In this last chapter on state representation, we focus on a case where there has been an absence of demands. In Northeast Thailand, the large ethnic Lao population has not demanded cultural concessions from the state. In fact, not only have the demands been absent, but most people in the region see themselves as Thai (the broader national identity) or Isan (a moniker meaning “northeast”)—as opposed to ethnically Lao. The absence of the Lao identity has less to do with the absence of civic associations from the bottom up than with the absence of political representation from the top down. …

In 2002, a few months after 9/11, I published one of the very first academic examinations of environmental terrorism: what was included in this term and what wasn’t, who might commit such terrorism, and what sorts of environmental resources were vulnerable. Since then, it has been the subject of academic and government analyses. Now, twenty years later, it is time to revisit the concept in light of worsening anthropogenic climate change, the rise of authoritarian states and ecofascism, and gray-zone conflicts in international relations.

Guided by the network gatekeeping and secondary gatekeeping theoretical frameworks, this study employed a 2 (news headlines: pro-Palestine/anti-Palestine) x 2 (news sources: the Times of Israel/Al-Jazeera English) experiment embedded in an online survey on a purposive sample of Arab social media users (N= 452), aiming to understand the antecedents of online news verification during the 2023 Gaza War1. The study investigated the motives that might have encouraged or discouraged Arabs from verifying the war-related news circulated on social media. The forty-eight yearlong Western Sahara conflict over the former Spanish colony between Polisario and the Kingdom of Morocco continues its low prospects of resolution. The future of the territory, with both strategic geopolitical and financial relevance, remains uncertain in which the reasons for the continued prolongation appear to be many. Legitimacy remains a key concept in political sociology, and perhaps even more so in lay understandings of political processes and structures, as evidenced by conflict over territories and regimes around the world. However, the concept suffers from a rather static representation, and even when addressed in processual form, in terms of specific moments in the process, such as conditions favouring legitimacy or its effects. Building from an Eliasian perspective, we argue for a more processual concept of legitimisation to encompass the dynamic social networks (figurations) that constitute the more unintentional context for deliberate legitimation claims. In 1948, the international community came together and promised to “prevent and punish” genocides under the Convention on the Prevention and Punishment of the Crime of Genocide (Genocide Convention). Despite the Genocide Convention’s commitment to humanitarian intervention, states are selective and inconsistent in intervention. While there are many case studies done on state motivation for intervention, statistical studies are rarely done and a system for predicting what variables will likely produce humanitarian intervention on a wide scale has not been explored. งานวิจัยนี้มีจุดมุ่งหมายเพื่อศึกษาการเมืองของขบวนการนักศึกษาในเวียดนามใต้ในยุคสงครามเย็น และชาตินิยมที่ซับซ้อนและลื่นไหลจากการเคลื่อนไหวทางการเมืองและสังคมของนักศึกษา งานวิจัยนี้ประกอบไปด้วย 3 ประเด็นหลักคือ พัฒนาการขบวนการนักศึกษาในเวียดนามใต้ การปลูกฝังและการจัดการศึกษาของรัฐบาลเวียดนามใต้กับความช่วยเหลือของสหรัฐอเมริกา ตลอดจนความหลากหลายของกลุ่มขบวนการนักศึกษาที่มีผูกโยงกับความเปลี่ยนแปลงทางการเมืองและสังคมนับตั้งแต่สาธารณรัฐเวียดนามถือกำเนิดขึ้น งานวิจัยนี้ใช้วิธีวิทยาทางประวัติศาสตร์โดยใช้หลักฐานชั้นต้นและชั้นรองจากฝั่งเวียดนามและอเมริกาได้แก่ หนังสือพิมพ์ วารสาร บทกวี บทเพลงและข้อเขียนของนักศึกษาเวียดนามใต้ ในส่วนที่เป็นหลักฐานฝั่งอเมริกา ได้แก่ หนังสือพิมพ์และจดหมายที่บันทึกการตอบโต้ระหว่างนักศึกษาเวียดนามใต้และกลุ่มนักศึกษาในสหรัฐอเมริกา ผลการศึกษาพบว่าการเคลื่อนไหวของขบวนการนักศึกษาแบ่งออกเป็น 2 ช่วง ได้แก่ ยุคสาธารณรัฐที่ 1 ภายใต้รัฐบาลโงดิ่งห์เสี่ยมและสาธารณรัฐที่ 2 ภายใต้เหงวียนวันเถี่ยว การเคลื่อนไหวของขบวนการนักศึกษามีความหลากหลายและซับซ้อนซึ่งไม่ได้เป็นไปเพื่อการต่อสู้เพื่ออุดมการณ์ทางการเมืองเป็นหลักขึ้นอยู่กับบริบทของระดับปัญหาทางการเมืองภายในที่เวียดนามใต้อยู่ในสภาวะความโกลาหลทางการเมืองรวมทั้งสภาวะสงครามที่เพิ่มความรุนแรงมากขึ้นเรื่อย ๆ ปัจจัยเหล่านี้มีผลต่อรูปแบบการเคลื่อนไหวของขบวนการนักศึกษาและการออกมาตรการในการตอบโต้โดยรัฐ ขบวนการนักศึกษามีอยู่หลากหลายกลุ่มทั้งที่ทำงานร่วมกับรัฐและต่อต้านรัฐ การเติบโตของขบวนการนักศึกษาเพิ่มขึ้นอย่างมากภายใต้การเปิดเสรีเรื่องการศึกษาซึ่งได้รับความช่วยเหลือจากสหรัฐอเมริกา ทั้งนี้ชาตินิยมในหมู่นักศึกษาเวียดนามใต้มิใช่การจำกัดกรอบเพียงแค่การต่อต้านรัฐบาลและอเมริกา ทว่ายังหมายรวมถึงการพยายามสร้างชาติภายใต้สภาวะสงครามและต่อต้านรัฐบาลอำนาจนิยมด้วยการถกเถียงเรื่องการสร้างชาติ ความรักชาติ วัฒนธรรมแห่งชาติและต่างชาติ อย่างไรก็ตามหลังปี 1975 ขบวนการนักศึกษาเวียดนามไม่ได้มีบทบาททางการเมืองเช่นในยุคสงครามเย็น

