Major legislative actions during the early part of the 115th Congress have undermined the central argument for regulatory reform measures such as the REINS Act, a bill that would require congressional approval of all new major regulations. Proponents of the REINS Act argue that it would make the federal regulatory system more democratic by shifting responsibility for regulatory decisions away from unelected bureaucrats and toward the people’s representatives in Congress. But separate legislative actions in the opening of the 115th Congress only call this argument into question. In today’s microfinance, scholars and policy-makers across the world have emphasized the importance of financial sustainability, or the ability of a microfinance institution (MFI) to finance its operations. In order to reach financial sustainability, MFIs embrace commercialization, a process where an MFI undergoes restructuring in order to open up avenues to capital. Yet, scholars are concerned that this emphasizes on financial sustainability will cause the social good objective to suffer, a phenomenon known as “trade-off.” Indeed, studies have found that commercialization impacts MFI outreach in various ways. Since 1995, sage-grouse (Centrocercus spp.) conservation planning in the western United States has largely been based upon local working groups comprised of federal, state and local governments, environmental groups, landowners, interested citizens. In this article, we review the history and process of these local working groups in western Colorado. These groups are generally convened by one or more government agencies, operate on the general principle of consensus, and have little or no administrative or financial support. Abstract: The Utah Watershed Restoration Initiative (WRI) is a partnership-based program, administered by the Utah Department of Natural Resources, which seeks to improve the functional capacity of high priority watersheds throughout the state. Since its inception in 2006, the WRI partnership has completed nearly 1,500 projects to restore and rehabilitate over 526,091 ha in Utah watersheds. The WRI program is unique to the west, in that it transcends jurisdictional boundaries, and local, state, and federal management authority to focus finite resources on completing high priority conservation projects. The greater sage-grouse (Centrocercus urophasianus) has been the subject of multiple status reviews under the Endangered Species Act (ESA). Wyoming accounts for approximately 38% of the range-wide population. Since 2000, 2 statewide and 8 local citizen working groups have been established in Wyoming to developed conservation plans and advise state policy. The first statewide plan for the conservation of sage-grouse was formally adopted in 2003. The statewide plan established local sage-grouse working groups charged with developing and facilitating implementation of local conservation plans. Those 8 plans were completed in 2007 and 2008, and updated in 2014. From 2005-2017, …

This study seeks to understand how local and national newspaper articles and African American residents frame obstacles to returning to New Orleans after Hurricane Katrina. It explores how recovery planning processes and policy changes influenced the decision-making processes of African Americans displaced to Houston through a content analysis of the media and qualitative interviews with displaced and returned residents. The study shows the media and participants framed disaster recovery policies as creating opportunities and gaps in assistance that varied by location. Participants described how policy decisions that created gaps in assistance compounded the difficulty of returning for working- and middle-class …

Girls for Gender Equity (GGE) is a Brooklyn based, intergenerational organization committed to the optimal development of girls of color. GGE centers the experiences of young women of color, in particular, Black cis and trans young women, LGBTQ and gender nonconforming youth within advocacy campaigns, participatory action research and programming.

Recent discussions of leadership paradoxes have suggested that managers who can hold seemingly opposed, yet interrelated perspectives, are more adaptive and effective. One such paradox that has received relatively little attention is the “Stockdale Paradox,” named after Admiral James Stockdale, an American naval officer who was held captive for seven and one-half years during the Vietnam War and survived imprisonment in large part because he held beliefs of optimism about the future, while simultaneously acknowledging the current reality of the desperate situation in which he found himself. One of the newest theories to gain widespread interest is authentic leadership. Part of the rationale for developing a model and subsequent instrument to measure authentic leadership was a concern that the more popular theory, the full range model of leadership and its instrument, the Multifactor Leadership Questionnaire (MLQ) (Bass & Avolio, 1985), did not sufficiently emphasize aspects of leader emotional intelligence (EI), such as self-awareness (Avolio & Gardner, 2005).

Americans spend 90% of their lives indoors, and much of this time is spent at home, surrounded by building materials that typically have added chemicals like flame retardants, highly fluorinated compounds, and antimicrobials. Recent research has linked these chemicals to adverse health outcomes such as asthma, endocrine disruption, cancer, neurodevelopmental issues, and reproductive problems (Bayer et al., n.d.; Green Science Policy Institute). Maine’s sea urchin resource has provided a critical source of income and cultural value to resource harvesters across the state, yet in the absence of adequate governance mechanisms, the urchin resource quickly succumbed to overharvest and persisting stock decline. Following collapse, the urchin fishery transitioned to an advisory co-management system characterized by increased collaboration between urchin harvesters and resource managers. When a cap-and-trade bill was introduced to the Washington legislature in 2009, it was met with staunch opposition from a coalition of businesses and industry leaders. In the end, the opposing side won when cap-and-trade legislation was removed from the bill. My goal was to better understand if there were differences in how the Pro and Con Coalitions presented policy narratives, and how they may have influenced the policy outcome. Purpose: The purpose of this phenomenological study was to describe the perceptions of Operation Enduring and Iraqi Freedom veterans with PTSD, who are transitioning from active duty to civilian life, regarding their participation in the Disabled Transition Assistance Program.
