Putin’S Invasion Of Ukraine In 2022: Implications For Strategic Studies, Antulio J. Echevarria Ii
The US Army War College Quarterly: Parameters
This special commentary examines critical issues for the field of strategic studies raised by Russia’s invasion of Ukraine, including the waning of major war, strategic coercion, and “War Amongst the People.” Drawing on previous scholarship and current events, this commentary considers the questions raised by the first major war of the twenty-first century. It provides recommendations for scholars and senior leaders on how to work together to address the questions of strategy and policy that have and continue to arise as the war progresses.
Tomorrow’S Wars And The Media, Alexander G. Lovelace
Tomorrow’S Wars And The Media, Alexander G. Lovelace
The US Army War College Quarterly: Parameters
Distilling lessons from the author’s book, The Media Offensive: How the Press and Public Opinion Shaped Allied Strategy during World War II, this article provides applicable suggestions for the US military today. As in World War II, the press is both a weapon and a possible vulnerability in modern warfare. Consequently, this article offers practical suggestions for how the press can be used by public affairs officers, commanders, and policymakers to achieve victory in coming conflicts.

Dysfunctional Warfare: The Russian Invasion Of Ukraine, Rob Johnson
Dysfunctional Warfare: The Russian Invasion Of Ukraine, Rob Johnson
The US Army War College Quarterly: Parameters
Russia’s invasion of Ukraine was based on false premises, faulty assumptions, and a weak strategy. As the conflict has unfolded, heavy losses have imposed a strain on available Russian manpower. The Russian army reached a culminating point outside Kyiv and has exhibited little sign of operational learning. By contrast, Ukrainians have fought an existential war, making good use of dispersed light infantry tactics with high motivation levels. Western support has allowed them to compensate for their deficiencies in armaments and munitions. This commentary also shows military and policy leaders how the political context continues to impose limitations on the Ukrainians.

Infoswarms: Drone Swarms And Information Warfare, Zachary Kallenborn
The US Army War College Quarterly: Parameters
Drone swarms, which can be used at sea, on land, in the air, and even in space, are fundamentally information-dependent weapons. No study to date has examined drone swarms in the context of information warfare writ large. This article explores the dependence of these swarms on information and the resultant connections with areas of information warfare—electronic, cyber, space, and psychological—drawing on open-source research and qualitative reasoning. Overall, the article offers insights into how this important emerging technology fits into the broader defense ecosystem and outlines practical approaches to strengthening related information warfare capabilities.
On The Impact Of Imf Loans And Conditions: A Gender Lens, Reem Ahmed Kamal
On The Impact Of Imf Loans And Conditions: A Gender Lens, Reem Ahmed Kamal
Future Journal of Social Science
This paper attempts to examine the impact of IMF programs and subsequent policy conditions from a gender lens. We argue that the IMF’s orthodox adjustment policies deteriorate the development outcomes of women disproportionately, mainly due to undermining recipient states’ expenditure capacity on female-dominated work and service sectors. Consequently, women face hardships in managing their dual roles -in both the market and the domestic spheres- which affects the efficiency of society's productive and reproductive sectors. First, we detect the main macro and political-economic determinants of IMF participation using a probit estimation. Second, we use the predicted probabilities in stage one to …
Transforming Minnesota's Early Care And Education Infrastructure, Nicole Frethem
Transforming Minnesota's Early Care And Education Infrastructure, Nicole Frethem
Student Scholarship
In 2021, the Minnesota legislature authorized the Great Start for All task force to present recommendations for how the state can provide “access to affordable, high-quality early care and education that enriches, nurtures, and supports children and their families,” to “all families” in Minnesota.
The early care and education landscape in Minnesota has experienced dramatic changes in programming and investments over the last twenty years. In the early 2000s, the state’s primary child care subsidy program, the Child Care Assistance Program (CCAP), was moved from the Department of Children, Families and Learning to the Department of Human Services in an …
Three Essays On The Economics Of Education, Rachel Jarrold-Grapes
Three Essays On The Economics Of Education, Rachel Jarrold-Grapes
Dissertations - ALL
This dissertation is comprised of three essays on the economics of education. The first and third chapters examine marijuana legalization and its effects on students, while the second chapter examines the impact of pension incentives on teacher quality. The first chapter examines the extent to which there are negative spillovers of recreational marijuana legalization on underage marijuana use and educational outcomes. I use two complementary identification strategies that rely on plausibly exogenous spatial and temporal variation in access to marijuana in Oregon. In November of 2014, Oregon passed Measure 91, a referendum to legalize recreational marijuana. Unlike other legal states, Oregon …