This Article makes three main contributions. First, it fleshes out the theory of separation of structures as distinct from contemporary scholarly approaches. Second, it writes the intellectual history of separation of structures, which has been an integral part of the separation of powers enterprise since its inception, including at the Founding. Third, it explores the scholarly and doctrinal implications of structural separation of powers. In particular, adjudicating the constitutionality of agency structures requires methodological pluralism that incorporates the normative values underlying the structural design. ความขัดแย้งในจังหวัดชายแดนภาคใต้ของไทย ซึ่งมีประวัติศาสตร์ยาวนานและทวีความรุนแรงในช่วงปี พ.ศ. 2547 ซึ่งได้รับการศึกษาอย่างกว้างขวางตลอด 20 ปีที่ผ่านมา โดยงานวิจัยนี้จึงมุ่งศึกษาการปรับเปลี่ยนยุทธศาสตร์ของนักกิจกรรมทางการเมืองที่ผลักดันการกำหนดชะตากรรมตนเองและปราถานาเอกราชปาตานี สู่การก่อตั้งกลุ่ม ปาตานี บา โดยมีวัตถุประสงค์เพื่อ 1) อธิบายปรากฏการณ์การเปลี่ยนรูปแบบจากขบวนการเคลื่อนไหวทางสังคมสู่กลุ่มการเมืองเชิงสถาบัน และ 2) วิเคราะห์ความสัมพันธ์ระหว่างกลุ่มดังกล่าวกับพรรคการเมือง ผลการวิจัยชี้ว่า การก่อตั้งกลุ่มปาตานี บารู เป็นผลจากปัจจัยเชิงโครงสร้างทางการเมือง คือ การเปิดพื้นที่ทางการเมืองระดับชาติ ซึ่งสวนทางกับโครงสร้างทางการเมืองที่ยังคงปิดกั้นและจำกัดสิทธิในพื้นที่ปาตานี/จังหวัดชายแดนภาคใต้ด้วยกฎหมายพิเศษ ด้านความสัมพันธ์กับพรรคการเมือง กลุ่มปาตานี บารู กำหนดเงื่อนไข 4 ประการในการพิจารณาร่วมงาน ได้แก่ การเป็นพรรคประชาธิปไตย ความสามารถในการกำหนดนโยบายเกี่ยวกับปาตานี อำนาจบริหารงานการเมืองในพื้นที่ และการสนับสนุนทรัพยากรในการเลือกตั้ง ทั้งนี้พบว่ากลุ่มปาตานี บารู ได้รับการยอมรับและบทบาทที่แตกต่างกันระหว่างพรรคการเมืองที่เคยร่วมงานด้วย

