is defined in contrast to management and administration; government leadership is compared and contrasted with learningorganization leadership. Despite the enormous role that Chief Business Officers (CBOs) play in administering the business and financial affairs of American public universities, little research has been conducted on their leadership preparedness. The primary objectives of this study were to assess the self-perceived preparedness of U.S. public university CBOs at the time they assumed their first position in the role, and to determine if specific factors could be associated with their overall preparedness.

Impact Of Transformational Leadership On Follower Development And Performance: A Field Experiment, Taly Dvir, Dov Eden, Bruce Avolio, Boas Shamir

In a longitudinal, randomized field experiment, we tested the impact of transformational leadership, enhanced hy training, on follower development and performance. Experimental group leaders received transformational leadership training, and control group leaders, eclectic leadership training. The sample included 54 military leaders, their 90 direct followers, and 724 indirect followers. Results indicated the leaders in the experimental group had a more positive impact on direct followers' development and on indirect followers' performance than did the leaders in the control group.

This national study of post-secondary departments of agricultural education examined leadership and human resource management/development course offerings, course characteristics, future department plans, backgrounds of faculty, and related outreach activities. The majority of the courses were offered for undergraduate credit and were predominately required courses for agricultural education department majors. Nearly half of the departments offering these courses characterized their courses as nontraditional. Departments not offering leadership courses cited a lack of resources, institutional impediments and resistance, and lack of student demand as reasons for not offering the courses. This study attempts to identify the leadership styles of Virginia prison wardens within public adult prisons, and to determine which factors contribute to the development of their leadership styles. The two instruments used in this study to assess leadership style were the Leadership Practices Inventory (LPI, which measures "transformational" leadership), and the Leader Behavior Analysis II Self (LBAII Self, which measures "transactional" leadership). Both instruments have been used in prior research with correctional personnel, and comparisons of this research study is made with previous dissertations utilizing the LPI and LBAII.

Following up on his important work on the competitive advantage of nations, economist Michael Porter has turned his attention to the competitive advantage of the inner city. In his work on the competitiveness of nations—a five-year study often leading trading nations—Porter found that no nation was competitive in everything. He noted that competitive success tends to concentrate in particular industries and groups of interconnected industries, or clusters.

This article will examine the early formation of the AIDS Action Committee of Massachusetts, and what it has become. It will examine particular philosophical and organizational conflicts, some unique to AIDS organizing, that have influenced the direction the group has taken. It will try to tease out some of the factors that have made the organization successful in delivering services, providing education, and affecting city and state policy. It will also examine some of the unresolved conflicts that threaten the organization.
