What's Right With Welfare? The Other Face Of Afdc, Ronald B. Dear Jun 1989

What's Right With Welfare? The Other Face Of Afdc, Ronald B. Dear

The Journal of Sociology & Social Welfare

Eleven million people, mostly mothers and children, depend on Aid to Families with Dependent Children, America's largest child welfare program. Much is wrong with AFDC welfare, and serious efforts are being made, again, to reform it. So far, no major attempts at reform have been successful. If reform is to succeed, we must understand what needs to be corrected and what does not.

What's right with welfare? This study, not an apology or excuse for AFDC, answers that rarely asked question. Part I surveys background. Part II cites myths and criticisms of AFDC and portrays poverty as it afflicts children …

Signals Intelligence In World War Ii Ultra And The Air War In Europe, Demetrio J. Perez Jun 1989

Signals Intelligence In World War Ii Ultra And The Air War In Europe, Demetrio J. Perez

Graduate Program in International Studies Theses & Dissertations

(First paragraph) In recent years the study of military intelligence, particularly when viewed from a historical context, has acquired new significance. As military historians attempt to find a correlation between wartime events and the intelligence activities supporting those events, many serious works in this field have emerged. Some accounts of World War II military intelligence deal with the subject in terms of its benefits to the field commander. Others take a more extreme view and argue that major wartime successes resulted more from good intelligence than from good leadership.

Mine Warfare In The Russian And Soviet Navies, Jeffrey K. Bray May 1989

Mine Warfare In The Russian And Soviet Navies, Jeffrey K. Bray

Graduate Program in International Studies Theses & Dissertations

This thesis examines the development of technology, tactics, strategy, and organization of mine warfare in the Russian and Soviet navies from 1807 to the present. The author reviews the trials and tribulations of the development of naval mines and their employment within these two navies. This development has been primarily driven by the needs of war and advances of technology. In spite of occasional setbacks, the Russian and Soviet mine warfare forces continued to provide support to the overall naval and central policies of their respective governments. This support has often been during times of high tension and limited resources. …

The Effect Of Government Deficits On Consumption And Interest Rates: A Two Equation Approach, Dean D. Croushore Apr 1989

The Effect Of Government Deficits On Consumption And Interest Rates: A Two Equation Approach, Dean D. Croushore

Economics Faculty Publications

Single-equation estimation of the consumption function often is used in testing the Ricardian equivalence theorem. This approach may be misleading, as effects on interest rates usually are ignored. This paper proposes simultaneous estimation of consumption and investment equations, with the interest rate serving to equilibrate the market. Five existing studies are replicated and subjected to sensitivity tests. The results show that the interest rate is important in the consumption function. The Ricardian equivalence theorem is tested, but the results are mixed.

Arctic Leverage: Canadian Sovereignty And Security, Nathaniel French Caldwell Jr. Apr 1989

Arctic Leverage: Canadian Sovereignty And Security, Nathaniel French Caldwell Jr.

Graduate Program in International Studies Theses & Dissertations

In 1987 the Canadian government recognized that in order to be a major player in collective security with the United States and NATO, it would have to make a significant contribution to the common defense. However. since Canada could not hope to outspend the larger powers, its contribution would have to be leveraged by control of a strategic piece of real estate -- the Canadian Arctic. The major program to enhance Canadian control of the Arctic would be the acquisition of ten-to-twelve nuclear attack submarines. That submarine force was sold to the public and Parliament as a means to enhance …

Implementation And Database Issues Involved In Enhanced 9-1-1 Emergency Services And Rural Addressing Systems, Kenneth Dueker, George Mason, Rodney Jennings

Center for Urban Studies Publications and Reports

The purpose of this paper is to explore the transition from the 9-1-1 single number emergency service request system to an enhanced single number system. An enhanced system is one that displays the address of the telephone which is being used to report an emergency and uses that address to identify the correct unit for dispatch. Though the technology has been available for some time now, surprisingly few enhanced systems have been fully installed. Telephone company franchise and jurisdictional boundaries rarely coincide, making it difficult to achieve cooperation in bringing together governments and competitive telephone companies. Outlined below is an …

The Allure Of Value-Added Taxes: Examining The Pros And Cons, Murray L. Weidenbaum, Ernest S. Christian Jr Feb 1989

The Allure Of Value-Added Taxes: Examining The Pros And Cons, Murray L. Weidenbaum, Ernest S. Christian Jr

Murray Weidenbaum Publications

Compared to most other developed Western nations, the United States relies far less heavily on consumption-based taxes. In practice, much of the impact of shifting to a higher consumption tax would depend on how the tax is structured. The two major policy alternatives are an expenditures tax levied on total purchases within an accounting period or a value-added tax collected on each purchase.

New Approaches Needed For Water Quality Gains In The 1990s, Gerald L. Willet Jan 1989

New Approaches Needed For Water Quality Gains In The 1990s, Gerald L. Willet

Journal of the Minnesota Academy of Science

In the land of 15,000 lakes, 91,944 river miles and a trillion gallons of ground water, the summer of 1988 saw the unlikely come to pass. The mighty Mississippi dropped to less than one-tenth of its normal flow. Crops withered, grass turned brown, and well pumps burned out in the most hellish heat wave since the 1930s.

While the drought was primarily an issue of insufficient water quantity, it also served to focus additional attention on water quality. Water quality concerns are not new to Minnesota, which has led the nation in protecting the environment for two decades. Nonetheless, the …

Suburban Congestion The Twin Cities Real Transportation Problem, Richard P. Braun, Amy M. Vennewitz Jan 1989

Suburban Congestion The Twin Cities Real Transportation Problem, Richard P. Braun, Amy M. Vennewitz

Journal of the Minnesota Academy of Science

Suburban Congestion. What is it and why is it the Twin Cities' rea/transportation problem?

Webster's dictionary defines the word "congestion" as a condition of overcrowding, overburdening, or an excessive accumulation to the point of obstruction. Though the term "suburban congestion" does not have a precise definition, most persons living in urban areas today have a clear perception of what suburban congestion entails. Images of overcrowded freeway lanes, snarled intersections, endless queues of cars and bumper-to-bumper, stop and go traffic jump quickly to mind.

The Twin Cities and metropolitan areas all across the nation are reaching a "suburban congestion crisis" brought …

Radical Perspectives On The Rise Of Fascism In Germany, 1919-1945, Michael N. Dobkowski, Isidor Wallimann Jan 1989

Radical Perspectives On The Rise Of Fascism In Germany, 1919-1945, Michael N. Dobkowski, Isidor Wallimann

Books

The rise of National Socialism in Germany and the resulting Holocaust has proven to be one of the most engaging subjects of historical reflection. Rather than presenting the Weimar Republic as a failed democracy, flawed in both its political culture and its democratic institutional tradition, and undermined by an economic collapse, the emphasis here will be on seeing it as a developed capitalist society with distinct structural deficiencies and contradictions that weakened it from the outset.

S.T.A.R.T. Economic Development Action Step Packet - Community Image And Marketing, Center For Public Affairs Research (Cpar)

Publications

Lack of a clear community image, or the presence of a negative or ambivalent image, may emerge during your S.T.A.R.T. Economic Development strategic planning sessions as a reason for economic difficulties. Image problems are often perceived as a major cause of declining sales, conflicts, residents shopping elsewhere, and young people leaving. Although a negative image may be only part of the reason for (or a product of) economic decline, it usually has some influence on the community economy. Image is manifest in feelings of pride or embarrassment about the community-its streets, houses, lawns, city buildings, and businesses. A lack of …