งานวิจัยฉบับนี้ศึกษาบทบาทพระธรรมทูตไทยสายอินเดียซึ่งนับเป็นตัวแสดงสำคัญในการส่งเสริมความสัมพันธ์ระหว่างประเทศผ่านกิจกรรมทางพระพุทธศาสนาและสังคมสงเคราะห์ร่วมกับตัวแสดงในระดับต่าง ๆ ประกอบด้วย หน่วยงานด้านการต่างประเทศไทย รัฐบาลท้องถิ่นอินเดีย และสาธารณชนอินเดีย ทั้งหมดมีส่วนเกี่ยวข้องกับการเสริมสร้างความร่วมมือและปฏิสัมพันธ์ทางวัฒนธรรมระหว่างไทยและอินเดีย งานวิจัยฉบับนี้ใช้วิธีการศึกษาเชิงคุณภาพและวิเคราะห์ผลการศึกษาตามกรอบแนวคิดว่าด้วยการทูตวัฒนธรรมที่แสดงให้เห็นถึงกลไกการทำงานของพระธรรมทูตและการสร้างปฏิสัมพันธ์ทางสังคมที่มาจากการสื่อสารสองทาง โดยพิจารณาขอบเขตด้านเวลาตั้งแต่ปี พ.ศ. 2500 ในการก่อตั้งวัดไทยพุทธคยา ที่เป็นจุดเริ่มต้นของความสัมพันธ์ทางพระพุทธศาสนาอย่างเป็นทางการ บทบาทพระธรรมทูตไทยสายอินเดียต้องเผชิญกับความท้าทายในด้านความแตกต่างทางวัฒนธรรม ภาษา ศาสนา และวิถีชีวิต เพื่อปรับตัวให้เข้ากับสาธารณชนอินเดียและสามารถดำรงบทบาทในฐานะผู้แทนทางพระพุทธศาสนาในต่างประเทศอย่างมีประสิทธิภาพ ตลอดจนสามารถนำมาซึ่งความไว้เนื้อเชื่อใจของสาธารณชนอินเดียที่มีต่อไทย จากการศึกษาพบว่าพระธรรมทูตไทยไม่ได้มีเพียงบทบาทในการเผยแผ่พระพุทธศาสนาเพียงอย่างเดียว แต่ยังมีบทบาทสำคัญในการเป็นศูนย์รวมจิตใจต่อสาธารณชนในพื้นที่และผู้ที่เดินทางมาจาริกแสวงบุญในพื้นที่สังเวชนียสถานทั้งสี่ตำบล และมีบทบาทในการสร้างความสัมพันธ์อันดีต่อสาธารณชนอินเดียจากการส่งเสริมกิจกรรมทางพระพุทธศาสนาและสังคมสงเคราะห์ ทำให้การขับเคลื่อนการทูตวัฒนธรรมไทยดำเนินไปอย่างยั่งยืนจากความศรัทธาและร่วมมือระหว่างไทยและอินเดียอย่างแน่นแฟ้น พร้อมทั้งเสริมสร้างภาพลักษณ์ทางวัฒนธรรมและพระพุทธศาสนาเถรวาทไทยให้กลายเป็นจุดเด่นในสังคมอินเดีย ในขณะเดียวกัน พระธรรมทูตไทยได้มีบทบาทมากยิ่งขึ้นต่อการเจริญสัมพันธ์ไมตรีในต่างประเทศและได้รับการตอบสนองเป็นอย่างดีจากสาธารณชนและรัฐบาลท้องถิ่นของอินเดีย โดยวัดไทยในอินเดียได้มีจำนวนเพิ่มมากขึ้นเพื่อเป็นศูนย์อำนวยการช่วยเหลือพุทธศาสนิกชนที่เดินทางมาจาริกแสวงบุญ บทบาทพระธรรมทูตไทยได้แสดงให้เห็นถึงบทบาทในการขับเคลื่อนพระพุทธศาสนา วัฒนธรรม คุณภาพชีวิต และการท่องเที่ยว ทำให้การเสริมสร้างความร่วมมือระหว่างไทยและอินเดียดำเนินต่อไปอย่างยั่งยืนภายใต้พื้นฐานของความเข้าใจอันดี อย่างไรก็ตาม ผลลัพธ์ของการทูตวัฒนธรรมไม่สามารถสำเร็จได้ภายในระยะเวลาอันสั้น แต่ต้องถูกสั่งสมจนเกิดความไว้เนื้อเชื้อใจที่แสดงออกผ่านการมีปฏิสัมพันธ์ ความร่วมมือ และนโยบายต่างประเทศ ด้วยเหตุนี้ การศึกษาประเด็นความสัมพันธ์ระหว่างประเทศสามารถพิจารณาถึงการทูตวัฒนธรรมที่เป็นอีกหนึ่งหนทางในการแสวงหาซึ่งผลประโยชน์แห่งชาติ โดยมีพระธรรมทูตไทยเป็นตัวแสดงทางการทูตที่มีส่วนสำคัญในการเสริมสร้างความสัมพันธ์ระหว่างประเทศและเป็นส่วนหนึ่งในการตอบสนองเจตนารมณ์ตามแผนแม่บทภายใต้ยุทธศาสตร์ชาติประเด็นการต่างประเทศ

Clientelism, or patronage-based political exchange can have a significant impact on political systems, and representative politics.
