Regardless of culture, socio-economic background, and quality of life, all students deserve the highest quality of education. But the reality is, many education systems around the world do not offer it. Investing in structural reforms in education has the potential to boost economic growth in countries around the world. By learning from different education systems strengths and weaknesses, policy decisions can be made that ensure students are given the opportunity for higher educational outcomes. This paper examines the current civil unrest in Hong Kong to determine the underlying causes that are driving Occupy Central and its affiliates to pressure the Central Government in Beijing and the Hong Kong government for universal suffrage. Drawing upon data from the 2003, 2007, and 2010 Asian Barometer, there has been a gradual decline in the level of trust in the Legislative Council and Hong Kong government as the majority of Hong Kong residents have expressed increasing uncertainty about their future economic situation along with their continual distrust in the abilities of government officials to serve the public. The theoretical framework is one of the most important aspects in the research process, yet is often misunderstood by doctoral candidates as they prepare their dissertation research study. The importance of theory-driven thinking and acting is emphasized in relation to the selection of a topic, the development of research questions, the conceptualization of the literature review, the design approach, and the analysis plan for the dissertation study. Using a metaphor of the “blueprint” of a house, this article explains the application of a theoretical framework in a dissertation. The nonprofit sector has seen a 20% increase in the number of higher education institutions over a period of 10 years, from 2000-2010, (Blackwood et al. 2012), which had a big impact on the public charity revenues and expenses. Teacher leaders who share their specialized knowledge, expertise, and experience with other teachers broaden and sustain school and classroom improvement efforts. Teacher leaders can transform classrooms into learning laboratories where every student is engaged in relevant and well-designed curricular content, every teacher embraces the use of more effective instructional strategies, and authentic assessments provide evidence of rich student learning. This work describes four essentialities associated with teacher leaders: a focus on student learning, along with the importance of empowerment, relationships, and collaboration. In recent decades, the promotion of policies that are environmentally friendly has become an important goal in U.S. foreign policy. One way that the United States has influence over protecting the environment is through the policies attached to projects funded by the multilateral development banks (MDBs). This gives the U.S. the ability to indirectly fund projects in developing countries. Using data provided by the United States Treasury, I examined U.S. voting decisions on projects from 2004 to 2011. Principals’ Leadership Practices And Mathematics Pass Rate In Jamaican High Schools, David Palmer, Douglas Hermond, Carl Gardiner

This research was intended to explore the degree to which leadership practices impacted Jamaican schools’ mathematics achievement. More specifically, the researchers examined Jamaica’s high school students’ CSEC mathematics performance in relation to principals’ instructional leadership behaviors as measured by teachers’ perceptions, using Kouzes and Posner (2003) Leadership Practices Inventory (LPI). Data were gathered from 2-4 teachers from 42 high schools in Jamaica. The results indicated that those principals who had high LPI scores also lead schools with higher mathematics pass rates than those principals who had low LPI scores. More specifically, “enabling others to act” was established as the leadership …

As a group, the 10 major metro areas of the Mountain West outperformed the national economy during the third quarter of 2014 on all four indicators of economic vitality measured by the Mountain Monitor: employment growth, output growth, unemployment, and house prices. In the three months ending in September, the country’s large metropolitan areas were anticipating the rapid uptick in national economic growth that took hold at the end of 2014. Mountain region metro areas led the way.

This report describes collaborative efforts undertaken by the Towns of Ashfield, Buckland, and Shelburne Consortium of Councils on Aging (hereafter, The Consortium) and the Center for Social and Demographic Research on Aging, within the McCormack Graduate School at the University of Massachusetts Boston (hereafter, UMass Boston). Beginning in Fall 2014, these organizations partnered to conduct a study to investigate the needs, interests, preferences, and opinions of older residents in communities in West Franklin County (hereafter, West County), and priorities of stakeholders who interact with older adults in various capacities.

Public higher education has experienced a decline in state funding in real dollars. This has created financial challenges for many students and their families, as well as institutions.
Tax revenue has decreased as a result of the economic recession, causing state leaders to reprioritize their fiscal responsibilities. Higher education has been viewed as a discretionary expense in competition with other state programs, so funding can, and often, does vary. Colleges and universities use alternative financial resources, most notably private fundraising, to meet their goals. Higher education institutions commonly play a role in community development. Rural communities may be even more dependent on the university's investment. As higher education has looked to meet demands of stakeholders calling for greater accountability, it has become necessary for universities to be able to justify the effectiveness of these efforts. The purpose of this study was to determine the elements necessary for successful rural community development in Western Oklahoma. Utilizing the Delphi research method, 20 community development experts in rural Western Oklahoma participated in the three-round survey process. The individuals who staff the nation's 4,600 Community Development Corporations (CDCs) represent the front line in production of affordable housing for America's poor. CDC staff members work within chronic funding uncertainties, applying complex and often ambiguous policies, under pressure to address shortfalls in affordable units. As such, they represent a prime example of Lipsky's (1980) street level bureaucrats (SLBs): agency workers with no formal policy role, who nevertheless shape policy by exercising discretion in the course of implementing ambiguous directives under stressful and alienating conditions.
