The American Bubble: International Traffic In Arms Regulations And Space Commerce, Roger Handberg Nov 2023

The American Bubble: International Traffic In Arms Regulations And Space Commerce, Roger Handberg

Space and Defense

International space commerce in the United States (U.S.) has entered into a period of great uncertainty regarding its current and future competitiveness and marketability of its products. This question arises because the U.S. with regard to space commerce remains frozen in a posture established first during the Cold War. The concern then was that no critical technologies be made available to U.S. enemies and their fellow travelers. The former were obvious while the latter were more problematic since that group also included states with which the U.S. wished to establish more positive relations including international trade. The mechanism used to …

Space Control, Diplomacy, And Strategic Integration, R. Joseph Desutter Nov 2023

Space Control, Diplomacy, And Strategic Integration, R. Joseph Desutter

Space and Defense

As U.S. space capability came of age in the early 1960s it made substantive arms control negotiations possible. Arms control proponents like to argue that treaties, in turn, legitimated spy satellites by acknowledging their existence and sanctioning their use for verification. But the half-century old relationship between satellite technology and arms control has hardly been marked by such reciprocity. While satellite technology has enabled arms control, arms control has imposed nontrivial constraints on America’s strategic exploitation of outer space. In bureaucratic terms, Department of Defense (DOD) exploitation of outer space has been retarded by State Department instruments that were only …

Establishing Space Security: A Prescription For A Rules-Based Approach, Theresa Hitchens, Michael Katz-Hyman Nov 2023

Establishing Space Security: A Prescription For A Rules-Based Approach, Theresa Hitchens, Michael Katz-Hyman

Space and Defense

The question of what constitutes the proper military uses of space is not just a debate over space weapons and attacks on satellites. It is a debate that sheds light on the fundamental decisions that states and their citizens will have to make over the next century as we both explore and exploit space for its scientific, strategic, and economic value. Furthermore, the context of this debate changes year to year as the physical and political environment of space changes.

Viewpoint: Space Law And The Advancement Of Spacepower, Peter L. Hays

Space and Defense

The opinions, conclusions, and recommendations expressed or implied in this paper are those of the author and do not necessarily reflect the official policy or position of the United States Air Force, Department of Defense, or United States Government. The author thanks David Koplow, Phil Meek, and Michael Saretsky for their extremely helpful comments on previous versions of this article.

Space law has and should continue to play an essential role in the evolution of spacepower. Testing the principle of “freedom of space” and helping establish the legality of satellite overflight were primary objectives of NSC- 5520, the first U.S. …

An Alternative View On Space Deterrence, Dwight D. Rauhala, Jonty L. Kasku-Jackson Nov 2023

An Alternative View On Space Deterrence, Dwight D. Rauhala, Jonty L. Kasku-Jackson

Space and Defense

The authors of the “Space Deterrence” report provide thoughtful, common sense recommendations to strengthen space deterrence, and given the complexity of deterrence, provide a “layered defense” strategy. The first recommendation given was to improve space situational awareness (SSA). As the authors acknowledge, these recommendations are not “cost constrained.” Although this and other recommendations bear consideration, one difficult task will be in addressing potential costs. The next recommendation is to develop internal red lines, a system by which internal alerts provide notifications to the “national command authority.” (National Command Authorities was a term that referred collectively to the President of the …

Strategic Communications With China About Space, Joan Johnson-Freese Nov 2023

Strategic Communications With China About Space, Joan Johnson-Freese

Space and Defense

In 2006, I published an article entitled “Strategic Communication with China: What Message About Space?”1 The article pointed out that difficulties encountered in trying to convey its message regarding the Global War on Terror to a global audience had convinced the United States, or at least the Defense Science Board, that it needed to use strategic communications more effectively. From there I extrapolated, “If one believes that big problems are best tackled in small bites, ‘space’ perhaps offers an area where the United States can begin to understand and tackle some of the strategic communication issues it faces.”2 Communication mishaps …

The Permanence Of Racism In Tennessee Public Schools, Jarral Yokley Nov 2023

The Permanence Of Racism In Tennessee Public Schools, Jarral Yokley

Dissertations

The qualitative case study exposed the permanence of racism beginning in the antebellum public schools of Nashville and continued in the current actions in the Tennessee legislature with the expulsion of two Black male legislators. Critical race theory is used as the main descriptor for the actions of White politicians and legislators in Tennessee who continue the oppressive treatment of Black people in the state of Tennessee.

