Literature on religious involvement in public affairs typically examines the national scene, particularly public opinion and political behavior in presidential elections. Few scholars examine religious actors in urban politics and policymaking. Those who do study local politics emphasize morality policy and ignore issues of metropolitan governance and institutional design, central concerns of the urban politics field. This dissertation fills that gap by studying Louisville, Kentucky, site of the first large-scale city-county consolidation since 1969. I ask: does religion affect how people vote in a consolidation referendum and shape their opinions about merged government? I employ a survey instrument (N=807), collected …

The taxonomic identity of the historical and current wolf (Canis lupus L., 1758 or Canis lycaon Schreber, 1775 or their hybrids) population in Minnesota (MN) and the Great Lakes region has been, and continues to be, controversial. So too does its legal status under the U.S. Endangered Species Act. This review summarizes the morphological and genetic information about that population and concludes that historically the MN population consisted of a gray wolf (C. lupus) in the west and an eastern type (Canis lupus lycaon or C. lycaon) in the east with intergrades or hybrids between …

In the United States, drug-free substance abuse treatment programs generally operate under an abstinence-only, disease model based service orientation. Citing several reasons, critics suggest disease model approaches hinder client utilization and retention within such services. The framework of harm reduction offers an alternative approach to substance abuse treatment services and may have potential for improving utilization and retention outcomes. Yet little is known about how harm reduction is perceived by practitioners in drug-free substance abuse treatment settings, and the circumstances in which harm reduction may or may not be accepted. Background: Urban containment policies attempt to manage the location, character, and timing of growth to support a variety of goals such as compact development, preservation of greenspace, and efficient use of infrastructure. Despite prior research evaluating the effects of urban containment policies on land use, housing, and transportation outcomes, the public health implications of these policies remain unexplored. This ecologic study examines relationships among urban containment policies, state adoption of growthmanagement legislation, and population levels of leisure and transportation-related physical activity in 63 large metropolitan statistical areas from 1990 to 2002. Juvenile ungulates are generally more vulnerable to predation than are adult ungulates other than senescent individuals, not only because of their relative youth, fragility, and inexperience, but also because of congenital factors. Linnell et al.’s (Wildl. Biol. 1: 209-223) extensive review of predation on juvenile ungulates concluded that research was needed to determine the predisposition of these juveniles to predation. Since then, various characteristics that potentially predispose juvenile ungulates have emerged including blood characteristics, morphometric and other condition factors, and other factors such as birth period, the mother’s experience, and spatial and habitat aspects. Wolf Body Mass Cline Across Minnesota Related To Taxonomy?, L. David Mech, William J. Paul

Recent genetic studies suggest that in northern Minnesota two species of wolves (Canis lupus L., 1758 or western wolf and Canis lycaon Schreber, 1775 (= Canis rufus Audubon and Bachman, 1851) or eastern wolf) meet and hybridize. However, little morphological information is available about these two types of wolves in Minnesota. We analyzed the mass of 950 female wolves and 1006 males older than 1 year from across northern Minnesota and found that it increased from 26.30 ± 0.56 kg (mean ± SE) for females and 30.60 ± 0.72 kg for males in northeastern Minnesota to 30.01 ± 0.43 …

Schoolyard Improvements And Standardized Test Scores: An Ecological Analysis, Russ Lopez, Richard Campbell, James Jennings

Boston MA’s schoolyards had seriously deteriorated since the middle of the 20th century resulting in dangerous and unusable outdoor spaces. Beginning in the mid 1990s, a program to renovate these schoolyards has resulted in approximately half of the schools now having outdoor recreational, learning and garden spaces. This study compared the 4th grade test score results in renovated vs. unrenovated schools. Controlling for school demographics, schools that had a renovated schoolyard had more of their students passed the state mandated math test (1.06, 95% confidence interval = .00012, .12). The United States currently provides a health care system that is neither efficient nor equitable. Despite outspending the world on health care, over three-fourths of developed countries produce better health outcomes (Auerbach et al., 2000). Simultaneously, the "Ecological School of Thought" has documented the large impact that social, economic, and environmental circumstances play in health outcomes. Unfortunately, these 'ecological" studies are frequently conducted without theoretical justification, and rely solely on a cross-sectional research design and a myriad of unrelated variables. Grouse have long attracted and fascinated people. Their display behaviour, and particularly their traditional communal mating grounds or "leks,” have inspired poetry and folklore as well as scientific theories on sexual selection and the evolution of mating systems. In many parts of their range, grouse hunting still plays a major role in the culture, economy, and subsistence of local communities.