The Pennsylvania Department of Education (PDE) is a state agency within the Commonwealth of Pennsylvania, which helps to promote and enhance education for all levels, including higher education institutions and universities throughout the state (About PDE, 2022). One of the greatest and most substantial ways the PDE does this is through their grant funding efforts and programs they make available to eligible institutions and organizations. While they offer a variety of different grant opportunities to help students and learners throughout the state, the particular grants that the researchers focused on for review and analysis are the following: “It’s On …
To The Shores Of Tripoli: A Barbary Retrospective, Kathleen J. Brett
To The Shores Of Tripoli: A Barbary Retrospective, Kathleen J. Brett
Senior Honors Projects, 2020-current
The First and Second Barbary Wars were incredibly influential in shaping the diplomatic and military tactics of the early United States. These wars were fought against the Barbary states of Tripoli, Tunis, Morocco, and Algiers, located on the Mediterranean coast of North Africa. The First Barbary War lasted between the years of 1801 to 1805. The First Barbary War began due to the United States’ desire to no longer pay tribute sums to the Barbary states, along with an increase in the number American merchantmen captured and enslaved by the Barbary states. Tripoli served as the primary aggressor in the …
Strategies And Policies In Enforcement Of Security, Human Rights And Development In Papua, Rudy Syamsir, Syaiful Rohman
Strategies And Policies In Enforcement Of Security, Human Rights And Development In Papua, Rudy Syamsir, Syaiful Rohman
Journal of Terrorism Studies
Papua always an interesting discussion along with the rampant acts of violence against civilians carried out by the Independent Papua Organization (OPM), which were later labeled with various terms such as the Armed Separatist Group (KSB), Armed Criminal Group (KKB), Armed Separatist Criminal Group (KKSB). KKB carried out acts of violence in killing civilians, government officials vandalizing and burning public facilities. Because of the ways that are similar to acts of terrorism, this group is finally called the Armed Terrorism Group (KTB). The Indonesian National Army (TNI) and Indonesian Republic Police (POLRI) security forces have taken repressive actions with armed …
Forgotten Immigrant Voices: West Indian Immigrant Experiences And Attitudes Towards Contemporary Immigration, Danielle Cross
Forgotten Immigrant Voices: West Indian Immigrant Experiences And Attitudes Towards Contemporary Immigration, Danielle Cross
Honors Scholar Theses
Scholarly work and media coverage both point to the negative effect that the rhetoric and policy of former US President Donald Trump had on the lived experience and wellbeing of immigrant groups explicitly targeted by it (i.e., the “Trump effect”). Typically, the focus has been on Muslim and Latino immigrants as well as those less-explicitly targeted but still affected by Trump-era policies, such as temporary workers. This thesis explores whether Black immigrants from the English-speaking Caribbean, a group notably missing from the literature of “Trump effects” on immigrant experiences, experienced similar attitudinal or practical effects as a result of contemporary …
The Rise Of Neo-Fascist Populism And Islamophobia In The West, Mohamed Tawfiq Said Tabib
The Rise Of Neo-Fascist Populism And Islamophobia In The West, Mohamed Tawfiq Said Tabib
Dissertations and Theses
Trumpism can be defined as racist right-wing neo-fascist populism and nativism combined with a cult of personality. There is very little distinction between neo-fascists, the alt-right, and far-right groups. All can be identified by their socio-political philosophy and vehement beliefs of racial supremacy, ultranationalism, populism, xenophobia, nativism, and anti-immigrant sentiment, as well as being opposed to liberal Western democracy and its values. This thesis explores why there has been a popular international resurgence of far-right neo-fascist movements throughout the European Union and the United States and examines the impact on inter-group social and political relations with those of different racial …

