A Historical Perspective On Today’S Recruiting Crisis, Brian Mcallister Linn
A Historical Perspective On Today’S Recruiting Crisis, Brian Mcallister Linn
The US Army War College Quarterly: Parameters
This article analyzes the US Army’s successive recruiting crises, identifying their consistent patterns and the efforts to resolve them, and makes three provocative arguments. First, there is a long-standing institutional tension between recruiting personnel for the combat arms and technical and administrative specialists. Second, many of today’s talent management problems were first identified in a 1907 General Staff report and reiterated in subsequent studies. Third, the Army has pursued innovative recruitment strategies, but much of their success depended on factors outside the service’s control. The essay concludes with four history-based recruiting lessons and an affirmation that the 2019 Army People …

The Relationship Between Transformational Leadership And Attachment Theory Among Field Grade Officers In The U.S. Army, Rebecca Ochs
Dissertations
Purpose: The purpose of this quantitative correlational study was to determine what relationship exists between U.S. Army field grade officers’ self-reported scores on the five domains of the Leadership Practices Inventory (LPI) (Kouzes & Posner, 2002) and their self-reported scores on the Experiences in Close Relationships Scale (ECR) (Brennan et al., 1998). Methodology: This study used a correlational approach to collect quantitative data from U.S. Army field grade officers. Using the LPI, a self-report transformational leadership measurement tool developed by Kouzes and Posner (2002), that measures five domains that include: (a) model the way, (b) inspire a shared vision, (c) …

Criminalization Of Community-Based Ecotourism (Cbet) In Indonesia: The Cases Of Pari Island, Kepulauan Seribu, Janthi Dharma Shanty, Bono Budi Priambodo
Journal of Indonesian Tourism and Policy Studies
Pari islanders have revamped their island into cultural ecotourism destination since 2010. It has been successful because the activities have diverted the islanders’ dependence on the hard-pressed local coastal and fisheries resources and supplemented their income. This is a win-win situation the Indonesian government seeks to create with the 2007 Coastal Zone and Small Islands Management Law where natural conservation benefits local populace economically. The Law stipulates, among others, that community participation is one of the integrated coastal zone management principles. The Law also prioritizes coastal zones for conservation and tourism activities. Pari islanders thus have already implemented the imperatives …

Human papilloma virus (HPV) vaccination rates remain below national goals in the United States despite the availability of evidence-based strategies to increase rates. The Adolescent Vaccination Program (AVP) is a multi-component intervention demonstrated to increase HPV vaccination rates in pediatric clinics through the implementation of six evidence-based strategies. The purpose of this study, conducted in Houston, Texas, from 2019-2021, was to adapt the AVP into an online decision support implementation tool for standalone use and to evaluate its feasibility for use in community clinics. Phase 1 (Adaptation) comprised clinic interviews (

Bulletin of Chinese Academy of Sciences (Chinese Version)
Over the past 45 years, China has accomplished great achievements in carrying out “Three-North” project. Through largescale vegetation construction, the trends of land desertification, soil salinization, soil erosion and the deterioration of people’s living environment in the “Three-North” areas have been effectively restrained. The people in the desert area are getting rid of poverty and living a healthy life. In the new era, the “Three-North” project has encountered new demands, new challenges and new opportunities, and it is urgent to achieve a significant transform and upgrade and to improve quality and efficiency. This paper summarizes the current situation of the …

International Soft Law Governance Of Artificial Intelligence Ethics: Current Situation, Challenges And Countermeasures, Mingting Zhu, Chongli Xu
Bulletin of Chinese Academy of Sciences (Chinese Version)
Artificial intelligence (AI) technology not only rapidly empowers economic and social development, but may also trigger many ethical issues highly related to the characteristics and development of AI technology itself. The rise of international soft law in the field of AI ethical governance is almost inevitable due to its flexibility, efficiency, low application cost, ability to fill the gap in hard law, and convenience in distinguishing governance and layered response to ethical issues. Under the current situation of developed international soft law and outdated hard law in this field, faced with the governance challenge of unstable cooperation among subjects of …

Is There A “Nationwide System” In Field Of Science And Technology In Japan?—Survey Of Semiconductor Technology, Huimin Li, Rongping Mu, Yue Hao
Bulletin of Chinese Academy of Sciences (Chinese Version)
Different scholars interpret the connotations and characteristics of the “Nationwide System” in quite different ways and fail to reach a consensus about whether some measures that Japan implements to tackle key problems are attributed to a “Nationwide System”. On this basis, the work started with the connotations and characteristics of the “Nationwide System” in the field of science and technology, conducted a case study of measures taken by Japan to tackle key technical problems in the semiconductor technology, and analyzed whether these measures embody relevant characteristics of the “Nationwide System” from an empirical perspective, so as to demonstrate whether there …

