The Predictors Of Self-Censorship On College Campuses, Henry I. Long Jan 2025

The Predictors Of Self-Censorship On College Campuses, Henry I. Long

CMC Senior Theses

Across U.S. colleges, speech climates are poor. Self-censorship and discomfort expressing views are common. At the same time, we find wide variation in speech climates across different institutions. This study is the first to identify factors that predict variation in speech climates. Drawing on data from multiple sources, including a survey of 58,807 undergraduates across 257 colleges and universities from the Foundation from Individual Rights and Expression (FIRE), this study constructs a first-of-its-kind dataset to test three core theories of self-censorship found in the literature—student-centric theories, faculty-centric theories, and administrator-centric theories. We find moderate evidence to support each theory. Overall, …

Procedural Reform And One-Sided Litigation: Evaluating The Impact Of California’S Fair Debt Buying Practices Act, Kaitlyn Seever Jan 2025

Procedural Reform And One-Sided Litigation: Evaluating The Impact Of California’S Fair Debt Buying Practices Act, Kaitlyn Seever

CMC Senior Theses

This study evaluates whether California’s Fair Debt Buying Practices Act (CFDBPA), effective January 2014, improved litigation outcomes in consumer debt lawsuits. The CFDBPA sought to curb abusive practices by imposing heightened documentation requirements on debt buyers. Using a dataset of 535,766 limited-jurisdiction debt collection cases filed in Los Angeles County between 2012 and 2022, a constrained difference-in-differences event study design compares outcomes between secondary and non-secondary debt buyers before and after the law’s implementation.

The analysis finds modest changes: dismissals for secondary buyers increased slightly relative to non-secondary buyers, but default judgment rates remained high. Defendant response rates declined for …

Reckoning With Social Policy In Utility Regulation, Alexandra B. Klass, Gabriel Chan Jan 2025

Reckoning With Social Policy In Utility Regulation, Alexandra B. Klass, Gabriel Chan

Articles

State public utility regulation in the energy sector is undergoing a rapid transformation driven by public and private investment in clean energy deployment, the corresponding threat to incumbent fossil fuel interests, and growing demands for energy justice. This transformation will impact many aspects of societal well-being—from energy insecurity in disadvantaged communities to dramatic shifts in energy-sector employment—so it is unsurprising that public utility commissions would engage with social policy concerns. However, for decades, state courts and utility stakeholders have admonished commissions that they are economic regulators and that their jurisdiction does not include social policy. This Article shows that state …

Defederalizing Opioid Addiction Care, Matthew B. Lawrence Jan 2025

Defederalizing Opioid Addiction Care, Matthew B. Lawrence

Faculty Articles

Lack of access to evidence-based care for drug addiction is an urgent problem amid a decades-long overdose crisis that kills tens of thousands of Americans a year. Opioid addiction is the primary driver of overdoses today, and medicines exist to treat such addiction that can dramatically improve quality of life while reducing the risk of deadly overdose by more than half. Yet fewer than one in four of the nine million Americans who need such evidence-based medical care for their addiction receive it. Chief among barriers to access are restrictive and burdensome federal requirements limiting the use of narcotic medications …

Societal adaptation to rising sea levels requires robust projections of the Antarctic Ice Sheet's retreat, particularly due to ocean-driven basal melting of its fringing ice shelves. Recent advances in ocean models that simulate ice-shelf melting offer an opportunity to reduce uncertainties in ice–ocean interactions. Here, we compare several community-contributed, circum-Antarctic ocean simulations to highlight inter-model differences, evaluate agreement with satellite-derived melt rates, and examine underlying physical processes. All but one simulation use a melting formulation depending on both thermal driving (T⋆) and friction velocity (u⋆), which together represent the thermal and ocean current forcings at the …

Lgbtqia+ Hate Crimes And State Non-Discrimination Policies: An Analysis, Jillian Jones Jan 2025

Lgbtqia+ Hate Crimes And State Non-Discrimination Policies: An Analysis, Jillian Jones

Midwest Social Sciences Journal

While LGBTQIA+ rights have been increasing in the United States for decades, many states do not have non-discrimination policies that protect individuals based on their gender identity and sexual orientation. This lack in protection leaves many LGBTQIA+ individuals vulnerable to experiencing discrimination and harassment, which could lead to hate crimes, cultivating an environment of passive tolerance rather than active resistance. Active resistance can be achieved through the passage of non-discrimination policies, as well as addressing minority stress that LGBTQIA+ individuals can be susceptible to when they are actively experiencing or anticipating discrimination and harassment. This research paper addresses whether the …

