This report investigates the data collection practices of nine widely used workplace monitoring platforms to determine the extent to which they track and analyze employee activity, behavior, or performance during work, including how these platforms transmit worker information and to which third-parties. This report finds that (1) nine out of nine workplace monitoring platforms studied directly shared identifying worker data to third parties, (2) nine out of nine workplace monitoring platforms studied shared information about workers’ online activities with third parties, and (3) three out of nine workplace monitoring platforms studied utilize features to track workers’ precise location. Community networks influenced resilience and recovery after the 2018 Father’s Day Flood in Houghton County Michigan, particularly in the absence of strong institutional support. The flood caused widespread damage to homes, roads, and infrastructure, forcing residents to rely on immediate local action before state or federal aid arrived. Rural locations like Houghton County are often neglected by government funding and support during disasters and are forced to rely on themselves. This capstone paper examines how public administrators and human resource management (HRM) practices in Michigan local law enforcement agencies can influence the adoption of a guardian-oriented approach to policing. Using a qualitative case study method and document analysis, this study integrates peer-reviewed literature on guardian and warrior policing models with public administration and HRM frameworks. Findings indicate that due to the centralized structure of the Michigan Commission on Law Enforcement Standards (MCOLES) and standardized academy training, local agencies have limited control over recruit socialization during initial training. Women in Watsonville face preventable health risks exacerbated by limited access to consistent physical activity and holistic wellness practices. This capstone project was conducted in collaboration with a local non-profit organization, Growing Greatness, that provides wellness-focused programming in organized group activities. This program serves Watsonville families and primarily supports women from underserved communities who are at greater risk of chronic health conditions due to socioeconomic and environmental factors. This project developed a memoir that documents the participants' experiences in activities such as bike riding, camping trips, and retreats that include yoga, hiking, tai-chi, meditation and other restorative activities. This capstone project addresses barriers to record clearing services that impact recidivism and reentry outcomes in California. Individuals with criminal records often face challenges in securing employment, housing, and stability, increasing the likelihood of continued justice system involvement. The Clean Slate Program at the Monterey County Public Defender’s Office provides post-conviction relief services to help reduce these barriers. Although Proposition 47 funding ended in February 2026, program services have continued. In 1985, India banned the export of human remains. This ended the major trade route for primarily US and European anatomical supply companies. Until this point, companies like Carolina Biological Supply exploited and erased vulnerable people's identities, molding them into anonymous anatomical specimens. This study investigates the life and postmortem history of twenty-five individuals, previously used as anatomical specimens, housed at the University of Nebraska–Lincoln. Using an osteobiographical approach, this research reconstructs aspects of these individuals' lived experiences and examines how anatomical preparation practices reflect structural violence and apathy.

This research study was aimed at examining organizational change initiatives influencing the racial climate among African American soldiers in the United States (U.S.) Army. African Americans comprise a significant portion of the U.S. Army. However, African Americans’ significant contributions do not readily translate into “equal treatment”, which includes proportional representation at the highest levels of leadership. The number of pedestrian deaths increased by 78% between 2009 and 2023, while other motor vehicle crash deaths increased by 13% in the same period [1]. To identify potential pedestrian safety measures, this study analyzed the effects of location-based demographics, pedestrian phasing type, and other physical infrastructure and behavior variables on the probability of pedestrian-vehicle conflicts at signalized intersections, which is a surrogate measure of crash risk. Data were collected from 55 intersections in Connecticut, and the pedestrian-vehicle interactions were classified by severity based on the Swedish Traffic Conflict Technique: undisturbed passage, potential conflict, minor conflict, or serious conflict. Commercially sexually exploited children (CSEC) are an underrecognized population who face barriers when receiving healthcare services in emergency settings. A common theme that prevents them from receiving services is the healthcare professionals' (HP) inability to recognize warning signs and engage with victims. This stems from an absence of CSEC-focused curriculum in institutional settings, leading to a lack of education and confidence in identifying CSEC. CSEC screenings are not mandatory in most healthcare settings, leaving the discretion to the HP and enabling the continued missed opportunity to identify victims. Deferred Action for Childhood Arrivals (DACA) is an administrative program that protects young immigrants from deportation while granting them access to education and employment. DACA recipients face challenges in accessing resources due to their temporary status and the unpredictability of immigration laws, leading to mental health risks from stigma, anxiety, and fear of deportation. Every year, students are pushed away from educational opportunities due to punitive practices. A system of policies and practices that increase the student's likelihood of formal social control, including the juvenile justice system, is often referred to as the school-to-prison nexus (STPN). Existing research suggests a disproportional number of students of color, as well as queer students, are harmed by disciplinary policies. The literature, however, does not fully address students' experiences, particularly queer Chicanxs. This study attempts to narrow that gap by highlighting the disciplinary experiences of queer Chicanxs. While much of the best-known literature on the Franco-Algerian War has emphasized insurgency, counterinsurgency, and the grievances of the colonized, this thesis takes a broader, historical and public administration approach by analyzing the relationship between the development and implementation phases of government and military policies and the unintended, sometimes fatal, outcomes that followed. Although it does this from the perspective of policymaking in the country that is trying to maintain control over its distant territory, it has implications for those interested in maximizing resistance to these policymakers.