White members of the Tennessee legislature have attempted to strategically continue white supremacy in their decision to display a depiction of one of the most deplorable, racists in the history of the state …

Understanding Incarcerated Education: A Review Of The Digital And Gender Inequality Impacts Of Accessibility And Inclusivity Of Higher Education For Incarcerated Students, Bianca R. Parry Phd Nov 2023

Understanding Incarcerated Education: A Review Of The Digital And Gender Inequality Impacts Of Accessibility And Inclusivity Of Higher Education For Incarcerated Students, Bianca R. Parry Phd

Journal of Prison Education Research

Education in the correctional environment is endorsed as an effective rehabilitative tool linked to reducing recidivism and improving reintegration. Unfortunately, while researchers from the Global North are particularly active on the subject of the accessibility of digital education in corrections, the same cannot be said for the Global South. Of further concern is that few of the studies conducted have focused specifically on incarcerated women’s access to education. As discussed in the literature review to follow, research regarding higher education in corrections has the potential for expanding academics, stakeholders, and policy makers understanding of incarcerated students’ pathways towards education attainment. …

Chinese Intentions In Space: A Historical Perspective For Future Cooperation, Gregory Kulacki Nov 2023

Chinese Intentions In Space: A Historical Perspective For Future Cooperation, Gregory Kulacki

Space and Defense

The United States (U.S.) is opening a new dialogue with China on cooperation in space that includes human space flight. The announcement appeared in the Joint Statement issued by U.S. President Obama and Chinese President Hu in Beijing, China on 17 November 2009. The two leaders also agreed “the two countries have common interests in promoting the peaceful use of outer space and agree to take steps to enhance security in outer space.”1 These are significant shifts in U.S. civilian and military space policy. The U.S. ended cooperation in space with China more than a decade ago2 and consistently refused …

Lawful Response To Attacks On Space Systems, James D. Rendleman Nov 2023

Lawful Response To Attacks On Space Systems, James D. Rendleman

Space and Defense

What means may a nation lawfully employ to respond to and to defeat threats and attacks on its space systems? Treaties and customary law provide a strong incentive to limit space activities to non-aggressive “peaceful purposes.” They do not, however, proscribe space warfare or preparation for such conflict. Space system components are thus at risk, and can be attacked, degraded, or destroyed, simultaneously or each in detail. The use of force is allowed only in self-defense against an “armed attack” or in accord with authorization of the United Nations (UN). Kinetic, electromagnetic, or information operation attacks against space systems are …

Space Crisis Management: Filling The Gaps, Jana Robinson, Michael Romancov Nov 2023

Space Crisis Management: Filling The Gaps, Jana Robinson, Michael Romancov

Space and Defense

The geopolitical influence of countries is most often measured by their economic strength, government stability, technological achievements, defense capabilities and overall international standing. For the United States and other select countries, space offers major strategic advantages and many nations are now competing to derive greater civilian, commercial, and military benefits from their presence in space. Protection of space assets and ensuring a stable and safe space environment are the responsibility of those that operate them, as well as those that formulate space policies. The quest for a workable space regime is appearing more often on the agendas of national and …

Arms Control In The Third Space Age: Assessing International Efforts To Regulate Military Operations In Outer Space In The “3 C’S” Era, Walt Conrad, Justin Anderson, Sarah Jacobs Gamberini Nov 2023