Developmental Disabilities Network Journal
COVID-19 presented a public health emergency in the U.S., resulting in severe illness, hospitalizations, high mortality rates, and long-term adverse health care conditions. Several studies examined the disparities in transmission rates, barriers to care, and negative health outcomes for persons with disabilities, particularly people with intellectual and developmental disabilities (I/DD). While data revealed similar trends among Black, Hispanic or Latino/a/x/e, Native, Indigenous, and Asian people, outcomes are compounded for people of color with I/DD. Several historical, pervasive, systemic, structural, and attitudinal barriers have constrained healthcare access and adequate treatment, instigating feelings of distrust among those in systems of care. Although …
Reimagining Disability: A Call To Action, Paritosh Joshi, Julia Pappageorge
Reimagining Disability: A Call To Action, Paritosh Joshi, Julia Pappageorge
Developmental Disabilities Network Journal
This article focuses on how the medical profession, organizations, and universities should incorporate the social model of disability into their regulations and policies to advance justice for individuals with disabilities. Traditionally, disability has been viewed through the medical model, which postulates that one’s individual body or mind is medically impaired and diminishes the person’s quality of life. The model overemphasizes individual difference or disability diagnosis as something that should be treated at an individual level through medical intervention, and ignores social factors that impact the development of physical and mental conditions. Moreover, this pervasive attitude towards disability permeates institutions and …

Year after year, the Commission on Teacher Credentialing receives a significant number of applicants from those who want to teach in the State of California. Focusing on one of the critical concerns of low student performance and academic achievement begins with identifying potential problems within the education system, such as a lack of quality or best-fit educators in California. Becoming a teacher in the State of California has demonstrated many areas where the credentialing criterion may contain the answers to achieving higher standards and expectations from our youths in California. Incorporating subject-matter exams onto the list of teacher credentialing criteria …

Doctoral Dissertations and Projects
Nearly one in four adults and one in six children in the United States (U.S.) have a disability. Despite the evidence documenting health differences, public health professionals receive inconsistent or little-to-no disability education in graduate public health curricula. Undergraduate public health (UGPH) programs have an expanding role in building the future public health workforce, including the U.S. governmental public health workforce. However, the inclusion of disability-related content within UGPH program curricula is currently unknown. The purpose of this multi-site case study was to conduct preliminary research to describe how disability-related curricula are or can be included in UGPH program curricula …

Recidivism Among Rehabilitated Offenders With Mental Illness: A Quantitative Study, Robert Olando Walker
Doctoral Dissertations and Projects
Offenders with severe mental illness (SMI) found a place within the criminal justice system (CJS) with its most crucial objectives including the reduction of recidivism among discharged offenders and their safe reintegration into a free community as rehabilitated offenders. Beyond the monetary costs of recidivism, the continued potential for criminality among offenders with mental illness (OMI) added enormous costs to all law-abiding citizens and their respective communities. However, no study was found in the literature that attempted to investigate the relationship between recidivism and the successful rehabilitation of patients with mental illness. Those found involved offenders without mental illness and …

Background
The QIC-WD began working with Oklahoma Human Services (OKDHS) in 2017. At that time OKDHS had an average turnover rate of 25% among Child Welfare Specialist (CWS) I and IIs. Agency leaders expressed a desire to better understand turnover rates with an eye toward increasing the retention of more competent performers. A thorough needs assessment led to the decision to design and implement a competency-based personnel selection intervention to address inconsistencies in hiring and better identify candidates with the desired competencies to be hired as a CWS. The evaluation was designed to include an implementation evaluation; a validation …

In this study, we delve into the public diplomacy discourse of Ukrainian President Volodymyr Zelenskyy during the ongoing crisis of the Russo-Ukrainian War. We aim to conduct a computational analysis of Zelenskyy's English, Russian, and Ukrainian speeches, exploring the linguistic patterns and code-switching employed in his discourse. The study period encompasses Russia’s build-up to and full-scale invasion of Ukraine from May 2019 to May 30, 2023. This time frame is crucial as it captures the dynamic development of the crisis and the expansion of Zelenskyy's presidency, providing a unique context for analyzing his public diplomacy efforts. The economic response of the US government to the COVID-19 pandemic envisions massive investment in infrastructure construction. Yet, governments contract out public works and might lack the capacity to meet the increased demand for new construction. Drawing on a mix of survey and interview data, we identify critical deficiencies in contract capacity that might lead to a loss of public resources and further erode trust in the government. We propose a plan for restructuring public procurement systems and offer solutions around four foci: collaboration, training, flexibility, and sustainability. This transformation path would enhance government contract capacity and use markets to …

Understanding The Dynamics Of Accountability In The U.S. Public Sector, Jisang Kim
Legacy Theses & Dissertations (2009 - 2024)
Building upon the historical Friedrich-Finer debate of the 1940s, this dissertation has shed light on the critical issue raised by these two scholars: the tension between accountability and autonomy inherent in public administration (PA). Over the last 80 years, the landscape of accountability in PA has dramatically changed due to the drastic expansion of the scope and role of government, which were never anticipated at the time of the debate. Many public administrators are now highly specialized experts dealing with complex issues, and holding them accountable for their actions and decisions has become much more challenging. Consequently, the unresolved tension …

Passenger satisfaction is extremely important for the success of a public transportation system. Many studies have shown that passenger satisfaction strongly depends on the time they have to wait at the bus stop (waiting time) to get on a bus. To be specific, user satisfaction drops faster as the waiting time increases. Therefore, service providers want to provide a bus to the waiting passengers within a threshold to keep them satisfied. It is a two-pronged problem: (a) to satisfy more passengers the transport planner may increase the frequency of the buses, and (b) in turn, the increased frequency may impact …