This project takes the car as a historical signifier of a rhetorical racialization process that enables a hypermobile white, masculine, neoliberal identity that pervades conceptions of mobility in the West. I locate these overlapping social formations under a cultural logic of good life automobility (GLA) that positions cars, a quintessential form of private property, as a motivator for a contemporary “good life” citizenship identity that cultivates neoliberal subjectivities of free movement and market consumption in contempt of socialized and racialized public transit futures. This study investigates the impact of meritocracy on equal access to the public sector, focusing on public sector employment and services. While meritocratic principles promote impartiality and fairness in administrative processes, their effectiveness in improving equal accessibility remains understudied and contested. Drawing on the literature linking meritocracy to democratic stability, we argue that strong meritocratic systems enhance equal access to the public sector regardless of social groups and gender by fostering professional stewardship in the bureaucracy and strengthening checks and balances between bureaucrats and politicians. This article introduces a two-layer evaluation model for philanthropic and development decision-making in access-based interventions. The first layer treats Access as Outcome (AAO) as a recognized outcome when essential goods, services or resources are delivered through a viable delivery pathway, without requiring post-access utilization or compliance to validate legitimacy. The second layer evaluates post-access variation through System Coherence Conditions (SCC), defined as internal alignment across governance and decision-making, distribution and logistics, social accountability and norms, and scarcity management and continuity, which explain differences in utilization, continuity, and downstream effects as signals of system coherence rather than as retroactive worthiness thresholds. …

The United States 911 emergency response system is an interconnected web of public services that seeks to provide its community with care, resources, and safety in times of need. However, the impact of this support on the employees providing the service often goes unnoticed. This review identifies and analyzes the unique strains on first responders' physical and mental health using the Job Demand-Control Model and the Allostatic Load Model. A review of available research literature supports the conclusion that occupational-related stress, including trauma exposure, shift work, poor leadership, and inadequate communication, can have long-lasting negative impacts on provider health.

This project examines how enforcement irregularities in Mexican food safety regulation affect small exporters’ ability to access U.S. markets. On paper, agricultural trade is regulated by laws on food quality, certification, and logistics. In practice, it is how those rules are enforced. In Mexico, big firms and producer associations tend to gain steady support and easier certification, while smaller producers face delays, rejections, or inconsistent oversight that make it much harder to compete. This study investigates the growing challenge of recruiting Gen Z employees into the public sector, focusing on the disconnect between younger workers’ career preferences and their perceptions of government employment. While prior research suggests that Gen Z values purpose-driven work, stability, and community impact, public sector organizations continue to face hiring shortages and an aging workforce. The research employs a mixed-methods approach, combining a literature review with original survey data collected from two groups: college students and public servants from three states. Underemployment and unemployment are commonly experienced by military spouses due to their migratory lifestyle, leading to a decline in retention rates for military personnel. Employment hardships only increase for advanced degree holders, although examination into the federal employment of military spouses has remained absent. The purpose of this phenomenological research study was to understand the impact that federal employment regulations and restrictions have on military spouses who have advanced degrees. Guiding this study was Bright and Pryor’s Chaos Theory of Careers, which explains the influence of change and chance in life on career development. Juvenile Mental Health Courts (JMHCs) intend to address mental health issues that are related to youth delinquency through a therapeutic justice model rather than a punitive justice model. Still, the question of whether JMHCs decrease recidivism among young offenders in Georgia remains understudied due to limited empirical research on these programs. This quantitative, causal-comparative study addresses this gap by examining two key aspects: (1) the impact of JMHC participation on recidivism rates and (2) the predictive role of individual program components. Research indicates that two substantial problems arise as a result of retaliation against law enforcement whistleblowers. The first is that up to 10% of whistleblowers attempt suicide, with more contemplating the action (Shepard, 2021). The second problem is that, in law enforcement, the corruption of the investigative authorities involved in such cases represents a significant issue.
