Many older cities in the United States confront the problem of long-term declines in population and economic activity in certain neighborhoods have resulted in blighted conditions that make conventional revitalization initiatives based on increased residential and commercial development unlikely to succeed. The foreclosure crisis in the U.S. has resulted in immense economic and social losses for individuals and neighborhoods. Some neighborhoods face long-term declines in population and economic activity that have been compounded by the foreclosure crisis. How can government and non-profit organizations design responses to neighborhood distress that reflect distinctive community characteristics and are consistent with long-term policy and planning goals? In this talk, I discuss alternative decision modeling strategies that support neighborhood health. Where foreclosure responses are likely to ensure that neighborhoods remain vital places for residential housing, productive strategies may include property acquisition and redevelopment. How do levels of confidence in the public service differ across countries? Are these attitudes about the public service determined by similar individual-level attributes across countries? Do country-level correlates explain variation between countries in citizen attitudes toward the public service? Data from the 2005-2009 World Values Survey for 21 North American and Eurasian countries, in addition to aggregate-level measures of national context, are analyzed using multilevel binary logistic regression. The study shows that there is a significant amount of variation in the confidence attitudes not only within each country but also across countries. The federal sector, the financial institutions, and the defense complex are on top of the game to a high degree. The Airline Passenger Survey is an annual survey of frequent fliers who visit the web site for the Airline Quality Rating. Since 2009, over 4,000 passengers have responded to researchers’ request to provide a consumer perspective on the quality of today’s air travel experience. Airline Quality Rating researchers at Purdue University and Wichita State University compare the consumer experience of air travel with the objective rankings of the Airline Quality Rating (www.airlinequalityrating.com). These detailed findings are provided publicly and periodically released to the media.

This article provides a descriptive review of four goal-free program evaluations (GFE). GFE is an evaluation model where the independent evaluator is intentionally screened from the program’s stated goals and objectives in hopes of reducing potential goal-related tunnel vision. The findings from these GFE case studies are focused in three areas: (1) elements of the programs that were evaluated and their existing evaluation contexts (e.g., pre-evaluation conditions, size of evaluation budget), (2) design of the GFEs (e.g., screening method, data collection methods), and (3) expertise of the goal-free evaluators (e.g., training, degrees attained). In 1996 the US Congress enacted welfare reform legislation. In addition to new lifetime time limits and work requirements for those receiving cash and other forms of social assistance, the states could impose policies pertaining to reproductive-related behaviors of poor women. One such policy is the so-called “family-cap,” which denies additional income support to poor women who have a baby while receiving cash assistance; 24 states have implemented such policies. This paper utilises a new framework for examining critical junctures to help us understand whether the changes to Irish industrial policy at the end of the 1950s constituted a critical juncture, breaking cleanly with what came before, or were a continuation of policy pathways previously established. The framework is made up of three elements, which must be identified in sequence, for us to be able to declare a critical juncture. Irish industrial policy is examined here, as it constitutes a core tenet of wider economic policy.

However, painstaking care must be applied to the approach and design of the research to ensure the best possible chance of achieving the research objectives and to minimize both physical and psychological distress to the animals. Most American conservatives and liberals wield contradictory political attitudes. This dissertation explores what drives this “attitudinal incongruence.” First, I define and operationalize my terminology and situate the topic within social and political psychology to formulate my central model and theory of ideologically asymmetrical application of (1) individuals’ psychological and cognitive traits, and (2) individuals’ social identity and environmental traits. This leads to the overarching hypothesis that conservatives’ incongruities are more strongly driven by internal forces, and liberals’ by external forces.