Huchum: The Legacy Of Fire Suppression, Indigenous Land Management, And Media Representation, Carolyn Coyne Jan 2025

Huchum: The Legacy Of Fire Suppression, Indigenous Land Management, And Media Representation, Carolyn Coyne

Pomona Senior Theses

In my thesis, I examine how various forms of news media from the 1900s to present day in Ohlone territory have framed a particular hegemonic ideology around fire that matches early colonial journal entries – an ideology that is fueled by fear, sensationalism, and exclusion and directly commits violence against the Ohlone people. I investigate this time period because this is when modern news corporations, like The New York Times, rose into prominence. Specifically, I question how media representations of fire inform regulations over controlled burns; what are the similarities in discourse between media framing and policy? What tactics are …

Norfolk Core Redevelopments And Population Disruption Dispersal, Sumner Darling Jan 2025

Norfolk Core Redevelopments And Population Disruption Dispersal, Sumner Darling

Institute for the Humanities Master's Papers, Projects, and Capstones

This project is an analysis of the racial impacts of the redevelopment of the downtown area of Norfolk, Virginia in the period of 1939-1959. The overall goal is to understand the ethnic and racial impacts of redevelopment and how populations were treated differently during the two styles of redevelopment that were employed in the city. The existing research on this topic tends to focus on the segregation of the education system in the city over the community population segregation. This makes it difficult to find sources that show the impacts of other factors like redevelopment of minority communities. Through research …

Hierarchies Of Violence, Victimhood, And Remedy In The Pursuit Of Women's Rights After War, Marie Berry, Milli Lake, Sinduja Raja, Soraya Zarook Jan 2025

Hierarchies Of Violence, Victimhood, And Remedy In The Pursuit Of Women's Rights After War, Marie Berry, Milli Lake, Sinduja Raja, Soraya Zarook

English Faculty Publications

Recent postwar recovery efforts have paved the way for reforms that advance women's participation in politics, inclusion in the economy, and access to justice. In this article, we show how a singular emphasis on gender reforms after war that are inattentive to other societal cleavages can leave various forms of marginalization in the shadows. Subnational interviews on the reverberations of gender reforms in five postwar countries expose three hierarchies that structure access to rights for war-affected communities. We reveal which violence is privileged, whose violence is privileged, and which responses are privileged from the perspectives of differently situated war-affected women, …

Beyond The Gas Tax: Evaluating Oregon’S Road Usage Charge (Orego) As A Model For Sustainable Infrastructure Funding, Gilles David Kwekam Jan 2025

Beyond The Gas Tax: Evaluating Oregon’S Road Usage Charge (Orego) As A Model For Sustainable Infrastructure Funding, Gilles David Kwekam

MPA/MPP/MPFM Capstone Projects

Fuel tax revenues are declining nationwide due to electric vehicle adoption, improved fuel efficiency, and long periods without rate adjustments. This erosion has created long-term instability in transportation funding, including in Oregon, where revenue no longer aligns with road use. Road usage charges (RUCs) offer a potential replacement by charging drivers per mile traveled rather than per gallon consumed. However, their success depends less on technology and more on how programs are designed and governed.

This capstone examines which design features make RUC programs effective, using Oregon’s OReGO program as the central case. A Qualitative Comparative Analysis (QCA) comparing Oregon, …

Commissioned by the Kentucky League of Cities, this study investigates viable policy solutions to ensure long-term fiscal stability for municipal road funding in an electrifying transportation landscape. Drawing from comparative analyses of peer and neighboring states, the report evaluates alternative funding mechanisms such as road usage charges, EV-specific registration fees, …

Empowering U.S. Allies In The Indo-Pacific: An "America First" Approach To Great Power Competition, Nathaniel Benjamin Jan 2025

Empowering U.S. Allies In The Indo-Pacific: An "America First" Approach To Great Power Competition, Nathaniel Benjamin

Graduate Theses/Dissertations

The Indo-Pacific is the primary area for Great Power Competition between the United States and China. China’s rapid but cautious rise has allowed it to achieve a position that threatens to upset the norms and rules of the U.S.-led system in the region. The second Trump Administration has pursued an “America First” policy since taking office in January 2025, but pushing U.S. allies to take on more responsibility for their own defense will not be enough. U.S. allies are major regional players and should be trusted to uphold the principles of the current international system; therefore the U.S. must limit …
