Sea-Level Rise Perceptions And Adaptation Strategies In South Carolina’S Coastal Tourism Destinations: Perspectives Of State And Local Officials, Tzu-Hsuan Tseng

Sea-level rise poses a significant threat to coastal communities worldwide, yet understanding of how governance systems respond to this slow-onset hazard remains limited. This qualitative study examined how state and local government officials in South Carolina perceive sea-level rise risks and develop adaptation strategies in coastal tourism destinations.

Drawing on Resilience Theory and employing a phenomenological interviewing approach, this research analyzed perspectives from three South Carolina Office of Resilience officials and five local officials responsible for Myrtle Beach, Charleston, and Hilton Head Island. Data were analyzed using Reflexive Thematic Analysis.

Wildfires are becoming increasingly frequent and severe, creating growing risks for mid-sized communities with limited emergency response resources. The January 2025 Los Angeles wildfires—which burned more than 57,000 acres and destroyed over 18,000 structures—underscore the urgent need to strengthen wildfire response strategies through the integration of unmanned aerial systems (UAS) (Hardy, 2025).

This study develops a scalable framework for drone-assisted wildfire response in resource-constrained environments. Using the city of Waynesboro, Virginia, as a case study, the research examines how mid-sized jurisdictions can integrate unmanned aerial vehicles (UAVs) to improve preparedness, response, and recovery. Local governments create community redevelopment agencies (CRAs) to enhance economic and redevelopment opportunities within their communities through public-private partnerships funded with tax increment financing (TIF). The use of increment revenue, the complexity of public-private partnerships, and the controversies surrounding CRAs can lead to community concerns and opposition. Purpose: Polygenic embryo screening (PES) examines embryos for their genetic likelihood of developing complex conditions and traits. The commercialization of PES places reproductive endocrinologists and infertility specialists (REIs) as the primary decision-makers in its use, despite professional guidelines cautioning that PES is not ready for clinical use.

Methods: This survey examines how 152 US REIs perceive and approach potential clinical decision-making scenarios regarding the use of PES.

Results: REIs were more likely to offer PES for medical conditions (up to 62% for cancer) than for traits (eg, 0% for skin color, 10% for body mass index). When evaluating 11 potential …

Should We Flee? The Mortality And Economic Impacts Of Hurricane Evacuation Orders, Lucas Kaplan

I estimate the mortality and county-level regional economic impacts of hurricane evacuation orders using a novel instrumental variables framework. Relative to similarly affected but non-evacuated areas, evacuated counties experience fewer deaths but lower personal income, employment, and business establishments into the second year following the storm, likely stemming from delayed returns in wealthier neighborhoods. I then develop a threshold decision rule that balances the mortality benefits against these persistent economic costs and apply this framework to orders issued from 2016–2022. Focusing on the period from 2021 to 2024, this monograph argues the declassification and public disclosure of US intelligence in anticipation of Russia’s invasion of Ukraine—together with the subsequent sharing of intelligence with Ukraine during the conflict—have significant implications for national security policy making and military operations in future support of allies and partners. GrandFamilies: The Contemporary Journal of Research, Practice and Policy

This ethnographic study explores the caregiving experiences of grandparents in northern Vietnam who are raising grandchildren impacted by HIV/AIDS. Specifically, what is the process of skipped-generation caregiving in families affected by HIV/AIDS in Vietnam? Data were collected between 2009 and 2011 through participant observation and in-depth interviews with 26 grandparent caregivers and eight key informants. Informed by the Caregiving Career framework as a sensitizing concept and using constructivist grounded theory analytic strategies, the study identifies four interconnected caregiving phases shaped by cultural expectations, stigma, and intergenerational disruption. Conflict Resolution has developed as a richly interdisciplinary field; however, its theoretical architecture remains fragmented across distinct bodies of scholarship. Existing approaches offer valuable but often isolated explanations of conflict behavior, limiting their ability to account for its complexity. This thesis addresses this limitation by advancing systems science as an organizing framework for integrating these perspectives. The study examined the critical issue of employee turnover in U.S. federal government agencies and the challenge of retaining highly qualified individuals amid competition from private-sector companies offering employees multiple benefits. It follows Herzberg's Motivation-Hygiene Two-Factor Theory and measures the impact of employee satisfaction, engagement, work-life balance, and performance on turnover intentions. This paper explores the practice of evidence-based policymaking (EBPM) in the municipal council of Santa Fe, Cebu, Philippines. Data for this study is based on a content analysis of the minutes of council sessions and committee meetings from July 2022 to August 2024. The use of evidence in policymaking has caught on among policymakers in the Philippines, at both the national and local levels. However, few studies have examined policymakers' use of evidence in municipal governments, especially those in smaller, less urbanized towns. Grade retention policies create incentives for students to make adequate progress ahead of evaluation. The threat of retention thus has the potential to affect all students’ academic outcomes, increasing achievement especially among students with test scores near the retention policy’s threshold. By using unique data from Ohio which allows us to implement a regression discontinuity design, we find that students exposed to the threat of retention in Grade 3 experience larger learning gains than students who are not under retention threat. Gains in Grade 3 English Language Arts (ELA) are 0.077 SD and although effects partially fade over time, positive …

As the building sector shifts toward community-led energy efficiency (EE) initiatives to mitigate the climate crisis, scaling adoption requires understanding behavioral drivers. This study examines key drivers of EE measure adoption: perceived non-energy benefits, trusted advisors, and behavioral signaling. This research contributes to the energy policy and social science literature by empirically linking social trust with signaling preferences. It extends existing EE adoption decision theories by identifying distinct clusters of “expert” versus “close” advisors across demographic groups. Recent OHA data indicate a significant surge in behavioral health cases among young adults ages 17-26 across Oregon. Every year in Oregon, the total number of young adults receiving medical treatment includes a significant number of them who have behavioral health challenges. This large group of young adults with mental health conditions is vulnerable to suicidal ideation and substance overdose. Despite sincere efforts by the Oregon Health Authority (OHA), the young adult mental health state of Oregon remains a concern. Unspent Donations In Donor Advised Funds - Policy Recommendation, Oriel Nolan-Smith

Billions of dollars are sitting in Donor Advised Funds, delaying support for charitable organizations seemingly at odds with the intent of U.S. charitable tax policy. With no requirement for annual distribution nor timelines for disbursement, Donor Advised Funds allow individual and institutional donors to postpone directing funds to charitable organizations - despite already claiming tax benefits. As a result, some DAFs distribute less than 5% of assets annually, while many of the institutions managing the DAFs continue collecting fees.
