School Desegregation And Urban Renewal In Norfolk, 1950-1959, Forrest R. (Hap) White Apr 1991

School Desegregation And Urban Renewal In Norfolk, 1950-1959, Forrest R. (Hap) White

Theses and Dissertations in Urban Services - Urban Education

Although a number of scholars have examined the impact that the U.S. Supreme Court's Brown v. Board of Education decision had upon local school policies, there is a paucity of research on what repercussions that decision may have had upon a broad range of other related municipal issues. This historical case study explores the effect that opposition to court ordered school integration had upon the placement of school buildings and urban renewal projects in one Southern city, Norfolk, Virginia, where there was strong reason to believe that the municipal powers of school plant planning, redevelopment, and city planning were deliberately …

Social Investment In Massachusetts Public Higher Education: A Comparative Analysis, Clyde W. Barrow Mar 1991

Social Investment In Massachusetts Public Higher Education: A Comparative Analysis, Clyde W. Barrow

New England Journal of Public Policy

State expenditures on public higher education are increasingly viewed as a social investment that is necessary to sustain economic growth in a postindustrial economy. However, an analysis of comparative data indicates that state support for such education was below national averages during the 1980s and, when compared to its major competitor states, Massachusetts ranks poorly in support for these institutions. This article concludes that unless state support is increased over the next decade, Massachusetts will risk losing its competitive economic position, while educational administrators will be forced to choose between access or quality in public higher education.

Editor's Note, Padraig O'Malley Mar 1991

Editor's Note, Padraig O'Malley

New England Journal of Public Policy

This issue of the New England Journal of Public Policy was conceived during the hot, slow days of early August when Saddam Hussein's marauding armies swallowed Kuwait. Contributors made revisions to their manuscripts while President George Bush committed the United States to protecting Saudi Arabia's oligarchy (read "oil for the West"), requiring a military buildup in the harsh sands that was larger than anything of its kind since World War II. The admen in the Pentagon came up with the catchy little logo Desert Shield. Repeated calls by the coalition of nations, led by the United States, for Saddam Hussein's …

Effects Of A Reemployment Bonus Under Differing Benefit Entitlements, Or, Why The Illinois Experiment Worked, Carl Davidson, Stephen A. Woodbury Mar 1991

Effects Of A Reemployment Bonus Under Differing Benefit Entitlements, Or, Why The Illinois Experiment Worked, Carl Davidson, Stephen A. Woodbury

Conference Papers

Fifty-eight percent of the workers enrolled in the Illinois Claimant Bonus experiment were eligible for 38 weeks of Unemployment Insurance (UI) benefits--26 weeks of state-regular benefits plus 12 weeks of Federal Supplemental Compensation (FSC). The other 42 percent were eligible for only 26 weeks of state-regular UI benefits. We find that the Claimant Bonus treatment--an offer of $500 in cash for rapid reemployment--reduced the duration of insured unemployment by about 1.8 weeks for workers who were eligible for 38 weeks of UI benefits, but by only about 0.75 week for the workers who were eligible for 26 weeks of UI. …

Regulating Air Toxics In Rhode Island: Policy Vs. Technical Decisions, Julie A. Roque Mar 1991

Regulating Air Toxics In Rhode Island: Policy Vs. Technical Decisions, Julie A. Roque

RISK: Health, Safety & Environment (1990-2002)

Dr. Roqu6 recounts her work as a doctoral candidate at Brown in developing standards for the regulation of airborne carcinogens. Based in part on this experience, she argues that care needs be taken lest those who regulate Risk bury key policy decisions within a mass of often irrelevant technical details.

Occasional Paper No. 091-1: Small Towns Lack Capacity For Successful Development Efforts, B. J. Reed, David F. Paulsen

Publications

Smalltown residents in Nebraska put a high premium on the need for economic development efforts, yet most think their towns' efforts fall short. Some towns, especially the smallest, don't even try to put together a development project. And those that do try often need help of a kind that State and Federal agencies do not offer. Nonetheless, Nebraska is trying some new programs that match State aid with a town's needs and willingness for self-help. Based on a survey of 135 small towns in Nebraska.

2nd Annual Idaho Public Policy Survey, Survey Research Center, School Of Social Sciences And Public Affairs, Boise State University

Annual Idaho Public Policy Surveys

The Idaho Policy Survey is a continuing program in the College of Social Sciences and Public Affairs at Boise State University. Its primary purpose is to examine public opinion on issues that are currently the subject of debate or that civic leaders have identified as potentially important on the state's agenda.

Polling has become commonplace in contemporary American life. When designed and administered properly, po.lls are an effective way to gauge beliefs, attitudes, and opinions on a range of prominent issues. Although the Idaho Policy Survey provides an overview of citizen concerns and preferences, it does not make policy recommendations. …

Be All You Can Be (Without The Protection Of The Constitution), Keith M. Harrison

Law Faculty Scholarship

[Excerpt] “Despite the generous inclusion by President Reagan of the many soldiers, sailors, airmen, and marines in the concept of "the people" of this republic, it is not altogether dear whether one whose status has changed from ordinary "citizen" to "a member of the armed forces" can legitimately claim any of the constitutional protections of citizenship until he or she is no longer a member of the armed forces. In the course of this nation's history the Supreme Court has denied some or all of the protection of the Constitution to many groups of people, including African-Americans, 2 women,3 Native …

Report Of The Subcommittee On First Amendment And Land Use, Alan C. Weinstein, Edward H. Ziegler Jr. Jan 1991

Report Of The Subcommittee On First Amendment And Land Use, Alan C. Weinstein, Edward H. Ziegler Jr.

Law Faculty Articles and Essays

In recent years, there has been a marked expansion in the types of uses, both commercial and nonprofit, that challenge land-use regulations on First Amendment grounds. This expansion is occurring for two reasons. First, "land use and the first amendment" is a developing area in the law. As is typical of developing areas in the law, litigants are encouraged to bring cases because the law is unsettled and they hope to create significant new rights. Second, a number of societal factors have coalesced to create a greater potential for conflict when government regulates the use of land. In part, this …