The 2006-2010 Grouse Action Plan provides an overview to the distribution, status and threats to all 18 grouse species worldwide and identifies the most immediate conservation needs. It is a product of the joint expertise of the Grouse …

Testing Deterrence Theory With Offenders: Assessing The Effects Of Personal And Vicarious Experience With Punishment And Punishm, Alicia Sitren

Stafford and Warr (1993) reconceptualized general and specific deterrence into a single theory in which individuals' propensities to engage in criminal behavior are based on some combination of personal experiences with being punished and avoiding punishment and vicarious (or indirect) experiences with being punished and avoiding punishment. The researchers make a substantial contribution to the deterrence literature by accounting for the effect of punishment avoidance when assessing deterrence theory. Despite the theoretical appeal of this restatement, few studies have tested its empirical merit. The natural reefs of the world are experiencing higher use and pressures, resulting in anthropogenic impacts that are deteriorating many coral stands and creating poor water quality. The Florida Keys rely primarily on the reef system that surrounds the archipelago for their socioeconomic health and successful future. The Florida Keys shares the symbiotic relationship of the terrestrial and marine realms with many other states and countries and the experience of higher demand on the resource. This dissertation examines urban growth patterns in the Roanoke, Virginia, metropolis. It draws on the literature of contemporary human ecology and social area analysis to examine the effects of low-density development on low-income populations and racial minorities. The continuous spread of residential development beyond the boundaries of the central city and older suburbs into more distant, once rural areas is segregating the metropolitan area by race and income. Since the prominence of the so-called "Chicago School" of urban sociology (1913-1940), contemporary urban sociologists have outlined theories and methods to examine how American urban areas have changed and why. The U.S. Forest Service (USFS) has implemented the Healthy Forests Initiative (HFI) (2002), which streamlines the NEPA process for proposed forest fuel reduction projects. A key question is whether the USFS’s streamlined NEPA process produces an adequate environmental document and fulfills regulatory requirements. This thesis evaluates whether the streamlined approach practiced by the USFS under the HFI satisfies the NEPA requirements. A review of four streamlined documents assesses whether these requirements are met. In the ten years since wolves (Canis lupus) were restored to Yellowstone National Park (YNP), elk (Cervus elaphus) numbers have substantially decreased. The northern range elk herd is the largest elk herd in Yellowstone, and constitutes the majority of the park’s elk population. During 1994–2005, early winter counts of northern Yellowstone elk decreased from 19,045 to 9,545. Also, during winters 2000–2004, calf:cow ratios declined from 29:100 to 12:100, and were among the lowest recorded during the past several decades. Though many factors (e.g., predation, hunting, and drought) likely contributed to this decreasing abundance and low recruitment, …

Point Quobba is a popular site for locals and tourists for beach activities, fishing and snorkelling, and as a place for children to learn to swim and gain an awareness of the marine environment. The marine life and habitats of the area are of considerable scientific and recreational interest and are highly valued in the local community. However, they are at risk from their high level of use and from conflict between users due to their proximity to popular tourism, boat ramp, camping and settlement areas on-shore.

The aim of this management plan is to protect and rehabilitate the aquatic habitat of Miaboolya Beach, the associated mangrove ecosystem, and involve the community in their management. By setting the area aside as a FHPA, the Department of Fisheries has established a framework to promote and actively conserve all the habitats within the Miaboolya system, as described in Section 3 of this document.

The passage of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 fundamentally transformed the provision of social assistance in the United States. Gone is Aid to Families with Dependent Children (AFDC), a program that entitled needy families with children to an array of benefits and public services. In its place is Temporary Assistance to Needy Families (TANF), a program that abolishes federal entitlements, provides flexible block grants to the states, mandates tough new work requirements, and imposes a five-year lifetime limit on the receipt of public assistance.