Arms Control In The Third Space Age: Assessing International Efforts To Regulate Military Operations In Outer Space In The “3 C’S” Era, Walt Conrad, Justin Anderson, Sarah Jacobs Gamberini

Space and Defense

Preserving1and protecting the free and open use of outer space benefits all space-faring nations and is vital to U.S. national interests. U.S. military and civil space operations, however, face a number of growing challenges. Several countries possess or are developing means to disrupt or destroy space systems; space debris threatens the safe passage of spacecraft; and outer space is an environment where the United States now competes with a rapidly growing number of other space-faring nations. To remain the world’s preeminent military space power, the United States must consider a variety of means and strategies to address these challenges.

Identifying America’S Vital Interests, Adam Lowther, Casey Lucius Nov 2023

Identifying America’S Vital Interests, Adam Lowther, Casey Lucius

Space and Defense

As the Department of Defense (DoD) continues to shift its focus from Europe to the Asia-Pacific while also attempting to meet budgetary challenges, academics and analysts are examining the nation’s difficult financial outlook and contemplating not only the kind of military the United States needs, but the kind it can afford. Such considerations are, however, putting the cart before the horse. A much more basic challenge faces the country. Simply stated, the United States has no clearly defined and broadly accepted set of national interests. Instead, as one report noted, “Many find it difficult to distinguish between America’s national interests …

Terror On High: Deterring Asat, Stephen Shea, Mathew Johnson, Alfredo Zurita Nov 2023

Terror On High: Deterring Asat, Stephen Shea, Mathew Johnson, Alfredo Zurita

Space and Defense

Student Contribution:

As technology becomes even more pervasive in daily life, valuable and relatively vulnerable space assets will inspire greater desire to attack U.S. power through space.1 As a result, Anti-Satellite (ASAT) deterrence, a fledgling area of study, will need to be developed and addressed in detail. The proceeding essay will attempt to answer the following questions. What motivates space attacks? How will the enemy try to attack our space assets? What can be done to deter future ASAT attacks?

Cyber Deterrence: Is A Deterrence Model Practical In Cyberspace?, Nathaniel Youd Nov 2023

Cyber Deterrence: Is A Deterrence Model Practical In Cyberspace?, Nathaniel Youd

Space and Defense

Student Contribution:

After reconsidering massive retaliation versus escalation dominance concepts from nuclear deterrence, escalation dominance, investing in capability to respond proportionally at each level of cyber attack, may be the most practical and effective military strategy for strengthening cyber deterrence.

Argentina Space: Ready For Launch, Daniel Blinder Nov 2023

Argentina Space: Ready For Launch, Daniel Blinder

Space and Defense

Desire for a comprehensive space program, one that includes an indigenous satellite launch capability, motivated Argentina to strengthen relevant policy institutions and carefully reconsider its approach in foreign affairs. In the process, this space power on the semi-periphery bridged bitter domestic partisan differences on the federal budget and allayed security fears of the international community, fulfilling at least some important national objectives regarding economic development as well as Argentinean access to space.

Cyberwar: Clausewitzian Encounters, Marco Cepik, Diego Rafael Canabarro, Thiago Borne Ferreira

Space and Defense

As Clausewitz’s masterpiece suggests, language matters for how states conceptualize and plan for war. ‘Cyberwar’, now on the lips of nearly every national security policymaker, may turn out to be a misnomer.

Organizational Change Process Milwaukee - Site Intervention Logic Model, Quality Improvement Center For Workforce Development

Other QIC-WD Products

Each QIC-WD site developed a logic model to serve as a visual representation of their selected intervention. All logic models included four main components: inputs, activities, outputs, and outcomes. Collectively, these demonstrate the resource and actions required to implement the program, as well as the associated result of changes anticipated through implementation of the program. The hypothesized relationships are represented by the pathways connecting the listed activities and anticipated outcomes.