Covid-19 Behind Bars In The Mountain West, Dielle T. Telada, Caitlin J. Saladino, William E. Brown Jr.
Criminal Justice
Due to overcrowding, inadequate healthcare, systemic neglect, and violence in U.S. carceral (i.e. jails or prisons) and immigration detention centers, these facilities are a hot spot for the spread of COVID-19. In March 2020, the UCLA Law “Covid Behind Bars Data Project” began tracking official agency websites for self-reported data of COVID-19 across prisons, jails, and other detention facilities in the U.S. The number of COVID-19 cases, deaths, and tests performed from 50 state correctional agencies, the District of Columbia’s Department of Corrections, the Federal Bureau of Prisons (BOP), U.S. Immigration and Customs Enforcement (ICE), and several county jail systems …
Public Safety Presence And Response In Campus Housing: Using Restorative Justice Interventions To Mitigate Harm And Restore Trust In The Residential Community, Sydney Pidgeon
M.A. in Higher Education Leadership: Action Research Projects
In the wake of social unrest and demands of police reform (Childress et al., 2020; Davidson, 2020; Rogers & Gravelle, 2020), institutions of higher education have a unique opportunity to model a system of campus safety that mitigates harm and restores trust. This research explores the complex relationship between campus safety officers and residential life staff and student leaders at a mid-sized private institution and implements restorative justice interventions to rebuild trust between the two populations. This research created an intervention framework that improved the ongoing partnership between the Office of Residential Life and Department of Public Safety and facilitated …
‘Othering’ And Violence In School: A Barrier To Sustain Peace In Nepal, Raj Kumar Dhungana Dr.
‘Othering’ And Violence In School: A Barrier To Sustain Peace In Nepal, Raj Kumar Dhungana Dr.
Peace and Conflict Studies
This study explores the experiences of othering and violence in school. Ethnographic fieldwork was conducted in five schools located in the fragile setting of Nepal for over six months. Using the idea of othering, this study unveils that the academically low performers and culturally undervalued students are more likely to be labelled as Bhuskul, the ‘other’. This category is used to rationalize discrimination and use violence against the 'other'. With the cementing practices of ‘othering’ and violence, the schools are unable to foster values of peace and nonviolence but on the contrary, it will continue reinforcing structural violence and …
Barriers To Breastfeeding For Mothers In The Mississippi Women, Infants, And Children Program: Insights Of Peer Counselors, Grace Louise Dragna
Barriers To Breastfeeding For Mothers In The Mississippi Women, Infants, And Children Program: Insights Of Peer Counselors, Grace Louise Dragna
Honors Theses
Breastfeeding has been recognized by numerous public health organizations as the optimal feeding practice for infant growth and development, yet the state of Mississippi has one of the lowest breastfeeding rates in the nation. The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) program in Mississippi offers breastfeeding resources to low-income women throughout the state. Mothers enrolled in WIC can receive peer counseling services from women in their community who have personal experience with breastfeeding. This study serves to identify WIC peer counselors’ perceptions of factors influencing Mississippi WIC participants’ decisions to initiate and sustain breastfeeding. I interviewed …

Hate Crimes: A Statistical Comparison Of Reported Hate Crimes And Victimizations During The Obama And Trump Administrations, Daniel Ramsey
Honors Theses
This thesis attempts to study and assess potential trends in reported hate crime statistics under the Federal Bureau of Investigation’s Uniform Crime Reporting (UCR) program database along with hate crime victimizations under the Bureau of Justice Statistics’ National Crime Victimization Survey (NCVS) during President Obama’s first term (2009-2012) and President Trump’s term (2017-2020). The research question addressed in this study includes: a) What trends are evident during the Obama and Trump administrations regarding hate crimes? To assess potential trends in hate crimes and victimizations, a series of charts and tables were compiled that contain the total number of hate crimes …

Our Cities, Ourselves, Nan Ellin
Journal of Comparative Urban Law and Policy
Just as we are what we eat, we are where we live. We breathe the air, drink the water and inhabit the built and natural landscapes. We make our places and they, in turn, make us. While great places nourish body and soul, poor environmental and urban quality challenges us physically as well as emotionally. How might we heal our places, so that they sustain us, rather than strain us?

