Results Of 2013 Greenbelt User Survey, Jaap Vos
Results Of 2013 Greenbelt User Survey, Jaap Vos
Jacobus J. "Jaap" Vos
The Greenbelt survey was administered at four different locations on the greenbelt on Tuesday, September 17, and Saturday, September 21, 2013. There were a little over 1000 usable surveys and we also received detailed information about the amount of people on the Greenbelt from a traffic count that was performed by the Ada County Highway District (ACHD). The general results are very similar from last year. Users are unanimously happy about the Greenbelt and see the Greenbelt as an important asset for the community. People feel safe and almost 75 percent of the people that were surveyed use the Greenbelt …
Comparing Uses Of The Strategic Defense (Fabian Strategy) By General Washington (1776-78) And Russian Generals (1904-05), Samuel W. Bettwy
Comparing Uses Of The Strategic Defense (Fabian Strategy) By General Washington (1776-78) And Russian Generals (1904-05), Samuel W. Bettwy
Samuel W Bettwy
The Fabian strategy, also known as strategic defense, is a military strategy in which a weaker force avoids decisive battles with the enemy and creates delay in a war of attrition until the right moment arrives to deliver a decisive blow. General George Washington and his Continental Army, supplemented by the militia, employed this strategy successfully against the British Army during the War for American Independence. The Russian generals did not, however, employ a successful strategic defense against Japanese expeditionary forces in the Russo-Japanese War. To understand why, this paper considers the elements of the Fabian strategy and compares how …
Economic Change And Evolutionary Perspectives., Mario Pianta
Economic Change And Evolutionary Perspectives., Mario Pianta
Mario Pianta
Economic studies with an evolutionary perspective have put the process of change at the centre of the analysis - replacing equilibrium views of economic activity – and have generally focused on the two mechanisms of variety generation – provided by innovation - and selection – provided by market processes, leading to a prevalence of microeconomic investigations. Recent developments in evolutionary biology have emphasised the equally important role of cooperation; cooperative economic behaviour is, in fact, as important as market competition for understanding macroeconomic processes, the role of institutions and public policies, opening up new directions for research. This interdisciplinary discussion …

Slowing Trade: Global Activism Against Trade Liberalization., Mario Pianta
Mario Pianta
The impact of global activism against trade liberalisation is examined in this article through an analysis of the initiatives of cross border civil society networks and with a particular attention to the failed 2003 WTO Ministerial Conference in Cancun. Key aspects considered here include the internal dynamics of mobilisation – which was characterised by a strong framing and widespread protest - and the political opportunities in WTO negotiations, which were marked by divisions within the North and resistance by a large group of Southern governments. In the failure of the WTO Millennium Round in Cancun and the loss of momentum …

Erawatch Country Reports 2013: Italy, Leopoldo Nascia, Mario Pianta

The evolution of the research and innovation (R&I) system in Italy has been heavily affected by the economic crisis, the reduction in public expenditure associated to austerity programmes, and the fall of private R&D and investment efforts. Italy’s GDP has fallen in 2012 (-2.5%) and in 2013 (-1.8%); Eurostat forecasts a slight growth of GDP in 2014, but at a lower rate than the EU28 average. The share of R&D in GDP in 2012 is 1.27%, as opposed to a EU28 average of 2.06. Italy’s level continues to be far from the 1.53% share of GDP stated as the target …

Risk Tradeoff Analysis, Public Opinion And Nuclear Safety: A Spanish Case Study, Xiao Recio-Blanco
Xiao Recio-Blanco
The 2011 nuclear accident at Fukushima-Daiichi nuclear power plant opened a heated worldwide debate over nuclear energy. Unfortunately, neither the previous nor current Spanish governments have publicized the evidence used to evaluate the merits of extending the lifespan of Spain’s own Garoña plant. This article uses the Garoña case for a twofold purpose. First, the article analyzes the accountability of Spain’s executive power decisions on potentially catastrophic industrial activities. The paper finds that the lack of appropriate information disclosure duties in Spain may allow the government to abuse its discretion on actions potentially damaging to human health and the environment. …

Understanding Biopharmaceutical Employment Growth In North Carolina: A "Working Regions" Approach, Laura Wolf-Powers

Scholars of the life sciences industry argue that spatial linkages between research and production have been critical to the growth of the biotechnology and biopharmaceutical sectors. (Feldman and Ronzio, 2001, 2006; Pisano, 1997). More recently, work by Jennifer Clark has suggested that firms in innovation-intensive industries gain competitive advantage from localized supply chains and close control over the manufacturing process. Clark contends that the co-location of design and production makes for regional economies that are innovative and resilient as well as more socially equitable (2013).
Because it has been difficult to understand spatial relationships between manufacturing and R&D using establishment …

Programs For Homeless Children And Youth: A Critical Review Of Evidence, Janette E. Herbers, J. J. Cutuli
J. J. Cutuli
To date, there are few studies that use rigorous research designs to evaluate interventions designed to address the needs of homeless children. Strengths and noteworthy findings as well as the challenges and limitations of this literature are summarized. The studies reviewed in this chapter represent laudable efforts on the part of researchers, practitioners, and community partners to engage in intervention studies with the challenging and understudied population of children in families experiencing homelessness. However, within the guidelines of the What Works Clearinghouse (WWC) standards for evidence based practices, none of the interventions represented in these studies have sufficient evidence to …
Promoting Resilience For Children Who Experience Family Homelessness: Opportunities To Encourage Developmental Competence, J. J. Cutuli, Janette E. Herbers
Promoting Resilience For Children Who Experience Family Homelessness: Opportunities To Encourage Developmental Competence, J. J. Cutuli, Janette E. Herbers
J. J. Cutuli
A developmental perspective on resilience is needed to inform policies and programs that respond to family homelessness. Homelessness and the experiences associated with it can threaten and disrupt healthy development in children, contributing to worse academic achievement, more emotional and behavioral problems, and lower levels of developmental competence in a variety of other domains. Scholarship on resilience and risk provides a framework for understanding how and why this happens, identifying ways to prevent and compensate for the negative impacts of the homeless experience on children. We first explain the fundamental concepts underlying this framework. Through a review of literature on …
Media Impact On Disaster Public Policy, John R. Fisher
Media Impact On Disaster Public Policy, John R. Fisher
Dr. John R. Fisher
Decades of research suggest the media play a secondary role in the development of public policy. This appears to be equally true in media coverage of disasters. While the media may heighten awareness of an issue, individual public opinion leaders, particularly the wealthy and influential, have greater impact on the formation of public policy.