From The Abacus To Big Data: The Evolution Of Data-Driven Planning In The U.S. And Where The Field Will Be Headed, Keuntae Kim
Journal of Comparative Urban Law and Policy
The nature of planning involves a set of decision-making processes to fulfill people’s needs and expectations of where they live, work, and play. Dealing with the nature of planning—complexity, uncertainty, and disagreement—requires specific tools to explore various aspects of the built environment as a whole. Various types of data have been extracted, transformed, and loaded to describe the past and current conditions of the built environment, and planners have developed and applied data-driven planning tools to explore the knowns and unknowns of the urban futures and transform them into a set of actions based on the goals with consensus. This …
Adventures In Land Use Dispute Resolution: Utah's Innovative Program To Provide "Free" Legal Advice To Local Government, Neighbors, And Property Owners, Craig Call
Journal of Comparative Urban Law and Policy
Utah may have the nation’s most robust process allowing citizens to question local government land use decisions. This exists in the Office of the Property Rights Ombudsman (OPRO), created in 1997 and charged to assist in land use disputes in 2006. In three parts, this article divides an overview of the history of that office into two eras, evaluates one of the key functions of the current era—the preparation of advisory opinions (AOs), and suggests that Utah’s OPRO is a useful model for other states to consider. Most of this article focuses on the debates leading to the second era …
Market Demand-Based Planning And Permitting: Special Case Of Affordable Housing, Robert Hibberd
Market Demand-Based Planning And Permitting: Special Case Of Affordable Housing, Robert Hibberd
Journal of Comparative Urban Law and Policy
Arthur C. Nelson has advanced the concept of market demand-based planning and permitting (MDBPP) as a way in which to balance the need for development within the limits of market capacity. Lacking MDBPP discipline, real estate markets are prone to over-development that can lead to economic downturns including notably the Great Recession of 2007-2009. This article will unpack the history and challenge of MDBPP and demonstrate its efficacy. Then, it will apply these principles to the specific wicked problem of housing affordability, which is both ongoing and emerging in nature. It will tie this problem to a call for MDBPP …
Affordable Housing: Three Roadblocks To Regulatory Reform, Dwight Merriam
Affordable Housing: Three Roadblocks To Regulatory Reform, Dwight Merriam
Journal of Comparative Urban Law and Policy
This article focuses on techniques, initiatives, and regulatory reforms that may help improve affordability in housing, and thereby serve the need for economic, social, and racial equity. It focuses especially on three impediments standing in the way of affordability: the myth of Home Rule, limitations of the Fair Housing Act, and the pervasive use of private covenants and restrictions. Those roadblocks deserve the closest attention and concerted action and must be knocked down, once and for all, to get the housing we so desperately need.
The Enigma Of Housing Choice, Casey Dawkins
The Enigma Of Housing Choice, Casey Dawkins
Journal of Comparative Urban Law and Policy
The U.S. faces a housing choice crisis. The growing shortage of affordable rental homes and looming mismatch between the homes offered for sale by baby boomers and the homes sought by the next generation of homeowners point to a need to fundamentally reshape the extent and diversity of the nation’s housing options. Housing and land-use policy experts have appealed to the aim of expanding housing choice to justify the removal of regulatory restrictions on certain housing types, the construction of affordable rental housing in transit-adjacent neighborhoods, the elimination of housing market discrimination on the basis of race and ethnicity, and …
The Influence Of Civil Rights And Anti-Discrimination Laws On Shaping Our Transportation System, Marc Brenman, Thomas W. Sanchez
The Influence Of Civil Rights And Anti-Discrimination Laws On Shaping Our Transportation System, Marc Brenman, Thomas W. Sanchez
Journal of Comparative Urban Law and Policy
Regarding the title of this paper, “The Influence of Civil Rights and Anti-Discrimination Laws on Shaping Our Transportation System”, the reverse is also true—the transportation system has helped shape the civil rights laws in the U.S. The way bus lines in the South used to be segregated is one example, and fighting this helped shape the modern Civil Rights Movement. This influence goes back to include famous cases involving segregated train cars in the 1880s. In this article, we address the numerous ways in which civil rights and anti-discrimination laws shape our transportation system. We offer a suite of approaches …
Resilience Re-Examined: Thoughts On The Covid-19 Pandemic's Lessons For Communities, John Travis Marshall
Resilience Re-Examined: Thoughts On The Covid-19 Pandemic's Lessons For Communities, John Travis Marshall
Journal of Comparative Urban Law and Policy
Prompted by this century’s major disasters, many local governments have adopted policies, plans, and laws to help guide their response to future natural hazard events. Some communities have prepared plans informed by their firsthand experience with recent catastrophic storms. Other communities have speculated about potential disaster scenarios; they have imagined the work involved in rebuilding their towns following an event that would threaten residents’ homes, health, and livelihoods. COVID-19 gives communities reason to reshape thinking around natural hazards planning. The ongoing pandemic should cause local governments to revisit and rework their plans for facilitating community recovery following a disaster. By …

Keselarasan Lembaga Penegak Hukum Dalam Implementasi Restorative Justice Bagi Penyalahguna Narkotika Di Indonesia, Eva Fauziah, Slamet Fatrika, Utari Dwi Pratiwi
Jurnal Kajian Stratejik Ketahanan Nasional
The problem of overcrowding of correctional institutions in Indonesia is a big problem that must be resolved immediately. The high number of Narcotics abusers who are imprisoned is the main cause of the problem. The restorative justice approach which is an alternative to sentencing that has been implemented in various countries can be an alternative in solving the problem of overcrowding in prisons. Some of the regulatory concepts for restorative justice for narcotics abusers applied in other countries include drug courts in the United States and drug diversion programs in Thailand. Various regulations have been established by the Government of …
